o my! that's a very big story. I asked for net banking with my branch,

Banking facilities to the visually challenged
It has been brought to our notice that visually challenged persons are
facing problems in availing banking facilities. It may be noted that
banking facilities
including cheque book facility / operation of ATM / locker etc. cannot 
be

denied to the visually challenged as they are legally competent to
contract.
2. It may be recalled that in the Case No. 2791/2003, the Honourable
Court of Chief Commissioner for Persons with Disabilities had passed
Orders dated 05.09.2005
which was forwarded by IBA to all the member banks vide their circular
letter dated October 20, 2005. In the above Order, the Honorable Court
has instructed
that banks should offer all the banking facilities including cheque book
facility, ATM facility and locker facility to the visually challenged 
and

also
assist them in withdrawal of cash. Further, in Para 14 of the above
Order, the Honorable Court has observed that visually impaired persons
cannot be denied
the facility of cheque book, locker and ATM on the possibility of risk 
in

operating / using the said facility, as the element of risk is involved
in case
of other customers as well.
3. Banks are therefore advised to ensure that all the banking facilities
such as cheque book facility including third party cheques, ATM 
facility,

Net banking
facility, locker facility, retail loans, credit cards etc. are 
invariably

offered to the visually challenged without any discrimination. Banks may
also
advise their branches to render all possible assistance to the visually
challenged for availing the various banking facilities.

Thanks for the instant response.
1. I am using Nokia Suite and not the Nokia PC suite/Nokia OVI Suite 
over

Win7
2. I had successfully connected my phone to PC via PC Suite mode and am
able
to do other tasks like cyncing and browsing files on my phone and MMC 
etc.

3. In Nokia Suite V3.368, the layout is someway different than the Nokia
PC
suite/OVI Suite  and when I go to tools menuConnect to internet, it
symply
rejects the connection and the  dialog says Fail to establish the
connection!.
4. I also tried to adjust some settings by going to 
ToolsOptionsInternet

and choosing Airtel as my service provider and India as my country but
still
to no avail.
5. Finally, I tried setting up a dial-up connection using Bluetooth but
there too I found no success! May be, there might be some settings that
need
to be defined correctly.

Hope I've put my problem in a clear manner and you can suggest something
to
come out of it.

Hi, Did you install the pc suite? If not, then you should do that first.
After doing that you should  pair the phone with the pc by using the get
connected vizzerd. When your phone is successfully connected with pc via
bluetooth, then the bluetooth modem will be automatically installed. 
After

all of these, connect the phone with pc via bluetooth and open the pc
suite.
Under file menue, aero down to connect to internet and hit enter. When
you
do so, a dialog box will appear and click the configure button. Now you
should see the bluetooth modem being listed there and there will be a 
list

of internet providers being listed. Select airtel from the list and hit
the
finish button. Now close the pc suite and the remaining dialog box. If 
you

are using windows 7, then hit the start button and type connect to the
internet and hit enter. Now a new dialog box will open. Among the

radio buttons, choose the existing internet connection and hit next. 
Now


a
new dialog box will open asking to specify number to dial etc. Ignore 
all

fields and hit dial button. Now your pc will attempt to connect to the
internet via the bluetooth. Up on successful establishment of

you will get another dialog box. Hit close button and open your browser.
That's it and get back to me if it still does not work. Personally I 
would

prefer to use the cable rather than bluetooth since the later is

slower than the former.

 I am a part of a software development team and accidently we came across

 idea of having a software that shall function as an overlay on top of the
 existing OS. This overlay shall act as an interface delivering all
 standard
 applications that are a part of most commonly used.



 The idea is that all the menus, actions, open file, save file, all
 commands,
 for Office Suite, Internet Explorer, windows explorer functions, paint-

 hand Drawing , Email Client, calculator, folder management, media player.



 What does it mean?



 Eg:- Internet Explorer, All the features of a standard browser's menus
 will
 be in local language+ it shall be voiced out to the user. Also all the
 content of the Page in the browser, irrespective of the language of the
 page
 shall be read out in the same language, auto detection of language and
 the
 necessary TTS shall be included.(at the moment the idea is toyed around
 Hindi / Marathi / Punjabi/ Guajarati). It means that you open two web
 pages
 the first one in English and the next page in Hindi, the first page shall
 be
 rendered to the user in English and the second one in Hindi, without the
 need of changing any setting by the user.





 Office Suite:- the difference between the open office suite offering the
 menus in local language and this overlay is that all of the menus are
 voiced
 out and hence the need of screen reader is not required. when you click
 File(in local language) all the options are read out including assistance
 to
 navigate as jaws would do. And all the actions of the resulting click
 shall
 be performed as standard actions of MS Office.



 Windows Explorer:

 Directory listing, searching folders, all menus that are used for
 performing
 actions remain as it is however the voicing out shall be in local
 language.



 It is also little difficult here to describe everything in a mail, also I
 am
 not intending to write a spec document encouraging debate, it is just an
 idea(not from the software's point of view as snippets to do such a thing
 are in place) and hence would like to seek if this kind of a overlay
 shall
 address any help to users in particular. In a nut shell it's an overlay
 performing all actions of a standard Windows Operating System but the
 feel
 shall be in the local language. Also kindly be noted that this is not a
 screen reader. But all the menus are still accessible on its own. Healthy
 discussion is always accepted on my Id offline too.

I can only assume your situation , I was referring to the accessibility of
the websites those are accessible as I learnt that there are hardly good TTS
and screen Readers at reasonable costs, the main intention of the program is
also for the benefit of the children / students from those sections of the
society where learning from English medium is a bit difficult.

I am convinced of the need of such a overlay and we have already decided to
work on it, in the idea stage I guess people are unable to understand what
all it can do but I am sure that this is going to help all of us soon.

Hello,
The notice board installed on such counters clearly displays the
categories of persons who can book there tickets through such special
counters.
In New Delhi, there is a special counter exclusively for the disabled.
In other small places, disabled have to share the facility with senior
citizens and in some cases with ladies as well. Pertinent to mention
that all the places you don't find this facility. However, if one is
very assertive, not require to stand in queues as disabled do not have
the facility to book their consessional ticket online while others do
have such facility.

no, acknowledgement is not needed now to get a replacement sim. only some 
amount and a ID proof preferably which was given for the original sim. and 
the old sim will be automatically blocked as soon as you get the new sim. 
also now a days, police people demand affidavit for lodging complaint 
regarding mobile theft. so, it is useless if there is no hope of getting the 
mobile back.

Hello,
The notice board installed on such counters clearly displays the
categories of persons who can book there tickets through such special
counters.
In New Delhi, there is a special counter exclusively for the disabled.
In other small places, disabled have to share the facility with senior
citizens and in some cases with ladies as well. Pertinent to mention
that all the places you don't find this facility. However, if one is
very assertive, not require to stand in queues as disabled do not have
the facility to book their consessional ticket online while others do
have such facility.

Providing Banking Facilities to Visually Impaired Persons

We refer to our circular No.CIR/RB/1230 dated February 4, 2006 enclosing
procedural guidelines on the captioned subject. Subsequent to which, we have
received several representations from visually impaired persons regarding
the facilities and services being provided by banks and the ground level
difficulties being faced by them. As you are aware, procedural guidelines
were issued in the context of the order dated September 5, 2005 passed by
the Court of Chief Commissioner for Persons with Disabilities, New Delhi
regarding facilities to be provided to visually impaired persons.

Following complaints from Visually Impaired Persons, the Commissioner for
Persons with Disabilities had again issued an advisory to the Finance
Ministry and the Reserve Bank of India (RBI) in May 2008 to take necessary

interactions with a Mumbai based voluntary organization working for the
welfare of Impaired persons. The interactions indicated that technology
innovation in the recent years had greatly empowered visually impaired
persons in leading a normal life. Technology applications such as screen
readers for computers and mobile phones, which are being used by the
visually impaired persons for online/net banking, were demonstrated to us.
Visually impaired persons can read and understand printed documents etc. by
first scanning them and then getting them read out by the screen reader.

Further, we have seen demonstration of finger print technology being
developed by software firm which would enable banks to store thumb
impression of visually impaired persons in place of signature in their
system. Cheques authenticated by them with thumb impression can be scanned
and the image compared with that stored in the system to honor the cheque.
It is suggested that when this technology is fully developed and made
available in the market, banks should consider integrating it with their
core banking platform so that cheque book facility can be extended to a
larger segment of visually impaired persons.

Our attention was also drawn to the United Nations Convention on the Rights
of Persons with Disabilities, which clearly commits to rights of persons
with disability and their access to services. Article 9 of the Convention
enables persons with disabilities to live independently and participate
fully in all aspects of life and also gives them access to facilities and
services open or provided to the public, both in urban and rural areas.
Additionally, Article 12 states  Parties shall take all appropriate and
effective measures to ensure the equal right of persons with disabilities to
own or inherit property, to control their own financial affairs and to have
equal access to bank loans, mortgages and other forms of financial credit,
and shall ensure that persons with disabilities are not arbitrarily deprived
of their property.

It is expected that the guidelines issued by the RBI would result in an
increase in the number of ATM cards issued to visually impaired persons.
This would enhance the case for installation of talking ATMs to facilitate
hassle free operations by visually impaired persons. Banks are requested to
consider installing talking ATMs wherever feasible.

Keeping in view the above, we have revised the procedural guidelines for
providing banking facilities to visually impaired persons, copy of which is
enclosed. While finalizing the document the Sub-Committee took into
consideration that request for ATM facilities, online banking facilities
etc., would come only from visually impaired persons who are capable of
using the applications. Members are requested to kindly consider the revised
procedural guidelines and issue necessary instructions to the operating
staff.

regarding facilities to be provided to visually impaired persons.

Following complaints from Visually Impaired Persons, the Commissioner for
Persons with Disabilities had again issued an advisory to the Finance
Ministry and the Reserve Bank of India (RBI) in May 2008 to take necessary
steps to ensure that visually impaired persons are not denied normal banking
facilities.

o my! that's a very big story. I asked for net banking with my branch, after 
thinking for a long time, they called me for collecting the tool kid 
(password). I collected and logged in by the next day. since it took one day 
for getting activated. and I found, I was given only options for viewing my 
own account, taking statement, and if I have one or more accounts with the 
same bank, I can transfer funds within them.


And now, since I wrote them several emails, to their grievance department 
and RBI Ombersement, they said, we are releasing one more feature and that 
is, online bill payments. provided, if I am submitting their indemnity form. 
Since I replied, unless if you are giving me all the features at par to the 
all the other customers, I won't submit any indemnity, they have now 
blocked all the given features as well.

assist them in withdrawal of cash. Further, in Para 14 of the above 
Order, the Honorable Court has observed that visually impaired persons 
cannot be denied
the facility of cheque book, locker and ATM on the possibility of risk in 
operating / using the said facility, as the element of risk is involved

3. Banks are therefore advised to ensure that all the banking facilities 
such as cheque book facility including third party cheques, ATM facility,

the first one in English and the next page in Hindi, the first page shall
be
rendered to the user in English and the second one in Hindi, without the
need of changing any setting by the user.





Office Suite:- the difference between the open office suite offering the
menus in local language and this overlay is that all of the menus are
voiced
out and hence the need of screen reader is not required. when you click
File(in local language) all the options are read out including assistance
to
navigate as jaws would do. And all the actions of the resulting click
shall
be performed as standard actions of MS Office.



Windows Explorer:

Directory listing, searching folders, all menus that are used for
performing
actions remain as it is however the voicing out shall be in local
language.



It is also little difficult here to describe everything in a mail, also I
am
not intending to write a spec document encouraging debate, it is just an
idea(not from the software's point of view as snippets to do such a thing
are in place) and hence would like to seek if this kind of a overlay 
shall

address any help to users in particular. In a nut shell it's an overlay
performing all actions of a standard Windows Operating System but the 
feel

shall be in the local language. Also kindly be noted that this is not a
screen reader. But all the menus are still accessible on its own. Healthy
discussion is always accepted on my Id offline too.

o my! that's a very big story. I asked for net banking with my branch, after
thinking for a long time, they called me for collecting the tool kid
(password). I collected and logged in by the next day. since it took one day
for getting activated. and I found, I was given only options for viewing my
own account, taking statement, and if I have one or more accounts with the
same bank, I can transfer funds within them.

And now, since I wrote them several emails, to their grievance department
and RBI Ombersement, they said, we are releasing one more feature and that
is, online bill payments. provided, if I am submitting their indemnity form.
Since I replied, unless if you are giving me all the features at par to the
all the other customers, I won't submit any indemnity, they have now
blocked all the given features as well.

 assist them in withdrawal of cash. Further, in Para 14 of the above
 Order, the Honorable Court has observed that visually impaired persons
 cannot be denied
 the facility of cheque book, locker and ATM on the possibility of risk in

 3. Banks are therefore advised to ensure that all the banking facilities
 such as cheque book facility including third party cheques, ATM facility,

 facility, locker facility, retail loans, credit cards etc. are invariably
