society's balance sheet. personally i feel that disability is a matter of
adjustment not a matter of
Acceptance. what is wrong if parents want to have able child. there are many
examples in society where people marries twice or thrice to have able child.

No matter whether we accept it or not, but the picture on the ground
is not as rosy as some are trying to paint on this mailing list.
The fact is that being born as a disabled brings its own set of
challenges, and these things can't be obliterated by shooting mails
ladened with academic jargon.
A majority of parents who are not aware about the potential of the
disabled would want more kids so that they could be a helping hand and
care giver for their disabled siblings later.
While I do not support this thinking, and even though this mindset is
highly debatable, but then we must not forget that daily realities and
academic discourse are two worlds apart.

(UP) Population Control, Stabilisation and Welfare Bill, 2021
Sec. 15 of the Bill includes a terribly
pejorative almost eugenic rationale where the
Bill says that if couples have one or two

Bill) from disability, they can have more
children and will not be seen to contravene the two-child norm.

unacceptable. Disability is a condition and one

The Rights of Persons with Disabilities Act,
2016, which the Bill invokes has equality and
non-discrimination as its guiding principles.
This provision in the Bill is a blatant
violation of these principles and reinforces the
concept of viewing children with disabilities as
