While idea is to have a streamlined mode to communicate, because there many
level of discussion sure some happens over email some over chat.
I am more focused to second class citizens of apache fineract who are the
users.
This could build and strengthen the community and we could receive
information .

 the best help will usually be obtained on the mailing list as most
 experience people are here.

 history and categorization which will ease someone doing postmortems or
 research around issues...

 At the end of the day, discussions around open source projects should
 be Open by default. There is a saying at the ASF that "If it did not happen
 on list, then it never happened"

I don't want to quelch the enthusiasm. And, I know we've tried a lot of
different channels over the years.

Let me suggest that before you spend too much time on this that you do a
two week test.  And look at the existing channels as mentioned by Ed and
others.  Then, ask for votes in support.

The participation model is important, but more importantly than channels
are people.

Another thing I have observed, so far a lot of folks couldn't get much help
because mails get lost somewhere.

Another point is most of the dev focusing on Ui and mobile app can use
chat, gsoc folks, I understand few folks are not available but that's the
key if they are on move and can respond via chat it will be amazing for the
community to be motivated and be lively.

We could keep some rules just like you mentioned.

chat channel. Having said that, I think it's a great idea, and can only
encourage the community to set this up, and use it. One thing to keep in
mind perhaps is that not everyone will be on chat, so do use chat for
helping to answer people's questions, have discussions, etc but do it in
addition to not instead of still also posting major news on list, raise
JIRA, leave comments in PRs, etc.
