as I read on sage-devel, it's not a problem, as CVXOPT is not a part of
sage-x.y.z.spkg. SPKG.txt merely reflects the CVXOPT's copyright notice,
as given here:
http://abel.ee.ucla.edu/cvxopt/copyright.html
So we should not change SPKG.txt.
