There are two options in the services control panel you can change
it to
start automatically and tell it to use desktop interaction. That
will
give access to the gui on the console. Or just end the process and
start it again by launching the executable. Could have been an
explorer crash which made all of the application icons in the
systray
disappear.

By chance does this machine run APC Powerchute software.? I has very
similar problems last week that application. SA showed as
"starting"but never started, Telephony service would "not start in a
timely manner" . An update to APC Powerchute fixed everthing.
