[AI] Urgent help required from all Delhi Members!
Dear Friends, Do you know how many books are published each year? How many are available in accessible formats? How many people in India cannot read print? What does our law say on the subject? What does our Government say? What are we doing about it? Industry statistics reveal that there are about 80,000-100,000 books published each year in India. Out of these, barely 800 books may be available in accessible formats for persons who cannot read print. India has approximately 70 million or more people who cannot read print because they are blind, have dyslexia or have cerebral palsy or some other form of physical, cognitive or sensory disability which prevents them from holding or turning the pages of a book. Our Copyright Act does not have any provision which permits books to be converted in to formats which they can read. So organisations have been converting books only after getting permission or on their own out of a need to sustain the intellectual needs of the community for pursuing education. However, even these efforts have resulted in very few accessible books being in circulation. We have been petitioning the Government for the past three years to change the law and make reading, which is a fundamental right for Indian citizens, possible for us. We have submitted many petitions, research documents, shown best practices, analysed possible provisions which would benefit both us and the industry, met them personally several times and spoken in the media about this. In November a group of us met the Minister of HRD Mr. Kapil Sibal and submitted a detailed representation yet again and explained the problem for the Nth time. He seemed most positive and assured us that our problem would be adequately addressed in the present Copyright amendment Bill which is to be tabled before the Parliament in the budget session in February 2010. After that, in the last week of December 2009, the Ministry of HRD comes out with a press release (http://pib.nic.in/release/release.asp?relid=56443&kwd= ) which talks very briefly about the amendment which has been proposed with regard to the "physically challenged". This press release is a cause of great concern and distress for us. The press release essentially states that conversion would be possible for physically challenged persons only in specialised formats without permission, for all other formats, we need to go to the Copyright Board for permission, which will be granted at the discretion of the Board and on such terms as they will specify. This essentially means that conversion is possible only into Braille or sign language. This is problematic because it leaves out all the millions of persons who are disabled and cannot read print or know Braille. What about those with dyslexia, cerebral palsy or those whose upper body is paralysed and all those who do not know Braille? Are not such persons also citizens of India? Should they not also have the Right to Read? In this information Age, where all accessible formats can be produced through a master source electronic file and where even Braille can be read through refreshable Braille displays, for the Government to now come out with an amendment which would have been useful twenty years ago seems ironic. For how many of those 80,000-100,000 books can each of us keep asking for permission because we want an electronic file? And when we can use a mainstream electronic format like MSWord or PDF etc, why does the Government want to make things difficult for us again by asking us to convert into a specialised format? And for how long will we have to wait for permission? How will it be possible for us to keep making requests to the Copyright Board whenever we want to read a book? Clearly, this has gone beyond all logical reasoning. We must be united and act together to ensure that ALL persons with disabilities can exercise their Right to Read. The nationwide Right to Read campaign was launched in September last year and events were organised in Chennai and Calcutta. The next campaign is being organised in Delhi on 30th January, 2010. The Venue: Lal Chowk, Pragati Maidan Time: 02:00pm-05:00 pm Date: 30th Jan 30th Jan is also the day when the International World Book fair begins in the same venue. What better time and venue can we have for us to show that while publishers from around the world are showcasing their publications, we, the Disability Community, still have no Books to read? Appeal: We need very strong support from the Disability community to come to the R2R campaign and make it a success. Lal Chowk has a seating capacity of 1000 people and we need all of you to come in large numbers and participate. Dear All, the R2R campaign in India is now in its third phase of operation. Following the first campaign in Chennai on 26th Sept and the second in Calcutta on 7th Nov, the R2R in Mumbai is taking on a new flavour. Instead of organising an event like the previous two, this one is focusing on getting signatures of hundreds of authors and publishers on a Declaration on the Right to Read. The campaign is gathering momentum as a build up to the R2R in the capital to be held on the first day of the world book fair at the same venue. The signature campaign is being spear headed by Xaviers Resource Centre for the Visually Challenged (XRCVC), which is a member organisation of the DFI. This link will also lead on to a request letter for authors and publishers which can be downloaded as a declaration form which needs to be filled up and signed. Dear Friends, I am happy to report that the R2R campaign in Chennai was well attended and well publicised. Almost 800 persons both vvi and non vi turned up from colleges around the city. We had reporters from TOI, The Hindu and the Deccan Chronicle cover the event. The NDTV Hindu- local Chennai channel will telecast this in the news. They are also having an interview of us in their prime time slot from 20:00-21:00 tonight, so all those who live in Chennai could watch this on TV. Our Chief Guest was mr.Shreekumar Verma, the great grandson of Raja Ravi Verma and a well known writer and dramaturtist- he immediately offered all his writing to be converted into accessible formats and has voluntered to write about this issue. There was a signature campaign which was started- Loyola College and the entire NSS team of Chennai have offered to try and get 1 lakh signatures on this- lets keep fingers crossed. After the Inauguration , we had a panel discussion where Prof Shivaraman,, advocate Mr.Vijay Kumar and Mr.Dipendra Manocha participated. There was a brief Q&A session with the audience, followed by a small orchestra programme and the programme concluded with lunch. I would like to thank all of you in Chennai who attended the programme and made this possible. Above all I would like to thank Loyola College without whose initiatives and commitment this event would not have been possible. I look forward to making the next series of events more successful with inputs from all. The web site for the campaign is righttoread.in. [AI] Right To Read Campaign in India
Dear Friends, the Daisy Forum of India, CIS and Inclusive Planet are initiating a nationwide Right to Read (R2R) campaign in India. The campaign will start in Chennai at Loyala college on 26th September and will cover the four metros over October. This campaign has been officially recognised by the WBU as a part of the global R2R campaign. We are writing to all organisations to come and lend their name and support to this campaign. We require you all to take part and spread the word. We believe that the amendments proposed a couple of years ago to the Copyright Act may again be under discussion in the ministry and so it may be a good time to put our requirements forward. Further, the WBU Treaty for the Blind is also coming up for discussion again at the next WIPO meeting to be held in December. It has currently got support of only three Latin American countries- considering that we house almost the largest percentage of blind and other disabled persons, it would be most beneficial for us if the Treaty comes through and we have been urging the Indian Government to support the Treaty as well. The Treaty seeks to harmonise exceptions and limitations to Copyright across all countries so that there can be an unimpeded exchange of books in accessible formats across borders. I suggest that all of you read the Treaty to get a better understanding of the issue involved. The Treaty also says that accessible books should be at prices which can be reasonably afforded by persons with print impairments, given their capacity of earning, which may be at the same price, or even lesser than the market price. Anyway, the long and short of it is that this treaty is good for us and the country and we want it to come through- so hence this awareness campaign. We plan to have half a day events where we will have open discussions and debates on this issue, get some famous persons to endorse this campaign, raise media interest and publicity and get public support. I'll send more details about this as and when they are finalised. I require help in: 1. getting all of you in the cities where this is happening to come and participate in large numbers 2. Suggest any famous personalities whom you may have access to for endorsing this campaign 3. help with organising this in different locations in different cities- if your colleges and universities will give us space- that is the best place to have these 4. While we took our first baby steps in this area only a year ago, we have nevertheless, with your support, managed to make a significant difference in terms of raising awareness, conducting capacity building trainings and working towards policy and practical change for securing the right of persons with disabilities to access electronic information. However, this is just a small beginning and I count on each one of you to treat this as your own personal library and undertake the task of filling it with all the books and e content at hand, and help us make this become one of the world's richest and most actively used libraries. To enable you to easily upload books, we have set up a dedicated file server to support the library which will allow us to upload and download books in a simple and seamless fashion. Our library can be accessed through Bookbole, a website which has been designed specifically for use with screen readers. Bookbole provides an enhanced functionality of allowing users to find, share, and manage personal libraries and is at the same time very easy to navigate. This website has been developed by Inclusive Planet, a social venture involved in creating web based products and services for the differently-abled. So please start uploading books and building our Library collection today! Three simple steps to upload books onto the library- Step 1: Login Log on to www.bookbole.com , by using your email id and creating a password Step 2: Install the Bookbole Bookloader The Bookbole Bookloader can be downloaded and installed from the Navigation section of the website. More than 20 AI members from different parts of the country were present to listen to four presentations made by IVolunteers, 3i Infotec, Area Pal and Inclusive Planet. All the presenters spoke about their services/products/organisations, but it proved to be useful for those present. For instance, the I Volunteer presentation opened the way for many to either request for volunteer help (as disability services is one of 12 areas for which the organisation helped with volunteers). Obviously, those present were interested in reading/scanning books and other related services. Interestingly, the idea of digital signatures, which the 3i Infotec representative dealt with, prompted discussion on using digital signatures as a means of certifying disabled persons who wanted to buy railway tickets online. In fact, Sanjeev, the representative, was even positive that it can be done. Kavi Raj, who is from Area Pal, explained how their online platform linked people in the same neighbourhood/campus and helped them exchange news and information relevant to them. Rounding up the interesting evening was Sachin from Inclusive Planet, who spoke about readable, an accessible online space where (V I) folks can upload/download books and share the books they have. He said the site already contains about 15000 ebooks and asked for contribution. Integral Planet, which looks at services from the disability perspective, is poised to introduce spaces for restaurant/public place ratings (on the basis of their accessibility) and matrimonial services for the disabled where the emphasis will be on their abilities. Overall, the evening was made more funny and interesting by our hostess Nirmita Narasimhan (on behalf of CIS), who introduced her organisation to the audience and also took the job of making us all hear our voices for the first time (by letting us introduce ourselves). Thanks to Nirmita and Geetha's efforts and hard work, the event is a success. And, of course, we shouldn't forget the place and snacks provided by CIS and the wonderful support of their staff in escorting us back and forth the building. Dear Mukesh, a colleague of mine who is an intellectual property lawyer in Chennai has already been working on this for a year now. Many of us have been helping him with building the e content bit of the web site for visually challenged and gathering all the material wherever we can get it. The content section is called readable and should go live by the end of the month. We have a lot of stuff we are going to put, but since the cataloging and organising bit is taking time, we are going live with whatever we have right now,. Eventually this is to have all the education, entertainment and anything which would be of interest to persons. VI people would have to log in and certify that they are vi and then they would have access to the reading material. We want this to be peer driven and people to upload their materials themselves and create a vibrant culture of sharing. Appeal for Web Accessibility Dear Friends, The internet has brought with it a fresh breath of life and energy into the lives of disabled persons throughout the world. More than others, it has enabled and liberated them in the most complete sense of the words and succeeded in elevating levels of independence, competence and confidence. Like any other technology however this comes with its bundle of problems. Thankfully for us, a large part of this can be solved by merely setting some minimum standards in place at no extra cost or effort. For any technology to be completely useful, it has to fall into the criteria of - utility, usability, affordability, acceptance and accessibility. Unfortunately, while the internet can solve most of the access to information challenges faced by disabled persons, the hurdles in the form of navigation or comprehension problems pose as severe barriers to placing complete reliance on it as a tool for managing one's work and academic pursuits for visually and print disabled persons. To help better understand the issue, given below are some features which are quite problematic for persons with visual and reading disabilities. They are accompanied by some simple solutions which can be easily incorporated by web page creators right from the very beginning. Web pages often contain images and graphics which cannot be discerned by screen readers- text descriptions and explanations can be provided for these; creation of links to skip to content can provide a huge relief for persons using screen readers from listening to a whole lot of useless or confusing content; there should be key board alternatives for every function which has to be executed with a mouse; links without references such as "click here" or links without any specific destination should be avoided; creators of web pages should not rely upon colours to convey meanings; since screen readers read content as it is in the code, web page creators should ensure that content is read correctly in the page as well as in the code. By adherence to web accessibility standards, these problems can be avoided. A lot of countries in the world like USA, UK, Canada, Australia and many more have enacted legislations to make it mandatory for creators of web pages to follow the minimum standards for web page accessibility adopted by those countries. India has ratified the UN Convention on the Rights of Persons with Disabilities in October 2007. Unfortunately however, no move has been made till date to adopt or make mandatory web accessibility guidelines in our country. Consequently, a lot of government and private web sites are in accessible for persons with disabilities, defeating the very purpose of ICT for development. Considering these factors, we think it is high time that we make a concerted effort towards enabling a more inclusive on line environment for all. Adopting a web accessibility standard does not merely make the web more accessible to disabled persons, it makes navigation and operation easier for everyone. The W3C has come out with a web accessibility standard called the WCAG (Web Content Accessibility Guidelines) which has been adopted by many countries. This makes the tasks of the countries easier in the sense that they have already a ready framework and guidelines available to work with. We solicit your active support and presence in this movement for enabling mandatory adherence to web accessibility standards in India. Hi all, I am getting a new problem with Word as of the past week. Everytime I open and save a document in word, it refuses to save all subsequent changes and converts the file into a temp file and gives the message that the file cannot be saved due to a file permission error and do I want to resave. If I save it again, it does the same thing next time I make the change. Any idea what might be the problem? Hi everyone, I am Nirmita from Bangalore. My organisation (CIS) is planning to get me a laptop and had asked me for preferences for both comp brand as well as OS. I generally surfed the net and came up with HP DV9734TX WITH INTEL CORE 2 DUO, since HP is one I haven't tried before. But everyone else is getting Lenovo. While I have a choice, I just wanted to get inputs before we actually go ahead and buy the machines. Could anyone who has used either of these machines or knows about them give me some feedback on them? For instance how is the key pad and how are the speakers etc?
