I've dabbled a bit with hostmonster. No complaints (yet), their help line
has been more often helpful than not when I've had to call. I'm
not using them for ruby/rails, but they do make it available, and
they give you shell access which I personally like. They're at around $6 a
month
or so.
Current installed ruby/rails:
# ruby --version
ruby 1.8.6 (2008-08-11 patchlevel 287) [x86_64-linux]
# rails --version
