The 'Poilo Paus' man is back... From Colaba in Mumbai, Oslando has long been a beacon for promoting Goan traditional song and music. He describes himself as a Goan folklorist, singer-guitarist, composer, music arranger and conductor all rolled into one. In past decades, Goans would remember the nostalgia and pride with which the Saligaokar created popular songs like 'Poilo Paus' (The First Rains). Probably only when the heart yearns from afar for tiny Goa can such music pour forth. Recently, the multi-faceted artiste came out with a new book, titled 'The Christian Goan Konkani Folk and Art Songs: A New Perspective'. Below are excerpts of an interview with FREDERICK NORONHA: FN: Please tell us about the book? How would you describe it? The book consists of three parts. The first is an essay on what Christian Goan folk-music is all about. What you always wanted to know about the origins of the Dulpod, the Mando and the Dekhni, but didn't know whom to ask. All this is answered in this essay. Part 2 contains the music and lyrics of the most popular traditional folk and art songs, grouped under several ready to sing choicest selections of medleys. Part 3 includes the music and lyrics of original compositions of Goan music by me. The price of the book will be Rs. 500. For a big book of over 300 pages and containing over 100 songs, it is reasonably priced. FN: What prompted you to do it? What prompted the writing of this book was my aim to collect the results of my life-long passion to perform and study diverse genres of Goan folk music and convey the knowledge so gained to all music lovers. FN: Whom do you think would find the book most useful? This book will be most useful to all professional musicians as well as all amateur singers who enjoy folk music. The audience I have in mind is not just restricted to Goa and the rest of India but global wherever Goan diaspora is spread. FN: Does it fill an existing gap in the world of Goan music? This is the only book that addresses the problem of all singers of finding music in suitable keys for average range of voices and the big problem of finding ready to sing selection of songs that can be sung as a long medley. This book offers the singers several choice selections in an unique presentation never published before. FN: Please tell us a bit about your own earlier work in music. I fondly remember Poilo Paus... but there's obviously many gaps in my knowledge... My releases are: Poilo Paus (The First Rains) released by H M V (1971); New Konkani Hits released by H M V (1975); Soul OF Goa released by Oriental Melodies (1978); Goa Meu Amor released by VP Sinari Co. (1981); Boas Festas (Happy Feast) by VP Sinari Co. (1984); and Nostalgia by VP Sinari Co. (1991). In addition, I regularly participated in All India Radio broadcasts notably in All-India and All-Asia Folk Music Radio Festivals. Meanwhile I found time to produce and successfully release two English albums -- Family Fiesta (party songs for family occasions) and Christmas Fever (Christmas carols). FN: We have been missing your work for some years now. Why the long gaps between your creative output? Was there any special reason? The only long gap is between the the last recorded release and now. That is because with the last release I had already completed the full gamut of the best known folk-song tradition of Goa. FN: What are your future plans? I have put my lifetime knowledge and three-and-half years labour of love into this book. My future plans are just to relax and enjoy the fruits of my labour! FN: Who else was involved in this book project, and what was the most difficult part of putting it together? For this project I was ably supported by my two children. --- *** Follow Goanet on Twitter *** http://twitter.com/goanet --- *By Nisser Dias 18th Feb 2010* *Strikes – Holding people to ransom.* Strikes or bandhs seems to have become a common feature in the state and any entity be it the bus drivers – (government or private), bus and truck owners, shop owners, be it teachers, doctors, bank officials and government officials abuse this democratic right to protest with impunity. And in some cases, a notice of 24 hours for a bandh is even not issued and then it is termed as flash strike. Of course there are some cases when some are forced to join in a bandh otherwise they are targeted or their establishment ransacked by hooligans. But this sort of unlawful activities disrupt public life, derails government functioning, causing huge loss of revenue to the exchequer and more importantly causes discontentment among the general public and instead of garnering support for a particular cause, generates resentment. Last week for instance, bus owners, drivers and conductors on the Margao-Canacona route refused to ply their buses, because one constable allegedly slapped a conductor. Question here is why were the public at large punished for a rash act on the part of the constable. On the same day some activists from Sanguem to Quepem called for a bandh to demand a by-pass, traffic movement was stopped and shops and establishments were forced to down their shutters. Again the aam admi was troubled, if the request was made to the PWD minister, he would be overjoyed to construct the by-pass because it is rare that people give such an opportunity. Again on the same day doctors at Goa Medical College resorted to a strike to demand their sixth pay arrears and the outcome of it was the poor, sick and the destitute had to suffer and bear the brunt of this high handedness of the medical doctors. Question is why should be general public or the tax payer have to pay the price for government inefficiency, we pay our taxes, with which the government is supposed to run the administration and affairs of the state and also manage the finances, but it does not happen, over and above the general public is put to hardship for mismanagement by the government that we have elected. There are yet other examples of holding the public to ransom to make the government take notice of the problems; recently Schedule Tribe community blocked the Mandovi bridges to make the government give in to the demand. For more then two hours, traffic on both sides of the bridges was paralyzed causing immense hardship to the public. Result of which the sick and ailing be it young, old and even infants had to suffer, working class of people especially the women were put to great inconvenience. How can the public who is made to suffer be expected to render support to the cause of the ST community. Then comes the nationalized bank officials, who can bring the entire economic activity of the country to a grinding halt, when they call for a strike, of course in recent times with the introduction of private banks and ATM facilities the impact is not much, infact with private banks entry into the scene the sting of nationalized bank officials calling for country wide bandh is vastly reduced, but still there is huge population that still depend on nationalized banks for their pensions, loans and other banking activity and by calling for indefinite bandhs great injustice is caused to the very people who bank with them. Teachers in government schools are the worse lot, they have no qualms absolutely while calling for a bandh and they time it so well that it coincides with the exams of the school children. The panic and the trauma the parents and students have to undergo is just tremendous thinking of the loss of the year. Government officials have devised a new method of strike and it is called, ‘pen down strike’. It means the government servants attend official work sign the master roll showing their presence but refuse to do any service. Over and above, they get paid for the day, but no service has been carried out. After putting the general public to hardship and inconvenience, do doctors, teachers, bankers, traders, truck and bus owners solve their issues once and for all is a question, because at the end of the strike they accept the assurances of the ministers and resume duty only to strike work some months later over the same issue. Why do these affected employees not approach the courts to solve the impasse between them and the government once and for all, instead of adopting irresponsible methods that harm the economy of the country and put its citizens to hardship.

It has reiterated its demand as made in its various memoranda to the Chief Minister, for a total freeze on the processing of all commercial construction licenses in Village Panchayat areas, and the commencement or continuation of construction on the basis of such licenses and permissions until the Regional Plan 2021 is approved, while stating that there can be no ban on licenses for constructions undertaken for domestic purposes such as renovation, repair or extension to existing houses or the construction of single-dwelling units for personal residence. GGRM has further stated that successive Government have only been paying lip-service to participatory democracy and have not legislated on legal procedures for the same, thereby enabling them to back track on their commitments. GGRM has pointed out that there has been no legal change to the Town and Country Planning Act, and other related legislation and neither a withdrawal of legislation or policies which deny the people a voice in the say of areas otherwise within their village. GGRM has also remarked that there has also not been any effective empowerment of the panchayats, to ensure that they would be capable of formulating Village Development Plans (which includes spatial planning), which would contribute to a renewed Regional Plan 2021. There have been no positive signals by the Government indicating its respect for the various resolutions of Gram Sabhas in the State, in so far as they are not violative of fundamental rights under the Constitution of India, GGRM has observed. GGRM has warned that any Regional Plan that does not give realization to the vision of the 73rd and the 74th amendments of bottom-up planning will be actively resisted by the people and that similar will be the case with any building regulations, or any other regulations, if imposed on the Village Panchayats unless they are sufficiently discussed in the Gram Sabhas of the State. It has reiterated its demand that the onus for eliciting public response must fall on the State, and toward this end it must at the earliest spell out a procedure through which it will be possible for Gram Sabhas to obtain from a competent resource person, sufficient information regarding any proposed changes to the law, to facilitate informed debate in the Gram Sabhas. And in some cases, a notice of 24 hours for a bandh is even not issued and then it is termed as flash strike. Of course there are some cases when some are forced to join in a bandh otherwise they are targeted or their establishment ransacked by hooligans. But this sort of unlawful activities disrupt public life, derails government functioning, causing huge loss of revenue to the exchequer and more importantly causes discontentment among the general public and instead of garnering support for a particular cause, generates resentment. Last week for instance, bus owners, drivers and conductors on the Margao-Canacona route refused to ply their buses, because one constable allegedly slapped a conductor. Question here is why were the public at large punished for a rash act on the part of the constable. On the same day some activists from Sanguem to Quepem called for a bandh to demand a by-pass, traffic movement was stopped and shops and establishments were forced to down their shutters. Again the aam admi was troubled, if the request was made to the PWD minister, he would be overjoyed to construct the by-pass because it is rare that people give such an opportunity. Again on the same day doctors at Goa Medical College resorted to a strike to demand their sixth pay arrears and the outcome of it was the poor, sick and the destitute had to suffer and bear the brunt of this high handedness of the medical doctors. Question is why should be general public or the tax payer have to pay the price for government inefficiency, we pay our taxes, with which the government is supposed to run the administration and affairs of the state and also manage the finances, but it does not happen, over and above the general public is put to hardship for mismanagement by the government that we have elected. There are yet other examples of holding the public to ransom to make the government take notice of the problems; recently Schedule Tribe community blocked the Mandovi bridges to make the government give in to the demand. For more then two hours, traffic on both sides of the bridges was paralyzed causing immense hardship to the public. Result of which the sick and ailing be it young, old and even infants had to suffer, working class of people especially the women were put to great inconvenience. How can the public who is made to suffer be expected to render support to the cause of the ST community. Then comes the nationalized bank officials, who can bring the entire economic activity of the country to a grinding halt, when they call for a strike, of course in recent times with the introduction of private banks and ATM facilities the impact is not much, infact with private banks entry into the scene the sting of nationalized bank officials calling for country wide bandh is vastly reduced, but still there is huge population that still depend on nationalized banks for their pensions, loans and other banking activity and by calling for indefinite bandhs great injustice is caused to the very people who bank with them. Teachers in government schools are the worse lot, they have no qualms absolutely while calling for a bandh and they time it so well that it coincides with the exams of the school children. The panic and the trauma the parents and students have to undergo is just tremendous thinking of the loss of the year. Government officials have devised a new method of strike and it is called, ‘pen down strike’. It means the government servants attend official work sign the master roll showing their presence but refuse to do any service. Over and above, they get paid for the day, but no service has been carried out. After putting the general public to hardship and inconvenience, do doctors, teachers, bankers, traders, truck and bus owners solve their issues once and for all is a question, because at the end of the strike they accept the assurances of the ministers and resume duty only to strike work some months later over the same issue. Why do these affected employees not approach the courts to solve the impasse between them and the government once and for all, instead of adopting irresponsible methods that harm the economy of the country and put its citizens to hardship. With the callous suspension of Judge Anuja Prabhudesai it has been established that the wheels of justice too can be manipulated. It will now be very difficult to reinstate the Aam Aadmi’s faith in a system that has failed a very senior, intelligent and bright judge. Four MiG 29Ks of the 'Black Panthers' squadron were inducted at a ceremony that was also attended by Navy chief Admiral Nirmal Verma. India had placed orders for 16 MiG-29K in 2004 along with Admiral Gorshkov aircraft carrier from Russia, four of which landed in India on December 4 last year. After induction, the fighter jets would be operated for around two years from the under-development shore-based testing facility (SBTF) at INS Hansa till the actual delivery of Gorshkov, rechristened as INS Vikramaditya, slated for 2012, a senior naval officer said. He said pilots will have to undergo training at the Intensive Flying and Testing Unit and a syllabus has been evolved for all future pilots, who would fly the aircraft. For operating the fleet of MiG 29Ks, India had sent 10 pilots for training to Russia and also to the US for deck landing training and on board a French aircraft carrier for operations training, he said. India has only one aircraft carrier INS Virat but the MiG 29Ks can't be operated from it as they are too big to take off or land at the around 28,000-tonne warship. The officer said more pilots will go to Russia four-and-half months before Gorshkov is inducted into the Navy and train for arrested landing and take-off from the aircraft carrier itself. Till then, they will train at the new SBTF and the simulator facility coming up at the air base. Of the 16 jets ordered from Russia, he said 12 are single-seater fighter planes and the rest four are MiG-29KUB twin-seater trainers and there was a likelihood of signing an agreement with Russia for 29 more MiG 29Ks. Of the remaining 12 aircraft, two have arrived in India but they are yet to be readied for induction. The rest will come in different batches in future, he said. Three hangars have been constructed to house the 16 MiG 29Ks at the base. Comparing the MiG 29K with the MiG 29Bs of the Air Force, Commanding Officer of the Black Panther's squadron Commander AD Theophilis said the maritime aircraft were more capable than their IAF counterparts as they were packed with more advanced avionics, better multi-radars and capability of operating in all weather conditions. Deputy inspector general of police Ravindra Singh Yadav said the chargesheet was filed on Tuesday before a local judicial magistrate, but would be admitted to the sessions court Feb 23. FOrty-year-old Fernandes has been charged under sections 354 (assault or criminal force to woman with intent to outrage her modesty), 509 (word, gesture or act intended to insult the modesty of a woman), 376 (punishment for rape) and 201 (causing disappearance of evidence of offence) of the Indian Penal Code (IPC), Yadav said. John Fernandes is presently in judicial custody. The alleged rape of the 25-year-old Russian woman on Dec 2 by Fernandes at Colva, a popular resort village in south Goa 35 km from here, had hit national spotlight, with the girl alleging that the police not only harassed her by not allowing her to register the complaint but they also ensured that the accused avoided arrest. Echoes of the Russian's rape were even heard in parliament when Goa's lone Rajya Sabha MP Shantaram Naik (Congress) blamed the foreign national for hanging out with strangers till late in the night. Even chief minister Digambar Kamat and public works department minister Churchill Alemao had publicly blamed the victim for hanging out in the public areas till late in night after the complaint was filed. Fernandes had contested the last assembly polls on a regional party ticket and came close to toppling Goa tourism minister Mickky Pachecho in the contest for the Benaulim seat. The Russian consulate had to intervene and serve a stern rejoinder to the state government to investigate the rape case in earnest. Urminda Mascarenhas e Lima Leitao, B.Sc, B.T (Bombay University), passed away on 20/2/2010 at Vasco da Gama at age 84 after a prolonged illness. 1.Principal of Almeida School , Ponda 1948-1952 2.She was a Founder Member of the United Goans Party along with her husband Marcelino Da Lima Leitao. 3.First and only woman MLA of Goa elected to the First Legislative Assembly of the Union Territory of Goa, Damao and Diu from Vasco Constituency .She was known for her no nonsense attitude and her firebrand speeches in the Legislative Assembly of Goa. 4. Urminda and her spouse Marcelino fought alongside other colleagues in the United Goans against the merger of Goa . Her efforts to inform and educate fellow goans as to their political rights and duties paid off and placed Goa on the political map of India .The Opinion Poll that was held on the 16 of January ,1965 ( incidentally her 39th birthday ) decided that Goa, Damao and Diu would continue as an Union Territory . 5. Urminda gave up active politics to join her beloved husband in business in 1968.Marcelino passed away suddenly in August of 1972. as did her son Noel at Calcutta last September( 2009 ) . She is survived by 5 children, 2 daughters-in-law and 10 grand-children. 6. MARG is a great initiative. But I dissagree with the means and methods the NGO uses. What Goa needs at the moment, is weeding out of corruption, that has sunk deep into almost every level of governance. That will be the proper start to improving not just roads and travel infrastructure, but every area of governance. Everyone knows about the level of corruption in offices like that of the RTO. I recollect reading on Goanet or some other forum, sometime this week that the transport minister takes home 1 lac rupees daily! Why should this happen? and how much do the director, asst directors, mvi's, clerks and peons take? This is just ridiculous, and with such a scenario, there is no way we are going to see improvements. I challenge MARG to put a stop to those corrupt practices first, and believe me, I will then give them a big hand, both financial and personal in their quest for road safety. This included Clinton Vaz, Terrance, Andrea(?) etc. Along with them I had also the opportunity to address about 100 students of Damodar College Margao. Carmen is organizing a save the western ghats conference in Ooty, which is going on right now. Environmental Minister Jairam Ramesh along with activists from all over the Western Ghats are meeting there. Carmen believes in talking to all stake holders including mining companies and bringing them together to one table. She claims to be a world citizen and I think she deserves it. She worked for the opinion poll in goa in the sixties and has been active in the environmental movement worldwide.
