I had applied for UDID on 24th October 2022 and it is approved on 1st
April 2023.  The UDID number is also allocated.  But could not find
anything like down loading the card.  Let me know, is it not possible
immediately after approval or do we have to wait for sometimes to get
it downloaded?

absolutely, secondly, it is required to upload data or verification from 
the same hospital where a person got disability certificate. Once I have 
got disability certificate from district medical board then why it is 
necessary for me to approach the same hospital for uploading data or 
online verification? as the act says that medical board certificate 
fulfill the purpose. and what for those who are having permanent 
disability certificate got 10-15 years back. will it become invalid?

Certainly, the portal needs to be fully accessible. This also includes error
messages. Check on the file size to upload. Perhaps the portal would be
having some issue then.

district hospital. Last friday I visited the civil hospital and the doctors
uploaded the requisite data.



On Monday the status showed processing for printing. On login, I could
download the card.



The process certainly is made simple now.

I strongly support the step to make UDID mandatory, as it will help in
removing the unwanted beneficiaries out of the system, like how the
linking of DBT with aadhaar helped in removing lakhs of fraudulent
beneficiaries.
It may also curb to an extent the problem of low vision people
pretending to be totally blind.
That said, we must also hold a dialogue with the department of persons
with disabilities and suggest them measures to expedite the process of
making UDID easily available and accessible to all.
One way could be to rope in the NGO's working at the ground level
especially in the rural areas for organising camps for mass
enrollment.
Another way could be to advertise about UDID far and wide on various
channels of mass communication such as radio stations, TV channels,
newspapers etc like how other schemes are publicised.
Also, various schools/centres catering to the educational needs of the
disabled can be requested to collate the data and help the
students/trainees to apply.
Similarly, the local bodies such as the panchayats and municipalities
can also be made co-partners.
Making UDID mandatory becomes necessary as without the need, nobody cares.

to first link all the benefits offered to PWD's with udid. Once this
is done, most of the pwd's would also then make their way to avail the
udid card. Secondly in respect to the issue of the difficulty in
getting udid card or adhaar card etc is concern, the government need
to facilitate this by empowering the organization who are working for
the development of pwd. Once this is taken care, udid would
automatically be a mandatory element.

It's absolutely clear that need for such universal card was recognised by many 
organisations working in field. Hence, without any doubt, it was a collective 
effort.
But as usual, NPRD can't keep it away from claiming like it's the only 
organisation or it is the first which does all that is for the betterment of 
disability field. very bad approach indeed. In short, such myths or claims are 
automatically dispelled.

issuing. Every year several cases are highlighted of MBBS aspirants whose UDID 
cards are rejected and a reverification of their disability done at designated 
centres. This defeats the very purpose of the UDID. 


  I am not going into the various issues with the procurement of UDID that 
people face, that is a different matter.


  The NPRD's interest is to see that all disabled are able to get UDID in a 
hassle free process. When the disability certificate is replaced by the UDID 
and becomes valid for all purposes, it is natural that it will become mandatory 
(like the certificate earlier) for availing any scheme. 


  What we have asked for is the difficulties that people are facing in the 
procurement of the UDID so that we can take it up with the government. Let me 
make it loud and clear. We have not and do not intend to stall or oppose the 
UDID.

Does this exclusion applies  in obtaining sim cards?  Despite having Aadhar 
card, some totally blind  folks are denied sim card due to inability of  that 
software to recognise our iris.

I do not understand why you are refused Aadhar Card because your retina can't 
be scanned. In fact, there is  a provision in the Aadhar software itself to 
exclude IRIS scan for VI persons.

administration. For example, the National number for the Aadhaar Helpdesk is 
1947. Guess what! Only problem is it does not exist!!!

As all of you are aware, the UDID is being made mandatory from April 1, 2023 
for registering for central government schemes.

 

This even while more than half of the disabled who have certificates, have not 
been issued UDID or have enrolled but not been issued certificates, or have 
been unable to enroll for it, due to various issues.

 

UDID is being made compulsory even when central government’s own 
ministries/departments viz. railways, for admissions to MBBS, for recruitment 
in jobs,  or many institutes of higher learning are refusing to accept the 
validity of the card

We should strongly advocate for making the process hassle free. As it has been done in the case of. Aadhar card. Else, without enrolling Maxximum. It will do great disservice. It is necessary to start with a deadline.Sure enough, looking at the 
data it will be extended. Glad to know you concur with UDID 
implementation.We have seen with linking PAN with Adhar, the deadline 
was extended.



We too tend to lax without a deadline.


May I clear the myth which tends to be propagated in some quarters that 
I am arbitrary in intervening in a flamed and out of scope postings.It 
was certainly spelt out without context presently.



In many occasion in the past there was a effort to have a single 
disability card. However, the effort was halfhearted then. Hopefully, 
linked with Adhar it really happens.


We too need to keep the pressure that it happens.

I echo these thoughts.Further the government is well empowered to deliver welfare benefits by prescribing UDID. April 1, 2023 for registering for central government schemes.

This even while more than half of the disabled who have
certificates, have not been issued UDID or have enrolled but not
been issued certificates, or have been unable to enroll for it,

UDID is being made compulsory even when central government’s own
ministries/departments viz. railways, for admissions to MBBS, for
recruitment in jobs,  or many institutes of higher learning are
refusing to accept the validity of the card

The NPRD has written to the DEPwD objecting to the mandatory
imposition of the UDID.

It has also raised the issue of the refusal by various
departments to accept its validity.

Notwithstanding this, we would like to list before the
department, the issues that the disabled are facing with regard
to procuring UDID.

One of the main issues that has been identified especially in the
rural areas is about non-availability of seva kendras, private
centres charging hefty amounts, or they being far away including
their inaccessibility. Second issue identified is about card not
being issued despite passage of a long time after enrollment.

We are seeking a meeting with the Secretary DEPwD next week. The
issues that we are attempting to list will be placed before him.

Dear Yamuna, as Ram rightly points out, there are exceptions for people
with disabilities both those who are blind as also those whose fingers are
missing for Aaadhar enrolement. The insistence on Aadhar itself is
problematic. But that is another issue and I would not like to divert
attention here.
But it is a struggle, as you rightly say.

I do not understand why you are refused Aadhar Card because your retina can't 
be scanned. In fact, there is  a provision in the Aadhar software itself to 
exclude IRIS scan for VI persons.
Try visiting some another enrolment center and i am sure you will succeed
I have observed that the agents are neither properly trained nor educated  to 
handel special cases.
