Speaking about Advocate Khalap, the chief guest for the function Dr D N Dhanagare, former vice chancellor of the Shivaji University said that Adv Khalap was a person with imaginative energy. Adv Khalap in his book has made an attempt to bring together the highly imaginative people to make our country powerful, he said. Addressing the gathering advocate Khalap said, My mother inculcated in me the value of reading. I spent my childhood engrossed in books. This helped me write many successful articles, few of which form a part of my book 'Pratibheche Dene'. My family and friends are my source of encouragement and inspiration. . It was during the 19th century that Goan ABC class proved their capabilities to the Britishers in India. A small note should be added here:these Goans were primary level educated ( which was a great achievement during those days ), of the so called upper caste and hailed mostly from Bardez taluka. When British East Africa was being opened during the early 20 th century to disburse the benefits of the British Empire to the natives, a few British officers like the District Commissioner, Police and Engineering cadres were sent to the interior of Kenya. They set up their tents in salubrious high elevation places which later became small towns and a few like Nairobi blossomed into a great city. These pioneering officers were always accompanied by Goan clerks/ cashiers recruited in India who not only kept paper records but also safeguarded cash. It is possible that Obama's paternal ancestors may have paid their taxes in local currency i.e. cowrie shells to a Goan cashier. There were some added duties as well. He had to secure provisions for his boss' home and look after his welfare i.e. that he was comfortably settled in his residence. When the native mpishi ( cook ) failed to report for duty either because of his waywar ways or he could have possibly been eaten by a crocodile on his way to his Bwana Kuba's house, it was the Goan clerk who stepped in, cooked and served meals for his boss.

Freedom is not free. While it is a gift from God, we need to guard and cherish it. Otherwise it will soon be taken away from us. And, this is exactly what has happened in the Goa Assembly a few days ago with the amendment to the Goa Panchayat Act. We can only hope and pray the governor of Goa will not sign it. But the chances are small. That the amendment has been carried out by a Congress government is simply unbelievable and we can only assume these MLAs are not Congressmen at heart but simply conmen. In Kerala where they have a Congress government they have chosen to uphold the spirit of the Constitutional Amendment. Not so in Goa where the so-called Congress Party is committed to destroying the Panchayat institutions and taking away the power of the people. A case has to be made to the Congress President Sonia Gandhi who I'm sure is not at all amused. Not since the Portuguese invasion have we seen something evil to this extent! Unless this problem is addressed immediately and by all the people of Goa our freedom and our democracy hangs in balance. It is for the people of Goa to decide if it is worth the fight.

MONDAY MUSE (10 August 2009) BIG STONES In the late 90s, while conducting training sessions on time management, I used to carry along a plastic jar. I would put stones, one by one, into the jar. Once the jar was filled to the top, I would ask the participants, “Is the jar full? Obviously, not yet! Then, some gravel was put in the jar, to occupy the space between the big stones. The exercise continued with putting sand into all the spaces left between the gravel. Lastly, water was poured in until the jar was filled to the brim. Then I would repeat the process in reverse, but in vain! Once the jar was full of water, some sand can go in but only after displacing some water… In the first scenario, nothing put in earlier was displace!! Gravel cannot go beyond the top surface of the wet sand… and as for the big stones they just won’t go in… if you use the force, either the stone will break or the jar will crack up. The natural truth this illustration teaches us is: “If you don't put the BIG STONES in first, you'll never get them in at all”. The BIG STONES are our principal priorities in life … our individuality, our family, our friends, our physical and mental health, our dreams, our cause … Remember to put these BIG STONES in first, or you will never get them in at all. If we sweat the little stuff and fill our life with little things, then we will never have the real quality time we need to spend on our most important priorities. Dear Gabriel, Not only Catholic Goans but also non-Goan Goans are being 'forced' by the Portuguese to leave Goa in recent years. It is all Portugal's fault. Why else would they have a 'forcible expulsion' office (FEO) aka consulate in Goa? The Portuguese are 'forcing' normally 'honeshtt' people to register their births, marriages, et al with the FEO. That is why Goans should be happy at the trainloads of unarmed satyagrahis who are arriving by train into Goa to 'fill the vacuum'. Some call them 'ghatis', I call them 'chokra boys'. How else would our 'elite' manage without cheap labour? There are no Goans left to do the work - Work that normal folks in the west handle themselves e.g. buy groceries, wash clothes, cook, clean the house, take out the garbage etc. Perhaps, they got their nails done just yesterday. Reference to the article in Herald, Uproar in Salcete over powers to p'yat secys HERALD REPORTER MARGAO, AUG 9 In my younger days and even today, I am enthralled by puppet shows, the beauty of it is in the pulling and tugging of strings, without mixing them, and the wired movements do bring laughs, smiles and joys in our lives. Our politicians too, seem to have mastered the art well, and want to perform it on the Secretaries at the Panchayats, where they will be pulling and tugging at the strings and the secretaries dancing but I am sure we all, who'll be watching, will not find it funny at all, and infact be fuming at the end of it. Most of our early nationalist leaders had a vision to give power to the people by empowering the common people, so that they could decide what's good for them, that was called power to the people through Panchyati Raj, but now our ever conniving Goan politicians have devised a plan to take this power from for our plates and place it on the plates to the secretaries, so that they could feast themselves while the Secretaries are satisfied with the aroma or those who are wise enough could take a few nibbles or bites hear and there. I have in the past mentioned that the most corrupt people apart from our politicians, in the government machinery are the Panchayat Secretaries and our elite politicians want to give the keys of the safe to these breed of people, and the reason for this irrationality is pretty obvious, make merry while the sun shines and if there's a paternity case leave the Secretary holding the baby and in case they don't comply then harass them with transfers, they surely do make good pawns. People all over Goa are opposing the Bill but our Ministers are hell bent on getting it passed. Is this democracy ? People are anxiously awaiting for 73rd and 74th Amendment to be passed and on the contrary we are to get a Bill that will take away the power of the people, so what's the use of having a Panchayat body ? It is indeed time to show these jokers that enough is enough, and that they either work and perform for the people or resign. The barges (ships carrying iron ore) are delayed almost by one hour which is affecting the business, Anil Salgaoncar, owner of M/s Salgaoncar mining industries Pvt limited, told reporters here. The space occupied by off-shore casinos is a traditional inland waterway for the barges to transport ore from state's hinterland to the minor port where trans-shippers are anchored. The ore is unloaded into the trans-shippers, which transports it to foreign destinations. Salgaoncar said that the off-shore casino vessels which are standing obstacles causes navigational hindrances. Press council recommends commission to study media Monday, 10 August 2009 01:54 PALAKKAD: The Press Council of India on Sunday said a Commission should be set up to study the functioning of the electronic media to ensure they do not cross the limits while covering news. Addressing a meet-the-press programme here, the Chairperson of the Council, Mr Justice G N Ray, said there was a trend, especially among TV channels, to go after sensational news. Journalists should know the Lakshman Rekha of their freedom, he said. The people would come out in protest if the media grew too big for their boots and freedom would be curbed if the media lost the support of the people, Ray said. He said it was time the Press Council Act was amended to include stringent clauses, enabling it to implement the provisions in the Act. The existing legislation was 22 years old and should be updated, he said. Mr Justice Ray, who inaugurated a national seminar on 'The Role of Money Power in Elections' organised by the Indian Journalists Union (IJU) here on Saturday evening, said media coverage of polls at present did not focus on real issues of the people, but was led by sensationalism and glamour. In the age of globalisation, media was increasingly being governed by market forces. The media should address serious issues to eradicate social and political evils, Mr Justice Ray said. [Goanet] GOVT CIRCUMVENTS SUPREME COURT DIRECTIVES ON POLICE TRANSFERS
As the Supreme Court directives do not permit police officers to be transferred before the completion of two years in their posting, the Goa Government seems to have opted for a modus operandi by which officers themselves are being asked to apply for transfer. Information sought under the Right to information act has revealed that between July 2 and July 10 this year four Police Inspectors sought transfers citing personal reasons. Strangely in their applications three of the officers have not cited what the personal reasons are. But what has raised eyebrows is the fact that all the four officers went out of their way to clearly state that there was no compulsion or pressure on them from anyone to seek transfer. The tearing hurry in which the applications for transfer were processed and the officers transferred has left many questions unanswered. Details given under the RTI Act show that none of the four police Inspectors had completed the minimum tenure of two years in their posting as prescribed by the Supreme Court. IGP Mr. KD Singh summoned the four Police Inspectors to discuss their applications on July 15 and the Police Establishment Board approved the transfers the following day with all the officers getting the postings of their choice. What makes further interesting is the notings by the IGP as to what was stated to him by the four police Inspectors. Police Inspector Dharmesh Angle sought transfer to Vasco stating that he being from Margao it causes a lot of problems working where people are known to you. Police Inspector Santosh Desai seeking transfer from Quepem stated that as Quepem is close to his native village Cuncolim it is difficult for him to function at that Police Station. Trying to influence the future of Goa and attempting to victimize the migrants from afar is less likely to succeed than controlling the Mars rovers from Earth. Bottom line is that migrants, foreigners etc have come to Goa because it makes economic sense for them and for the economy as a whole. This is how free markets and free societies are supposed to work. The real issue in Goa is not the migrants, but bad governence - mostly Goans, elected by mostly Goans. We all are aware of the strain on our infrastructure so why not voice it ? The price of language chauvinism: English education in Goa BY NISSER DIAS nisserd...@gmail.com Goa is said to be one most literate state in the country. Yet, for almost twenty years now, we are still discussing and debating the medium of instruction suitable for our children. This seems to be a clear indication that either our education policy is not defined or the market forces are demanding something else. However though, the irony is that medium of instruction, *was and is* being decided by the politicians and nouveau-academicians instead of educationists. Worst still is the fact that these politicians, besides being regional language chauvinists, do not have much education qualifications on their circular vitae to decide upon the medium of instruction in schools. Immediately after Liberation, education in our government schools was imparted in Konkani and Marathi (Poona Board), then it was shifted to English (Goa Board). Then in the 1990s, Progressive Democratic Front government cobbled together by Churchill Alemao -- most Goans know his qualification -- gave an opportunity to then education minister, whose love for Maharashtra is deep-rooted, to change the medium of instruction. And Shashikala Kakodkar did just that. She forced schools imparting primary education in English to move to regional languages, i.e. Konkani and Marathi. Before this move of the PDF government, thousands of students who had passed out through schools with English as medium of instruction from pre-primary to SSC have become parents now. And it is these parents who find it difficult to tutor their children in Konkani or Marathi. Hence the demand for admitting their children in private unaided schools, who instruct through English. Undoubtedly, not only the elected representatives but also the people should strive to teach their children the 'language of the land'. In Goa it is Konkani. But this does not mean that the government has to impose on the parents the decision in what language they should educate their children. This choice in a democratic country like India should ultimately lie with the parents. We, as parents of this generation, are not demanding something impossible. What we are asking is, let the choice be ours. Let there be Konkani, Marathi, Urdu and other regional languages school but also make grants available to schools wanting to impart primary education in English. What is the government afraid of? Is that parents will only seek admission in schools imparting education in English? Or is the government scared of handful of regional language chauvinists, popularly known as Konkaniwadis or Marathi lovers, or know-it-all politicians? If the government is really interested in promoting Konkani or Marathi, it should include clauses in the Education Act and Rules or the education policy, that teaching of Konkani or Marathi as a subject will be compulsory from Std. I to X. Provide more incentives to managements of aided schools who continue to impart education in Konkani and Marathi. I am aware that the Konkaniwadis or Marathi lovers and politicians have the right to demand benefits for the regional languages. But in no way have they the right to advise the government to deny the rights of thousands of parents seeking education in the English medium of instruction for their children. We also pay taxes and cess for education in this country and thus have our right to choose. Konkani-wadis or Marathi lovers and politicians who are adamant on denying us this right to choose the medium of instruction for our children have already educated their children in the medium of their choice, but for god's sake do not decide for parents whose children are currently studying in schools and force them to study in regional language. We also have got a vision and we have to secure the future of our children. Konkaniwadis or Marathi lovers or politicians cannot and will not secure the future of our children. Now coming to the issue of mother tongue, Curtorim MLA Reginald Lourence read the definition of mother tongue from the Goa School Education Rules 1986, Rule 6 (3) states, The mother tongue of the child shall be the language declared as such, in writing by the parent or the guardian at the time of admission of the child in the school. But, Opposition Leader Manohar Parrikar sought to differ with him and referred to a dictionary and reading from a dictionary said mother tongue is the language spoken by the peers and neighbours, but not the mother to the child. I wonder what has more sanctity, the Education Rules framed for the state, or an English dictionary. I sincerely hope that this government's lack of respect for the will of the people that put them in power, backfires. I hope the farmers's protests turn into a serious and effective people's revolt ! The protests should continue, and should be relentless, until the government begins to listen, stops and thinks again. But I suspect that the levels of ignorance and shortsightedness of Goa's government will continue to be a source of anger and frustration for sometime - at least until goans learn not to vote for dangerously irresponsible and ignorant people ! We live in dangerous times as far as the planet's climate is concerned and Goa needs a government that is aware of these dangers and has the courage to take decisions that may be less profitable for their pockets right now, but that will prove to be a lifeline for the goans in the near future! I am alarmed and disturbed with the fact that at a time when governments around the world are all concerned about FOOD SECURITY ( even today in the UK there was a government report about the need for UK to start growing more of its food because climate change will lead to a lot of uncertainty about production of food all over the planet ) - Goa's ministers are busy converting good agricultural land into land for the construction of ill conceived and probably unnecessary and unsustainable projects! It seems to me that in the process of trying to solve one problem they will create several serious problems and are neither aware of it nor do they care or think of the future of Goa and goans. The ongoing convertion of good agricultural land for construction is unsustainable and will be catastrophic for the future of Goa.? In the Senate he did not author a single bill, but spent his time writing two autobiographies. His only discernible skill is reading fluently from a teleprompter speeches written by others. We are now paying dearly for this inexperience as he has quadrupled the deficit without stimulating the economy because 95% of the money that has been spent has gone to support the budgets of local and state governments and not into the small and medium sized private sector where over 80% of the jobs are created in the US. This is even before including his grab for health care and the pretense that he can change the climate of the world without Russia, China, India, Brazil, Mexico and all the other less developed countries participating. With so many building projects around, and Goa’s infrastructure under severe strain, there can only be demerits to these projects, small or mega size. Under these circumstances it is surprising that the CM, Mr Digambar Kamat has taken the initiative of defining what a mega project is and clearing some of the 17 pending mega projects. Today, with real estate in the doldrums, there are hundreds of flats and bungalows lying vacant and waiting to be sold. Even at the prevailing reduced prices, these apartments are out of reach of most Goans. Ultimately, it is the outsiders who purchase them, with builders reaping huge profits. This unfortunately has been the trend over the past decade, with vested interests at work, even as the Goa government voices its concern over the increasing migrant population and the loss of Goan identity. It is therefore time we got our priorities right by tackling some of the more pressing problems affecting the day-to-day living of the local population. It's very much true that these diversions are created by our politicians so that while we are busy debating and fighting between ourselves they get to feather their nests even further. Make a list of all the elements in Goa that Goans think is important and then see how many combinations of relationships between the factors that comes to. It would run into the billions. Do you think any politician or group of politicians can manage such complexity? Do you know that it is this simple mathematical fact that causes socialist economies to collapse and free market economies to thrive unless interfered with by politicians who always think they know better? Remembering Prof. Olivinho Gomes ? Tomazinho Cardozo He held high positions in the Central Government, he put the foundation of Post-Graduate education in Konkani in the Goa University, he published over 40 books which included research, travelogues, translations and creative writings, he was the only Konkani writer who served Konkani in both scripts, Roman and Devanogori, etc., etc. Dr. Olivinho could be considered a one man institution whose mastery over Konkani language, its history and over Goa and its identity was simply superb. It pains to observe that such an experienced and literary-rich life is snatched away at the age of only 66 years. Born in 1943 at St. Stevao, Ilhas, Goa Dr. Olivinho Gomes had his secondary education in Don Bosco High School, Panjim. Did Lyceum in Portuguese and successfully completed his graduation in English Literature and post-graduation in Psychology Sociology with flying colours. He obtained his Ph. D. in Sociology. In 1969 he passed Indian Revenue Service (IRS) examination. He is one of the very few Goans who could do IRS. He was posted at various states in Customs Central Excise by the Central Government. He also worked in the Finance Ministry at New Delhi at various important positions. He had well settled in life as far as his lucrative service in the Central Government was concerned. But his love towards Goa and Konkani language was more prominent in him than anything else. Fortunately there arose an opportunity to serve Goa and Konkani language. He was selected as Professor of Konkani Language and Literature under UGC norms at the Goa University. He became the first Head of Konkani Department at the Goa University and worked successfully to set up under post-graduate studies up to Ph.D. He was Dean, Faculty of Languages Literature in charge of French, English, Portuguese, Hindi, Marathi and Konkani Departments Italian courses. He was the member of Goa University's Executive Council and other bodies; Board of Studies in History Chair of BOS in French, Konkani, Journalism Mass Communications. He also served Goa University as its Vice-Chancellor. He served the literary field as an expert at various panels such as UGC, NCERT, U.P.S.C., K.K. Birla Foundation other national academic /literary bodies, including that of Indian Languages Promotion Council headed by the Prime Minister. A researcher par excellence he presented papers/lectures chaired sessions at national /international conferences on history, language, culture, literature, sociology-anthropology, etc., in and outside the country i.e. in Delhi, Ranchi, Mumbai, Goa, Lisbon, Paris, London, Gottingen (Germany), Vienna, Oporto, Toronto, Sydney, Nihon (Japan), Beijing, Kuala Lumpur Sungai Pettani (Malaysia). Some of his papers are collected under A scholarly world of culture (2009). So far he has published 40 books in Konkani in English. He has won awards nationally as well as internationally for research and literary work in poetry, short-stories, translations, including National Sahitya Akademi Award for Translation, 1993, and that of V.X.Verodiano Foundation (USA),1997; and Research Fellowships from Portuguese Orient Foundation, French Government, U.G.C. (India), Dempo Trust, Commonwealth Fellowship, 1990 in London, and National Fellowship for outstanding artistes (2005-07) from Ministry of Culture, Goverment of India. He was associated with Authors' Guild of India; The Poetry Society (India); Centre for Literary Translation; Indian Sociological Society; Indian Institute of Public Administration; Indian Society for Commonwealth Studies, etc., etc. Although Dr. Gomes is one of the few Goans who achieved a lot on the literary field - Konkani as well as other languages - I regret to state that he had to face opposition from a section of the people at every level who consider themselves as the sole 'pundits' of Konkani language. When he was selected to be the Professor of Konkani Language and Literature in the Goa University, there was a sort of an earthquake among his opponents who went all out to see that he was removed from that post. Many other Konkani protagonists including me could observe the hidden agenda of these people and lodged a counter protest against those whose ego was hurt because Dr. Olivinho Gomes, a person from outside their caucus, was selected for that coveted post. In spite of opposition from our own people, Dr. Gomes did not deter at all and marched forward with dedication to achieve the goals set by him. He succeeded in his mission. Dr. Olivinho Gomes was a great asset to the Konkani language. It is not because I say so but it is definitely because of his past records. But unfortunately he did not get due respect and recognition for his valuable works from institutions working for Konkani language in the present times. He was awarded Sahitya Academy Award for
