Same problem here, Thats why we decided to run as low a cost as
possible wireless lan, as much bandwidth we can afford ( 4 x64k ISDN
and one 512/155ish ADSL Satallite link- leased line to replace ISDN if
we can afford it!), and share it with the community. Run local mail,
web, chat,ftp,cashe and even game servers (when I have a spare box)
and allow the locals to use it..

4 miles is pushing it , although O'Reilly using wireless links shared
some of thier bandwidth to a small community 21 miles away
You could use a point to point link to a reciver in the village.....
But I have enough problems with the local logistics here!!

Not if you use 803.11b, 2.4ghz band licence free... One of the reasons
we are using it... And big Antennas!!
