I don't know why, but there are conflicting opinion of the courts on
this point. Of course they cann't compromise with the quality of the
education but some relaxation should be available for reserve
catagories in comparision to general candidates. The equality should
be seen among equals and not amongst unequals.

 leg below the knee had been amputated.

 He was issued a certificate by the joint director, Medical and Rural
 Health and Family Welfare in Nagai, fixing his disability at 60 per
 cent. He also appeared for the TET and obtained 83 per cent marks.

 The petitioner contended that against the total vacancy of 12,000
 posts, 3 per cent of 360 posts had to be earmarked for the disabled
 under Sec 33 of the Person with Disability Act, 1995.

 Very few candidates were selected under this section. Hence, he must
 be given accommodation, after giving relaxation in the requirement of
 90 per cent marks, he pleaded.

 Additional Government Pleader P Sanjay Gandhi submitted that the
 minimum eligibility marks under the Act was 90 per cent.

 No person could claim any relaxation in the matter, he added.

NVDA with Kannada:
can we use both NVDA and Jaws?
I want NVDA only for reading Kannada and Jaws as default, how can I do that?
 when I start the computer I want only Jaws.

Although i don't depend on recordings, and i don't have any such device which 
actually ment for recording purpose, but yes. I have some experience with  
angel recorder. What i feel that,  my symple phome which is c5 with the help of 
third party software  can  records far better then angel recorder! I mostly use 
my phone in an offline mode to record the class lecture of mathematics, 
otherwise i usually don't use record much. And i also recommend alumpus 
recorder. I believe, in everyday recording, no any device can compit to alumpus 
recorder. Its recording capability is really powerful!

even i have the same experience with angel recorder. it is only
recorded well if someone holds the recorder and records it from near
microphone. may be this has been improved in angel pro. users of this

as all you know, in order to iniciate any official job, or any purpose
such as withdrawing the amount from the bank, for admission to any
school/college, for appearing any computative exam, or applying for lp
gas, applying for land line connection, applying new connection of
electricity or disconnection, etc etc etc requires   feeling up there
respective firm first.  and we have to take the help of any sighted
assistance to feel up our firm. and it is not necessary to believe
that each and every such firm can easily be obtain online. here i am
submitting again the silly question that is there any technology such
as computer software or device is available for VI person, by using
this software, we can indipendently fill up any everyday printed firm
for several usage like above or many reason?
  i am asking cause  there is the unique function in kurzweil
software, which allows us to scan and do OCR any such type of printed
firm, then user can able to feel up there firm on there machine, and
printed back to the paper, but this time, firm will be feeled up, as
we have done in machine, ready to do a signeture, and submit to them
for further processing. does any kurzweil user succeed by this way
filling up there firm?

any little bitter-sweet response or discussion will be highly
appriciated, as this is the important topic for me.

Dear bhavesh,  here i strongly recommend you to do thum impression instead of 
doing the normal signeture  specially in banking related issues such as 
withdrawing your amount.  Doing signeture as sighted may lead you to an

I guess you are from India. As per my knowledge, there is no such software or a 
device to fill in the forms for visually handicapped. In united states, they 
can even fill it up online and the subsequent will be delivered to their 
houses. That includes also their food but, I think we have not yet developed 
that much.

Here is the draft National Sports Development Bill, 
2013http://yas.nic.in/writereaddata/mainlinkFile/File921.pdf. There are 
mentions of paralympics and special olympics and sports for hearing/visually 
impaired persons, but there are no special provisions as much for their 
promotion and development. There is the constitution of a National Olympic 
Committee, which in turn will recognize existing national federations.

To my mind the Bill loses out on a lot with regard to disability-specific 
sports (which is the UNCRPD recognized term) in India. The Bill only recognizes 
the Paralympics and the Special Olympics, whereas there is also the 
Deaflympics, the Special Commonwealth Games, the Asian Para Games, the 
International Wheelchair and Amputee Sports World Games and other sports which 
are recognized by the Cerebral Palsy International Sports and Recreation 
Association, the International Committee of Sports for the Deaf, the 
International Blind Sports Federation, and other internationally recognized 
organizations.

India has several federations for disability-specific

have gotten themselves involved in some controversies

Good morning everyone,

Here is the draft National Sports Development Bill, 
2013http://yas.nic.in/writereaddata/mainlinkFile/File921.pdf. There are 
mentions of paralympics and special olympics and sports for hearing/visually 
impaired persons, but there are no special provisions as much for their 
promotion and development. There is the constitution of a National Olympic 
Committee, which in turn will recognize existing national federations.

To my mind the Bill loses out on a lot with regard to disability-specific 
sports (which is the UNCRPD recognized term) in India. The Bill only recognizes 
the Paralympics and the Special Olympics, whereas there is also the 
Deaflympics, the Special Commonwealth Games, the Asian Para Games, the 
International Wheelchair and Amputee Sports World Games and other sports which 
are recognized by the Cerebral Palsy International Sports and Recreation 
Association, the International Committee of Sports for the Deaf, the 
International Blind Sports Federation, and other internationally recognized 
organizations.

India has several federations for disability-specific

have gotten themselves involved in some controversies

1, open c drive
2, open windos
3, open system 32 folder
4, open drivers
5, open folder with the name etc

6, then you will see the file - hosts. On clicking  on the folder you
are most likely to see the dialogue box to select the programme to
open the folder. Select note pad.
7, Then you will get notepad window. Come to the last line of the text.
8, in a new line type

There is another way.
1, Open C drive
2, windos system  drivers  etc
3, O pen the folder hosts with notpad.
4, come to the last line in the notpad window.
5, in a new line type
127.0.0.1 www.facebook.com
6, save the change.
Done.
From now on Facebook is banned on your system.
At any moment you can make it accessible by deleting that line in hosts
file.

If you are only concerned about recording, you may look for Olympus 
recorders which come with inbuilt screen reader facility for accessible 
navigation between the different options. The recording quality is excelent.

You may check Olympus DS 40 or Olympus DS 50. There might be some newer 
versions also. Though it is difficult to find a dealer for these recorders 
in India, you can directly order from their wwebsite or once check with the 
dealers listed on their site if they have that particular product.

Currently i can think of 2 options.

1 being HV pro player, a very good and more portable than angel
player recorder. it's available from saksham perhaps.
2: psoney walkmen. I have used psoney quite alot, and i find it
satisfactory and manageable , as it has beep system, as and when u
move to any options using the arrow keys. For more information, U can

follow the steps below,
1, open c drive
2, open windos
3, open system 32 folder
4, open drivers
5, open folder with the name etc

6, then you will see the file - hosts. On clicking  on the folder you
are most likely to see the dialogue box to select the programme to
open the folder. Select note pad.
7, Then you will get notepad window. Come to the last line of the text.
8, in a new line type
127.0.0.1 www.facebook.com
9, save the change with the key stroke ctrl+s.
Over. it is done.
tell me what happens now.

There is another way.
1, Open C drive

From now on Facebook is banned on your system.
At any moment you can make it accessible by deleting that line in hosts

Friend,
It seems to be beyond my knowledge. It sounds very strange.
Then one more thing. Sometimes softwares like Deep freeze might have
been installed in the system. This software can freeze a selected
drive/folder. That means no change in the file will be saved. People
install it to protect the system from  malwares. Sometimes that might
be the reason why the change is not getting saved.
Can you tell me whether you save any file in My documents? If Deep
freeze has been installed in the system to freeze c drive, whenever
you save a file in my documents the file would not be there once the
system is restarted.
If this is not the reason some other member of the list would help
you. The trick worked in the case of Moheb sir and Bijoy sir. So the
problem is not with the I.P address.

three money transaction methods. They were

skrill account
As I was hearing the last two terms for the first time, I stopped my
registration there.
If anyone could throw light on this it will be a grate help. If
possible tell me about freelance  job offering websites.

I've snabbed my room and that took a few seconds for recognizing and said, a
digital clock and a tv. Likewise, I've also click the take picture button by
keeping it right top of a hand written paper for, which, it recognized it.

you can even trade world wide. First register to paypal.com then add your 
SBI account with your paypal account.


Don't know about skrill account.

I checked out with an alternative adapter, and the battery is not
charging.  DEL technical support says that I need to replace the
battery.  But google search on this issue tells that there might be
the problem of the DC(charging system in the machine)  also.  If I buy
the battery and the problem persists, what is to be done?  They say
its not possible to send a technician to the place I live in.   How to
confirm whether it the problem of the battery?

If you are only concerned about recording, you may look for Olympus
recorders which come with inbuilt screen reader facility for accessible
navigation between the different options. The recording quality is 
excelent.


You may check Olympus DS 40 or Olympus DS 50. There might be some newer
versions also. Though it is difficult to find a dealer for these recorders
in India, you can directly order from their wwebsite or once check with 
the

dealers listed on their site if they have that particular product.

player recorder. it's available from saksham perhaps.
2: psoney walkmen. I have used psoney quite alot, and i find it

worning please follow all instructions that i give carefully not
following this instructions may damage your computer or may cause
shock.
1. remove the battery of your laptop.
2. worning! place your laptop on a table not on your lap or any whare
if something contacts the battery contacts on your laptop it may shot
connect the laptop to the adapter and start it with mains on if there
is a problem with the dc charging system your laptop will not start or
may trip half way now for the battery do the following.
1. see if u or any of your friend has a dell laptop.
put your battery in the laptop and see if it works properly cause most
of the dell laptops have the same wattage and kwh this should solve
your problem.
i do this often to see if the dc charging system of my laptop is
working any way whare do u live i mean which state? sorry to ask such
a question on the list if i get that info i can find out a service
center near you

except transfers.  and Skrill account is a money booker service just like

As I was hearing the last two terms for the first time, I stopped my

respected list members.I am a late blind person. I lost my vision at 

the age of 51 some 10years back. I worked in  a pharmaceutical 

company as production supervisor for 26 years.

I am a Certified Master Trainer by Enable India in 2009.

Worked asComputer Instructor for NAB MUMBAI, 2008-2012 and conducted 

about 21batches of 3 weeks basic computer courses for students from 

different states of India. Each batch was about 8-10 students and 

thus taught computers to more than 300 students till now. I also 

worked as computer instructor for Amway Computer Center at NAB Raey 

road in2010-2011. Conducted two batches for Aptech Education. Total 

12students passed successfully Aptech certificate exam with Grade A 

andabove. I helped Aptech Education to prepare VI friendly 

curriculum.

My few key assignments were

•   Master Trainer in a Training of Trainer program conducted by TTI 

atPune in Feb 2012 in collaboration with Enable India and XRCVC.

•   RCI CRE sessions conducted in Nasik by MAHA NAB.in August 2012.

•   A computer center was set up for Kolhapur NAB, with NVDA as 

primaryscreen reader.

•   Worked as software tester for ORCA screen reader (for ALVIC 

version)for CDAC, Kharghar in 2012).

•   Currently conducting basic computer classes at Thane West on 

everySunday for school students.

The mission of Second Sight is to develop, manufacture, and market
implantable visual prosthetics to enable blind individuals to achieve
greater independence.

In preparation for the launch of Argus II later this year, these initial 12
implantation centers will begin to accept consultations with patients who
have RP. The centers will be located in Ann Arbor, MI; Atlanta, GA;
Baltimore, MD; Chicago, IL; Cleveland, OH; Dallas, TX; Durham, NC; Los
Angeles, CA; Miami, FL; Nashville, TN; Philadelphia, PA; and San Francisco,
CA.
Some Background: Argus II Development

On February 14, 2013, Second Sight Medical Products,

The Argus II has been approved to treat adults with severe to profound RP,

At present, there is no cure for RP.

The retina is the light-sensitive tissue that lines the inside surface of
the eye. Cells in the retinal tissue convert incoming light into electrical
impulses. These electrical impulses are carried by the optic nerve to the
brain, which finally interprets them as visual images. The Argus II is not
a cure for RP; instead, it is intended to replace the function of the
light-sensing cells that have been damaged and/or degraded by the disease.

The Argus II device consists of the following components:

   - a small video camera
   - a transmitter mounted on a pair of eyeglasses
   - a video processing unit (VPU)
   - an artificial retina (the implanted retinal prosthesis, which is an
   array of electrodes)

The video camera images are transformed into electronic data by the VPU
that sends signals to a wireless receiver implanted in the eye (the retinal
prosthesis electrodes). The electrodes allow the electronic signals to
bypass the damaged retina and transmit directly to the brain, where they
are interpreted as visual images.

The cost of the Argus II is approximately $150,000; additional fees include

Who Is Eligible for the Argus II?

The Argus II is implanted in a single eye, typically the worse-seeing eye.

 •   Master Trainer in a Training of Trainer program conducted by TTI

 •   A computer center was set up for Kolhapur NAB, with NVDA as

 primaryscreen reader.

 •   Worked as software tester for ORCA screen reader (for ALVIC

 version)for CDAC, Kharghar in 2012).

 •   Currently conducting basic computer classes at Thane West on

 everySunday for school students.

 I am looking forward in answering queries related to technologies

 forthe blind and gain knowledge from A I list on various topics.

Howdy folks, did anybuddy use flipcart mp3 library to purchase and download the 
music? I had purchased an mp3 track but It cannot be downloaded.   means there 
is no anydownload link.  anybuddy faced same issue? I wanna download it 
since flipcart has shutdown its mp3 library on june 17 itself though, stil 
purchased items can be viewed and downloadable till august 18.
