While the benefits of reducing trade barriers are widely dispersed across the economy, in lower prices and better-paying jobs, the losers are concentrated; and when it comes to twisting arms, and as election day in November 2000 approaches, they are gaining strength. The US sheep industry has failed to invest in its industry or innovate its products since it lost wool subsidies in 1995. Instead it has apparently spent more time lobbying the US Congress and the Administration, and briefing lawyers to bring trade actions. The lobbying has paid off. D. Professor of Medicine at Harvard Thirty years ago the Standard Oil Company became impressed with the methods of the big packing houses which used, processed and sold every part of the hog but the squeal. Their sales research department went 'way back to the 1860's when "Old Bill" Rockefeller, the itinerant pappy of John D. (the first) and a patent medicine showman, used to palm off bottled raw petroleum on the yokels as a cure for cancer. "Old Bill" was an upstate New York farmer until 1850. He moved to Cleveland then, entered the patent medicine racket and had himself listed as a "physician" in the city directory. In selling raw petroleum in a pretty bottle "Old Bill" did nothing new. He merely took a page out of the book of other patent medicine fakirs who were then hawking their wares from the backs of wagons-covered and uncovered. When oil was discovered in northwest Pennsylvania (1850) the jackals of the oil trade found there was more gold in the jeans of the gullible yokels than there was in working for it in the oil fields. They began to bottle the raw petroleum and palm it off under various names as a cure for everything under the sun. The popular maladies of the day were liver complaint, cholera morbus, consumption and bronchitis. Among the names given this raw petroleum were "Seneca Oil," "Rock Oil" and "American Medicinal Oil." "Old Bill" opened up a new field for himself. He called his bottled petroleum "Nujol" (meaning new oil) and sold it to those who had cancer and those whom he could make fear they would have it. This sounded good to Standard's researchists. It sounded even better when they found it cost but $2.00 a barrel to concoct Nujol from crude petroleum. And that from one barrel of the raw stuff they could make 1,000 six-ounce bottles of finished Nujol. Instead of calling it a cure for cancer they called it a cure for constipation. The latest trade catalog lists Nujol as going to the druggist at 28-2/3 cents a half pint (8 fluid ounces). The druggist thus pays about 21 cents for a 6-ounce bottle of Nujol which costs Standard Oil 1/5 of a cent. These breath-taking profits from Nujol make it inevitable that America's largest and most ruthless industrial combine (the Rockefeller Empire) should soon add the drug traffic to its already vast production and sales domain. It wasn't until 1939, however, that the Drug Trust was formed and the upward curve in their drug profits began to assume the present gigantic proportions which today make it a macabre $10,000,000,000 a year business. How the American Drug Trust was formed by an alliance with its opposite number in Germany is almost a story in itself. Soon after the present-day Nujol was put on the market it was discovered by physicians to be harmful. It robbed the body of fat soluble vitamins and caused serious deficiency diseases. Standard Oil checked the loss in sales by adding carotene (one of the fat soluble vitamins) to Nujol and claiming this overcame these injuries. Physicians disagree with the sales department of Standard Oil on this point. And what of Nujol, now being sold to the public as a laxative. For some years before his death Senator Royal S. Copeland of New York used to set up a radio microphone every morning in his Senate Office Building quarters in Washington, furnished by the American taxpayers, and plug this greasy concoctionat $75,000 a year. The New York Senator was a doctor of sorts. Although he possessed a medical degree he was never able to make a living as a bedside practitioner. He went into politics and made medicine pay in a big way. First he became health commissioner of New York City, then a Senator from the Empire State where he used the prominence thus gained to ballyhoo Nujol to unsuspecting radio listeners. Today Nujol is made by Stanco, Incorporated, 216 West 14th Street in New York, listed in Moody's Manual as one of the many subsidiaries of the Standard Oil Company. Stanco's only other product is Flit, well known fly killer and insecticide, made from the same raw materials and by pretty much the same process. When a German beer hall bum named Hitler began to plan his 1,000-year Reich, the powers-that-were in Germany didn't actually know that American politicians were going to solve their acute employment crisis by forcing us into the second world war to again save England's hide and Rockefeller's oil.

He had dark hair and a dark complexion, and the rumor was that his great-great-grandfather Amos had been a West Indian black or that some other member of the family had been a mulatto, and Warren could not be sure. Although he denied it, he could not get over the taunting and whispering. Marked from birth as an outsider, he spent his life trying to get in, to blend with the crowd. Whatever complexities of character may have played through him, he smoothed them over, repressed or hid them. He was just another country boy: he swam in the creek, he played sandlot baseball, he painted barns and houses, he milked cows and curried horses. He was always noticed as a boy who was kind to others, who did not believe in name calling, and who was charitable to those who were different or somehow flawed. He attended a one-room schoolhouse in Blooming Grove and memorized passages from the McGuffey Eclectic Readers, and although he seemed to make no special effort at his studies, it was clear that he was smarter than his schoolmates. When his father moved the family to a little yellow house in nearby Caledonia, Warren distinguished himself there in school as someone who was good at spelling long words and who (after those years of nurturing by his mother) "shone at recitations." But his dilemmato stand out, and at the same time to blend inheld him in a particularly tight grip. His first chance to resolve the dilemma occurred when his father brought home a B-flat cornet one day. Warren's father had acquired it in one of his trades. Warren, age ten, was taught to play by a local harness maker, and soon Warren was good enough to join the Caledonia Aeolian Band, which held forth in the local bandstand on Saturday nights and occasionally played a stint in a neighboring town. Harding, said one of his boyhood chums, "could execute No. 24 in the Black Book with personal sangfroid and astonishing musical force. Barring the bass drummer, no other member of the band could make as much noise." = VIll. The Happy Booster IN THE SUMMER of 1875, when Warren was still ten, his father made a keen trade and acquired the ownership of the town's downand-out newspaper, the Caledonia Argus, a journal that appeared whenever its editor was able to scrape together enough money to buy some paper. The editor, Will Warner, who was also the paper's publisher, reporter, typesetter, distributor, and janitor, was kept on the job by Warren's father, and Warren and a friend went in to the newspaper office to help. Will Warner wore a top hat at work and must have looked like an eccentric scarecrow: he was a vision that Harding never forgot. Warren swept the floor, delivered papers, washed down the press, and returned bits of type to the type tray, and occasionally he was allowed to set some type himself and help to print up a page of the paper. Will Warner gave Warren a makeup-rule, a tiny steel ruler, about two-and-a-half inches long, and Harding kept it as a lucky piece-his only such talisman-for the rest of his life. The makeup rule was a memento of his first "grown-up" job (even, to be sure, despite its lamentably modest size, a symbol of manhood); it was a reminder of Will Warner, a man who did not fear to stand out in his top hat; it was a reminder of all of those values of the small-town newspaper-its boosting, neighborly, cheerful, good news, family-praising, commerce-plugging principles that gave Harding, finally, a way to promote himself by promoting others, to stand out without asserting himself. When Harding was fourteen, he went off to nearby Iberia College. Fourteen was not an unusually young age to begin a college career at the time, although not all young Ohio boys aspired to such intellectual heights. The college had a teaching faculty of three-two clergymen and a professor of ancient languages, and Harding graduated-as one of his boyhood chums said, taking the edge off Harding's distinction as a college man-either "first or second in his class," since there were only two graduates from the college that year. He drifted then, like his father, alarmingly. He returned home-his father had moved the family once more, this time a few miles west, to Marion, the county seat-and Warren taught school there for a term and then abandoned it. His father picked up some old lawbooks in a trade, and Harding read those for a while, with the thought of becoming a lawyer, but then gave up on that. Nothing felt quite right to him. He took a job as an insurance salesman for a short time, but he made a mistake in his calculations, sold policies at the wrong rate, became discouraged, and quit. Ante Pavelic Croatian Fuhrer ON A SEARINGLY COLD December day, one of the authors turned into the driveway of a nondescript tract house in the Philadelphia suburb of Chester. A short, elderly man in an overcoat waited for him on the front step, stamping his shoes against the concrete to fight the cold. It was Janos, after months of phone calls and letters, he had finally agreed to the interview. The eighty-year-old emigre ushered the author into the living room of his modest home. "Perhaps we should have postponed our meeting," Janos said, sinking onto the uncomfortable couch. "With these winds, I was worried about you." The wall behind Janos was studded with two dozen framed photographs, medallions, ribbons, and plaques. They ranged from citations from the deposed king of his native country to letters of appreciation from the Republican Party of New York for his selfless dedication. There was even one from Chiang Kai-shek, the late generalissimo of Taiwan. The bright ribbons and shiny metal did not, however, alter the general dreariness of the room, the house, or the neighborhood. The interview lasted nearly five hours, during which Janos's wife produced a steady stream of sandwiches, coffee, and biscuits. Every time this doting, plain woman in her late sixties entered the room, Janos stopped talking, turned to her, and smiled, love showing in his sparkling eyes. The author asked Janos about other emigres. "Chirila Ciuntu? Very strong. Big, powerful arms. Short. Doesn't speak English very much." Yaroslav Stetsko? "Stetsko." Janos sat back, cocked his head, and looked imperious. "Aloof. Not arrogant, but aloof. He always has this took about him. He always looks ... angry." And Stejpan Hefer? "Ah, Stejpan!" the old man cried, leaping to his feet. He puffed out his chest, put his hands on his hips, and strutted about the small room. "This is how Stejpan walked. And when he spoke, he always shouted and waved his hands. Very intense, very emotional." When the author was leaving, Janos resumed his vigil on the doorstep, waving and watching after the car until it disappeared from sight. There was no way one could dislike Janos. His solicitude and warmth, the teenage adoration he showed toward his wife, all gave one a feeling of affection for the old man. Which was disquieting, because Janos was a Nazi war criminal. The friends he had caricatured in his Chester living room were also war criminals. While there is no evidence that Janos ever directly participated in atrocities, his three friends certainly had. Each had played key roles in three different genocide programs, in Romania, in the Ukraine, and in Croatia, that had exterminated at least two million people. The common bond of all four men was membership in the World Anti-Communist League. The League was founded in 1966 as a public relations arm for the governments of Taiwan and South Korea. It has since grown to be something far more important: an instrument for the practice of unconventional warfareassassinations, death squads, sabotagethroughout the world. There is nothing new about the World Anti-Communist League. Its stated purpose, to form a unified front against communism, was first expostulated in Hitter's anti-Comintern policy. Likewise, the means it has chosen to fight communismunconventional warfare, counterterror, political warfare, it goes by a variety of nameswere first employed by the Nazis. While the employment of unconventional warfare is certainly not solely the domain of the ultra-right, as the pogroms in Stalinist Russia and Khmer Rouge Cambodia make clear, it was the Nazis and their collaborators who "best" employed it with such hideous efficiency. The World Anti-Communist League hasn't merely borrowed these concepts or tactics from the Nazis; it has incorporated the Nazis themselves as well. Many of the major figures behind the creation and promotion of the League are men who first practiced their brand of warfare in the streets, ghettos, and concentration camps of World War II Europe. The deserted gas chambers, ovens, and mass graves of Treblinka and Auschwitz are not the only relics of the Nazis' and their collaborators' impact on civilization. There are living relics scattered in every corner of the globe. Even before the dust had settled on Hitler's shattered Third Reich, many of those responsible were escaping to work for the formation of a Fourth Reich. From their havens, they have nurtured their cause and kept it alive, they have recruited younger generations, and they have formed networks for safety and

Teens Say Drug War a Failure A nationwide survey of 981 teenagers, sponsored by Uhlich Children's Home, a social services agency in Chicago, gives adults a D+ in their efforts to stop young people from drinking, smoking and using drugs. The grade, an indicator of performance that would get most young people grounded if they did as poorly in math, English or science, was the lowest of all the marks that teens awarded adults on a variety of subjects. Adults were graded a C- for their efforts to deal with gangs, and a C+ for efforts to keep schools safe from violence and crime. The teens, aged 12-19, gave their elders their highest marks, a B-, for efforts toward job creation, education, fighting AIDS, preventing child abuse and spending time with their families. Tom Vanden Berk, President of Uhlich Children's Home, told The Week Online that there is an urgent need to engage them in a dialogue. "Prior to this survey, my own teenage daughter told me that 'just say no' was not something that she could relate to within the context of her day to day experience. We are preaching to our kids, we are spending billions in tax dollars, and yet we're not asking them whether what we're doing is working. What we found, both in the survey and in the focus groups that we put together to get more information, is that teens want good, solid information." "In talking to the kids in the focus groups, we heard analogies drawn to AIDS education, which got a far higher grade in the survey than drug prevention. The kids noted that with regard to AIDS, they were given the facts in an honest, straightforward manner without the preaching. The teens indicated that they responded to that type of education better than the moralizing 'just say no' or DARE approach. According to the kids, drugs are everywhere around them, in their schools, in their faces. We need to establish a dialogue with kids, to find out what they respond to, what works, and how we can provide them with important information in a context that's relevant to their lives." Bob Weiner, spokesman for Drug Czar Barry McCaffrey, told The Week Online that his office "completely agrees that parents need to do more talking with their kids about drugs." Mr. Weiner also noted that General McCaffrey "has consistently maintained that the most effective action in reducing youth drug use is parents talking to their teens around the kitchen table." Asked whether the survey results were an indictment of drug education in America, Mr. Weiner replied that while the survey might be "fun to use," it was likely that in grading the older generation on things like stopping use drug use, kids might well seek to be "a little revolutionary" thus making it difficult to apply the results to real world situations. -Caveat Lector- From www.russiatoday.com June 10, 1999 Analysis: The Coming End Of The 'Party of Power' Economic failures, geopolitical isolation, and electoral experience are combining to bring an end to the rule of the "party of power," one of the most characteristic features of the post-communist transition in the former Soviet republics. An amorphous and non-ideological group consisting of a non-party president, a politicized bureaucracy and a depoliticized government closely linked to non-official groups, the "party of power" serves as a buffer between communists on the left and nationalists on the right in the Russian Federation, Ukraine, Moldova, and other post-Soviet states. At the present time, the "party of power" both as a concept and a reality still dominates the political landscape. But as Vladimir Bruger writes in the May 26 issue of the Moscow newspaper "Nezavisimaya gazeta-Sodruzhestvo," its days may be numbered because of forces beyond its control. And he suggests that it is likely to be replaced by a politicized politics and a more pragmatic political style. The first of these forces working against the continued dominance of the "party of power" in these countries is the continuing if not accelerating collapse of their economies. Because the parties of power have justified their remaining in office by pointing to the evils that either the nationalists or communists might bring, they have often escaped public attack even if they have not received much public support. But as the economic situation in these countries has deteriorated, the parties of power no longer can make that argument work to their advantage. "In contrast to ideology or PR," Bruger writes, "economics demands an accounting for everything that is done and not done." And ever more people and politicians are deciding that the alternatives denounced by the party of power may in fact not be worse than the incumbents. The second force undermining the continuation of this form of governance is the changing geopolitical position of these countries. Immediately after the collapse of communism, the first post-Soviet governments -- which included second-level party nomenklatura officials as well as a thing stratum of reformers -- expected that the West would not only provide substantial aid but work to integrate these countries into Western organizations. Neither has happened, at least as far as the population can see, Bruger notes. And as a result, ever more people in these countries are prepared to consider supporting parties of the left or the right that advocate policies that can be variously described as committed to self-reliance or going it alone. And the third force is the growing electoral experience of both politicians and the populace in these states. In all these countries, the parties of power were able to co-opt many politicians, and these ideologically based leaders were all too willing to be co-opted -- because the party of power had all the power -- and all too willing not to challenge the bases of the party of power -- because they hoped eventually to use its levers themselves. One distinguishing characteristic of this tendency, Bruger notes, is that in both Russia and Ukraine, the political parties who form the majorities in parliament have accepted the designation of opposition and have behaved as such. But that pattern is beginning to change as a result of the pressures of electoral politics. Some of those now aspiring to office were themselves earlier cast of the party of power and have changed their views. After being fired as Russian premier, Viktor Chernomyrdin's political party adopted a very different stand on the constitutional arrangements that have allowed the Russian party of power to control all decision making. Even more important, as the populations of these countries gain experience with elections, those politicians who hope to win support are now being forced to distance themselves from the failings of those now in power. Thus, as Bruger points out, Moscow Mayor Yuri Luzhkov immediately declared that his new party "cannot be held responsible for everything that was done before us." None of this necessarily sounds an immediate death knell for the parties of power. On the one hand, the authoritarian traditions of these countries mean that many leaders, even those who head more ideologically based parties, prefer the informal and backroom dealings that the parties of power have practiced over the last few years. And on the other, the parties of power in the past have shown their ability to manipulate the media and the political system during elections and successfully maintain themselves in power by portraying their opponents as more dangerous than themselves. But economic collapse, international isolation, and experience with elections have fragmented the parties of power in all these countries,

On the day before Christmas Eve two members of his government resigned in the wake of a minor financial scandal; one of them was Peter Mandelson, his most trusted sidekick in what has been at once pompously and mysteriously called the "Blair project." (Yes, people do use the language of glossy-magazine promotion, and yes, it does say something about modern politics.) And so in January, at a seminar in London to examine center-left political positions for the coming century, Blair began this vaunted relaunch with a keynote speech. Lincoln spoke of government of the people, by the people, and for the people. Churchill spoke of blood, toil, tears, and sweat. Roosevelt talked of four freedoms. From the archives: "The Penumbra of Pedigree," by Geoffrey Wheatcroft (February, 1999) After a half century's absence, the fabled Almanach de Gotha -- Europe's official record of noble bloodlines -- is again being published. "Slowly but surely the old establishment is being replaced by a new, larger, more meritocratic middle class,"he said. "A middle class characterized by greater tolerance of difference, greater ambition to succeed, greater opportunities to earn a decent living. A middle class that will include millions of people who traditionally may see themselves as working-class, but whose ambitions are far broader than those of their parents and grandparents." And Thatcher herself had touched on the topic, albeit to claim, "Class is a communist concept. It groups people as bundles and sets them against one another" (and also, more famously, to insist that "there is no such thing as society"). All political leaders in advanced democracies are concerned with prosperity, economic opportunity, social mobility. But is there any other country where leaders talk quite like this, about what class means (or doesn't mean), and what class the voters belong to, or should belong to? In 1940 George Orwell claimed that England "is the most class-ridden country under the sun"; in an oblique way those politicians' reflections might seem to confirm this, or at least to show that we English are more absorbed by the subject than others. Almost sixty years after Orwell, David Cannadine begins his fascinating and deeply enjoyable new book by addressing this view: that the British are "obsessed with class in the way that other nations are obsessed with food or race or sex or drugs or alcohol." Cannadine is an eminent English historian, now in his late forties, who spent ten years as a professor at Columbia University before recently returning home. He has made a specialty of the subject of class -- or, rather, of "the classes," as they used to be called (in contrast to "the masses"): one of his best-known books is The Decline and Fall of the British Aristocracy (1990). His perspective on the matter is distinctive. Despite the title of his new book, he knows very well that class can't rise or fall in a concrete sense. Despite John Major, there never has been and never will be such a thing as a classless society anywhere. Cannadine acknowledges that "classes will always be with us, as long as there remain inequalities in income, differences in occupation, and variations in wealth that can be objectively observed" -- which is to say in any imaginable human grouping, past, present, or future. That solar explosion was not made public until June 7, in a surprise report by the BBC. If NASA did in fact suppress public data of the June 1 solar explosion, the relevance to the Cassini spacecraft mission may be quite ominous. The June 1 solar explosion provides a substantial, justified scientific reason why the Cassini mission must be re-directed! This Cassini implications of this solar explosion must be presented to international bodies and governments, and made public, immediately. The prints were there from someone bending down from behind him and pulling him out of bed. They had been laking love, and somebody lifted him off of her and left these burns there. Lapham COPYRIGHT 1998 Harper's Magazine Foundation Only God helps the badly dressed. --Spanish proverb As the editor of a magazine with offices in New York I talk to a good many young people newly arrived in the city with the hope of finding a career--if not in the literary trades then somewhere in Wall Street or television--and over the last ten or fifteen years I've listened to their questions turn nervous and cold. A generation ago the graduates of the country's well-to-do universities might have mentioned the name of a dead poet, or asked about the prospect of adding purpose to their lives, or said something about truth and its untimely betrayals. The philosophical questions appear to have gone missing in action, rendered futile by the prices asked for New York real estate (apartments no bigger than jail cells renting for $1,500 a month) and by the six years of President Clinton's glib smiling in the face of justice and Kenneth Starr. Every now and then I come across a wandering idealist intent upon saving an orphan or a whale, but mostly I meet people to whom the fervors of social protest seem superfluous or quaint. They don't talk about changing the system, only about the means of improving their access to it, and, they smile with their mouths but not their eyes. Impatient with metaphors and bored by sentiment, eager to advance the token of their lives around the Monopoly board of the standard American success, they ask for introductions to Woody Allen and the maitre d' at Balthazar, about the hope of meeting Peter Jennings and where do the editors of the Conde Nast magazines go expensively to lunch. I wish I thought the questions misplaced, but even the dullest students of the American economic scene haven't failed to notice the widening chasm between rich and poor or the increasingly obvious disparities between the civic-minded theory taught in school and the profit-making facts posted on the walls of the news and entertainment media. As was true in the early years of the American republic, the country is governed by a commercial oligarchy, but the oligarchy has become so all-encompassing, and the broad mass of the American people so dependent upon its corporate whim--for work, pension, medical care, club membership, views of Europe--that the business of getting ahead in the world comes to resemble the eighteenth-century practice of "obtaining a place at court." The candidates for a life of privilege and ease offer themselves as apprentices to the art of self-advancement, eager to learn the bows and curtsies appropriate to what both George Washington and Benjamin Franklin would have recognized as the dance of grace and favor. Impressed by their zeal but not always able to address their concerns about the finer points of etiquette, I've made notes over the last few years of their most frequently asked questions. The notes take the form of simple precepts and helpful suggestions, and although the indicated lines of approach don't guarantee anybody's safe arrival on the sunny heights of an American success, at least they encourage a correct posture and a proper tone. The list is by no means complete (nothing about pets, no mention of eye shadow), but I like to think that any supplementary questions can be answered by glancing at the jewelry of the other people in the room. CHOOSING COMPANIONS Seek out the acquaintance of people richer and more important than yourself, and never take an interest in people who cannot do you any favors. The rule admits of no exceptions. When Henry Kissinger was secretary of state, he put it plainly to a woman seated next to him at a Washington dinner party. "A great nation," he said, "is like an ambitious hostess. It cannot afford to invite unsuccessful people to its parties." In the event that you become either rich or famous, you may collect friends in the way that Nike acquires prize athletes or Philip II of Spain collected dwarfs. Chapman Early in January on one of the editorial pages of the New York Post, I came across James K. Glassman, a syndicated Washington columnist, telling his readers that they no longer needed to trouble themselves with politics, and what was wonderful about the announcement was its air of supreme certainty joined with its proof of sublime ignorance. Mr. Glassman was provoked to his drum major's display of furious word twirling by a New Year's Day editorial in the New York Times suggesting that despite the marvelous gains on the New York Stock Exchange and the cornucopia of expensive merchandise in the country's department stores and automobile showrooms, something was amiss in the American scheme of things. The editorialist had worried that too little attention was being paid to politics and then had gone on to say that 1997 might be best remembered as "The Year of Living Smugly." Mr. Glassman found the phrase offensive--deplorable in intent, insulting in tone, and just the sort of professional hand-wringing that one had come to expect from soft-headed liberals who couldn't bear the sight of money. "Americans are happy," said Mr. Glassman, "really happy," and so what if they weren't interested in politics? They were right not to care about politics. Politics had been reduced to "background noise" or, at best, "elevator music," which was "a very good thing" because the happy Americans had better things to do than vote or read the newspapers. Mr. Glassman wasn't of a mind to listen to any quibbling on the point. "We have reached an era," he said, "in which we can turn our attention away from politics and war and toward art, in the broadest and best sense of the word, which includes not just porcelain but philanthropy, aesthetics, religion and family. As the century draws to a close, we seem to be witnessing the death of politics and the rise of something else. Call it the art of living." As pleased with himself as a prize rooster, Mr. Glassman puffed up the feathers of his good news with what has become, if not in all quarters of the society at least among people earning upward of $250,000 a year, the customary crowing of statistics--low rates of inflation and unemployment, business booming, churches reporting record levels of attendance, a bull market in philanthropy, violent crime being scrubbed from city streets like so much graffiti, impressive numbers of people traveling to Europe, attending adult-education classes, swarming through the doors of the country's opera houses and art museums. "Yes," said Mr. Glassman, "there's still poverty and ignorance and pathology," and true, the government might try to "reassert itself, to prove it's still important," but as long as the watchful plutocrat remained "alert to mischief," nothing significant was likely to happen in Washington, certainly nothing serious enough to prevent the fortunate Americans from "fruitfully pursuing happiness the way the Declaration of Independence intended." Although I never before had encountered Mr. Glassman's writing, I recognized the complacent-and pre-recorded voice of what over the last ten or fifteen years has become the sovereign American oligarchy, and it didn't surprise me to learn that Mr. Glassman was a figure of some consequence on the reactionary right, a former publisher of The New Republic, a columnist for the Washington Post, and the host of CNN's Capital Gang Sunday. It could be safely assumed that his opinions kept pace with what was being said in the wealthier quarters of the society, where it is customary to speak ill of big government and all of its misguided works, to suggest that nothing good can come from meddling bureaucrats in Washington, that it's no use cosseting poor people with federal subsidies, that the brutalized forms of public life in the United States no longer can accommodate the promise of freedom or the hope of justice. Because the same oligarchy that owns and operates the nation's banks also owns and operates the nation's news media, variants of one or more of these noble truths constitute the bulk of what now passes as trenchant political commentary not only on network television but also in the journals of thoughtful opinion that circulate the views of reformed feminists, chastened Marxists, and currency speculators who have seen a great light. Bored by their power jobs, feeling pinched by their sensible pumps, they're emulating a new icon: the frazzled, J.C. Penney-clad, angry white female. Call it Chenoweth chic, in honor of the gun-toting Idaho Republican congresswoman, Helen Chenoweth. As some ladies on the right have discovered, the great thing about Chenoweth chic is that it offers you a way to experience all the low-cost thrills of working-class life without actually having to move into a mobile home. But, of course, that makes the right-wing version of cross-class sisterhood every bit as suspect as the left-wing incarnation conservative women spend so much time mocking. Consider recent events at the Independent Women's Forum, a gathering place for the female wing of the conservative chatterati. This summer IWF discovered it was all talked out. "Why do we have to be so ponderous and heavy all the time?" sighs Barbara Ledeen, the usually bubbly executive director. "Sometimes it feels like we're just yap, yap, yapping at people." Ledeen floated a few ideas to cure the ennui--a Tupperware party, a "Victoria's Secret" party--but nothing really clicked until she suggested taking up arms. Ledeen had read a pro-gun op-ed in The Wall Street Journal by Laura Ingraham, the princess regent of right-wing female punditry. "By disdaining gun ownership," Ingraham had written, "feminists simply add one more brick to their elitist Northeastern, Democratic facade." Ingraham had suggested a feminist group hold an event called "the Annie Get Your Gun Permit," and Ledeen did just that--reserving a morning at a shooting range in suburban Maryland. The day arrived and it was lovely, eighty degrees, and clear. Lunch was packed, the course was clear, ammo and earplugs lay waiting. There was just one problem. Almost none of the women (myself included) knew the first thing about shooting. Ledeen had tried target practice once, to protect herself while her husband was away, but she never got the chance to pull the trigger. (No intruders lurked around her Chevy Chase home during her husband's month-long absence, "Thank god.") Ann Coulter, the leggy blond msnbc commentator, was almost appropriately attired in skin-tight jodhpurs, but then the ammunition belt kept slipping off her invisible hips, becoming entangled in the strap of her Chanel purse. Out on the firing range, bird after orange neon bird whizzed into the air, soared along its parabolic trajectory, and landed, unscathed, in an ever-growing heap of missed targets. Thanks to expert instruction, some women eventually got the hang of it. (I never did.) Grace Terzian, the publisher of IWF's newsletter, scored a few hits, and Becky Norton Dunlop, the Virginia secretary of natural resources, even hit more clay pigeons than her Marine sharpshooter husband. But some in the group simply threw down their weapons and fled. Christina Hoff Sommers, of the American Enterprise Institute, stormed off with her ears covered, complaining about the noise. Mary Martino had no such complaints, but then Martino is not a member of any conservative women's organization: she just showed up at the skeet shoot after spotting an item about it in The Washington Times. A teacher in a middle-class suburb of Maryland, she has never heard of msnbc, and could never squeeze into a pair of size zero jodhpurs. She came because she "loves shooting," and does it every chance she gets, twice a month at least. Martino has been shooting for ten years; when she was young, she practiced firing B.B.'s at those miniature tubs of non-dairy creamer they give out with coffee at the 7-Eleven. Now she goes to turkey shoots (best score wins a free frozen turkey) or bowling pin shoots. She was reluctant to shoot at the IWF event, because ammunition was so expensive--$10 a box, as opposed to $6.50 at Wal-Mart. Suffice it to say that Mary Martino and Ann Coulter do not get invited to the same parties. IWF's skeet shoot was harmless fun--a cheerfully contrived testament to the ironies of the new feminized populism. But sometimes this phenomenon takes a more noxious form. By now you must have seen or heard of Susan Carpenter McMillan, Paula Jones' new "friend and adviser," and now a regular fixture on afternoon TV. In her own way, Carpenter McMillan is also a case study in Chenoweth chic. Decked out in a cotton candy suit and gold medallions, the glamorous "Susie," as she's known in Southern California, has attached herself to Jones, the all-purpose emblem of the hassled working-class woman. In the end, our long national nightmare took on an eerie resemblance to Groundhog Day--we had to listen while they kept repeating and repeating the Tale of the Ten Blow Jobs. You must admit, this has been the most curious political phenomenon of our lifetimes. After five years of investigation by Kenneth Starr, one solid year of media frenzy, and three months of impeachment proceedings, Bill Clinton's job approval rating rose to 72 percent and Republicans now rank below Larry Flynt in the public esteem. Their response to all this was, "More! More!" Kind of hard to know what to say to them. And here I was agreeing with Pat Robertson: Please, stop! The latest wrinkle in rightwing spin is to claim this is not a political phenom at all, but is the final battle in some culture war I didn't know was going on. I have my doubts about this culture war: Can you be in one and not know it? Did our side actually vote for Larry Flynt as our standard bearer? What is our side? My last effort to grasp what the right wing is on about here was to read Robert Bork's latest book, Slouching Toward Gomorrah, an experience so horrifying I have not yet recovered and cannot bear to read any more in the genre. I give thanks daily the man is not on the Supreme Court. I would not subject anyone to that book, but take my word for it--Mr. Bork does not have judicial temperament. If Bork was the beginning of the culture war, as is sometimes claimed ("payback for Bork" being an occasionally heard battle cry), all I can say is, I didn't know it was war at the time, but I'm sure glad I was on the right side. An alternative theory is that the culture war dates back to the 1960s, and this is where I get totally lost reading rightwing cultural interpretations. The old joke is that the sixties were about sex, drugs, and rock'n'roll and that if you can remember it, you weren't there. (I think that's a P.J. O'Rourke line.) I was there, and I can remember it. I remember the decade as being about the Peace Corps, the civil rights movement, and the anti-war movement. As Margot Adler writes in her memoir of the period, Heretic's Heart, it was quite possible to be an activist in the sixties and miss sex, drugs, and rock'n'roll in their entirety. "We Shall Overcome" remains the song of the decade for many. That is, until 1968, the year of assassinations, when it all turned very, very dark. I could be wrong, but I still think the berserker element of the 1960s was largely the consequence of Vietnam--the drugs, the craziness, the feeling that the world made no sense because, Lord knows, that war made no sense. And that war was not the fault of those who fought it or opposed it. Your famous World War II generation presented that little gift to us: Eisenhower, Kennedy, Johnson, and Nixon. Long time passing. Another rightwing interpretation of the sixties is the bizarre notion that black rage was fomented by white liberal social programs. Bill Kristol has been alone among rightwing intellectuals, I believe, in consistently and gracefully conceding that liberals were right about civil rights and conservatives (a word often synonymous with "racist" in those years) were wrong. That's most generous of him, but I think it leaves a wrong impression, a bit like that odd film Mississippi Burning, that somehow white people were the key players in the civil rights movement. It was a movement of, by, and for black Americans: Those few whites who took part--and there were damn few of us here in the South--were just bit players. As Taylor Branch's wonderful King biography--among many other books--makes clear, the whites in power, whether they reacted for good or ill at the time, were just reacting. Reacting to one of the most astonishing, beautiful, and spontaneous uprisings for justice the world has ever seen. The movement split in '64, when Stokely Carmichael's "Burn, baby, burn" stood in contrast to "We Shall Overcome." But to blame that on anything white liberals did is ludicrous. Race riots had been part of American history for 100 years. They were not unusual before the civil rights movement, and the roots of the rage underlying them are obvious. These silly books blaming the sixties for various social evils are so pathetically truncated in their viewpoint. Were there symptoms of decline in black family structure? According to anthropologists, the black family is one of the most durable social structures in history: It survived both slavery and Jim Crow, and finally was visibly damaged only by the Depression. Remember, "you have made it a den of thieves"--literally. And there's another element operating. Jesus is sitting *in the Temple precincts*, probably in the Porch of the Gentiles, with his disciples. When that Pharisee poses the question about paying taxes, Jesus asks him for a coin--specifically a denarius, that is, a *Roman* coin. This was, quite frankly, a trap for the Pharisee. Roman coins at that time bore the image of the Emperor Tiberius. And Tiberius had recently been deified in the Province of Syria, which Jerusalem was part of. So this utterly stupid Pharisee pulls a denarius out of his purse...thus admitting openly that he has flouted the Temple priesthood's interpretation of Mosaic law by bringing the graven image of another god into the Temple. And Jesus rubs the Pharisee's face in this faux pas by telling him curtly, "Give Caesar the things that are Caesar's; give God the things that are God's." Yesterday, all the media in Yugoslavia were speaking about the peace agreement that was signed by Serbian and NATO generals. It was announced with a lot of triumphalism, like - "We won!". Serbian media even lied that it were the UN representatives who were negotiating with Serbian Army officials, while trying to avoid mentioning NATO as the real partner in these talks... The same kind of logic (newspaper headlines like "Serbia capitulated!") was, as I understood from the letters by friends from abroad, present in the mainstream media of the NATO countries. They were opening champagne at the NATO headquarters in Brussels. After so many ( whatever the real number is) thousands of dead and injured and people left homeless? Yes, yes, it was so predictable. I told you that it will happen, in one of the early messages - politicians will continue to do their "job", they will make speeches, pose in front of the camera, or at worst go to a new duty - no matter what is the result of their fabulous "action". They are the "winners" - Serbian, Albanian, NATO countries leaders, and the busy little administration workers. These guys always win. Everybody else is wounded or dead. Anyway, this is the last of my mass letters, if something don't go wrong again. Yesterday, the "celebration" started with the people from the neighborhood taking their pistols and shooting in the air.They were joined by rockets launched by the Antiaircraft Defenses, even though at first I thought that they were shooting at the pilotless NATO aircrafts (equipped with the cameras), as they usually do when they are shooting between the air raids. I just couldn't believe that they would waste the rockets that they actually missed while combating the mighty NATO bombers... Sure, everybody was happy that the whole thing was over... Even though many were complaining, and many more were aware that this is far from being the end of the crisis - ANYTHING could happen in the months to come. The "victory" celebration in my town was ridiculed by the tall flame from the Oil Refinery, and the giant black cloud which was spreading over the whole area The industrial complex is still burning, even now as I write this, 3 days after the NATO bombing. But still, I can understand the triumph of the common people, who were exposed to the very powerful bombs for 77 days. They are the real heroes! The same is with the common Albanians, who suffered enormously in this big turmoil. Serbia will be the country which will enter the 21st Century with the destroyed factories, bridges, railroads and highways. No matter of the high ideals of our world, the global society is still obsessed with deeply destructive and violent concepts. Isn't it obvious yet? See you around, my friends. Three others were acquitted in the case, which accused 40 Mexican and Venezuelan businessmen and bankers of helping drug cartel members launder their money. The arrests were part of a three-year U.S. Customs sting that spanned several countries. The operation raised tensions between the United States and Mexico, which was kept in the dark about the investigation into its citizens. Agents arrested 167 people, including top Mexican bankers and executives, in the sting. Convicted of conspiracy and money laundering on Thursday were Jose Reyes Ortega Gonzales, a former manager of banking operations for Bancomer in Tepatitlan, Mexico; Manuel Barraza Leon, a Bancomer branch manager in Tijuana; and Alfonso Labrada Gurrola, who worked at a Tijuana law firm that represented banks. Acquitted were Javier Alcala Navarro; Katy Kissel Belfer, a broker at CBI International Securities in Mexico City; and Fernando Barragan Reyes, a stock broker. U.S. customs officials seized $100 million from 14 banks and dozens of individuals who were accused of laundering money for the Cali drug cartel in Colombia, and the Juarez cartel in Mexico. Mexico accused the United States of intruding on Mexican sovereignty by conducting a sting without its involvement. Two of the largest banks pleaded guilty in March to money laundering charges. Last month, seven defendants were indicted for laundering money for the Cali cartel and pleaded guilty to charges of conspiracy or drug trafficking. Their sentences were pending. U.S., Cuba Trade Insults Over Kosovo By NICOLE WINFIELD UNITED NATIONS (AP) - The United States and Cuba traded insults and accusations Thursday in a Security Council discussion of Kosovo that degenerated into a diplomatic slugfest over colonialism and the battle between big and small powers. Cuba launched the back-and-forth with a rambling speech to the council in support of Yugoslavia and condemning NATO's airstrikes as a genocide that served merely to consolidate U.S. control over the world. ``NATO's war has filled the coffers of smart-weapons manufacturers and producers of silly TV shows,'' Cuban Ambassador Bruno Rodriguez Parrilla said. Deputy U.S. Ambassador Peter Burleigh said he was so shocked by the ambassador's ``total avoidance to the human realities in Kosovo'' that he felt compelled to respond. ``Apparently, the well-documented phenomenon of massive ethnic cleansing, the terrorization and brutalization of the civilian population is not allowed to register on the official Cuban mind,'' Burleigh said. The Cuban ambassador responded by saying he only spoke of facts that had been omitted by council members in the day's debate on a resolution authorizing an international peace force for Kosovo. The debate was held, he said, so the United States could use the United Nations to legitimize its attack on Yugoslavia. The Netherlands joined in the acrimonious fight to denounce Cuba for clinging ``pathetically'' to the argument that the sovereignty of a country is more important than the protection of its own people. ``We can perhaps explain the Cuban representative's statement as an illustration of the anachronism that Cuba itself increasingly represents,'' said the deputy Dutch ambassador, Alphons Hamer. Rodriguez Parrilla responded with one last lick. ``The colonial powers of yesteryear cannot come here and give us lessons of humanism today,'' he said. Group in Iraq Accuses Iran of Attack BAGHDAD, Iraq (AP) - An Iranian guerrilla group based inside Iraq claimed that Iran launched Scud missiles Thursday at one of its camps. The missiles hit the Ashraf camp, 70 miles northeast of Baghdad, said Shahin Gobadi of the Mujahedeen Khalq. It was uncertain how many missiles were launched, and there was no word on casualties. The report couldnn't be independently confirmed.

A third of the 87 field mice, house mice, deer mice and California voles trapped during the U.S. Bureau of Reclamation's annual biological monitoring study at the Merced County refuge had both male and female reproductive organs. "The number of intersex mammals was a surprising finding to everybody," Michael Delamore, chief of the bureau's drainage program in Fresno, said Thursday. "We're not sure what it means, because it's new, and the phenomenon hasn't been widely reported." While the name Kesterson has become synonymous with selenium, field researchers don't think that the trace element, which can be toxic in high concentrations, has anything to do with the increase in hermaphroditism. Nor, according to the report by the Sacramento consulting firm of CH2MHill, is it caused by mutation. "If the intersex abnormality was seen across four species, it is unlikely that it is the result of a genetic mutation and it is probably the result of environmental influences," the report said. Something in the Kesterson environment is causing the abnormality, but no one knows what. Because Kesterson is a fairly closed system and no longer receives drain water from San Joaquin Valley farms, it has no obvious contaminant sources. Consequently, the report says, "naturally occurring agents should also be considered as having a role in this phenomenon." "We're working with the Fish and Wildlife Service, the EPA and the Regional Water Resources Control Board" to find out what's going on, Delamore said. A mouse and vole trapping program is being launched outside Kesterson to learn whether intersex rodents are proliferating elsewhere. "Rarely if anywhere do folks look at critters like we do at Kesterson," Delamore said. Hermaphroditism has rarely been observed in Kesterson's rodent population, according to the report. In 1995, for example, just 3 percent of the rodents trapped showed intersex characteristics. In 1998, 15 of 33 house mice, seven of 30 deer mice, five of 17 harvest mice and two of seven voles showed those characteristics. Deer and house mice also had enlarged left testes. The findings may be conservative, because the test animals were examined when female reproductive structures had not yet enlarged. Kesterson is located 14 miles north of Los Banos in Merced County off Highway 140. For six years, beginning in 1979, Kesterson's 12 shallow evaporation ponds - part of the 80-mile San Luis Drain, managed by the Bureau of Reclamation - were a sump for toxic runoff from farms in the Westlands Water District on the west side of the San Joaquin Valley. In 1985, an investigation into the cause of the death and deformation of thousands of birds at the refuge disclosed that selenium, a naturally occurring byproduct of agricultural runoff, was being deposited in the ponds in massive quantities. It was responsible for poisoning and causing birth defects in the refuge's birds. The same year, then-Secretary of the Interior Donald Hodel invoked the Migratory Bird Treaty Act and closed Kesterson's evaporation ponds. The San Luis Drain was plugged. In 1988, Kesterson was drained; now standing water occurs there only during wet years like 1997-98. The bureau has spent some $50 million cleaning up Kesterson, which is the only part of the San Luis National Wildlife Refuge that does not allow cars. The just-published report disclosed that the refuge still shows higher-than-normal levels of selenium in both invertebrate and vertebrate wildlife, in its soil and water, but that the environment is no longer the toxic sump it was in 1985. -Caveat Lector- White House Fact Sheet on KFOR WASHINGTON, June 11 /U.S. Newswire/ -- The following was released today by the White House: KFOR Fact Sheet KFOR is the international military force provided for under the terms of the military-technical agreement (MTA) signed June 9, 1999. KFOR will deploy under a unified NATO chain of command under the political direction of the North Atlantic Council. Lt. Gen. Sir Michael Jackson will serve as Commander, KFOR, under the overall military direction of the SACEUR, GEN Wesley Clark. KFOR will deploy into Kosovo within 24 hours of confirmation that the withdrawal of FRY forces has reached the first milestone specified in the MTA. The MTA requires the full withdrawal of all FRY military, paramilitary and police forces from Kosovo and sets out the specific geographic areas from which each phase of the withdrawal must be completed at each stage of the withdrawal timetable. KFOR will synchronize its entry into Kosovo to minimize any security gap. KFOR will ultimately consist of approximately 50,000 troops from more than two dozen contributing nations, including NATO member-states, Partnership for Peace nations, and others. Five NATO nations, under the unified command of Lt. Gen. Jackson, will split responsibility for peacekeeping. The U.S. zone is in the southeast; UK in the northeast; French in the north; Italian in the west and German in the south. They will be joined by forces from the numerous other participating nations. Provisions for Russian participation are under discussion. British forces will likely be the first NATO troops to enter Kosovo. They will establish the KFOR Headquarters in Pristina. The initial U.S. deployment will occur within a few days and will consist of 1900 Marines and 1700 other soldiers. Eventually, other U.S. forces will move in to replace the initial force, ultimately reaching the bringing to 7000 the commitment of U.S. forces in Kosovo. That will represent approximately 15 percent of the total force. The commander of KFOR, Gen. Jackson, has the responsibility to take the measures to create a secure environment for the return of the refugees to their homes in safety and self-government. The MTA gives him the authority "to take all necessary action to establish and maintain a secure environment for all citizens of Kosovo and otherwise carry out its mission." This allows him to: -- ensure that FRY withdrawal proceeds on schedule; -- carry out the terms of the MTA with respect to the limited activities of the selected FRY personnel who will return to Kosovo; -- monitor the use of all facilities and activities in Kosovo that may have military or police capabilities; -- protect KFOR and the civil implementation presence; and, -- provide assistance to other international entities involved in implementing the peace in Kosovo. Military-Technical Agreement Between NATO and the Federal Republic of Yugoslavia The Military-Technical Agreement (MTA) concluded today between Lt. General Michael Jackson, representing NATO, and authorities of the Federal Republic of Yugoslavia (FRY), specifies the details of Serb force withdrawals from Kosovo and the roles and authorities of the Kosovo international security force ("KFOR"). The MTA is based on the Ahtisaari-Chernomyrdin agreement of June 3 and anticipates the early adoption of the UN Security Council resolution agreed on June 8 by G-8 Foreign Ministers. Together, these agreements meet all of NATO,s conditions for ending the conflict, including the complete withdrawal of all military, paramilitary and police forces from Kosovo, the establishment of an international security force with NATO at the core, and the return of Kosovar refugees to their homes in security and self-government. Withdrawal of Serb Forces The MTA obligates the FRY, among other things: -- to cease hostilities immediately; -- to withdraw all aircraft and air defense systems in 3 days; -- to withdraw all its forces in a phased but rapid manner, leading to the complete withdrawal within 11 days; -- to mark and clear minefields, booby traps and obstacles during withdrawal. In accordance with the Ahtisaari-Chernomyrdin agreement, a small number of FRY forces ("hundreds, not thousands") will be able to return for limited functions subject to a subsequent agreement. Deployment of KFOR The MTA provides for an international security force ("KFOR") that will operate under unified NATO chain of command under the political direction of the North Atlantic Council. Lt. Over the previous six years, Mrs. Clinton averaged nine solo trips a year to New York. That rate has doubled so far this year as she edges closer to running for the Senate seat being vacated by Daniel Patrick Moynihan, a fellow Democrat. Spokeswoman Marsha Berry insists the first lady's stepped-up travel to New York is not related to her likely Democratic candidacy for the open Senate seat. "There are a lot of people who have asked her to participate in events in New York," Ms. Berry said. Neither the White House nor the Democratic National Committee (DNC) will disclose how much the first lady's trips cost. Nor will they say exactly how much the government has been reimbursed for the political portions of her travel as she stumps for other candidates and promotes herself. This refusal, despite a federal law mandating such reimburse- ments, infuriates some government watchdogs. We can send American or European troops to wherever we like, whenever we like, and for whatever purpose we like, and you dutifully go about our business. How much more evidence do you need? Jack Daly. "The Kapitan Man is inbound about to enter the strait," the watch officer told Lt. Daly over the phone from the joint intelligence center at Canada's military base near Esquimault, on Vancouver Island. The Kapitan Man for years had masqueraded as a merchant vessel but actually was one of two Russian spy ships that tracked nine U.S. nuclear submarines based nearby in Bangor, Wash. Now the Kapitan Man was at the mouth of the 100-mile Juan de Fuca Strait, heading into Puget Sound. Lt. Daly's orders: secretly photograph it from above with a digital camera as part of the crew of a Canadian helicopter. It was 3:30 a.m. April 4, 1997. The mission would change Lt. Daly's life -- and his opinion of the U.S. government and the Navy he loved. He showered, grabbed his flight suit and headed for the base as reports on the Kapitan Man's movements continued to flow from the Coast Guard. Lt. Daly sat in a jump seat on the port side of the CH-124 helicopter, hooked up to a safety line, as the aircraft took off about noon and flew southeast from Victoria International Airport. "We've got an outbound boomer on the surface," Capt. Pat Barnes, the pilot, announced as they reached the water. The huge, black submarine was the USS Ohio, which had dropped off an ill crew member at its home port, Bangor. Because its missions are secret, the nuclear sub was not supposed to be on the surface. It had just had a direct encounter with the Kapitan Man. "If we had launched five minutes sooner, I would have been able to photograph both vessels in the same frame," Lt. Daly said. Three merchant ships came into view, the Kapitan Man in the middle. At Lt. Daly's direction, Capt. Barnes made a single circle over the U.S.-flagged container ship President Jackson and then headed east for three passes of the Kapitan Man. After three circles, the chopper flew directly over the top of the ship. It was about 12:30 p.m. "As far as I knew," Lt. Daly said, "the camera was working and the mission was successful." Driving these tremendous advances in our modern health care system is information. Without information, new life-saving drugs and technologies go undiscovered, better ways to deliver patient care go untested, and the promise of our health care system remains unrealized. At the same time, patients expect that their personal health information will remain confidential and used only where appropriate. The Healthcare Leadership Council (HLC), representing a cross-section of the health industry, believes a federal law that balances the goals of confidentiality and responsible use of information is needed and achievable. The HLC supports the following principles for legislation: Patient information should be protected, safeguards should be provided, and patients should have access to their own records; clear boundaries about the use of patient information should be set; tough penalties for violating these requirements should be imposed; information in medical records should be available for research within a system requiring confidentiality protections; and a national, uniform set of standards should replace the "crazy quilt" of conflicting state laws. Some of the proposals before Congress go far beyond these common-sense principles and would construct layers of unnecessary bureaucracy and erect barriers even to appropriate, life-saving use of information. They would follow the lead of the state of Minnesota, which enacted a medical-records confidentiality law so onerous and fraught with red tape, it potentially hindered the research Mayo Clinic has conducted for nearly a century. Some would also follow the state of Maine, which enacted a law essentially requiring a separate authorization each time medical information is accessed for health-care activities. Such "multiple-authorization" schemes could grind integrated health care to a halt. Maine suspended this law just 14 days after it took effect, calling the potential unintended consequences a public health "emergency." We need to get the balance right in federal confidentiality law. Box 105366 Atlanta, GA 30348-5366 Dear Thomas: The establishment media are questioning Matt Drudge's right to claim to be a journalist because he "published" a story about Sidney Blumenthal that turned out to be false. Drudge admitted his error and apologized the day after he put the Blumenthal story in his report. I hope that after you examine the evidence laid out in this letter you will follow Matt Drudge's example and retract the false charges about Operation Tailwind made in the segment titled "Valley of Death" on NewsStand CNN/TIME on Sunday, June 7 and essentially repeated on June 14 and issue an apology. I would go further and suggest that those responsible for this journalistic atrocity should be given their walking papers. CNN took the story of an incredibly dangerous operation in which the Special Forces exhibited the courage, stamina and skill for which they are famous and converted it into a defamatory attack on the Army, the Special Forces and the United States. You made three charges: 1. The purpose of the operation was to find and kill American defectors working with the enemy in Laos. Comment: We have talked to seven of the men who were on the Tailwind team. All deny that the mission had anything to do with finding and killing American defectors. All agree that the purpose of the mission was to blow up a bridge and disrupt traffic on the Ho Chi Minh trail. The idea was to create a diversion that would relieve pressure being put on CIA-backed Hmong tribesmen by the North Vietnamese army. They also say that the base camp they destroyed on the fourth day was stumbled upon by accident when they were trying to get to the landing zone where helicopters were to evacuate them. To justify the charge that the mission was to kill Americans, you rely on a statement by James Cathey, who claims to have been an Air Force enlisted man in charge of coordinating resupply of the Tailwind team. His claim to have done this from on the ground in Laos is considered ludicrous by Special Forces veterans, but that aside, he was in no position to know the purpose of the mission, and he admitted that what he told you was only speculation. You have not named a single person who is in a position to know the purpose of the mission who has confirmed Cathey's speculation. Inexcusably, you failed to report that those who were in a position to know all reject it. 2. Deadly sarin nerve gas was used against a village, killing women and children. Comment: You do not cite a single source for either the claim that sarin was dropped on this "village" or that women and children lived there. No one who was there that I have talked to saw any women or children. I am told that the word for this camp in Vietnamese is binh tram. That translates as logistical sub-headquarters and they were located all along the Ho Chi Minh trail. It was not a village. No one that I have interviewed believed that the camp had been bombed, strafed and gassed the night before they discovered it. The Tailwind team camped overnight very close to the camp. One said as close as 200 yards. They discovered it because they heard dogs barking. They moved in, shot up the camp and killed everyone who did not escape by fleeing. Had there been any bombing, strafing or gassing the night before, not only would they have known it, but they would have been in grave danger of being killed by it. That alone is evidence that it didn't happen. 3. Sarin was dropped on North Vietnamese troops who were trying to prevent the evacuation of our commandos, many of whom lacked usable gas masks and inhaled the lethal gas that drifted in their direction. Comment: This charge is supported by only one member of the Tailwind team that I have spoken to, Michael Hagen. He insists that the gas was sarin because in recent years he has experienced serious health problems that his doctor says are the result of exposure to organo-phosphates, which is what sarin is. Hagen is bitter because the government refuses to accept this diagnosis. He says some of the other team members have experienced health problems which his doctor also attributes to organo-phosphate exposure. He mentioned Jim Brevelle, who had already told me that he was sure the gas was CS. Sarin is regarded as an effective weapon because it is supposed to kill quickly, not 30 years after exposure. Gen. Walt Busbee, the Pentagon's expert in chemical weapons, says that tracking of those who have survived exposure to sarin shows that they do not experience any long-lasting

Those attending last weeks Annual Meeting of the Society for Scientific Exploration in Albuquerque (WN 4 Jun 99) take pride in "thinking outside the box." Talks on such uh, diverse topics as divine intervention, cold fusion, biological transmutation, precognitive dreams, psychosurgery, after-death communication, alien breeding experiments, clairvoyance, electronic signaling from the dead and prayer healing, were all accepted as serious science. There is no internal criticism in a community that believes it is under siege. Convinced that powerful vested interests, including the scientific establishment, are conspiring to hold back a scientific revolution, speakers complained that "new" science is denied funding, rejected by journal editors and even subjected to ridicule, just because it doesn't fit some outdated paradigm. Alas, to wear the mantle of Galileo it is not enough that you be persecuted by an unkind establishment, you must also be right. 2. PERSEUS: JEREMY STONE OFFERS AN APOLOGY TO PHIL MORRISON. In his memoirs, Stone, the President of the Federation of American Scientists, linked Morrison, one of the founders of FAS, with a Soviet spy code-named Perseus (WN 14 May 99). Stone based his identification on two Russian articles by a KGB officer. Oddly, however, the description of Perseus in the articles did not even remotely fit Morrison. Perseus, for example, was said to have served in the Spanish Civil War. But Morrison was a graduate student at Berkeley at the time and hardly infantry material--he suffered polio as a child and walks with the aid of a cane. Stone had previously "accepted" Morrison's denial that he was Perseus (WN 14 May 99), but stopped far short of an apology. In a letter to Morrison, Stone now stiffly apologizes "for the unfavorable publicity, which raised unfortunate questions of your innocence." 3. SPY HYSTERIA: SIR RUDOLPH AND LADY PEIERLS ACCUSED OF SPYING. Unsubstantiated accusations of spying at Los Alamos are nothing new. In 1994 Pavel Sudoplatov, an admitted Stalin era assassin, resumed his former trade, asserted without documentation in his memoirs that Bohr, Fermi, Gamow, Oppenheimer and Szilard had all passed secrets to Soviet spies. None were around to answer the allegations. Now, the British magazine, The Spectator, dated May 29, accuses renowned physicist Rudolph Peierls of being a spy code-named Vogel and identifies his wife Eugenia as an agent code-named Tina, also a nuclear scientist. Peierls, who was knighted in 1968, died in 1995 at the age of 88. It was left to one of their daughters to point out that her parents did not fit the profile of Vogel and Tina. Her mother was a housewife at Los Alamos, not a nuclear physicist, and had no access to the lab. 4. THAAD: ARMY MISSILE DEFENSE SYSTEM FINALLY SCORES A HIT. Ervin "It is difficult for those to see whose paycheck depends on them not seeing." (Upton Sinclair) Seemingly, we are about to begin a journey of discovery similar in many respects to that of C/1995 01 (Hale-Bopp). During late 1996 and early 1997, you may recall that the official NASA funded and paid for astronomical community (our tax money) attempted to come down on us like a ton of bricks for asking what, in retrospect, was all the "right" questions. We were less organized in those days than we are now so we're going to state a few things "up-front" before they get any ideas about operating another disinformation scam on us; which they may attempt despite our efforts. Comet C/1999 H1 (Lee), (C/Lee), is not a periodic comet (such as Halley) nor is it a long-period comet (Hale-Bopp). In fact it really has no "period" at all as it is coming almost straight into our Solar System from interstellar space. This means that C/Lee's "orbit" (period) can only be determined with any certainty (using official NASA approved gravity only celestial mechanics) after C/Lee has reached perihelion (crossed over the Sun), and exited down below the orbital path of the planets (the ecliptic). Gravity only celestial mechanics is the only method of orbital calculation allowed by the Big Bang cosmology priesthood of NASA. Consequently we are already observing a wild-shift in official orbital predictions; initially projecting C/Lee exiting beyond the orbit of Jupiter but, currently projecting the exit near Mars. Why is this happening in the short time span between its initial discovery in mid April 1999, and today some six weeks later? Possibly because all of the official orbital software, running on all of the official super-computers, by all the king's men, is based nice behaving little periodic comets like Halley. And to make things even worse the official dirty snowball comet theory states that comets are heated by the Sun and shed (sublimate) their icy dust thereby loosing mass: which in "good-old" Newtonian physics means that their orbits should expand outward rather than tighten inward. Guess what folks? That's not what is happening even at this very moment as C/Lee approaches. So what is going on? Jim McCanney's Plasma Discharge Theory of Comets is directly opposed to NASA's dirty snowball comet theory. McCanney's theory states that comets are highly charged electromagnetic objects that suck-up space plasma materials in the manner of a giant vacuum cleaner. When comets enter the plasma rich domain of our solar system, and break the solar capacitor (not to different than a bug flying into a bug zapper), the dinner bell rings, and they begin to chow-down big time; becoming brighter (notice how that's already "surprised" them), and heavier. So, if C/Lee continues to brighten due its interaction with the solar capacitor (which creates tail drag thereby slowing it down) and adding material, as is entirely probable under the comet plasma discharge theory, then it is reasonable to conclude that its orbit might substantially arc inwards towards Earth. The battleground of this matter rests on a simple proposition: Official NASA funded and controlled astronomical science wants you to believe that they know everything that there is to know about all comets and what their behaviors will be, at all times. Furthermore, they will tell you and me everything we need to know when, and if they and their NSA/NSC controllers decide that we need to know. In sharp contrast we, at The Millennium Group, are attempting to state, as loudly as we can, that all is not known about comets, that comets are not dirty snowballs, and consequently they can behave in manners heretofore unseen or predicted by traditional uniformatarian astronomical sciences. Cases in point: Shoemaker Levy 9's breakup, and as yet unexplained gigantic explosions into Jupiter, and Hale-Bopp's perihelion crossing electromagnetic exchange with the Sun which sparked off the totally out of nowhere full halo coronal mass ejection (CME) of April 7, 1997; to provide several examples. Our motto is "Truth In Science". The truth of the matter about C/1999 H1 (Lee) is that nobody can project its path, and that the observed rapid increase in brightness in connection with the officially supplied orbital modifications provide a strong indication that it's going to progressively bend inwards towards the orbital plane of Earth. Its correspondent in Pristina said the troops arrived shortly after 2330 GMT, with columns of tanks heading down the streets and toward the city's airport. They were greeted by huge crowds. The Russians, traditional allies of the Serbs, were the first foreign troops to enter Kosovo officially since the end of an 11-week NATO air war against Yugoslavia. Their arrival was in apparent breach of Moscow's assurance that it would not send its forces into the ravaged province unilaterally. The Serbian news agency Beta said the troops arrived at around 1.30 a.m. (2330 GMT) and were welcomed by several thousand people. CNN said Serb soldiers fired bursts of gunfire in the air in celebration as the convoy rolled into the city. People were hugging Russian soldiers and waving flags. -Caveat Lector- By "problem", I assume you mean drug use and/or abuse. Huxley, Alpert and Leary were right, regardless of their ties to Tavistock, the CIA et. al. Whether they were unwitting pawns of said organizations or actively involved in the conspiracy is another story, but the real problem always comes down to the issue of control. The CIA conducted its drug experiments for the purpose of manipulating and controlling people, not for the purpose of healing anyone or helping to expand consciousness. Since LSD et.al. can be used either way, I hardly see drugs (including LSD) as a problem, per se. Government involvement is the problem, and one that conveniently demands its own solution. Which is, of course, more government (i.e., more control). There's an interesting book called "Shamanism the Drug Propaganda -- Patriarchy and the Drug War" by Dan Russell that's a very interesting history of the topic. -Caveat Lector- ---snip--- Perhaps, human beings have always been trying to find change their consciousness through drugs of one sort or another. At least, that's the argument of individuals like Huxley, Alpert and Leary (those drug gurus of the sixties, who presumably had ties to the Tavistock Institute). Most recently, rockets failed to lift into proper orbits a "missile- warning" satellite in April and an $800 million satellite in May. Failure to cancel the flyby means Cassini is scheduled to threaten Earth on Aug. 17, 1999. In the event of a miscalculation, electrical failure, an impact from space debris or a solar storm, NASA could lose control of the probe so that it may collide with Earth's atmosphere. The probe could burn up like a meteorite and release a breathable form of plutonium dioxide. NASA has scheduled a series of space missions carrying plutonium-powered generators in the coming years. The Air Force is promoting nuclear power because it needs massive power projection capabilities for space-based lasers and anti-satellite weapons. NASA's future plutonium missions, as well as the U.S. military's aim to "control space" and the Earth below with space-based nuclear-powered weaponry, needs to be confronted. This military agenda is particularly troublesome, as it is a potential violation of the 1967 Outer Space Treaty against weapons in space. Most peace and environmental activists support a multi- national exploration of space for the purpose of gathering and sharing scientific knowledge. The 1967 Treaty declares that all interplanetary bodies belong to the common good. So there should be no more plans to circumvent international space law in order to "exploit" space for a corporate elite. Following our suggestions would enhance the prestige of the agency and eliminate the perception that NASA is a pawn of the US Space Command. Former Coalition employees like Arne Owens, the group's communications director until November 1998, declared, "This will be a surprise to all the people who believed the Christian Coalition was what it said it was, those conservative Christians who thought it was above back-room wheeling and dealing." Over at Americans United for the Separation of Church and State, the Rev. Barry Lynn -- who has, admittedly, fought the good fight against Robertson's political vanity and ambitions for power -- described the ruling as "a devastating blow," adding that Pat Robertson's "crusade to politicize America's churches is now almost certain to fail." But is it? We sense two trends happening in the media coverage of the latest Christian Coalition flap. The first is an utterly unrealistic appraisal of where the Coalition and its principle backer, Pat Robertson, stand in the contemporary political landscape. And we find that "CC bashing" has rendered the Christian Coalition -- still a dangerous political threat to civil liberties and the separation of church and state -- a convenient "straw man" to distract attention from the wider politicalization of America's religious community. Robinson is taken to task, and rightly so, for his homophobic and theocratic agenda. But there are a number of other religious organizations including the National Conference of Catholic Bishops and the Interfaith Alliance that engage in tactics remarkably similar to those of the Christian Coalition, who seem to escape the scrutiny of both mass media and, alas, many separationists. CC-RIP: "Rest In Peace" or "Ready for Improved Polit How accurate are suggestions that the Christian Coalition is "on the ropes" of the political arena? In fact, the IRS decision which denies a tax exemption for the Christian Coalition, may have little or no effect on Robertson's long-term political strategy. The present Christian Coalition is now morphing into two new entities, Christian Coalition International and Christian Coalition of America. The former is not "international," but as a for-profit corporation it will finally be free "to endorse political candidates on a state and local level (and) make financial contributions to candidates," according to a media broadside announcing formation of this new group. The second entity is Christian Coalition of America, merely a name-change for the Christian Coalition of Texas which already has a tax exemption. CC spokesperson Mike Russell told the New York Times that the CCA "will be the principle vehicle for the operation of the Christian Coalition in the United States," and be capable of doing "everything" the old CC did in the past. An unidentified tax specialist told the Times that "the new organization (Christian Coalition of America) will do just what the IRS said disqualified the old organization from getting a 501c4 (tax exempt) status." But the IRS announcement striking any tax exemption for the old Christian Coalition came after a ten-year fight to win the dispensation. In fact, many other religious groups -- a good number of them representing liberal or moderate political causes -- issue voter's guides, pump out a steady stream of advocacy materials, and do essentially what Robertson and his political operatives have been doing since the Coalition began in 1988. What distinguishes the Christian Coalition is its distinct religious right agenda, and Robertson's gaffes which have gotten the group into trouble with the IRS and made it a convenient target for the news media. American's United, for instance, was able to provide the tax agency with a speech Robertson gave to a Coalition meeting in September, 1997 where he urged members to emulate "the Tammany Halls ... and Chicago machine, and the Byrd machine... This is what we've got to do. Now God has put a mandate on us because the nation is in crisis." Robertson told

"The Russians are coming," a Yugoslav army captain announced to the coffee- drinkers on the Corso yesterday. They roared in delight and disbelief. But it was quite beyond their comprehension that Nato forces would delay their own entry into Kosovo over an infantile squabble about whose soldiers should cross the frontier first. And it was, of course, the innocent who had to pay the price for this farce. Outside the Catholic church, an Albanian priest shook his head in disbelief. "Why hasn't Nato come?" he pleaded. "Things here are very, very bad." On the other side of the hill, a clutch of Albanian homes were smouldering. And in the streets of Pristina yesterday there were too many men with guns. One of them walked into the restaurant of the Grand Hotel on Thursday night and threatened to kill the diners. A hundred KLA captives were seen wandering through the city, still dressed in their black prison uniforms. And the roads around Kosovo's capital were lined with civilian cars as the Serbs of Prizren and Djakovica - trusting in a KLA ceasefire - abandoned their cities for northern Serbia. "It's what Nato wants," Yugoslav volunteer Private Stefan said with contempt when I came across him near the Army Club. "They are delaying so that the Serbs will leave and give them an Albanian-only Kosovo. Nato is 'cleansing' us with their delays." Did I have the nerve to explain that no, really, General Clark and General "Mike" were arguing like children about who goes first? I murmured something I'd heard on the BBC about "logistics difficulties" and Pte Stefan snorted with contempt. Yet as Nato hesitated - only to find the Russians stealing their thunder - Kosovo was moving towards just the kind of anarchy Nato had promised to prevent. When I drove the road north to Merdare yesterday, the villages were burning - either Serb homes set alight by their departing owners or Albanian property destroyed by Serb gunmen - while the Third Army's withdrawal sucked thousands of panic-stricken civilians into its wake. The old city of Prizren is almost entirely empty of its Serb inhabitants - almost every car I saw bore a Prizren or Djakovica number-plate - while the Serb citizens of Pristina are turning with bitterness against their own leaders. At a meeting of civilians called to halt the exodus, a tall man in spectacles screamed at his fellow Serbs: "You've been fucked by Tito and by Milosevic - may their descendants have bone cancer for 12 generations." Meanwhile, along the highway out of Pristina appeared the kind of men we had hoped not to see. There were tall militiamen with long hair, and gunmen in black shirts, and even the departing Yugoslav troops now displayed an unhappy combination of regular soldiers in army uniform and bearded men in military vehicles with slouch hats or cloths wound round their heads. One soldier was waving a beer bottle in the air. Several were driving tractors among the army convoys, pulling trailers covered with tarpaulins. Who, I wonder, owned the tractors? The convoys themselves were a Boy's Own of Russian weaponry - BMP armoured vehicles tracked radar-guided anti-aircraft guns and batteries of white-tipped Sam-6 missiles along with Frog ground-to-ground rockets. And yet again, not a single one had been scratched by Nato bombs. Some of the Sam-6 racks were empty - the missiles must have been fired at Nato planes - and many of them were still covered with the branches of the fir trees with which they had been camouflaged during the war. Several guns had been draped with flowers, one anti-aircraft battery sprouting dark red roses from its barrels. But while the Serbs enjoyed Moscow's temerity in tweaking Nato's ego, they waited in vain for the Russians to show up. It mattered little to the families driving north, towing trailers piled with sitting-room furniture and beds. Over the highway a new banner has been raised. "The only road is the road to Kosovo," it says. But yesterday the only road was the road out of Kosovo - and the Serbs were using it to flee the land in which they have lived for generations. -Caveat Lector- From TheIndependent (UK) Last tropical dry forest faces ruin By Jonathan Glennie A GAS pipeline backed by Shell threatens to destroy the world's biggest remaining tract of tropical dry forest, the World Wide Fund for Nature (WWF) warned yesterday. The Chiquitano forest in eastern Bolivia, home to many of the world's most vulnerable species, including the jaguar, the ocelot and the critically endangered hyacinth macaw, faces bisection by a 224-mile-long pipeline transferring natural gas from Rio San Miguel in Bolivia to Cuiaba in Brazil. The development, backed by a consortium led by the US oil giant Enron and in which Shell is a 25 per cent partner, is "completely unacceptable," said Clive Wicks, head of international programmes for WWF-UK. "This area has been identified as one of the richest, rarest and most biologically outstanding examples of the Earth's diverse habitats and a priority region for conservation efforts," he said. "Shell did some good work with us in Peru. But their support for this project flies in the face of their claims to respect the environment. They are showing a deliberate and reckless disregard for the conservation of a unique ecosystem, all in the name of profitability." Shell recently stepped up a public relations campaign committing itself to reducing the negative environmental impact of its policies. The company said yesterday that the $500m (£312m) project was fully in accordance with its policy of taking "environmental and social considerations into account in everything we do". The pipeline will provide much-needed energy and economic development to Bolivia and Brazil, a spokesman said. But the company refused to comment on a WWF claim that the consortium's environ-mental consultants said they were "dealing with a single complex ecosystem which should be preserved at all costs". WWF was one of five green groups that assessed the pipeline's impact, saying it would be "devastating", and calling for it to be rerouted. But that proposal was rejected, with Enron claiming the forest was "secondary". Instead, it offered a compensation package of $20m to improve the conservation status of the area. WWF said yesterday it was a foregone conclusion that the pipeline would be constructed on the proposed route. But Chiquitano was "pristine primary forest", the charity said. Ninety per cent of this type of forest had already been destroyed by logging and other activities, said Mr Wicks. "Nature has very few strongholds like this left on the planet," said Patricia Caffrey of WWF Bolivia. "Endangered species that have been all but eliminated elsewhere are found in this forest." Enron said yesterday it was "surprised and disappointed" at the WWF claims. The company considered the forest to be "very important" and was committed to helping the area, a spokeswoman said. She claimed that adopting a new route would have an impact on 20 additional indigenous communities, cross eight rivers rather than two, and be 70 per cent longer. -Caveat Lector- From Int'l Herald Tribune Paris, Saturday, June 12, 1999 China Maps Changes In Defense Strategy Beijing Reacts to New U.S. Alliances -- -- By John Pomfret Washington Post Service -- -- BEIJING - From Kosovo to Kazakhstan, Mongolia to Manila, Chinese strategists are peeking out from behind their Great Wall and finding an American-spun web of security relationships tightening around their borders. Chinese strategists have proclaimed for two decades that peace will reign in Asia and economic development would be the priority in Beijing. But prompted by the May 7 bombing of its embassy in Yugoslavia and, before that, U.S. moves to bolster military relations with China's bordering states, the strategists are rethinking their security doctrine in a move that could have significant implications for security in Asia and the Pacific. Recent polls in the United States, stoked by congressional reports accusing China of nuclear weapons espionage and funneling money into American politics, have placed China at the top of Americans' list of possible enemies. But China's perspective, fueled by a military anxious for more money and hard-line factions angling for power, is just as grim. An article published in the magazine Outlook last month said the United States had only one goal: ''The hegemonic domination of the world.'' Several Chinese generals at army-run strategic research departments are quoted in the June issue of China Review as saying that six U.S.-backed conspiracies resulted in the decision to bomb the Chinese Embassy. The bombing was no accident, the article contends. NATO's attacks on Yugoslavia have proved particularly useful to China's hard-line military factions because the bombings allowed them to fan Chinese fears that a vast Western alliance might attempt to limit China's power in Tibet, the restive northwestern province of Xinjiang or Taiwan, which Beijing views as a renegade province. The Chinese are also galled that Western powers ignored China's demand that NATO stop the bombing before a peace plan was discussed. China's strategic perceptions are important. Over the last 50 years, China's perceptions - and misperceptions - of the international environment have prompted it to make grave decisions. It was partly Mao Zedong's belief that American troops would cross the Yalu River into northeast China that led him to attack U.S. forces in Korea in 1950. It was partly the notion that Taiwan would cower when threatened with missiles that triggered the military's decision to fire several rockets over Taiwanese territory in 1996, bringing the United States and China closer to conflict than ever since the end of the 1950-53 Korean War. It was China's perception as well that the United States would slow weapons sales to Taiwan that led Beijing to join the Nuclear Nonproliferation Treaty and the Comprehensive Test Ban Treaty and to consider joining the Missile Technology Control Regime. But, as Suisheng Zhao, a political scientist at Colby College in Maine, noted recently, these acts did not prevent Washington ''from selling F-16 fighters to Taiwan in 1992, forcing inspection of a Chinese freighter suspected of transporting chemical agents to Iran in 1993, and sending aircraft carriers to the Taiwan Strait in 1996.'' The military and hard-line factions appear to have succeeded in pushing the government to consider a new, more aggressive foreign policy, which they call China's New Security Concept. Earlier this month, Japanese media reported an unusual upsurge of Chinese naval activity in May - including more than 10 ships, mainly high-speed destroyers - inside Japan's economic zone. A Western source said he believed the Chinese military was expressing ''its personal opposition to closer U.S.-Japanese defense ties.'' A Chinese-run Internet site, meanwhile, reported last week that China was preparing to test its new submarine-launched ballistic missile, with a range of more than 8,000 kilometers (5,000 miles), within a few months. The Chinese press also reported after the attack on the Belgrade embassy that China was speeding up its program to launch a man into space. The Chinese press on May 26 quoted officials as saying the government was hoping for a manned space flight by Oct. 1, the 50th anniversary of the founding of Communist China. Western experts are doubtful. Over the last few months, China has also forged its closest ties with Russia since the two then-Communist giants split over ideological issues in the early 1960s. A slew of high-level Russian guests have descended on Beijing recently, including Foreign Minister Igor Ivanov who laid the groundwork for a year-end Chinese-Russian summit. A squabble is reported about whether the Russian troops will be placed under NATO command. The Russians are, of course, partial to the Serbs, and NATO set out to protect the Kosovars, who are mostly driven away from their homes or dead. Division among the "allies" is not the best prescription for an efficient effort. Like the Bosnians before them, Kosovars might think hard before they go home. What success we have won -- and we have apparently won some success -- we have won with air power. This we have done without battlefield casualties. The ability to strike from the air with precision is a key element of American military might, and today dictators around the world are being invited to contemplate what this means for their own plans for mischief. We submit that they have been contemplating it for years. They have a plan. North Korea and Iraq -- to name two nations where evil reigns with impunity -- are preparing missiles and nuclear bombs capable of reaching Europe and the United States. These are not very good missiles, and the bombs are probably not quite ready yet, nor of the best quality. But these countries have the help of larger comrades, notably Russia and China, who are aggrieved over the Serbian war and with American preeminence generally. These bombs and rockets will not likely be very good in the near future. But they do not have to be very good. All they have to do is reach, or even seem to be able to reach, some city in our country. If they can do that, or even if they can perhaps do that, then our strategy, both in Kosovo and in Iraq, is completely neutralized. No longer will we have any assurance that we can wage war from a distance "without casualties." The casualties may not be military, but civilian, and they will not be few, but millions. In that situation the suffering of future Kosovars, or even Kuwaitis, will not seem so urgent to us. There are many lessons to draw from the latest war. None is so clear as the urgent need to protect the American homeland from missile attack. That is the urgent foreign policy issue for the 2000 election. As surely as the rising of the sun, we must build a defense or lose our safety in the near future. Many mainstream commentators and reporters were critical of NATO's tactics, but NATO's basic spin on the war--it was a just war waged against genocidal evil, and it has improved the region's chances for peace and democracy--went almost unchallenged. The idea that the war in Kosovo has proved that military force is an integral part of a humanitarian foreign policy appeared again and again in the pages of the New York Times and Washington Post. As Thomas Friedman put it (New York Times, 6/4/99), if Slobodan Milosevic really carries out his end of the deal, then NATO's action in Kosovo "will establish that an air war for limited humanitarian goals can be effective, albeit costly." A Washington Post editorial of the same day followed suit, praising "NATO's resolute pounding of Serbian forces," which allowed the West to show that "it would not stand for crimes against humanity." It was against this backdrop consensus that most of the press' criticism took place. The most common criticism of the war made by writers in the New York Times and the Washington Post was that it should have been conducted more aggressively, in order to topple Milosevic's government. For example, a New York Times article (6/5/99) cautioned that though the war has been won, military sources "say it is vital that the alliance not take away the wrong lessons from the air campaign." The right lessons are, according to the editorial, that NATO should be less worried about civilian casualties: "Instead of taking the war to downtown Belgrade during the opening hours of the war, NATO waited weeks before attacking targets in the Yugoslav capital, forfeiting the element of surprise and blunting the allies' ability to shock the enemy." NATO's professed reluctance to prepare ground troops was also often cited as a central strategic flaw. In one New York Times op-ed (6/5/99), William Odom, director of the National Security Agency under Reagan, says "President Clinton's failure to make the overthrow of Mr. Milosevic a war aim leaves the Serb leader free to destroy the pro-NATO regime in Montenegro, to repress the Hungarian minority in Vojvodina and to cause trouble elsewhere." He concludes that Clinton's "bombing-only strategy, which reflected a fear of a ground war" has "undercut America's moral standing" and set the stage for the demise of NATO. In his New York Times column (6/7/99), William Safire sums up the media's prevailing arguments: "In Kosovo, the Western world is doing the right thing in the wrong way. The right thing was to place humanity's resistance to barbarism above national sovereignty Civilization is more civilized for having intervened to do the right thing." Among the mistakes Safire says NATO made were ruling out ground troops early on; not attacking with enough force ("We should have turned out the lights in Belgrade and destroyed telecommunications the first day"); and allowing Russia and the "weak sisters" of Germany, Italy and Greece too much say in NATO decisions ("Consensus should be sought, but no member of NATO should be able to veto the great majority's decision"). Safire goes on to identify Slobodan Milosevic as the primary threat to stability in the Balkans, arguing that "until sensible Serbs decide to hand the Milosevic gang over to the Hague tribunal," no aid or assistance should be given to Serbia. Volcker is best known as the conservative, inflation fighting Chairman of the Board of Governors of the Federal Reserve System from 1979 through 1987. Prior to that he served Presidents Kennedy, Johnson, and Nixon in a variety of capacities. After retiring from the Fed he became Chairman of James D. Wolfenson Co. Inc. and is the Henry Kaufman Visiting Professor at New York University's Stern School of Business. Paul Volcker is exactly the kind of person I would expect to be invited to make the luncheon address to the Overseas Development Council Conference on Making Globalization Work (March 18, 1999). But I did not expected him to have this to say: "Everybody talks about globalism these days to the point we are all sick of the term. But what has been too little emphasized is that the process has lots of problems. Here we are, about a decade after the downfall of the old Soviet Union, trumpeting the striking ideological triumph of democratic capitalism and open markets. But looking around the world right now, things are not so benign." Since the official "Washington View" of the US Treasury and IMF is that neoliberal globalization has produced spectacular global efficiency gains that have trickled down to almost everyone, it is surprising to hear a high ranking member of the economic establishment admit otherwise. Volcker went on to say: "My position is that the dramatic succession of international financial crises is a reflection of deep-seated systemic problems. I do not think the pervasiveness of these crises can be traced primarily to particular human or institutional failings in the emerging world. Of course, there is no doubt such failings exist. But beyond those particulars, there are destabilizing forces at work, forces inherent in the organization (or lack of organization) of the international financial system in a world of free capital and money markets." Since the official "Washington View" is that crony capitalism, corruption, flawed accounting practices, unsound banking systems, lack of transparency, and irresponsible economic policies by governments in the affected countries were the causes of their crises, it is surprising - and refreshing - to hear an emeritus professor of financial regulation admit that the official explanation is total hogwash. "Ponder a bit what went wrong in the emerging market countries. How is it, with their weak banking systems, the lack of transparency and their lack of accounting standards the emerging countries of Southeast Asia, for decades, managed really extraordinary rates of growth - 6,7 or even 8 percent a year? Only in the late 1990's have they collapsed in one big pile together. What is different now than before?" How refreshing to encounter a master logician among the cognicente: When there is a different consequent, look for a different antecedent! "First of all, international markets are much larger and more fluid than ever before. More of the participants have a short-term, transaction orientation, and the new technology means they can act quickly to move large amounts of funds. What has been less recognized and commented upon is how small the financial markets are in most of the emerging economies, particularly small relative to the exponential growth of the international financial markets. Those small and weak financial markets are a reflection of the small and undiversified nature of most of their economies. My favorite example has been Argentina where I happened to visit at the time of the Mexican crisis and its so-called Tequila effect. I'm supposed to have some familiarity with these things, but I was nonetheless startled to learn that the aggregate amount of deposits in the Argentine banking system in 1994 was some $45 billion. At that time, that was about equivalent to the size of the second largest bank in Pittsburgh, Pennsylvania. The speed with which those small open economies have opened their financial markets is really amazing. It mainly is a phenomenon of the 1990's. What gives pause is the fact that here, less than a
