I don't know if you can call any chess I play "serious", but I do play at IECC.

Speaking as a member of IECC, I can say you are 100% correct here.

The IECC's instructions on time controls are (needlessly) complicated. The time 
controls are based on reflection time. Your reflection time for a move is the 
integer number of days between the date your opponent's move was available on 
your email server and the date you send your reply move. Note that these are 
dates, not times. For example, if my server receives my opponent's move at 
11:59 pm and I send my reply two minutes later, I am charged one day of 
reflection time. There are two time controls to keep track of. The first (and 
easiest) is that a player is allowed no more than 10 days of reflection time 
per move. The second is that a player is allowed no more than 30 days of 
reflection time for any ten consecutive moves. However, there will be much 
difficulty in implementing this in scid for the following reasons:

1. If a player does not receive a reply to his move within five days, he is 
required to resend his move.

2. Conditional moves are permitted, but accepting a conditional move does not 
count against either clock. As far as I understand the rule, conditional moves 
on the clock are counted as zero moves in zero days of reflection time.

3. Players are permitted to take leaves of absence as long as they notify the 
club and their opponents beforehand. Both clocks are stopped for the duration 
of the leave.

4. Transmission of illegal or ambiguous moves carries a 1 reflection day 
penalty.

5. Violation of the time controls results in the game being referred to an 
arbitrator. Many times, one of the players has had problems (either computer or 
life outside of chess). In these cases the arbitrator usually resets both 
clocks to zero and the game continues.

Because of the above and because, in my experience at the IECC, time controls 
are so rarely an issue, I recommend spending your talents on other improvements 
(or at least not building the email manager around the IECC time controls. I 
suggest including a reflection time column (with manual entry) in the present 
email manager.

I am not sure what you mean by metadata. As long as the complete move list is 
transmitted as plain text in the body of the email message, I think this will 
meet the IECC requirements.
