Hmm, do you know "psexec" (from www.sysinternals.com)?
As long as you could "spawn" a cmd session and obey some rules and have the right(s) on the remote box it is already possible to start non-gui programs (some guis work, too) remotely
installed on the system(s) that need to execute those commands.
