The following is an excerpt from the Autobiography of Mark Twain,
Volume 2. It is a journal entry from January 17, 1901 about his dinner
with Helen Keller.

Helen Keller dined with us yesterday evening. She was accompanied by
Mr. and Mrs. Macy. Mrs. Macy became her first teacher in the
neighborhood of twenty years ago, and has been at her side ever since.
Helen Keller is the eighth wonder of the world; Mrs. Macy is the
ninth. Mrs. Macy’s achievement seems to me to easily throw all
previous miracles into the shade and take the importance out of them.
Helen was a lump of clay, another Adam—deaf, dumb, blind, inert, dull,
groping, almost unsentient: Miss Sullivan blew the breath of
intelligence into her and woke the clay to life. But there the
parallel ends. From that point onward there is no twinship between
Adam and Helen; in fact the twinship does not reach quite that far,
for neither light nor intelligence was blown into Adam’s clay, but
only the breath of physical life. Adam began his career without an
intel- lect, and there is no evidence that he ever acquired one. Helen
is quite a different kind of Adam. She was born with a fine mind and a
bright wit, and by help of Miss Sullivan’s amazing gifts as a teacher
this mental endowment has been developed until the result is what we
see to-day: a stone deaf, dumb, and blind girl who is equipped with a
wide and various and complete university education—a wonderful
creature who sees without eyes, hears without ears, and speaks with
dumb lips. She stands alone in history. it has taken all the ages to
produce a Helen Keller—and a Miss Sullivan. The names belong together;
without Miss Sullivan there had been no Helen Keller.

At dinner the stream of conversation flowed gaily along without let or
hindrance, the deaf, dumb, and blind girl taking her full share in it,
and contributing her full share of jest and repartee and laughter.
Every remark made was reported to Helen by Mrs. Macy with the fingers
of one hand, and so rapidly that by the time the utterer of it had
reached his last word, Mrs. Macy had delivered that word into Helen’s
hand, so there was no waiting, there were no intervals. This is a
wonderful thing, for the reason that Mrs. Macy does not use shorthand
forms, but spells each word out. Her fingers have to move as swiftly
as do the fingers of a pianist. The eye of the witness is not quick
enough to follow their movements.

who fires off smart felicities seldom has the luck to hit her in a
dumb place; she is almost certain to send back as good as she gets,

Friends, it’s unbelievable that the manipulation was made only by the broker.
Generally, arrange marriages in India are solemnized after proper
interaction between both parties.  The blunder was committed on the
part of girl and her family as well. They were supposed to reveal the
disability. Brokers are concerned only with the remuneration, not for
the future compatibility of couples…
As Vamshi, I’m also in the hunt of a “suitable” spouse, but with two
basic conditions that my 100% blindness is revealed beforehand and I
would meet the girl personally before taking any decision. And the
purpose of personal meeting is to clarify her about my blindness and
ascertain if she is giving her consent in any kind of family pressure?

Hi, here are the steps which I followed and it worked for me.
1. Load the Youtube page containing the video you want to listen to.
2. Turn off the virtual cursor by pressing JAWS key-Z.
3. Starting from the top of the page, tab repeatedly until you reach
the unmute button.  This may require a lot of tabbing until you
finally land on it.
4. Once you are on the unmute button, press the Space bar and then
press the up arrow button repeatedly to increase the audio volume to
the desired level.  Finally, press JAWS key-Z again to turn the
virtual cursor back on.

The trick to turn off  the display by pressing windows key + p does work but
you need to track the display . I have noticed that the display switches on
if jaws for windows is restarted.

try to look for service pack 1 update in windows update list.
if you find it there then, install it by clicking on download or ok butten.
it will ask you to plug in your machine to any power outlet if it is a
laptop and will proceed with the installation.
thereafter, you can install IE 10 without any issue.

Well some laptop venders provide a physical button but how ever there
is a work around. Press windows + p which will open the projection
list over there choose only projecter button  using tab key, then your
screen will turn off and then u have to quickly press tab key and
press keep changes button...

Well some laptop venders provide a physical button but how ever there
is a work around. Press windows + p which will open the projection
list over there choose only projecter button  using tab key, then your
screen will turn off and then u have to quickly press tab key and
press keep changes button...

Cabinet Gives Nod to Flagship Programme for Higher Education- RUSA 

The Cabinet Committee on Economic Affairs last evening approved about one lakh 
crore Rashtriya
Uchchatar Shiksha Abhiyan (RUSA). It is a new centrally sponsored scheme for 
higher education
which will spread over two plan periods (XIIth and XIIIth). It will focus on 
state higher educational
institutions. It will be a new flagship scheme of the government that will pave 
the way for
far reaching reforms at the state level. A total of 316 state public 
universities and 13,024
colleges will be covered under RUSA. 

The key objectives of RUSA are to improve access, equity and quality in higher 
education through
planned development of higher education at the state level. It is proposed to 
improve the Gross
Enrolment Ratio from 19% at present to 30% by 2020. It will help create new 
academic institutions,
and expand the existing institutions, that are self-reliant in terms of quality 
education and
professional management. 

They shall be characterized by greater inclination towards research and provide 
students with
education that is both relevant to them as well as the nation as a whole. 

The funding will be provided by the Central and State Governments respectively 
in the ratio
of 90:10 for North-Eastern States and Jammu Kashmir, 75:25 for Other Special 
Category States
(Sikkim, Himachal Pradesh and Uttarakhand) and 65:35 for Other States and UTs. 
Funding will
be made available to private government-aided institutions also, subject to 
their meeting certain
pre-conditions for permitted activities based on laid down norms and 
parameters. 

RUSA will adopt a completely new approach towards funding higher education in 
state universities.
The key principles for RUSA funding will be performance-based funding, 
incentivizing well performing
institutions and decision making through clearly defined norms. 

These principles will help establish and rely upon a management information 
system to gather
the essential information from institutions. 

RUSA will aim to provide greater autonomy to universities as well as colleges 
and have a sharper
focus on equity-based development, and improvement in teaching-learning quality 
and research.


The reforms initiated under RUSA will build a self-sustaining momentum that 
will push for greater
accountability and autonomy of state institutions and also to unleash the 
potential of the
state universities. 

In order to be eligible for funding under RUSA, states will have to fulfill 
certain prerequisites
which include creation of a State Higher Education Council, creation of 
accreditation agencies,
preparation of the state perspective plans, commitment of certain stipulated 
share of funds
towards RUSA, academic, sectoral and institutional governance reforms, filling 
faculty positions
etc. 

Under the scheme, an initial amount will be provided to the State governments 
to prepare them
for complying with the above requirements. Once eligible for funding under 
RUSA, after meeting
the prerequisite commitments, the States will receive funds on the basis of 
achievements and

The State plans will capture the current position of the states and 
institutions with respect

Higher Education
Council will undertake this process of planning, execution and evaluation, in 
addition to other
monitoring and capacity building functions. 

At the national level, the scheme will be implemented by the RUSA Mission 
Authority and assisted
by the Project Advisory Group, Technical Support Group and Project Directorate. 
The main agency
through which RUSA will work in the States will be the State Higher Education 
Council (SHEC),
an autonomous body that will function at an arm's length from the state and 
central governments.
SHEC will be assisted by State Project Directorate and Technical Support Group. 
In every institution,
the Governing Body and a Project Monitoring Unit will oversee the project 
progress.

processor frequency to lower GHZ, you can decrease the brightness or

Question paper got opened in PDF format, but while reading it with
JAWS  I heared "Alert empty document".  I also tried to save it as
text but while checking its property it was indicating 0 bytes of the

So please suggest me some way in this regard.

 Yes. I have had this same issue since yesterday and this is with IE
9.. So here is what I did. First  go to you tube and open the video
that you want to play. Once it started playing, press "B" to get to
the unmute button. Press insert+z to turn the virtual PC cursor off.
Press windows + uparrow to raise the volume. Finally,  press insert+z
to turn the cursor on. It make take one or two trial and error
attempts. Once you tried the steps, close the browser and go back to
youtube and see if it got unmuted. Hope it helps. Thank you.

One more lesson emerging out of this issue is for persons who can hide
their disability.  When I say this, a total blind person can not hide
the disability.  It can be done only by those whose vision impairment
allows them to hide/not disclose it.  Presently I'm looking for
marriage proposals.  And I make it a point not only to disclose my
present vision condition that I have only 10% vision, but also let
them know that it will deteriorate to the extent of total blindness.
And the fact of today is that there is no treatment available for this
RP.  I received one or two proposals wherein a girl told me that she
would help me, and she believes that the treatment comes.  I clearly
told her that I want to marry someone who can live with my blindness,
and not someone who believes that my blindness can be got rid off.
Besides, I don't want the girl to feel that she is helping me by
marrying me.  I straight away rejected the proposal.

In the present case, I can only wish  that the husband had committed
suicide before killing her so that she could have lived happily after
his death.

After opening the video URL, press B and see that you get the unmute
button. Sometimes the buttons in Flash player are not labeled properly
hence, the JAWS will not announce the accurate name of the button. In

[AI] After blunder, govt to now replace laptops to visually challenged

Covering up its goof up on distributing normal laptops to visually
challenged students, the state government has now sought information
from the districts on more such students and placed orders to replace
it with special enabled software and modified hardware.

Education department has ordered Braille display and screen reader
software in the laptops to be given to the visually challenged
students. The department has also decided to provide training to these
students at the divisional headquarters.

"So far, we have identified 72 such students and asked officials in
all the districts to find more such cases if any. We are rectifying
the mistake and orders have been given for the special software. We
are expecting to upgrade these machines by mid-October," said a senior
official of Sarva Shiksha Abhiyan, education department.

"Usage of software and Braille is complicated so we will provide them
training. For that each student will be called on the expense of
government and taught how to use them," added the official.

State government is providing 14-inch laptops to meritorious students
of Classes 8, 10, 11 and college students under the Rajiv Gandhi
Digital Vidyarthi Yojna. The government however has also included
visually challenged students in the scheme who have cleared their
Class 8 exams and have 70% attendance in class.

Minister for education Brij Kishore Sharma expressed his ignorance
over the issue but pointed fingers at RajCOMP for the blunder.

"We were not directly involved in procuring the laptops. RajCOMP was
mandated to do it on our behalf. I just got to know about this mistake
from the media but no official complaint has been received by me so
far. If it has happened then it is indeed a playing a joke on
students. We will replace the machines or make them friendly for such
students", said Sharma.
