This fails to build on t2.math.washington.edu (Solaris on sparc); I've
posted the log at
[http://sage.math.washington.edu/home/palmieri/misc/atlas-3.8.3.p17.log].
I get a similar failure on the skynet machines mark (Solaris on sparc) and
fulvia (Solaris on x86). I am not seeing this problem on David Kirkby's
machine hawk (!OpenSolaris on x86).
