If you babelfish yourself through it, http://www.sipgate.de does it.
Currently they are out of UK numbers again, but once they have them you would get
a local London or Reading number.

not a good idea to buy. The quality varies. Besides that HFC-S based
ISDN cards
are just 20-25 EUR a piece .. and that's for 2 digital channels (1 BRi)
