Sorry, but i'm not familiar with git or windows cvs type software at all. Anyway, you can't really commit changes without a working compilation environment to test them. That just leads to all sorts of typos and errors. It is much easier to do from Linux - Install g++, git, tcl-dev. Pull from git. Alter code, compile and test changes. Use git to commit changes.
