There was thread recently and here was Dirk's response

It turned out in that case to be caused by APC powerChute.   Do you have that on this system?

    At any rate, I attempted to start the Telephony service and after a delay, I got:

Error 1503: Service did not respond to start or control request in a timely fashion.

 

    I also checked the event logs and see that at about the time I restarted the server, there is an entry in the Application Log that states:

Hanging application serversalive.exe, version 5.0.0.1748, hang module hungapp, version 0.0.0.0, hang address 0x00000000

 

    Any further suggestions?

There are two options in the services control panel you can change it to
 
start automatically and tell it to use desktop interaction.  That will 
give access to the gui on the console.  Or just end the process and 
start it again by launching the executable.   Could have been an 
explorer crash which made all of the application icons in the systray 
disappear.
