Goa seeks Centre nod for green-field airport today

Panaji, July 14 : The Goa Government will formally present a report to
Prime Minister Dr. Manmohan Singh today, seeking his nod for a
green-field international airport at Mopa in North Goa.

This would be the second airport in the tourist state which is already
equipped with an international airport at Dabolim.

A special committee set up by the Union Government to study the airport
controversy in Goa on May 31, had earlier given a green signal for the
proposed new international airport.

The proposal had been put on hold for over a year, after the erstwhile
Congress-led state government faced opposition for a second airport when
South Goa-based Dabolim international airport could be continued for
civilian use with major expansion.

The former South Goa MP Churchill Alemao had virtually compelled the
Congress'' central leadership to study the viability of two
international airports for the tiny tourist state. (ANI)

Mario,
The easiest way to increase oil supplies is to invade a country, establish a 
puppet regime and award all the oil contracts in that country to companies from 
your country. In this regard, the Cheney/Bush team have done the USA a great 
favour. 
 
Once the oil supplies have been cornered, the next step is to increase the 
price of the commodity. I am presently conducting all my trades on the 
premise that the Cheney/Bush team will strike Iran before they leave office. 
When this happens, oil will take about thirty minutes of trading to reach $200 
a barrel.

PS. I find that one of the biggest advantages of high oil prices is that some 
people are now forced to take public transport to work. This means that there 
is a possibility that traffic jams are going to be a thing of the past..

It will be the sadest day for this up-coming country if Advani is allowed to 
take the sacred chair of the Prime Minister of India.
Advani has wormed his way up on the list as the prime ministerial candidate 
through subterfuge and cunning.
His dream has always been to be the PM of India, right from 1967 when he was 
the Jana Sangh leader. (his speech in Mahim Bombay in 1967)
As predicted, he has touched the feet of 'Italy ki Beti' and he will eat 
anything and everything if it helps to achieve his ends of being the PM of 
India.
Hope there is enough sense in the multitude of sensible Indians to see 
through Advani's schemes.
I, for one, have already gone on record that I shall refuge to accept this 
devious schemeer as the Prime Minister of my country.

However much commendable the thought and concern for Goa that you have 
portrayed in this post may be, I do not think the solution that you have 
suggested will work either.


On the contrary, Goa will get new hungry hyenas to replace the hungry 
wolves. It is better to remain with the hungry wolves in the hope that they 
will have gorged themselves enough to let go of the frantic tearing away of 
the sinues of Goa to feed themselves, and in so doing slow down and rest 
awhile to give the people of Goa some space to take a deep breath and relax 
with the hope these fattened wolves die, one after another,   of heart 
attacks from this long-drawn overfeeding.


There is no doubt that a virgin set of legislators must be placed on the 
floor of the Goa Legislative Assembly. But they must belong to a new, 
disciplined, system of governance, where the system is written down and 
wetted by the people, not allowing these new guys and gals to move on their 
own but controlled all the time.


Such a system  already exists, a system where SELF-SACRIFICE is written all 
over it. The question is: Are there any takers? Slowly but surely we shall 
come to know the extent of the willingness of our dear Goans who shout 
hoarse wanting a change for the better  to try it out. For your kind

There was another stop, where cleaner used to shout loudly..
It was at utorda where Dr. Barbosa had dispensary. It was a name of another 
posro. 
I even knew it few days ago but simply can't recollect now.

Besides, musllint, tintto, mollar, zamllikode, rumller, shettitinga, arxe 
bandar, olivera gaddeakodde etc.

don't remember the stop where the Majorda Beach resort hotel road is.. 
(danddo?) then next stop is Tintto betalbatim Road. then Majorda Station, 
Calata, Alber (old age home) (pl add more)

Tiatirist Querobin (now in Kuwait)  also from Majorda, near station where big 
Chicco trees were seen both side of the road.
Her brother used to shout from the bus 'amghetinga-amghetinga' every time bus 
reaches his home and the next stop was Majorda Station.

As for Georgina, I remember her too, whose would be husband died in an accident 
just before their marriage (?). I think she gave up acting/singing after that. 

I guess she was from Cansaulim near Market.
i also think her songs were played on Akasvanni Ponnje

Would appreciate if anyone writes a  line or two on Georgina

The cartoon is the first thing that most people choose to read in their daily 
newspaper. Surely it is one of the most important essentials in forming public 
opinion –- because a visual generally has a greater impact than a sentence 
does. Hence cartoonists have a bigger influence on the way readers look at 
various issues. 
While Cartoons make us laugh, they are no laughing matter.  They have the power 
to express as well as provoke thinking. The much loved Goan Cartoonist, Alexyz 
has been doing just that… provoking his readers to think through his 
caricatures which are accompanied by creative verse. 
Seeing Alexyz’s works it is clear that cartooning is not just about a skill. 
The eventual cartoon is the tip of the iceberg of larger knowledge of the 
concerned issue. Alexyz is not a distant observer… rather, he is a wandering 
traveller who connects to his land, environment and people around!
Most importantly, cartooning requires a proactive, positive attitude. We see 
all that in Alexyz… an ability to discover hope amidst despair, humour amidst 
sadness, vision amidst darkness… And it is this quality of cartoonists that we 
need to connect to be better as citizens who seek to be part of the solution to 
the problems.

Hey Joe,
Yes indeed, the Cansaulim-Arrosim on the Margao trip has some
interesting and unusual Hindu names.

I do not remember Dangui-ghe posreakode.but surely in the old
days, there was Norsima-ghe posreakode (his name was Norsima Dhunkot,
above Musson football ground, Costavaddo Majorda) or Mussoni-kodem.
The there was Manush'es posoro, and one before that (on the road to
Gonsua).
Norsima's posoro passed on to his cousins/family and later became
Indu-ghe posoreakodem..and now the stop is called Musson.
Norsima married a Catholic and moved to the next village.

Interestingly, Majorda-Calata with about 10-15-20 Hindu families has a
musson or cremation grounds in the years gone by...which later became
a football ground, owned by the late baakar Arsen Jacques. Some used
to say there are 'booths' or ghosts that played on the grounds at
night: people generally kept away but I think it a village legend
floated by coconut-thieves or perhaps it was baakar Jacques looking
for coconut-thieves! One will never know and those were the days when
there was no electricity in the villages.

A minor reminder of great Goan singing voices from the past: the late
Arsen Jacques'es wife Georgina Jacques (a Frida Kalo-look-alike) was a
voice that made the hand on ones body stand...aside from her
famous voice, she is a genuinely warm, kind soul one rarely finds in
Goa today. She is originally from Cansaulim I guess.

One wonders if any newspaper in Goa worth its salt will file an 
investigative report on why the Vasco Police wnated Battloo after a shave, 
whether he was photgraphed by them and the photos emailed to their 
counterparts in Delhi. Why the released prisoner was forced to go by flight 
to Delhi, with no chance of alighting anywhere in between?


Why was Battloo targeted AFTER the Court set him free? Is this not a 
contempt of Court? Will the court initiate suo moto contempt proceedings 
against the Goa Police?

Thanks to Fred for taking me on a trip down memory lane.
The two caminhaoes I can remember(from my days) were the
ones that plied between Aldona and Betim.
 The owner/driver of one was a Hindu by the name of SHANU, the other, a
Catholic named BEJMI(short for Benjamin?). I think they were both from
Aldona.
   We were packed like sardines, but no one seemed to care! Some of the
ladies were in their Sunday best, so too some of the men(suit and tie in the
April/May heat!!).
   My recollection is that the caminhao often stopped outside our house in
Saloi where the driver and sometimes passengers, would stop for a drink of
cool natural spring well water.
  Those were the days before the roads were tarmacked, so you can just
imagine the clouds of red dust that used to rise as the caminhao sped by.
Nostalgia my friends!

Soter asks some very pertinent questions to both, the communalists and
the secularists. There is no point in beating the war drums every time
a percieved "Muslim" population is attacked by a percieved "Hindu"
group, which quite often is more an atheist "Hindutva" than a theist
Hindu group. Where do the people with "Catholic sounding" names fit in
to this picture?

What is often given a "communal" or a "religious" colour is often an
economic issue. Affluence has led people to flaunt their religion like
they flaunt an expensive car. Pomposity has nothing to do with
spirituality. In fact, the two seem mutually exclusive.

Bigger church buildings, temples, dargahs and the like are not sign
that we are becoming religious. It just reflects our ambition. Large
processions through the streets may have been good in the days of the
Shimga and Bonderam ... as a show of strength. Today even these
festivals have become "float" parades, sponsorred by distillers and
FMCG producers. It is all about money, honey.

What is required is in-depth research in the social upheaval.
Ephemeral presence of CSOs like the termites [pisollim] on wing before
the rains or the frogs during each monsoon, do society no good. Like
the persons who come on a condolence visit, they only serve to remind
us of the morbidity, of the death and the loss we have suffered ...
albeit with good intentions! The much curse insurance companies at
least give the mourners some financial solace.

It is time the self-appointed champions of the secular and communal
forces ree-assess their raison d'etre. What did CICH do to the Muslims
of Curchorem or to Tariq Ahmed Battlo? What was the worth of CSCH to
the Muslims of Rumdamol? Did either of them have the courage to visit
the affected parties and to discuss what happened? Is there a response
or only ephemeral reactions?

How did the Bajrang Dal benefit from the riots? What is the
comparative political gain for the Congress and the BJP from the riot?
Which arsonists gained financially from the riots? What was the role
of the Goa Police ...as a disciplined force and as individual police
men and women? Why did the case against Battlo come up and why did the
Police fail to prove it? Why does no newspaper follow a story in
depth?

What is the economics of a riot? How is it financed? How is it
managed? How does the Press and electronic media fit in? Why do
newspapers risk their reputations and print fake reports and
photographs? Why does the police not take cognizance of such fakes
...as alleged in case of a photo of swords in a Marathi newspaper? How
is silence or a "slant" or a "plant" financed?

Panjim, July 12, 2008

The Portuguese Government has shown desire to start charter flights to
Goa and also open an office in Panjim of Portugal Tourism known as
"Portugal Tourismo".

This assurance was given to the  delegation of Government of Goa led
by Home Minister Shri Ravi Naik and Chief secretary Shri J. P. Singh
who met the delegates led by the visiting Portuguese Foreign Minister
Shri Luis Amado at the Taj exotica recently and discussed points of
mutual interest of both the countries. Important among the points
discussed include improvement of relations between both the countries.

The Portuguese side also has shown interest to repair and maintain old
monuments, Old palacial houses which can be subsequently converted
into "Pousades" (Rest houses) for the benefit of tourists visiting the
State. The Minister also has shown interest to solve the cases of
evacuee properties so that the land can be returned to their rightful
owners now the Portugal and India shares a good and friendly
relations.

When the religiously persecuted Pilgrims arrived in America on the Mayflower, 
they had one hope. To find an undisturbed Eden for themselves and their 
progeny. However parochial their concept of a New Order might have been they 
did give birth to an America which embraces this desire to break from the past 
and give expression to something entirely new, be it ideological or 
technological. I have to believe that the Goans who set out for the Gulf in 
that first wave of migration had a similar hope.  

In 1961, Goa had just been liberated from the shackles of colonial Portugal. 
Despite the general confusion that ensued in the years following liberation, my 
father recalls, there was also a feeling charged with expectancy, a renewed 
confidence and a sense of a new beginning among the young men and women of the 
time.

The discovery of oil had made the Persian Gulf route a profitable one and to 
this end, the British India line had commissioned four modern D vessels, the 
Dumra, the Dwarka, the Dara and the Daressa. These ships of 5000 gross tons and 
deck passenger capacities of over 1000, plied the Basra Axis from Bombay to 
Karachi, Muscat, Dubai, Bahrain, Doha and Kuwait. 

For Goans setting sail on these passenger-liners, it was a treacherous route. 
But even the dervish-like shamal storms that often reigned havoc at sea and the 
blistering heat off the Strait of Hormuz did little to discourage those in 
search of a new life.  These Goans were instrumental in creating a more 
egalitarian society for themselves in diaspora. For one thing they didn’t 
import the horrible excesses of the caste system. It was almost obscene to 
mention caste in polite company. Doubtless its ghost inhabited conservative 
corridors but it seldom peeped outside or constituted any sort of social 
hegemony. 

The Gulf also presented another paradigm shift. The heat might have been 
torrid, power-cuts constant and water supply erratic but if you knew English 
and how to work a telephone, jobs were aplenty. Companies such as British 
Petroleum, Shell and Cable & Wireless had a strong and expanding presence. 
Initiative, industry and resilience in the face of adversity came to be the 
qualities admired. The demons of disparity driven by caste, family name, 
connections and other bourgeoisie privilege dissipated in the Gulf. In their 
place, success was measured by merit and material well-being.

Unfortunately having demolised the Old Order of inherited status, it gave way 
to a New Order of materialism and class consciousness.

Thanks for your post.  I will certainly study it carefully.  Many Goans may not 
be interested in the specifics of this part of Goa's history. Those interested 
in this topic, can look at the details you have provided and make their own 
assessment of events.  Here are my quick comments.
 
1. As history buffs looking at events about 50 - 100 years later, we cannot / 
should not be for one side or the other. We should should review the facts 
rather than jump to conclusions and pass moral judgments who was right and who 
was wrong.
 
2. Your response to my first set of questions that you reproduced, tells me the 
"Self-Determination / Plebiscite / Independence" movement had no leadership 
structure, had no one to articulate or think what "Independence" would mean in 
terms of the form of self-governance, finance, defense, trade etc. and the 
relationship with Portugal and India.  By your own account, the group met once 
in Paris in 1963.  There was no follow-up of action, plans and strategies.  
 
3. I lived in Goa till 1961 and then moved to Bombay. The Bombay 
representatives of "Goan Freedom Movement" must have been pretty much of a low 
key group. They clearly did not / could not get the Goan community involved - 
nothing compared to the time of the "Opinion Poll".
 
4. I have a difficult time accepting people being silent about 
"Self-determination" prior to 1961 and suddenly finding their voice after 
1961.  This applies to Goans in Goa, Nairobi ? Africa and scattered cross 
Europe.  The native Goans who should have been most vocal about 
"Self-determination" are the precise Goans who you claim "ruled" Goa. From my 
inquiries for SPECIFIC ACTIONS, the Goans in Nairobi and elsewhere did little, 
other than talk. None of them supported physically or financially those Goan 
freedom fighters who were fighting for independence and landed in Portuguese 
jails with no financial support for their families.
 
5. Any natives do not deserve self-determination if their excuse for not 
working for their demands is "being scared" or "fear of reprisals" (pre- or 
post-1961).  We could have learned from the East Timorese, if their experience 
preceded us.  But there were many other examples, including that of India, to 
be persistent in the demand for Independence / Self Determination if Goans were 
keen about that outcome.
 
6. The "Goan Freedom Movement" which "slowly ceased to exists" perhaps saw the 
writing on the wall -with the MG party overwhelming and repeatedly winning the 
early Goan elections. This political party stood foursquare against an 
independent Goa which is what "self-determination" was all about.  Now you may 
not accept those election results as a surrogate against "Self-determination". 
But any thoughtful OBSERVERS / historians would know and understand the message 
from a majority of native Goans of that period as expressed in the election 
results.
 
7. To me the issue of Plebiscites is a non-issue.  No other state in India 
(Kashmir or Hyderabad or other princely states, or Pondicherry) were offered 
this option. Even in other democracies like the USA, the people were not 
offered plebiscite - either in the Spanish territories of Florida, the Alaska 
Purchase or Louisianan Purchase or even as a way to resolve the Civil War.  To 
expect Nehru to expend his forces and the Indian exchequer to liberate Goa and; 
then turn around and say to Goans, you can do self-determination does not make 
sense. If Nehru made those promises, he lied.. If Goans believed in those 
promises, they were fools and ignorant of the history of Indian states.
 
8. The reality is Goans during the 1940's-1960's were not united and forward 
looking. And with issues that you refer to, we are not united and forward 
looking NOW.  Thus we are repeating the same mistakes of the last fifty years.  
If Goans were united with a common purpose, pre- and post- 1961, (like the 
Pondichereans), we could have negotiated further / better safeguards. Yet we 
were busy arguing the past (about colonialism) instead of looking to / 
envisaging the future.
 
9.  If Goa was economically viable as an independent entity, why did the vast 
majority of young Goan males have to leave Goa to join the diaspora in India or 
abroad?  You make the case that Goans would continue to ruled by Goans (perhaps 
the same Goans) as in pre-1961, without the dictatorship of Salazar. Yet I 
submit that except for law-and order, the Goa of pre-1961 only benefited a 
small fraction of Goans - Catholic and Hindus.  The vast major

With reference to the article on the Navhind Times of 13/07/2008 Mr. Digu will
be going to Delhi to present the PM with the MOPA report. Wah re wah Digu Bhai,
what is Delhi's share of the commission of the project  ? We all know that your
39 thieves  do have a share, plus the property share around Mopa and a lot more
coming from the neighboring state for whom this airport will be more beneficial
to than the Aam Admi of Goa.

 

Why does Goa need a navy  airport when there is the seabird at Karwar which is
not even 200 kms of Goa. Get the Navy out of Goa and develop  the Dabolim
airport itself. It is centrally located for entire Goa. No news of Churchill
Bab, probably got his share of the "pie" to stop "barking". Mr. Digu please
don't test the patience of the Goan Public, the way things are going all over
our beloved Goa very soon you could have another Kashmir in Goa.

 

A couple of weeks back there were a lot of postings on the goanet after and an
article appeared in one of the leading news paper stating that Goa was among the
most corrupt states in India, shouldn't we Goans feel proud of our Politicians
and our public servants for putting Goa on such a high pedestal, I think we
should have a function to facilitate Mr. Digu and his band of 39 thieves along
with all the public servants. 

 

The Congress Party MLA's are become famous for filling their pockets in the name
of development of Goa. I am sure that the only way to clean Goan Politics and
have good governance is by getting all new faces in the Assembly, not even one
from the present list of MLA's should be brought back in to power, as even one
rotten apple will affect the other good apples. Doesn't Goa have decent 40 young
guys who are capable of running a clean government  ? Why should we see the same
old corrupt faces year after year of so long ? . Come on Goa wake up. 

 

So my dear Goan brothers and sisters at the next election show these power and
money hungry vultures  that we do mean business. They do deserve a big kick up
their back side and it's high time, we give them exactly what they deserve.

I don't know it this has been reported here.  On
July 9 or so, Pallavi Dempo (wife of Partagal Swami's
chamcha Shrinivas) had alighted from her car
for a brief round of shopping on 18th June Road.
In a flash, a thief struck and made away with 
12 lakhs worth of jewelry and electronic equipment
lying on the back seat.  All the papers reported
Pallavi's name (except the Navhind who thought 
it was protecting a minor whose virginity had
just been robbed).

I haven't followed up on the story but I pray that the
thief is a bhailo.  Then my cup of schadenfreude
will spill over.  It couldn't have happened to the more
deserving - these scumbags who have commandeered 
Goa's physical and social resources for their own

selfish ends, and who have actively over the years
brought in (third-rate) bhaile and put them in positions 
of authority.

Goa is a so small and could have been ideally managed. It comes as no
suprise that our State has been rated as the most corrupt amongst small
states. We have too many politicians that Goa can do without. Leaders should
have a vision and know where they are heading and leading their flock. As
Politics governs everything in our society it would be pertinent to work
towards changing the very way politics is played.

Our politicians though pledge to uphold the Indian Constitution use every
possible dubious tactic and manoeuvre to achieve their goals by subverting
the provisions of the Constitution to their benefit. Thank God these
politicians were not entrusted the job of drafting the constitution.
Governments in power should act with responsibility and not wait for the
Courts to intervene and crack the whip on every illegality they commit.

Its high time the politicians are well versed with the old saying "Be you
ever so high, the law is above you".

July 12: With an eye on the coming parliamentary elections, Leader of
the Opposition L.K. Advani is wooing Muslims.

On Sunday, Mr Advani will address a convention of Muslim women being
organised by BJP Minority Morcha president Syed Shahnawaz Hussein.

Mr Advani, who has acquired the image of a hardliner, is seeking to
live down the image. In fact, Mr Advani is seeking to broaden his
appeal by reaching out to the minorities.

Mr Advani is also keen to shed his anti-minority image following his
undertaking the Ram rathyatra in 1990 from Somnath in Gujarat to
Ayodhya in Uttar Pradesh.

At the just-concluded BJP national executive meeting, although BJP
president Rajnath Singh had raised the contentious Hindutva issues, Mr
Advani was careful in refraining to fall back on the Hindutva agenda.
Instead, he chose to focus on national concerns like security.

Although the BJP has been perceived as anti-minority, successive party
presidents, right from the times of Deendayal Upadhyay during the Jan
Sangh days and recently during the tenure of BJP president Bangaru
Lakshman, the BJP launched a special drive to reach out to the
Muslims.

BJP Minority Morcha president Syed Shahnawaz Hussein has for the first
time held the BJP Minority Morcha national executive meeting in a
predominantly Muslim area like Hyderabad, in a bid to reach out to the
Muslims.

Mr Shahnawaz Hussein has been driving home the point that while other
political parties have been using Muslims as votebanks, the BJP, which
believes in appeasement of none but justice for all, will hold out a
fair deal to the Muslims.

In fact, Mr Hussein has launched a drive to expose how the waqf
property has been messed up predominantly in the Congress-ruled
states.

The BJP Minority Morcha is also working on a white paper to expose the
Congress Party's record in this regard.

till date. Sadly, others who had taken over from him have not been able
to come to a sniffing close to the record and have seldom won the title

HUMBLE, AGGRESSIVE and attentive to detail is one of the virtues that
one would associate with the Goa's most successful youth development
coach till date, Levino Dias. Three winners' titles, an equal number of
runners-up and another two third place finishes in the sub junior
championship speaks volume of the man who made Goa a force to reckon
with on the football field in the sub-juniors. 

Sadly, with the transition of time, others who had taken over from him
have not been able to come to a sniffing close to the record and have
seldom won the title for Goa in the sub-juniors. The blame game of lack
of success revolves from cheating and fielding of overage players to sub
standard facilities provided for Goan players taking part in tournament
in other states 

The diminutive south Goa based coach, hailing from Cuncolim village,
started his journey into football as angry young man in the mid field
and with a tradition of having elder brothers addicted and infected with
soccer bug it was, but natural that the young one would follow in their
foot steps. 

The football journey first flowered not in the rice fields of Cuncolim,
but far way in Karnataka, Belgaum district were he was studying. There
was no looking back. Holidays were the occasion he longed for to display
his wares before his friends relatives and admirers in Goa. The admirers
who have grown with every passing game in his village. 

The young talent passed into the hands of Late Father Chico or Pri
Chicho, as he was fondly called by his students and it was Academica
that the stellar influence of Pri Chico molded Levino further as a
footballer. 

The experience was worth it for Levino, as he also carried a lot of
positive things from Father Chicho, which he still fondly recollects as
if it was yesterday that the worlds of Fr Chico rang in his ears. He
tries to pass on the game finer points to young kids and grown ups. 

>From Academica to Panvel Sports Club, where he was one of the senior who
took the legendary goalkeeper Brahmanand Shanwalkar, who went to captain
the Indian squad, under his wings.

Levino during his playing days formed a terrific pair along with Joao
D'Mello and the two were formidable partnership.

The Goa government recently scrapped seven SEZs that were coming up in
the state, reportedly because of violations in the way they were
allotted in the first place.

The government says that this was in response to large scale public
protests, fearing the SEZ's would burden the infrastructure without
generating jobs for locals.

But Documents obtained by activists using the Right to Information found
that there were violations in how these SEZ's were allotted.

The SEZs were cleared by the previous Goa Government under CM Pratapsinh
Rane, which sanctioned the SEZs in two separate meetings.

In one batch , nearly 400 acres of land were given to 4 SEZs in Verna in
South Goa.

The Ashok Piramal Group's Planetview Mercantile Private Ltd, Piramal's
Inox Mercantile Private Ltd, K Raheja Corporation Limited, one of
Mumbai's biggest construction firms and K Raheja's Paradigm Logistics
And Solutions Private Ltd.

But documents obtained under RTI from the Goa Industrial Development
Corporation and the directorate of industries find that all four SEZ
applications were technically incomplete.

The company seal on documents were missing and the crucial bank finance
guarantee was missing.

The Goa government meeting in which the four SEZs were sanctioned didn't
even have the mandatory quorum, which makes all its decisions null and
void.

A glaring flaw in the document was that Planetview Mercantile Private
Limited, a subsidiary of the Ashok Piramal Group, did not even exist
when it was sanctioned nearly 25 acres of land.

The company was formed a week after its request for land was cleared.

Clearances which experts agree are suspect. Suhail Nathani, partner,
Economic Laws Practice said, ''A meeting held without quorum is not
valid. And an application made by a non existant company/ entity is just
what it suggests .. That it is not a valid application because the body
corporate, which is the applicant did not exist on that particular
day.''

But the Goa Industrial Development Corporation insists the clearances
were in order.

Nitin Kunkolienkar, director, Goa Industrial Development Corporation
said, ''There's absolute quorum, it was perfectly right, no one has
understood the provision of the Act. The quorum requirement is four
people, so the entire quorum was present at the meeting and the meeting
was totally legal. It is beyond doubt. Whether the company existed or
not is not our lookout. We follow the meeting agenda.''

This in spite of the Act stating that the Director of Industries is
needed to reach quorum when only four members are present.

Sports Editor PANAJI — A 16-member Goa hockey team of Goa Hockey
Association will participate in first Lusofonia hockey championship to
be held in Lisbon from July 16-20. Besides, there will be four
officials.

This is the first Goa team which will participate in an international
hockey championship in Portugal.

Goa will represent the country and will participate alongwith hosts
Portugal, Lisbon Selection, Brazil and Macau.

The government has sponsored the contingent which has Mr Herculano
Dourado as its manager, Mr Redento D'Sousa, asst coach, Mr Alexander
Remedios, coach and Ravi Luis, asst manager.

The Portugusee Olympic Committee president, Comandante Vicente Moura,
had also invited the sports minister, Mr Babu Azgaonkar and Dr Susana
de Sousa, director of sports and youth affairs to witness the
championship.

The invitation for hockey championship was at the initiative taken by
Comandante Moura with the department of sports and youth affairs as Dr
Susana had been responsible for establishing sports links between Goa
and Portugal.

The team had been sent to Mumbai for a 10-day practice on astro-turf.
Dr Susana de Sousa, was instrumental in coordinating the tour with the
government bearing expenditure on travel and kit.

BICHOLIM JULY 13: The people from Bicholim have strongly voiced their
protest against the Bicholim telecom

department's apathy in providing new broadband connections to the
subscribers even as the officers have claimed that

the people from Bicholim and Sattari would soon be provided with the facility.

Speaking to Herald people from Bicholim said that the telecom
department is delaying in providing broadband

connections in the taluka. "We had booked for a connection a year ago
but we are yet to recieve the connection" a

resident from Bordem on the condition of anonymity told adding "since
last one year we are forced  to visit the telecom

office but without any convincing answer."

"Every time they give us a new excuse and tell that we would soon get
the connctions, but all these tall claims fizzle

when the time comes" he reported "the telecom department are favoring
some as recently a persons whoes name was

after me in the waiting list got the connection and i was told to wait
till the new connections are released."

In Bicholim there are about 98 applications in the waiting list when
the capacity of the telecom is that of 60 broadband

connections which are already alloted. The new connections are yet to
be given eventhough an year ago the people have

paid the entire amount for the connection. According to sources some
people from Bicholim recently got connection

when the officers were taken to task raising doubt over the entire process.

 "If the department claim that the exchange is not having capacity and
connections how are they still releasing them

without considering the waiting list?" an aggrived subscriber questioned.

The JTO of the Bicholim telephone exchange, S N Gaonkar when contacted
dismissed the charges. "We keep some

connections on hold so that they could be given later or if some
technical difficulties arise but the number of

connections on hold is also very less" Gaonkar explained.

"At present we have about 98 pending applications for new broadband
connections and we might fulfill just the first 60

applicants in the city" Gaonkar divulged adding "the process would be
as per the waiting list."

He also told that soon there would be broadband facility in 19
exchanges in Bichoim and Sattari. "In Valpoi,

Sanquelim, Amona and Keri (Sattari) the dislamp unit has already been
installed but we are still facing some technical

difficulties" he told "each of these exchanges would have capacity of
60 connections and the people have already started

applying for the same."

"The convertor has been installed at the Bicholim exchange and some
minor works are pending" Gaonkar claimed but

was not able to give an exact date when the connections would be
released "we cannot give an exact date as the entire

work is given on contract we would consult the higher ups so that the
work is not delayed in Bicholim."

According to Pervez, police officers asked them to leave Goa within an
hour, and though they had planned to travel by bus, they were
compelled to take a flight.

It is quite apparent that police set this up so it would be easy to grab him
again in Delhi. Imagine --- the day has finally dawned when no matter what
your financial status, you are even commanded to take a certain mode of
travel. No doubt about it. This must go very high. Someone is either feeling
really shit-faced and mad, has uncovered new evidence and wants to have
another day in court, invoke some law no one has heard of; or we too are
going the way of the super power(s). Or maybe its just that the pau-bhajee
acid reflux, with urac/feni acting up big time. For anyone who has had even
tangentially encountered our undercover cops these encounters are beyond the
beyond scary.

Its also says something if its really true that no lawyer in Goa was willing
to represent him. At times like this one remembers the New York lawyer, the
late William Kunstler who never shirked from representing those who had no
one as does Ron Kuby, continues does his protege .
