No, this is an effect on real Sams which I heard about from Simon
Cooke and used in the menu for Fred 65 (long before I'd seen SimCoupe).
You can change the border colour, and turn the screen on and off,
with a single OUT instruction. But it turns out that the effects
don't happen at exactly the same time, so by switching between a
black border with the screen on, and a white border with the screen
off [1] you get a very thin flash of the colour.
