child. At one point of time, girls were seen as a huge burden on the

No matter whether we accept it or not, but the picture on the ground
is not as rosy as some are trying to paint on this mailing list.
The fact is that being born as a disabled brings its own set of
challenges, and these things can't be obliterated by shooting mails
ladened with academic jargon.
A majority of parents who are not aware about the potential of the
disabled would want more kids so that they could be a helping hand and
care giver for their disabled siblings later.
While I do not support this thinking, and even though this mindset is
highly debatable, but then we must not forget that daily realities and
academic discourse are two worlds apart.

almost about to close.

To save the school, alumnous and students are trying their best.

Well this is exactly same what people have been thinking of a girl
child. At one point of time, girls were seen as a huge burden on the
society. Although Today the females have become quite productive and
important assets in almost every field, a section of the society still
seems to have the same attitude towards them. The same doctrine of
analogy can be applied here with respect to the people with disability
also.
Apart from the attitudinal problems, there's is yet another dimension
to it. Anybody, intending to have more children, can easily obtain a
medical certificate of even a minor disability and argue for another
child.

No matter whether we accept it or not, but the picture on the ground
is not as rosy as some are trying to paint on this mailing list.
The fact is that being born as a disabled brings its own set of
challenges, and these things can't be obliterated by shooting mails
ladened with academic jargon.
A majority of parents who are not aware about the potential of the
disabled would want more kids so that they could be a helping hand and
care giver for their disabled siblings later.
While I do not support this thinking, and even though this mindset is
highly debatable, but then we must not forget that daily realities and
academic discourse are two worlds apart.

2. In which type of busses this concession is valid.
3. Is there any specific documents for this concession.
4. Is it valid for disabled persons only or also for escorts.
5. Is it valid for travel in Tamilnadu or also outside tamilnadu.
Please share the related information in the group.
It will be more helpful for the friends in tamilnadu for carrying out
the travel.

This shows the real mindset of society at large and the policy makers
in particular for whom PWDs are non existent in their considerations
and even if our existence is considered that is in the sense of a
burden or useless for society.
Its pathetic! NGOs on national level and in U.P. should vehemently oppose it!

I was also thinking the same while reading this draft.

If a child borns with disability, he or she will not exist officially.

With this section, it will not possible to make this bill effective as much
as it should be.

Dear Sir,



This is to draw your attention to an extremely disturbing news published in
the online edition of the Times of India of July 13, 2021 with the heading
“Deaf-Mute man taken for Covid shot is sterilized at Uttar Pradesh
Hospital”.

What is underlined in the news report is that the family members of the
person were not aware of the vaccination process. In addition, the
insistence on registration   through the Cowin App has made it out of the
reach of a large section of people who have do not have access to
smartphones/computers and internet connections as also digital literacy.
This made the family vulnerable to the lure held out by the Asha worker who
promised to get him vaccinated.



Right from the beginning of the pandemic the availability of information in
accessible formats for persons with disabilities has been an issue. Even
with regard to the vaccination process, information in accessible formats
for the disabled including those who are deaf, has been wanting.



The incident also points out to the tremendous pressure exerted on Asha
workers especially on days like World Population Day to meet specific
targets of sterilization, leading to their employing such deceitful and
devious methods. It goes without saying that a more informed approach is
required.



And in this targeted scheme of things, as this incident also underscores,
persons with disabilities are often the victims. Both men and women with
disabilities are perceived as asexual with no reproductive rights. Beliefs
such as eugenics are also very common, which are in contravention of the
Rights of Persons with Disabilities Act of 2016, which has equality and
non-discrimination as its guiding principles.



1.   Since an irreversible procedure has been conducted on the said person,
through deception, without his express knowledge and consent, leading to an
irreparable damage to his physical and mental self, it is incumbent that he
be provided adequate compensation.

2.   Asha as also other scheme workers should be given rudimentary training
on the rights and concerns of people with disabilities.

3.   It should also be ensured that information about vaccination against
Covid be made available in accessible formats and they be disseminated
widely.

4.   And it goes without saying that programmes like sterilization should
not be conducted on a target mode and people should be given informed
choices.



We request the NHRC to issue necessary directions in this regard and any
other additional directions over and above these that it may deem
necessary, to the concerned authorities.
