I'm not one either....

I was worried about this as well.

    At the start I wanted to just build a cheap ad hoc wireless lan,
and let the locals loose on it.
Well after talking to the Local Enterprise People,  and offered a lot
of  incentives for a business startup for the project, We had to
figure a way to generate an income. So we are a charging a monthly
rental for the kit in the machines, which isnt cheap, although
wireless network cards are getting cheaper, a share of the Bandwidth,
Support, ftp and mail, games server (when I free up that spare box)

Which ok, you can get free elsewhere...

    In all, a Very Grey area, If I could it would be free, but as I am
sinking a lot of my own money into this I cannot afford to get none
back, esp in a community of this size.
