Well, If I have text in one tab I want it to wrap at column 80 for the better readability, but on the next tab I might have HTML or source code which I don't want wrapped.
I can't recall this coming up before although it could fit some people's situations. For me, turning on wrap is an occasional thing for dealing with other people's code, in which case its better on globally. If someone implements per-buffer wrap then it could be an option to preserve current behaviour for those that it suits.
