One problem is that the fellow stays at Kharagpur about 120 km from kolkata. 
I asked him to try legal steps. But he is afraid that it will cause other 
troubles. moreover, the department is insisting that the post will be 
clerical and if he cannot write himself, he cannot perform his office jobs. 
They don't want to hear of computer skills. The candidate does not know 
computer yet. Anyway, i shall discuss the matter in detail with him. I have 
asked him to request the employees' union to make sure that at least he can 
sit for the exam. If the CCD's order is not in his favour, his exam may be 
cancelled at any time.

Instead of writing to CCPD, it would be better to get interim relief
from the concerned high court by filing the writ petition.
The 30th   march is quite near, yet you have all the time to file
complaint with higher authorities and issueing the legal notice
thereafter. Courts are very reluctant to issue interim relief if you
have not exhausted all the remedies before filing the writ . Please
remember that the Writ under art 226 is the last recourse to seek the
justice.

I have got some contacts in Calcutta, if you want I can check if they
can take up this case.

  off, said Tiwari.

  The principal and the bursar were not available for comment. However,
  the dean of academic affairs, Dr Sanjay Kumar, said, We will surely

   But students say there has been no official confirmation. There is
   also no clarity on whether the money we paid as hostel fees will be
   refunded, said another student, who did also not wish to be named.

   The college has between 33 and 35 disabled students, approximately
   half of whom stay in the hostel. Most disabled students are not well
   off, said Tiwari.

   The principal and the bursar were not available for comment. However,
   the dean of academic affairs, Dr Sanjay Kumar, said, We will surely
   implement the university's guidelines.

accessible ATM machine at the premises of National Association for the
Blind, Delhi today.

This is a proud achievement for NAB Delhi, they can now boast of providing a
very useful service to the visually impaired. This ATM has been made
accessible for people with blindness, low vision, mobility and other
impairments. Non-disabled persons can also make use of this ATM. This
machine accepts cards of all banks. Union Bank of India has provided list of
all the locations where such machines has been installed on their website.

using special software along with your computer 

scanning is the only way if you don't have it in digital edition

As far as I know, St Stephen's  College has always been sensitive towards
disabled students and students from the weaker sections of the community.
This is true of the college even before the University woke up to  the
needs of the marginalised. There could be delays in responding to
University directives. As regards the media articles, the media has always
been quick to target colleges like Stephen's since they are soft targets.

   if you talk about St. Stephens college, it is already giving
   concession to disable students who are 100 percent disabled before the
   guidelines of Delhi University.

   it also provide hostel to all disabled students. Is there any college

  off, said Tiwari.
   
  The principal and the bursar were not available for comment. However,
  the dean of academic affairs, Dr Sanjay Kumar, said, We will surely
  implement the university's guidelines.
