It's generated by switching between a coloured border with the SOFF bit set
and a black border with SOFF clear.  Strictly both should be black, but a
hardware quirk means you see a tiny flash of the colour between the screen
being re-enabled and the new border colour being set.  It's actually even
narrower than a mode 3 pixel, but the SimCoupe display resolution means a
mode 3 pixel is the narrowest I can show.

It's not even limited to the border area either, since the ASIC isn't
fetching display data when SOFF is set over the main screen.  Try this:
POKE 32768,243,62,128+7,211,254,175,211,254,195,1,128 : CALL 32768   The
stripes over the main screen are spaced further apart because contention
slows the CPU as soon as the screen is renabled.  It shows the ASIC
defaulting to border colour in the absense of display data, as it does
around the main screen already.
