Dear chairperson and friends, First of all I want to thank the Sophie Foundation for honouring me with the Sophie Prize. In particular I thank Jostein Gaarder for creating the Foundation for honouring such ventures to recognise and to encourage re-imaging a world where every human being is equal in opportunities; without discrimination on the basis of caste, class, creed, religion or gender. Please accept my heartfelt thanks. Today we are in the context of GLOBALIZATION - LIBERALIZATION. The words look very attractive, but the vast majority of the people, are the victims of Globalisation. Globalisation began with COLONIALISM. In the sixteenth century Europe was overpopulated and the people began to migrate from Europe to other continents as if they were discovering new places. It ended up with conquering other places and people. Sword and Cross went together. They forcefully enslaved and converted natives and indigenous peoples. They conquered lands, exploited the resources and accumulated wealth. In the 20th century, the world witnessed the uprising of peoples for political freedom. However economic exploitation continued through Multi-National Corporations (MNCs) and Trans-National Corporations (TNCs). But the rich and the ruling class of the newly freed 3rd world countries generally sided with the MNCs for their own advantage, against the interest of the common people. Again the natives and the indigenous peoples were the worst hit. As a result, according to a UN study, today the 20% Northern minority of humankind has: 82.7% of world gross national product 81.2% of world trade 94.6% of all commercial lending 80.5% of all domestic investment 80.6% of all domestic savings 94.0% of all research and development It is in this context that we should understand GLOBALIZATION today. Those who have more are bound to get more. This means more accumulation and centralisation. The Northern 20% people are better placed to take away even the 10-20% of the wealth in the hands of 80% people in the South. The real Centre is G8 countries and of course the USA is the real centre of the centre. They are wielding POWER of WEALTH and ARMS. They are placed in a better position for quick profit at the expense of the vast majority of people and the environment. All the rest are in the periphery. Thus, PHERIPHERALIZATION of the vast MAJORITY is the other side of Globalisation. In the period following de-colonisation and political independence of the Third World (South) countries particularly after world war II, the international relationships among the countries at bilateral and multilateral levels were considered very important and viewed as mutually beneficial. This language and practice seems to be in the wane today. The Northern MNCs want to take over the control of UN. If the UN does not dance according to their tune they will not give their share. They are more interested in strengthening the WTO than the UN. They talk of DEMOCRACY and HUMAN RIGHTS but they have NO CONCERN FOR PEOPLE IN THE SOUTH. Market economy determines everything, there is no other value in life. MONEY HAS MORE VALUE THAN PEOPLE OF THE SOUTH. The UN has become a weak instrument. Globalisation is beneficial to those who have. All those who are have-nots are the victims. Globalisation is a mechanistic process (and therefore most easily manipulatable by the wielders of power) in the face of which there is no choice and alternative. This is the most insidious aspect of this ideology: that it could present itself as the only possible way of being. It creates a certain sense of inevitability and absoluteness. Outside Globalisation-and Market Economy, there is no salvation. Let me show how this is true as regards the fisheries sector. In the 1990s fishing reached the point of diminishing returns. Many fish populations have fallen to levels from which they can no longer recover without significant reductions in the catches or a moratorium on fishing. There are simply too many boats catching too many fish. The first surge in numbers of fishing vessels occurred during the industrial revolution. This upwell tapered off during the two world wars, but boomed again in the 1950s through

Berkowitz has now become a born-again Christian, and seems concerned with what will finally become of his immortal soul...and so, he's become more chatty about what went on back then, than he was when first incarcerated... Also, apparantly most of his close relatives have since died, and he no longer fears retribution taken out against his relatives for his revealing of secrets... I was in my 20s that summer, and I remember how fearful me and my friends were that summer, even here in southern CT, since we often went 'down the line' to discos right over the border in NY state, and these killings were a little too close to home...only time I seriously considered dying my hair blonde... And I remember we all just 'knew' that these killings were not just some 'lone nut', but part of some group, whether satanic or otherwise...I don't know HOW we 'knew', it was just a 'given' with us... Jim -- Preparations for Martial Law From: Tim May Newsgroups: comp.software.year-2000, misc.survivalism Subject: Martial Law rumors, and one gun store owner I was in looking at assault rifles today at one of my local gun stores (looking at an FAL parts gun, comparing it the HK91 parts/clone gun I bought a week ago). I got to talking to the owner, and Y2K came up. His store is in an area with several DOD installations and he has many customers who are either active military or retired military. And some CIA spooks. I once met one of the CIA spooks in the storewe had been jawboning about which of the 50 BMG rifles was best, the Barrett or one of the several others, for ultra-long-range sniping. Then the store owner casually mentioned that "Fred" had been in the CIA. Out on a medical disability, and living in the Monterey area. (The area is in the Monterey-Pacific Grove-Carmel area. The DOD installations include: The Naval Postgraduate School, the Fort Ord base (now being closed), the Defense Language Institute, and some Navy undersea warfare think tanks. Also, some CIA-affiliated think tanks (suspected: Monterey Institute for International Studies). CIA spooks visit the area, and his store, for various reasons. I surmise that he supplies some of the folks down at Camp Roberts and Camp Hunter Liggett. Viewers of some Tom Clancy movies will recognize this is where snipers and special forces get training.) Here's the bombshell: He told me that "more than one" of his best longterm customers, with affiliations to these aforementioned groups, have told him of a plan for a "quick response" imposition of martial law. "72 hours." The date he heard from some of them was December 1st. To disburse the troops and have martial law in place in 72 hours. By December 4th, in other words. The idea for the timing, presumably, being that it will be clear by then just how many nations, companies, and agencies are not going to be ready. And enough time for the soldiers to integrate with the rail and utility distributions, perhaps for ration coupon books to be printed and available by January 1st, etc. All those things the Naval War College seminars were running scenarios about. (Links between Naval Postgraduate School and Naval War College? Presumably. Whether they are significant links is for researchers out there to look into. Would be interesting to see if NPS folks were at the NWC seminars, and vice versa. And I'm not saying Monterey and the NPS is somehow the epicenter of martial law planning for Y2K...the actual centers are presumably in or near Washington, D.C. But links are still interesting.) He didn't say his sources _knew_ that martial law was going to be implemented, but that the sources had seen plans for possible implementation. Now this could just be the usual rumor mill process. But to lend some plausibility to this tidbit, this area is a hotbed of certain kinds of counterinsurgency warfare (Fort Ord had been a major center of this, now moved up to Washington State somewhere--Fort Lewis, I think. But many of the staffers remained or retired in the Monterey-Carmel-Pebble Beach area, and they hear things. And the think tanks are where such plans are often formulated and "gamed." Monterey, perhaps not coincidentally, was one of the sights for that recent "urban assault" exercise which got so much attention a couple of months ago. (Soldiers rolling down the city streets in Bradley Fighting Vehicles, being mock-fought by urban guerillas who looked suspicially like militia members defending their communtiies. Coincidence? The planners are here. The exercise was here.) This guy, owning one of the main gun stores in the whole area, comes into contact with a lot of them. Take it as you will. By the way, this guy had some experiences to tell of past civil disturbances. He was a young gun store clerk in Stockton, CA when the 1967 Watts riots in L.A. erupted. Pockets of rioting had also appeared in other cities, including Stockton, in the Central Valley. (Stockton now has a serious gang problem, and many murders each year.) The local cops lent him a Thompson submachine gun! My, how things have changed. He knew how to use one, for various reasons. Yes, we do have the "right" to vote, and we do supposedly decide who runs for, and who wins public office, but those rights are in name only and have no real force. There is a conspiracy here and it involves inuring in us a sense of lethargy because it is what is desired. All of our decisions made for us, and we don't care, in fact we will eventually come to prefer it that way. The fact remains that in the system that we now live in there is little hope of getting anyone other than the front-runners put into office. We have manipulated polls which influence voting (or not voting), we have the media which floods us with images and (dis-?)information and a system which virtually assures us of the "chosen" people getting into the spotlight and the anointed one gaining that office. If it ever does happen that one of the peripheral candidates who really is good for the country and the people ever did get into the running there is always vote fraud (remember Votescam?) and unfortunate "accidents" or embarrassing accusations that suddenly "turn up" (like Gary Hart). Given the veil of secrecy that surrounds the Bohemian "encampment," a reporter needs to enter the grounds covertly in order to get a full portrait. Mathison entered the grounds three times July 1991, aided by activists from the Bohemian Grove Action Network. He witnessed a speech -- "Smart Weapons" -- by former Navy Secretary John Lehman, who stated that the Pentagon estimates that 200,000 Iraqis were killed by the U.S. and its allies during the Gulf War. Other featured speakers included Defense Secretary Richard Cheney on "Major Defense Problems of the 21st Century", former Health, Education and Welfare Secretary Joseph Califano on "America's Health Revolution -- Who Lives, Who Dies, Who Pays", and former Attorney General Elliott Richardson on "Defining the New World Order". Mathison's entree into the secret world of the Grove was cut short on July 20, however, when he was recognized by two of the participants in the festivities -- executives from Time Warner, People's publisher. More loyal to the Grove than to journalistic endeavor, they had the reporter removed from the premises (San Francisco Weekly, 8/7/91). Mathison already had plenty of material, however, and turned in an article to his editors, which was scheduled to appear in the Aug. 5, 1991 issue. They were pleased with the piece, according to Mathison: "They liked it enough to expand it a bit," he told EXTRA! But then the story was suddenly killed. Landon Jones, managing editor of People, told EXTRA! that the decision had nothing to do with the Time Warner executives. "It was cut partially because he hadn't been there long enough to get a complete story. Secondly, we felt very uncertain about reporting what we did have, because, and this is my fault and I take responsibility for this, I simply didn't realize it was technically trespassing." For his part, Mathison said he did not know why the story was killed, and implied it would be nearly impossible to find the real reason. "It's easier to penetrate the Bohemian Grove than the Time-Life Building," he told EXTRA! But the story raises questions about the ability of a media entity to report critically on an elite when its executives are enthusiastic members of that elite. Indeed, the Time organization was noted for sending a corporate plane to the Bohemian gathering every year, according to long-time Grove-watcher Kerry Richardson. Time Warner is not the only media corporation with Bohemian connections. The list of Fourth Estate bigwigs who have been members or guests is extensive: Franklin Murphy, the former CEO of the Times Mirror corporation; William Randolph Hearst, Jr.; Jack Howard and Charles Scripps of the Scripps-Howard newspaper chain; Tom Johnson, president of CNN and former publisher of the Los Angeles Times. When Associated Press president Louis Boccardi spoke at one of the Grove's "Lakeside Talks" about kidnapped reporter Terry Anderson (Spy, 11/89), he referred to his audience as men of "power and rank" and "gave them more details than he said he was willing to give his readers." Walter Cronkite, now on the CBS board, hangs out at the same lodge at Bohemian Grove as George Bush and the former chairs of Procter Gamble and Bank of America; Cronkite's voice has served as the voice of the Owl of Bohemia, a fixture in the club's mock-druidic rituals. The media figures attending the retreat all agree not to report on what goes on inside. Government agencies have long gathered personal information for specific reasons, such as collecting taxes. But never before have federal officials had the legal authority and technological ability to locate so many Americans found to be delinquent parents or such potential to keep tabs on Americans accused of nothing. The system was established under a little-known part of the law overhauling welfare three years ago. It calls for all employers to quickly file reports on every person they hire and, quarterly, the wages of every worker. States regularly must report all people seeking unemployment benefits and all child-support cases. Starting next month, the system will reach further. Large banks and other financial institutions will be obligated to search for data about delinquent parents by name on behalf of the government, providing authorities with details about bank accounts, money-market mutual funds and other holdings of those parents. State officials, meanwhile, have sharply expanded the use of Social Security numbers. Congress ordered the officials to obtain the nine-digit numbers when issuing licenses such as drivers', doctors' and outdoorsmen's in order to revoke the licenses of delinquents. Enforcement officials say the coupling of computer technology with details about individuals' employment and financial holdings will give them an unparalleled ability to identify and locate parents who owe child support and, when necessary, withhold money from their paychecks or freeze their financial assets. "They never get away from us anymore. It's just wonderful. . . . What you're trying to do in child support is build a box, four walls, around a person," said Brian Shea, the acting executive director of child-support enforcement in Maryland. "It has in some ways revolutionized this business." But privacy experts and civil libertarians say the scope of the effort raises new questions about the proper line between aggressive public policy and intrusive government snooping. In pursuing an objective that is almost universally applauded, the government has also created something that many Americans have staunchly opposed: a vast pool of fresh personal information that could be used in a variety of ways to monitor their lives. "What you have here is a compilation of information that is much better and more current than any other data system in the U.S.," said Robert Gellman, a lawyer and privacy specialist in the District. "All of the sudden we're on the verge of creating the Holy Grail of data collection, a central file on every American." Already lawmakers, federal agencies and the White House have considered expanding the permitted aims of the system to include cutting down on fraud by government contractors, improving the efficiency of the government and pinpointing debtors, such as students who default on government loans. Under the system, every employer must send information about new hires and quarterly wages to state child-support agencies. State officials gather the data, along with information on unemployment benefits and child-support cases, and then ship it to computers run by the Administration for Children and Families. ACF officials then use computers to sort and send back to state authorities reports about people obligated to pay child support. Government officials say the system is safe, accurate and discreet. They also say it is secure. Because it has, among other safeguards, systems that confirm the accuracy of Social Security numbers, officials say it will not intrude into the lives of most people. An examination of the program, however, shows that government officials have downplayed or overlooked a variety of privacy and security concerns as they worked to meet congressional deadlines. The computer system that houses much of the data at the Social Security Administration "has known weaknesses in the security of its information systems," according to a Dec. 31 report by the General Accounting Office. And authorities have not studied the frequency of mistakes that might arise from incorrect data, even though the system will enable local child-support enforcement officials to routinely freeze a parent's assets without an additional court hearing. As part of a new and aggressive effort to track down parents who owe child support, the federal government has created a vast computerized data-monitoring system that includes all individuals with new jobs and the names, addresses, Social Security numbers and wages of nearly every working adult in the United States. Government agencies have long gathered personal information for specific reasons, such as collecting taxes. But never before have federal officials had the legal authority and technological ability to locate so many Americans found to be delinquent parents or such potential to keep tabs on Americans accused of nothing. The system was established under a little-known part of the law overhauling welfare three years ago. It calls for all employers to quickly file reports on every person they hire and, quarterly, the wages of every worker. States regularly must report all people seeking unemployment benefits and all child-support cases. Starting next month, the system will reach further. Large banks and other financial institutions will be obligated to search for data about delinquent parents by name on behalf of the government, providing authorities with details about bank accounts, money-market mutual funds and other holdings of those parents. State officials, meanwhile, have sharply expanded the use of Social Security numbers. Congress ordered the officials to obtain the nine-digit numbers when issuing licenses such as drivers', doctors' and outdoorsmen's in order to revoke the licenses of delinquents. Enforcement officials say the coupling of computer technology with details about individuals' employment and financial holdings will give them an unparalleled ability to identify and locate parents who owe child support and, when necessary, withhold money from their paychecks or freeze their financial assets. "They never get away from us anymore. It's just wonderful. . . . What you're trying to do in child support is build a box, four walls, around a person," said Brian Shea, the acting executive director of child-support enforcement in Maryland. "It has in some ways revolutionized this business." But privacy experts and civil libertarians say the scope of the effort raises new questions about the proper line between aggressive public policy and intrusive government snooping. In pursuing an objective that is almost universally applauded, the government has also created something that many Americans have staunchly opposed: a vast pool of fresh personal information that could be used in a variety of ways to monitor their lives. "What you have here is a compilation of information that is much better and more current than any other data system in the U.S.," said Robert Gellman, a lawyer and privacy specialist in the District. "All of the sudden we're on the verge of creating the Holy Grail of data collection, a central file on every American." Already lawmakers, federal agencies and the White House have considered expanding the permitted aims of the system to include cutting down on fraud by government contractors, improving the efficiency of the government and pinpointing debtors, such as students who default on government loans. Under the system, every employer must send information about new hires and quarterly wages to state child-support agencies. State officials gather the data, along with information on unemployment benefits and child-support cases, and then ship it to computers run by the Administration for Children and Families. ACF officials then use computers to sort and send back to state authorities reports about people obligated to pay child support. Government officials say the system is safe, accurate and discreet. They also say it is secure. Because it has, among other safeguards, systems that confirm the accuracy of Social Security numbers, officials say it will not intrude into the lives of most people. An examination of the program, however, shows that government officials have downplayed or overlooked a variety of privacy and security concerns as they worked to meet congressional deadlines. The computer system that houses much of the data at the Social Security Administration "has known weaknesses in the security of its information systems," according to a Dec. 31 report by the General Accounting Office. And authorities have not studied the frequency of mistakes that might arise from incorrect data, even though the system will enable local child-support enforcement officials to routinely freeze a parent's assets without an additional court hearing. Issue #22, I discussed some of the occurrences of the 1998 V.O.I.C.E.S. in Evanston, IL, including the fact that only half of my presentation was recorded and how I was not allowed to speak at VOICES in San Francisco in 1997. The person choosing the speakers told me that I was not allowed to speak because I talked about (alleged) Masonic ritual abuse. A senior person at VOICES apologized to me and said I should resubmit a proposal for next year (1998). I did and was accepted. Another topic I discussed in 1998 was the rejection of my letter to VOICES' Chorus (a newsletter) responding to a VOICES' Chorus article about Dr. Colin Ross (a member of FMSF). I mentioned that I do not want to divide or weaken the movement, but I wanted to put some light on some of the problems within the movement in a constructive and healthy way. I hope that in the future conference coordinators of all survivor conferences will learn more about mind control and how triggers can be used to hurt survivors, so that survivors will be safer at all conferences. As a government swoop on 14 vineyards in the Vaucluse and Bouches du Rhone region revealed blood could still be being added illegally to wine as a purifying substance. One French table-wine exporter, Jean Pistonier, said millions of bottles of wine containing ox blood could have been exported to Britain in the years after the ban. Blood is traditionally used after vinification to clarify the wine by eliminating resin and suspended particles. The Rhone Valley regional Wine and Spirits Inspection Office said 480lb of purifying products based on cow's blood had been seized, with more than 100 000 bottles of suspect wine between June 7 and 14 [1999] in the region around Avignon. Although the vineyards and wine wholesalers involved were located in areas that carry the renowned Cotes de Provence and Cotes du Rhone AOC or "appellation d'origine controlee" -- the French label guaranteeing quality wines -- three quarters of the impounded wine carried the lower quality VDQS table-wine label. However, the equivalent of 27 000 bottles of an AOC "natural sweet wine" was seized by inspectors. Gerard Bedos, who heads the regional Consumer and Anti-Fraud Office in Marseilles, assured customers yesterday the Cotes du Rhone and Cotes de Provence AOC wines were not involved. The impounded wine is being tested to determine whether it has been treated with ox blood. Dried cow's blood had been used for centuries to purify wine until the European Union banned it as a precautionary measure in November 1997 after scientists found links between bovine spongiform encephalopathy (BSE) and the human brain disorder Creutzfeldt-Jakob disease (vCJD). Jamie Quiot, head of the National Institute of AOC wines, defended the use of such products. "They are not toxic at all. We only asked for their withdrawal to protect our image," he said. Emmanuel Lerat, of the National Confederation of AOC Wine and Spirits Producers, said the vineyards found using the ox blood were small producers using outdated methods such as egg white to purify wine. Such practices are increasingly being abandoned for more modern and efficient methods, notably using clay-based purifying substances such as bentonite. The affair comes as France has suffered a succession of food scares involving BSE, dioxin-contaminated poultry products from Belgium, and allegations of illness caused by contaminated Coca-Cola products and French unpasteurised cheese. [CTRL] URGENT APPEAL: 4 Shrimp Farm Protesters Killed In India

Four fishworkers, including a women, were killed and 13 injured some of them seriously as police opened fire late at night against the fishworkers who were in their villages after participating in an anti prawn culture agitation organised by Chilika Matsyajibi Mahasangh. The problem in Chilika is going on for some time. There was a strong movement in Chilika which was supported by the National Fishworkers Forum which had earlier resisted the industrial group of TATAS from conducting aquaculture there which destroys both the livelihood of fishworkers and the environment. The Chilika lake (which is the largest Brackish water lake in India) has been occupied by mafias for aquaculture with the support of local politicians and beaurocrats. The Supreme Court of India by their historical judgement against aquaculture has said that there should be no shrimp farms within 1000 meters of the lake. The fishworker organisation had given a 24 hour ultimatum to demolish all prawn gheries which lapsed on May 29. Fishworkers then destroyed about 11 illegal prawn farms. Police raided the village on midnight after 10,000 villagers led by Chilika Matsyajibi Mahasangh destroyed the prawn farms. Police then began to beat villagers mercilessly, threw tear gas shells and began shooting without provocation. Banchhanidhi Behera died on the spot; Digambar Behrera and Prema Behra on the way to hospital (and another victim died later at the hospital.). The National Fishworkers Forum Chairperson Mr.Harekrishna Debnath has condemned the incident and strongly protested against the police action. He said that National Fishworkers Forum uphold the right of the fishermen to freely fish in the lake and asked the administration to evict all outsiders from the lake. NFF is supporting the strike call of June 5th. NFF vows to intensify the struggle against industrial aquaculture and demands the withdrawal of the Aquaculture Authority Bill. Thomas Kocherry Co-ordinator of World Forum Of FishHarvesters and Fishworkers has also condemned the police firing and asked the guilty to be punished immediately. ORISSA BANDH OF 5TH JUNE. The police violence has resulted in a massive popular strike held on June 5th called by the fishermen's union. On 5th June, due to the 12 hours Bandh called by Chilika MatsyajibiMahasangh, the railway and road connection with Easten coast of the country came into a standstill. This bandh was supported by two left groups and Janata Dal. Fishworkers have blocked the railroad in many stations as a result of which trains were stranded in different stations. From the morning fishworkers started sitting on the railway lines of Rambha, Khallikote, Bhusandapur and other stations.In Bhubaneswar station 600 women carrying their children stopped the Chennai-Howrah Koromandal Express. Eight trains including Puri-Talcher Passenger, Puri-Katak Passenger were cancelled. Apart from the communication system, in rest of the state the impact of the Bandh was partial. In capital Bhubaneswar it was totally successful, shops were closed. Thousands of fishworkers from Chilika and adjacent area have made human wall in the city and vehicles were totally stopped. Attendance in offices was very poor. Police arrested 2000 people including fishworkers and workers of different political groups. In the meantime, let's be frank; it's a fascist police state. So, you think Socialism will be any better? I think not, it has some good points, but they get buried quickly along with anyone who stands in it's way. You can elect to change your boss or landlord by finding a new job or a new place to live. If we hold referendums on the price of bread, cars, lodging, etc no one will have any motivation to improve anything, because they will get the same price for a 3,200 sq ft really nice house as they would for a 800 sq ft apartment. No one would have any incentive to work harder to get ahead because they would get paid the same as one who does nothing. I spent two years of my life in Turkey and it is much different than here, you don't see the military "guarding" the streets with automatic weapons or patrolling the beach on horseback with automatic weapons. We still have some freedoms left which we need to defend and somehow try to get back the ones we've lost. At first glance, it is hard to see why. The Libertarian Party has been on the ballot in most states for 20 years and has yet to elect a governor or a Congressman; its Presidential candidate in 1996, Harry Browne, never got beyond C-SPAN. And no wonder: The party's platform calls for privatizing Social Security, the Interstate Highway System, and just about every other government function. We live in an age of budget-cutting and downsizing, but there are limits to what even adventurous young voters in the computer industry (a relative hotbed of Libertarian supporters) will go for. Even though the party is probably stuck forever in the pack of eccentric historical also-rans, the philosophy of libertarianism has a contemporary appeal that may be giving it some real political influence. The iron law of American electoral politics--third parties never go anywhere--has a corollary: The ideology of a third party, if it fills a need, will be taken over by the Democrats, the Republicans, or both. That's what happened when the Populists, at the turn of the century, bequeathed social concerns to the Democrats that still carry weight. A little later the Progressive Party left its reformist influence on both Republicans and Democrats, especially in the Midwest. Libertarianism may be reaching this stage. Three new evangelizing books about it from major publishers have almost nothing to say about the Libertarian Party, clearly regarded as a lost cause by the authors. Their concern is to lay out the principles of libertarianism as a new political philosophy--or rather an old one whose time has come back after a series of failed experiments with big government at home and abroad. "Libertarianism," says David Boaz, executive vice president of the Cato Institute, in Libertariarism: A Primer (Free Press, 314 pp., $23.00), "may be regarded as a political philosophy that applies the ideas of classical liberalism consistently, following liberal arguments to conclusions that would limit the role of government more strictly and protect individual freedom more fully than other classical liberals would. (AP) - The FBI obtains convictions in just one in four cases, the worst average among major federal law enforcement agencies, according to a new study of Justice Department statistics. From 1993 through 1997, the FBI referred 222,504 cases for prosecution. Only 27 percent resulted in a conviction, said researchers at Syracuse University's Transactional Records Access Clearinghouse, or TRAC. In about one-third of cases the FBI referred, federal prosecutors declined to take action because of weak or insufficient evidence, or after deciding there was minimal or no federal interest. An FBI spokesman called the study ``meaningless.'' TRAC, a research organization that analyzes U.S. Justice Department data obtained through the Freedom of Information Act, is co-directed by David Burnham, a former New York Times reporter. Burnham suggested the FBI may be asked to do too much. ``Congress has pushed the FBI into being all things to all people,'' he said. ``They've passed all these white collar crime laws. They've passed all these drug laws. There's heavy pressure from presidents, Congress and industry for the FBI to handle everything.'' TRAC found that in 1997, half of the FBI's 12,324 convictions involved drug or bank theft cases, crimes that Burnham said could have been handled by state or local authorities. The study, released to the media Saturday night, found the FBI spent less time on cases where it has primary or exclusive responsibility: national security (12 convictions); official corruption (233), organized crime (400), civil rights (99) and white-collar crimes such as medical fraud (202) and embezzlement (66). The numbers are accurate, but do not provide a true reflection of the bureau's work because they are based on attorney's reports, which are different from the bureau's, said FBI spokesman Tron Brekke. ``He doesn't understand how this agency works,'' Brekke said of Burnham. ``He doesn't establish an even playing field among the agencies. If we were all alike, the way we did business ... then maybe there's a valid way of comparing.'' Compared with other selected federal agencies, the FBI's ratio of convictions-to-dismissals, its ``strike out'' average, was the poorest. The Immigration and Naturalization Service topped the list with 18 convictions for every dismissal. The Drug Enforcement Administration had a 7-to-1 ratio. Even the IRS made good on a 2-to-1 average, according to the study. ``A lot of these other agencies are singular mission agencies, like DEA,'' Brekke said. ``The FBI has approximately 300 separate violations that we look at, including drugs, where we have concurrent jurisdiction with DEA.'' TRAC noted that the FBI's conviction average was significantly more impressive when it was considered in terms of cases that were actually prosecuted - 69 percent ended in convictions. Although complete 1998 figures were not available, TRAC reported that the FBI ended with convictions in 76 percent of its cases that were tried last year. The data also showed that the proportion of FBI referrals prosecuted has steadily improved in recent years, going from 38 percent in 1994 to 49 percent in 1998. In addition, the TRAC study reported that the FBI, with 11,269 agents, has more agents per capita than at any time in its history. (AP) - Scientists have postponed indefinitely a planned Monday open-air release of bacteria that would have been used to test biowarfare detectors intended for battlefield use. The planned tests at Los Alamos National Laboratory have raised questions about the lab's openness with the public as scientists expand their research into identifying and defending against biowarfare agents. Homeowners in nearby White Rock complained to senior lab managers. Lab officials did not reveal the exact nature of the concerns in White Rock but agreed last week to postpone the tests indefinitely. They scheduled a public meeting for July 7 at White Rock Town Hall to discuss the tests and have invited state health officials to attend. Scientists had planned to release about an ounce of Bacillus globigii spores six times Monday night. The brownish-yellow clouds of bacteria spores were to have been released near the end of Frijoles Mesa. Lab scientists wearing full-face respirators were to be downwind with a new suite of biowarfare detectors linked by computer and intended to be refined for battlefield use. Bacillus globigii, or Bg, lives in local soils and is harmless to healthy adults. But the bacteria, in theory, could cause lung or eye infections in people with dramatically weakened defenses against bacterial disease, such as cancer patients undergoing chemotherapy. In an interview published in the Arabic daily Al Hayat of London, Weizman was asked if it was necessary for Israel to withdraw from the Golan. Weizman said: ``Yes, ... for the good of Israel, the interest of Israel's economy and our capacity to absorb more immigrants.'' Syria Wants All of Golan Returned DAMASCUS, Syria (AP) - With hopes growing for renewed negotiations, Syria insisted Sunday it could not make peace with Israel without the return of the entire Golan Heights. The election in May of Ehud Barak as Israel's prime minister has raised expectations that long stalled negotiations between Syria and Israel could resume. Barak has expressed a willingness to give back territory in the Golan. Syria long has demanded a complete Israeli withdrawal from the Golan Heights, a plateau Israel occupied in the 1967 Middle East war and later annexed. ``Our commitment to peace as a strategic option does not mean, in any way, approving a peace that is not based on the full restoration of the occupied Arab lands,'' Syrian parliament speaker Abdul-Kader Kaddoura said at the opening session of a meeting of the Arab Parliamentarian Union. Meanwhile, Iranian Foreign Minister Kamal Kharrazi met with his Syrian counterpart Farouq al-Sharaa in Damascus to discuss the Middle East peace process and Friday's airstrikes by Israel against Lebanon. He was expected to deliver a message from Iranian President Mohammad Khatami to President Hafez Assad about the matters. Kharrazi and al-Sharaa condemned the Israeli strikes and expressed support for Lebanese guerrilla groups fighting Israeli troops occupying south Lebanon, the official news agency SANA reported. Frightened Serbs fled as their homes blazed after being ransacked by ethnic Albanians. An outpost of the 26th Marine Expeditionary Unit came under small arms fire near the center of Gnjilane, according to the U.S. European Command in Germany, The Marines called for reinforcements and returned fire, while a quick reaction force stormed nearby buildings looking for snipers, the statement said. ``During the process a Marine patrol found the wounded civilian man lying beside an AK-47 rifle,'' the statement said. He was evacuated to the town hospital where he was pronounced dead. An ABC news correspondent reported from Gnjilane that the Marines came under sniper fire from at least three buildings. It was unclear whether the gunman was a Serb or an ethnic Albanian. On Wednesday, Marines killed one Serb and wounded two others after gunmen opened fire on a Marine patrol in a village south of Gnjilane. Only half of the NATO peacekeepers have arrived, and those in Kosovo are struggling to restore order in the troubled province after more than a year of clashes. NATO forces reported unrest throughout most of Kosovo's major cities and the U.N. High Commissioner for Refugees described the situation in one northern city as a ``ticking time bomb.'' In Washington, President Clinton said Thursday he's not surprised that ethnic Albanians are engaging in revenge attacks on Serbs ``after what they've been through,'' but he said NATO is doing its best to stop the violence as refugees return home. In Pec, important to Serbs as the seat of the Serbian Orthodox Church in medieval times, weeping Serbs abandoned the city Friday, claiming they were being chased out by ethnic Albanians. Of hundreds who had taken refuge in a church complex last week, only about 50 remained on Friday. Despite NATO's attempts to bring security to the province and the ethnic Albanian rebel Kosovo Liberation Army's promise to demilitarize, Albanians openly and unapologetically are taking revenge on Serbs for the ethnic killings this spring and for years of oppression beforehand. ``They burned my house, so I don't care about this one,'' Mohammed Azemi said as he stood near a blazing house in the village of Belo Polje. ``I'm happy in some way.'' In Veriq, Ymer Delija looted lumber, hoses and mirrors from a Serb house. He said his wife and three of his four children had been killed by Serbs last year. ``This is a kind of revenge. I burned two or three already. That's enough for today,'' he said. Even hospitals are not immune to the violence. At the main hospital in the provincial capital, Pristina, 247 Kalashnikov automatic rifles have been seized in the past few days, according to U.N. spokesman Fred Eckhard in New York. A nurse and a guard at the hospital were wounded Thursday when a patient being treated for a gunshot wound pulled out a gun when he saw his alleged assailant and opened fire. A dispute between Serb and Albanian doctors over who should control the hospital in Pristina deteriorated when negotiations under U.N. and NATO auspices broke down after reports that the chief Serb physician had been killed, Eckhard said. In New York, Human Rights Watch said a one-week investigation indicated Kosovo Liberation Army members were involved in murders, rape and other abuses of Serbs and Gypsies. The organization said there was insufficient evidence to accuse the KLA leadership of orchestrating the attacks but it urged rebel commanders to discipline its ranks and punish offenders. The commander of the NATO peacekeeping operation in Kosovo, British Lt. Gen. Mike Jackson, tried to reassure Serbs gathered in Kosovo Polje that NATO would protect them from revenge attacks by ethnic Albanians. ``I know that every soldier here understand utterly clearly his duty to protect all the citizens of Kosovo. ... We are here to help you,'' Jackson said. ``Have courage.'' Jackson spoke to the crowd outside a small yellow church without amplification, but his vigorous attempt at assurance brought only light applause, and much grumbling at the edge of the crowd. ``I'll stay, but not because of him. The IRS got her mailing list of 20,000 people. And in regard to your missive about YET ANOTHER "expert's" way of trying to outmaneuver the courts, please bear in mind that even if the author is an unequalled expert on the American legal system, from its inception at the hands of the Framers through its history of modifications down to today (which is unlikely since most of these "patriot" folks seem to be self-taught), and even if he is able to clearly communicate his knowledge and his understanding to others (and I have never yet seen one of these people who could write clearly), and even granting the remote possibility that what he says may be 100% correct, the simple fact of this world is that the people who are in control make the rules and the rules will always be made to accomplish the ends that the people in control want them to accomplish, regardless of the consistency with which the rules may or may not be applied and regardless of whether or not the rules are even internally consistent. Lewis Carroll wasn't so far off ("Rule 42: All persons more that a mile high must leave the courtroom."). And, as has been the case in so many of these narratives, the simple fact is that the judge has spent most of his professional career in the legal system and the "patriot" has been studying it in his spare time on evenings and weekends. No matter how well-schooled the "patriot" thinks he is, the judge is more knowledgable. As with the toothpick incident, if the game continues long enough the judge will eventually trip the "patriot" up at some point, and off the "patriot" goes to jail. It is worth remembering, too, that a judge is a human being like you are. He has good days and bad days. Most of his days are probably not very good since he has to spend them dealing with a great number of genuine criminals and listening to lengthy and excruciatingly detailed narratives of the subhuman behavior they engage in, or in lesser cases simply of arrogance and self-centeredness or even outright stupidity. Smith. On the face of it, this was a curious alliance. Smith's base was the powerful Tammany Hall machine, in New York City. [The Judaization of Tammany is now complete, for the Irish element has been overcome by Jewish money. Yet each man had something the other could use: Smith, Irish and Catholic, an adamant foe of Prohibition, was so rooted in the great city that his theme song was "The Sidewalks of New York." Roosevelt, a Protestant from "upstate," who could appease "drys" on the liquor question, offered his many connections among the social and financial elite. Franklin quickly patched up his old quarrel with the Tammany machine. In 1924, he was ready to lend Smith, now governor of New York, something of his patrician glamour, as he nominated him for president of the United States. The Democratic convention was held in the old Madison Square Garden, where the sweltering New York summer was particularly oppressive. Smith's chief rival, William Gibbs McAdoo, had been treasury secretary under Wilson and was considered friendly to the Ku Klux Klan, then enjoying a great revival. In those days (and until 1936) a two-thirds majority was needed for nomination by the Democrats--a means of ensuring a southern veto over any candidate the party would select. When the moment came to put Smith's name in nomination, Roosevelt, supporting himself on crutches, made his painful way across the platform. It was his first political speech since he had fallen ill, and his courage and good cheer were palpable to the thousands of spellbound onlookers. Literally in the spotlight, he delivered his speech in his fine, strong tones. Clearly, here was a man who, in spite of dreadful physical disability, was vibrant and robust. The speech had been composed primarily by Judge Joseph Proscauer. In the end, what everyone remembered was the phrase from William Wordsworth, which Judge Proscauer had insisted on and which Roosevelt had found too "poetic": This is the Happy Warrior, this is he Whom every Man in arms should wish to be. From then on, Al Smith would be known as the Happy Warrior. The balloting went on for days--roll call followed roll call, each beginning with the head of the Alabama delegation famously intoning, "Alabama casts 24 votes for Oscar W. Underwood." Finally, on the 103rd ballot, the compromise candidate passed the two-thirds hurdle. He was John W. Davis, a wealthy corporate lawyer, hailing from West Virginia, but now associated with the J.P. Morgan interests and ensconced on Long Island. (It was a period when the reputation of big business was running high.) Franklin was the only real star of the ill-fated convention. In the November election, Davis lost to the Republican incumbent Calvin Coolidge by a landslide. Nearly 5 million votes were cast on the Progressive line for Robert La Follette, Woodrow Wilson's bitter antagonist on war with Germany. During the next four years, FDR kept building up his network of contacts in the national party. But everything seemed rosy for the Republicans for the foreseeable future, and Roosevelt's plan was to make recovering his health his major concern. He purchased the establishment at Warm Springs, set up a foundation to run it, and spent more and more time there. In 1928, he once again put Al Smith's name in nomination at the convention, in Houston, incidentally speaking for the first time to a national radio audience of millions. Radio was to be the medium of which FDR would become the acknowledged master. It created a sense of intimacy with the listeners that perfectly fit his personal style, besides allowing him to bypass the newspaper press, often controlled by his unrelenting enemies. In Houston the nomination took only one ballot. But Al Smith's candidacy was doomed. Not only was the country basking in what seemed to be an indefinite prosperity under the Republicans, but what had been advantages for Smith in New York hurt him badly in most of the rest of the country: his pronounced opposition to Prohibition (he was himself a notorious drinker), his links to Tammany, and his religion. It did nothing to dampen anti-Catholic suspicions when, on a visit by Smith and his wife to Rome, the Pope referred to him as "my beloved son, Governor Smith." (Mrs. Smith was no asset either; to many, including Eleanor's set, Katie was unspeakably vulgar--so Irish, you know.) Meet Gerry Cameron, CEO of U.S. Bancorp based in Portland, Oregon. This spring, he engineered an $8.8 billion takeover of his own bank by First Bank Systems Inc. in faraway Minneapolis. Four thousand Bancorp employees were being hurled out the door as a result of Gerry's deal, and 44 local branches were being closed. Also, the law firm servicing U.S. Bancorp, the cleaning crew that maintained its office tower, and the small flower shop on the ground floor all took hits. Business after business lost jobs and income as the Minneapolis owners consolidated their acquisition and Bancorp cutbacks rippled through the Portland economy. To be fair, the flower shop did have one short-lived uptick in business: sympathy bouquets delivered to departing bank employees. It should be noted, too, that Mr. Cameron went out of his way to assist at least one Bancorp employee: himself! The merger gave him a $12.4 million personal thank-you payment - tax free, since First Bank agreed to pay all taxes he'd owe on that generous sum. He also gets to be chairman of the Portland division of the Minneapolis bank, continuing to receive his $1.6 million annual paycheck plus gaining untold millions in profits from the Bancorp stock he owned. And his new stock options on 100,000 shares of the Minneapolis bank are worth at least $8.6 million. To put a cherry on the top of this whipped-cream-of-a-deal, Cameron is also assured of being paid $1 million a year after his planned retirement in 1998. You want class war? The Bill Clinton/Newt Gingrich/Trent Lott tax and budget agreement is a primo example. As is documented in these pages, the working poor will be worse off under this raw deal, and the middle class will feel very little or no improvement. But the wealthiest 10%, and especially the wealthiest 1% - the millionaire class - will make out like bandits. Major corporations are the big winners, not only fighting off any cuts in their existing welfare benefits, but actually gaining more than $100 billion in new loopholes and subsidies. Notice that payroll taxes were not reduced one iota or spread more equitably. And while our Medicare program took a $115 billion chop. The multibillion-dollar Pentagon budget was not even on the cutting table; it will enjoy about a $20 billion increase. Yet when Clinton gleefully signed this sucker, announcing in his best Reaganesque tones that "the sun is shining on America again," he used a couple of middle class families as his photo-op props. Out of camera view, the corporate lobbyists sported broad and knowing smiles. You want class war? Talk with Angela Stroud. For 17 years, she worked for Champion Products in Clayton, N.C., turning out quality sweatsuits, jerseys and other sportswear items. She and her coworkers have made this division of Sara Lee the industry leader, even supplying the uniforms for the NFL, the NBA and last year's U.S. Olympic team. Despite her loyalty and productivity, however, Angela and 414 other Champion workers in Clayton were punted out the factory door in April. They were the latest to join 1,400 other Champion employees in North Carolina (62% of its statewide workforce) who have lost their jobs in the past five years. Is Champion losing sales or is Sara Lee unprofitable? Hardly. Business is booming and Sara Lee took nearly a billion dollars in profits last year. The state's unemployment rate has hovered at a 25-year low, with some of the most chronically unemployed getting jobs. Consumer confidence reached an all-time high. Job growth and export sales exceeded all expectations. Per capita income grew faster here than in most other states and fastest among Southeast states. And Florida continued to outperform the nation in job growth for most industries. But all the good news was not able to reverse a trend that has been going on for a decade: Middle- and low-wage workers continue to see the real value of their wages - their earnings measured against inflation - erode. Three-fifths of the state's workers are working longer to achieve income levels that are, on average, lower than they were a decade ago. And the number of people holding those low-end jobs is rising. The source of that sobering bit of news is a recent report released by Florida International University's Center for Labor Research and Study. It found that only the highest income workers - the top 40% of the population - are gaining in real terms. The highest 20% now average $107,800 a year. Middle income earners, whose average income is $36,000, are "slowly losing ground," according to the study, while low-wage earners, who earn an average of $7,710, are "rapidly sliding backwards." In short, the distribution of income and wealth in Florida is getting more uneven. Other data from the report: * Average wages in Florida have remained essentially flat in the last decade and continue to be lower than most other states - 89.6% of the national average last year. * Florida has fallen to 42nd out of 50 states in median household income. That ranking represents a frightening decline: In 1986, the state ranked 23rd. * FIU's data show a widening gap between those with good-paying jobs and everyone else: Some 31 other states now have a narrower gap between upper and middle income earners, and 34 states have a narrower gap between the top earners and the 20% of the work force that earns the least. FIU's Bruce Nissen observes, "If we're seeing this growing gap in times of prosperity and growth and in times of low unemployment, imagine what is going to happen when we see a downturn." Bob Bradley doesn't have to imagine. The director of the Governor's Office of Planning and Budgeting and veteran of the 1991-92 recession has seen what happens when the economy sours and people who have no savings lose jobs. The result will be "more people on Medicaid and more people on TANF (temporary. assistance for needy families) and more people going to the community colleges (for job training). So, from a state government's perspective, people turn to government a little more." The FIU findings on income disparities come as no surprise to those who track the distribution of income. Florida has been among the top 10 states with the fastest-growing income gap for the past decade, according to the Washington, D.C.-based Center on Budget and Policy Priorities. "The average income of the richest fifth of families increased while the incomes of poor and middle class families declined," the center wrote of Florida in its publication, "Pulling Apart: A State-by-State Analysis of Income Trends." The growing income gap is not unique to Florida. It's a national trend that has prompted economic development officials across the country, including Enterprise Florida, to put a premium on the development of high-wage jobs to help diversify the economy and offset the vulnerability of low-earning workers. The problem in Florida is that the state starts out at a disadvantage. The state's per capita income levels hover around the national average only because of the substantial investment earnings from a small portion of the population. Per capita income from dividends, interest and rent is 48% higher in Florida than it is in the U.S. as a whole, according to the University of Florida's Bureau of Economic and Business Research (BEBR). "This pulls personal income averages up, while average wages and salaries drag it down," Nissen writes in the FIU report. "Those living on investments are doing much better than average for the U.S.; those relying on wages or salaries - unless they are the highest income brackets - are doing worse than U.S. averages." How bad will a slowdown be for Florida? -Caveat Lector- From the Independent (UK) Mother tongue divides France By John Lichfield in Paris Lionel Jospin, the Prime Minister, disagrees with Jacques Chirac, the President, who also disagrees with himself, as only he can. Mr Jospin simultaneously disagrees with his long-time friend, the Interior Minister, Jean-Pierre Chevenement, who is admittedly a rather disagreeable man. The Communists and Greens agree with the right-wing liberals but disagree with the populist wing of the Socialists who agree with the far-right National Front. France has been plunged into a Babel-like row - constitutional, political and personal - which crosses all the traditional left-right divisions. The subject is language. Should France give formal recognition for the first time to its rich heritage of regional and minority languages? Should the state officially foster Alsatian, Basque, Breton, Catalan, Corsican, Languedoc, Provencal and even Creole, several varieties of which are spoken by two million people in French overseas territories and departements? Opponents - on both right and left - say such a development would unravel more than 200 years of single-minded determination by the French state to make the republic homogeneous and indivisible. It would be a first step towards making France into a loosely connected collection of provinces, like Tony Blair's United Kingdom, or, worse still, Belgium. Mr Chevenement said it would Balkanise France. Supporters of the idea - on both left and right - say it would be a long-overdue step towards more inclusive French state, capable of cherishing its ethnic and linguistic heritage. In any case, it would commit France to doing little more than it is already doing: in Brittany, you can learn Breton at school; in Provence, the road signs are in both French and Provencal. The dispute is significant - and bad-tempered - because it is happening on the only truly active fault-line in French politics. On one side, there are the sovereigntists, republican purists, who fear that the centralising French state, and France itself, is menaced by the European Union, by globalism, by American hegemony and now (from within) by people who stubbornly insist on speaking something other than French. They include Mr Chevenement's Citizen's Movement, an anti-European, anti-American Socialist sect. This populist party has little popular support but forms a key component in the Jospin coalition. The sovereigntists also include a breakaway party of dissident Gaullists and other Eurosceptic right-wingers, launched successfully at the European elections last month by the former Gaullist interior minister, Charles Pasqua. On the other side are Mr Jospin's Socialists, the Greens and most of the rest of the centre-right. But where sits President Chirac? Uncomfortably, and absurdly, on the fence. The Gaullist President started the whole process rolling by promising Breton politicians in 1996 that France would sign the European Charter of Regional and Minority Languages, adopted in 1992 by the Council of Europe. The idea was pursued by Mr Chirac's own Gaullist prime minister, Alain Juppe, and then by his successor, Mr Jospin. Last month, France, with Mr Chirac's blessing, signed up to 39 of the 94 articles of the charter. Paris committed itself to allowing the teaching of regional languages at school and university, encouraging their cultural development and the translation of official texts and documents. It was made clear that French would remain the official and dominant language of the republic, from Calais to the Pacific Ocean. Two weeks ago France's constitutional council ruled that even this limited charter breached the first two articles of the French constitution, those stating that the the French people is "indivisible" and that the "language of the republic is French". Mr Jospin proposed a minor constitutional amendment to allow the charter to be ratified; Mr Chirac refused. In the intervening period, the breakaway, sovereigntist Gaullist party defeated his own party in the European elections. Mr Chirac, untroubled by consistency as ever decided to play a nationalist and republican card. However, the battle goes on. Both centre-right and Socialist deputies intend to launch pro-regional language, constitutional amendments in the national assembly. It has claimed, of course, to have knocked out up to 40 per cent of the 280 or so tanks the Serbs were believed to have deployed in Kosovo, plus almost 60 per cent of their artillery and mortars. What Nato really hit were canvas and wood replicas. Colleagues of mine saw some of these in Kosovo, together with old armoured personnel carriers, broken-axled and rusting, which the Serbs had carefully left out for Nato's pilots to see. From the height they were flying it must have looked exactly like the real thing. This was precisely the kind of war the Yugoslav Army had been trained to fight; not the dirty wars of massacre and torture which Serb soldiers ended up fighting in Croatia, Bosnia and Kosovo. For more than 30 years Marshal Tito taught his people that the real danger would be an all-out attack from the Soviet Union, and they trained themselves in the unglamorous business of hiding and dispersing their forces, so the enemy would expend effort pointlessly. That is exactly what happened; only the enemy turned out to be us. Time and again when I was in Belgrade my colleagues back in London used to ask me about signs of casualties. The military death toll must be pretty high by now, they would say; what about the funerals, the death notices, the anecdotal evidence that lives were being lost? I always answered, quite truthfully, that the only casualties I heard anything about were civilians. Not surprisingly, as it turned out. Something like 400 soldiers seem to have been killed, as compared with about 1,700 civilians. Night after night Nato would hit army barracks and government ministries, as though the Yugoslav army were obliging enough to hang around there. So we have the melancholy result that four times as many of the people Nato did not mean to hit were killed, compared with the ones it was trying to target. More schools and hospitals and old people's homes were hit than Serb tanks. Depressingly, this little war, genuinely fought for the best of motives, is a throwback to most of the other wars we have seen in this calamitous century. Victorian wars were mostly fought between armies; the Boer war ushered in an era of total warfare, where the unarmed, the innocent, the non-combatants were regarded as being just as useful a target as the military. In the Eighties and Nineties we have dared to believe that all this might change. Scarcely a single civilian died in the Falklands War; it was like a return to the neat, conclusive campaigns of the 19th century. In the Gulf war it looked as though the precision of the new weaponry meant that Western countries at least would be able, and obliged, to fight clean wars. Defence installations in Baghdad disappeared in a cloud of brick dust, while purely civilian installations were left alone. Even the terrible loss of life at the Al Amariyah shelter, when 340 women and children were killed, was a mistake: the structure was a military command centre of sorts. The fact that Western journalists were able to report wars like this from the enemy capital meant that civilian casualties would have to be kept down; public opinion would not support great loss of life among the innocent. Or so we thought. It did not turn out quite like that. Week after week in Yugoslavia Nato hit the wrong targets; names such as Aleksinac, Nis and Surdulica were thrown into public awareness by some terrible tragedy, and then (after some initial hesitation) explained away. It was enough for Nato to say it was sorry, that it had not meant to do it, for public opinion in the West to forgive and forget. Now we see the terrible evidence that made President Clinton and Tony Blair determined to carry on in spite of everything; and the torture chambers and mass graves of Kosovo will join the other dark horrors of the 20th century. But good intentions are not quite enough. In 1943 Albert Einstein contrasted the clarity of the Allies' ends with the confusion of their means in the war against Hitler. This contrast remains unfortunately as stark as ever. Maybe the evidence of Nato's failures in the face of a small and not particularly well-armed enemy will make us a little less hubristic now. Maybe we will try to get back to the way we made war against Saddam. Maybe civilian casualties will worry us more in future. Maybe. John Simpson is world affairs

This quote could be used as part of a larger message that goes something like, "Patients are being used as pawns by the AMA and other doctors who say they want to unionize. Unionizing may not do what doctors say they want to accomplish either. Instead, some doctors may end up using patient information as a bargaining tool when challenging an HMO's decision. Is that the kind of medical care you want? Even Dr. Jana Rasmussen, a West Palm Beach, Fla. plastic surgeon, says that doctors are 'at wits end.' The solution to America's health care ought not be doctors grasping for straws because they want bigger paychecks.." And then maybe go into managed care's proven track record, etc.. Some consumers may not be too happy when doctors like this FL plastic surgeon say they have to resort to unionizing b/c they are at their wits end! That may signal to some that docs are thinking more with their wallets and not with their heads. By the way, this evening, appearing on the McLaughlin Hour, Karen Ignagni, AAHP, squared off with Rep. Ganske on this exact issue and she seemed to be using a samilar argument. To boot, I wasn't too convinced with Ganske's horror story examples. With refugees already pouring back over the borders, attention and concern now turn to the conditions facing returning refugees: bombed roads and bridges, burned villages, and an almost non-existent civil infrastructure. But there's another potential problem: depleted uranium (DU). The Pentagon has confirmed that it used DU in Kosovo. It has also confirmed it has no plans to clean it up. Depleted uranium is twice as heavy as lead. As a result, ammunition made from DU can pierce just about any armor. But while it's extremely effective as an anti-tank weapon, DU does have a downside: It is radioactive and, in dust form, it can cause serious internal injuries. A waste product of nuclear weapon manufacturing and reactor use, depleted uranium is only about half as radioactive as natural uranium. When used in combat, the uranium in the bullet or round ignites upon impact and, when it combines with oxygen, forms a toxic cloud of uranium oxide dust. Solid uranium is not harmful; DU is toxic only if the dust is inhaled or ingested, or if DU-contaminated shrapnel enters the body. Once oxidized, the dust -- which remains toxic to those who may inhale or ingest it -- settles in the immediate area and is also dispersed by wind and rain. What risks does DU pose to returning refugees? It depends on who you ask. Predictably, the Pentagon denies that the DU used in Kosovo poses any danger to the refugees. Indeed, it cites a number of studies in support of its conclusion. But there are a number of critics who say, essentially, the Pentagon is lying. Significantly, one of the biggest critics of the Pentagon's policy on DU is a former U.S. Army officer who was in charge of cleaning up DU after the Gulf War. Doug Rokke served as the Theatre 12th Preventative Medicine Command health physicist with the 3rd U.S. Army Medical Command in the Persian Gulf War. Rokke had overall responsibility for radiological safety in the war, and his team was charged with the "clean up" of DU-contaminated battlefields and equipment in Iraq, Kuwait, and Saudi Arabia. His team never received any specialized training or protective gear. Within two weeks of his return from duty in the Middle East, Rokke and the other members of his DU assessment team began developing health problems. "The Department of Defense doesn't want to admit that DU is harmful because they don't want the liability," he says. In March of 1991, Rokke says he received a faxed memorandum from Lt. Col. Ziehmn of Los Alamos National Laboratory suggesting "that we didn't 'find' anything that would disrupt the military's use of depleted uranium. They were using it, period." In the past eight years, most of the original team has developed health problems, and some have died, according to Rokke. Rokke himself has had severe kidney and respiratory problems. A urinalysis conducted in March of 1994 -- three years after he returned to the States -- showed that the level of uranium present in his urine exceeded the normal level by more than 2,000 percent. Lt. Col. Diane Lawhon, a spokesperson for the Pentagon's Office of the Special Assistant for the Gulf War Illnesses [OSAGWI] acknowledges that DU weaponry gives off "minor radiation," but says that the DU released in such "minute fragments ... should not be a health concern for returning refugees." According to Lawhon, "Uranium is all around us, in the air, the soil ... when exposed [to DU] the body just assimilates it." The MoJo Wire received a faxed confirmation from Department of Defense press officer Lt. Col. Mike Milord that the Pentagon does not have plans to clean up the DU contamination in Kosovo: "No. It's use has been minimal and we do not believe it poses any significant health risk." Rokke, of course, disagrees. The key to determining the danger posed to refugees, he says, is the quantity of DU used in Kosovo. That fact is impossible to determine given that the Pentagon refuses to release any information about its use of DU, beyond a general acknowledgement that it was used. However, by taking into account the number of sorties the A-10 Warthogs (the planes firing the DU bullets, according to the Pentagon) were flying per day, the estimated percentage of those sorties which actually fired DU rounds, and the number of rounds their guns hold, it is possible to arrive

Police will be stationed at more than 120 locations across the city, working 12-hour shifts, to take walk-in requests for emergency services. Twenty-one "warming centers," each supplied with food, water and cots, will open. School crossing guards will be on call, ready to replace traffic lights at major intersections. And D.C. General Hospital will have extra staff members as many as 175 on site. These are just a few of the 88 contingency and emergency plans the District is feverishly working to put in place by the end of the year. Similar efforts are underway across the United States among governments and private companies, but in the District, officials have acknowledged the city is so far behind on its Y2K fix that it may have to rely on some of these "work-around" techniques. "Because we began late, there may be things that suffer an interruption that we did not completely get to," said D.C. Chief Technology Officer Suzanne J. Peck. "Within our agencies ... in some function, a handful may fail temporarily." Officials are confident that most of these plans even those that will be put into effect regardless of any system failure will not be needed, and that even in the District, Y2K will be one of the century's most hyped nonevents. City officials want to convince the public that the new year will begin in the nation's capital without chaos no matter what happens with D.C. operations or outside services such as telephone, gas and electricity. "Our intent is not to alarm people, but put people at ease that things are under control," Mayor Anthony A. Williams (D) said yesterday. "We are going to have this city work for people." Added Cmdr. David B. McDonald, the supervisor of police Y2K planning: "We want to reassure the residents and visitors to the District that even if Armageddon comes, we will assist and protect the public." The D.C. Council will be briefed on the public safety contingency plans at an oversight hearing this morning. The District's own assessment of its progress in making year 2000 fixes demonstrates the need for such planning: With six months left in the year, only 41 percent of the District's 336 major computer systems have been fixed. The rest are scheduled to be repaired and tested by the end of October. Of the city's 73 agencies, 19 including key departments such as Health, Housing and Community Development; Tax and Revenue; Child and Family Services; and Public Works are not even halfway done with their year 2000 repairs and planning. Williams said he is "not at all surprised" that so much work remains, given the city's late start on addressing the Y2K problem. But he added that he is reasonably comfortable with the status of the city's Y2K repair efforts and has the impression that the District is about even with other major cities, saying the city may be understating its "readiness." Virginia and Maryland, by comparison, say their government systems are virtually Y2K-proof, and while they also have contingency plans, they are more confident that they won't have to use them. The year 2000 computer glitch, popularly known as Y2K, stems from the use in many computer systems of two-digit date fields, leading many machines to interpret "00" as 1900, not 2000. This could cause systems to transmit bad data, malfunction or crash. The District's late start is largely to blame for its lagging effort. While Maryland and Virginia began working on the problem several years ago, the District waited until last summer. Recognizing the danger of a catastrophic failure in the city, Congress gave the District $62 million in emergency funding this year to accelerate the work. But even with an army of more than 300 consultants at work most under a $76 million contract with IBM Corp. success is far from assured. The struggle at D.C. General Hospital illustrates the challenge. D.C. General and its related health care divisions are about 48 percent "ready," according to ratings released Wednesday by the District's year 2000 program. The hospital's mainframe computer system which handles medical records, patient accounts, budgeting, laboratory data, patient registration and other hospital operations will falter at year's end unless several million dollars in repairs are made.
