The building was at least 70 years old and must have taken its craftsmen and builders at least two years to build it, decorate it and make it the pride of the city. It was located opposite the historic Massano da Amorim building and also opposite the National Theatre that once had Corinthian columns at its entrance and was also the pride of the neighbourhood. Café Puna was not an extraordinary building but embodied a distinct character. It had two stories and Mangalore roof tiles like a lot of houses in Panaji. At one time, its upper floor verandah had wooden railings which had been hand-crafted by Goan wood craftsmen (later these were replaced with decorative ironwork). Its chambers contained furniture that was either Burma teak or Indian teak wood. Café Puna added an identity and strength to its neighbourhood, one of the several old structures that give Panaji its uniqueness. But on the day and night of the 27th of March 2010, blunt bulldozers won over the delicate tools of the Goan craftsmen. High rise won over history. Why did this happen, Mr Kamat? And what if it did? Apart from a few heritage lovers of the city, does anyone care? We see buildings like Cafe Puna (together with other lovely period buildings in the city) as deposits of Goan craftsmanship and culture. We remind you that there is no-one in Goa who can build like this any more, for this was a building of beauty and an article that shows Goan craftsmanship. These buildings tell you the story of how people lived, how they worked, what it meant to them to be Goan. This is what the thoughtless demolition of Café Puna has achieved, the loss of an example of our craft and skill. Did you think of asking the property's new owners what exactly it was that they had brought down? We wish to remind you that these are not only buildings we are trying to save. These are deposits of the city's history. It pains us that the absence of laws to protect Goa's heritage have destroyed evidence of history such as Café Puna. Outside of the few conservation zones in the city (those too are constantly under threat) there are no protection laws in the state. By allowing the demolition you have given your sanction to the annihilation of Goa's history. Does Goa then not want to protect its heritage? Your government's reluctance to frame regulations for heritage protection says it all. The plot on which Café Puna once stood may belong to Sungrace Developers on paper but the building was part of our common cultural heritage. And you have allowed this heritage, kept safely for 70 years, to disappear overnight. We are told that the new high rise to come up in its place will be a 40-room hotel. We are told that heritage buildings are 'white elephants' that cost money and are a financial drain. Who says so? Some of the finest corporate offices all over the world (such as Arcelor Mittal in France) and in India (HSBC in Kala Ghoda. Mumbai) are located in privately owned heritage buildings. Some of the finest hotels in the world - like The Lake Palace in Udaipur and The Taj Rambagh Palace - are located in heritage buildings. Some of the finest stores in the world (Harrods) are in heritage buildings. Even in Panaji there are areas which sustain themselves economically because of their heritage and history. In Fontainhas, for example, establishments like the Panjim Inn, Afonso Guest House, Fontainhas Inn, Panjim Peoples, Panjim Pousada and Park Lane lodge have heritage as their main drawcard. So do restaurants like Venite, Horseshoe, Viva Panjim and Ernestos. So do stores like Barefoot, Bombay Store, Syne and Velha Goa. Elsewhere in Goa establishments like Siolim House, Fort Tiracol and Goa Chitra depend upon the heritage value of their establishments as their primary merchant USP. These are but a few examples to prove conclusively that heritage buildings can be made economically viable. That they provide essential character, are a touchstone of local identity and make a city a better place to live in is the bonus they bring to any urban settlement. The city of Singapore has

Not very long time ago, I myself placed an ad at an Ad agency. It was about a tiatr too. A popular tiatr (not on Priests etc) Free tiatr announcing the place, date and time of the tiatr. No mention of organisors, no mention of sponsors or welwishers, No mention of Chief guests or guest of honour. No mention of donations. In other words, it was not a publicity stunt. But just an announcement (Free Show in a village). Seeing that my ad did not appear on Herald the next day, I phoned the agency where I booked and paid for the ad (Rs. 600) I was told my ad was not accepted by Herald under Tiatr Concessional Rates (i.e. one fourth of the std rates) and that I will have to pay the full STD rates i.e. Rs. 2400. This happened to me more than one occasion and hence I have, several times, question about the Herald Tiatr Ad Policy. At one stage, I was told, Herald gives this low rates ‘to promote Tiatr’. (As if we were not promoting tiatr by showing it free). Slowly, slowly, I am now convinced that this special rates are given to the tiatrist only. Perhaps, for a song.. My point: India needs to address exploitation by corrupt politicians and unethical wealthy people/companies of wealth urgently; so as to avoid local people getting brain-washed into terrorism. Also in addition to just writing, try pursuing a good cause in Goa which involves or facing off with the corrupt big mighty; if your want to see the exploitation analogy (not saying the same level but we can if you really pursue the cause you will see the explotation). The building was at least 70 years old and must have taken its craftsmen and builders at least two years to build it, decorate it and make it the pride of the city. It was located opposite the historic Massano da Amorim building and also opposite the National Theatre that once had Corinthian columns at its entrance and was also the pride of the neighbourhood. Café Puna was not an extraordinary building but embodied a distinct character. It had two stories and Mangalore roof tiles like a lot of houses in Panaji. At one time, its upper floor verandah had wooden railings which had been hand-crafted by Goan wood craftsmen (later these were replaced with decorative ironwork). Its chambers contained furniture that was either Burma teak or Indian teak wood. Café Puna added an identity and strength to its neighbourhood, one of the several old structures that give Panaji its uniqueness. But on the day and night of the 27th of March 2010, blunt bulldozers won over the delicate tools of the Goan craftsmen. High rise won over history. Why did this happen, Mr Kamat? And what if it did? Apart from a few heritage lovers of the city, does anyone care? We see buildings like Cafe Puna (together with other lovely period buildings in the city) as deposits of Goan craftsmanship and culture. We remind you that there is no-one in Goa who can build like this any more, for this was a building of beauty and an article that shows Goan craftsmanship. These buildings tell you the story of how people lived, how they worked, what it meant to them to be Goan. This is what the thoughtless demolition of Café Puna has achieved, the loss of an example of our craft and skill. Did you think of asking the property's new owners what exactly it was that they had brought down? We wish to remind you that these are not only buildings we are trying to save. These are deposits of the city's history. It pains us that the absence of laws to protect Goa's heritage have destroyed evidence of history such as Café Puna. Outside of the few conservation zones in the city (those too are constantly under threat) there are no protection laws in the state. By allowing the demolition you have given your sanction to the annihilation of Goa's history. Does Goa then not want to protect its heritage? Your government's reluctance to frame regulations for heritage protection says it all. The plot on which Café Puna once stood may belong to Sungrace Developers on paper but the building was part of our common cultural heritage. And you have allowed this heritage, kept safely for 70 years, to disappear overnight. We are told that the new high rise to come up in its place will be a 40-room hotel. We are told that heritage buildings are 'white elephants' that cost money and are a financial drain. Who says so? Some of the finest corporate offices all over the world (such as Arcelor Mittal in France) and in India (HSBC in Kala Ghoda. Mumbai) are located in privately owned heritage buildings. Some of the finest hotels in the world - like The Lake Palace in Udaipur and The Taj Rambagh Palace - are located in heritage buildings. Some of the finest stores in the world (Harrods) are in heritage buildings. Even in Panaji there are areas which sustain themselves economically because of their heritage and history. In Fontainhas, for example, establishments like the Panjim Inn, Afonso Guest House, Fontainhas Inn, Panjim Peoples, Panjim Pousada and Park Lane lodge have heritage as their main drawcard. So do restaurants like Venite, Horseshoe, Viva Panjim and Ernestos. So do stores like Barefoot, Bombay Store, Syne and Velha Goa. Elsewhere in Goa establishments like Siolim House, Fort Tiracol and Goa Chitra depend upon the heritage value of their establishments as their primary merchant USP. These are but a few examples to prove conclusively that heritage buildings can be made economically viable. That they provide essential character, are a touchstone of local identity and make a city a better place to live in is the bonus they bring to any urban settlement. The city of Singapore has

Osvy got lot of public applause both in the beginning and at the end of the song. It seems, this is the first tiatr appearance of Osvy after the controversial Colva Priest CD. Xavier Almeida and Baba Velbert duet as Traffic Cop and a school boy highlighted police hafta that they regularly take from the bus operators. Two sisters/daughters (Cybel Sonia) with young Velbert as boyfriend, stunned their mother (Cynet) only to find out in the end that the two daughters April fooled their mother. Aniceto Lourenco, Sonia Fernandes, Cybel Cabral, Xavier Almeida sang solo each. Aniceto and Socorro de Sta. Cruz in their duo praised Portuiguese in Goa and that they even gave Goans a choice to acquire Portuguese passport. In their duet, Sonia and Osvy highlighted the problems faced when two get married with big age gap i.e. one is lot younger than the other. Rumaldo Estrocio talked about the Vows that people make before God and the consequences of failing to keep up the promise once wishes are fulfilled. Chitra, Cynet and Meena as aged sisters/spinsters desperately looking for bridegrooms (Noure) for themselves. A prospective ‘nouro’ being Marcus. A trio by Aniceto, Rumaldo and Socorro de Sta Cruz also received well by the audience. The story is all bout the tiatr, tiatrists, cantorist, dirctors and politicians. Often tiatrist/Cantorist write/sing highlighting the faults and problems about the others hiding their very own. Well played by Samuel Carvalho himself as a tiatr director, Chitra, Neville, Cynet, Socoro De Sta Cruz, Meena Leitao, Joaquim Cabral, Cybel, Sonia etc. Comedy role played by Com. This tiatr had no bigwigs actors (like those who often say ‘cities only’) yet the tiatr is houseful so far. He avers that as proof of an exhbition of books was in fact held at the recent Romi Konknni Sommelon, he is sending a photograph, which he advises readers and me to see until we go blind. He has also sent a cc to me. From the attachment to that, I find that the photo he has sent is that of a poster or banner which says Konknni Pustokancho Mandd (Stall of Konkani books). He expected that the readers would imagine that the photo is of a shamiana displaying thousands of books. Even if someone were to see the photo, an impression would be created that a large stall exhibiting books lies behind that banner. Vast areas of the eco-fragile zone and CRZ areas are being sought to be converted. Yet, such individuals have good company of some famous peers like Edward Gibbon, (1737-94) historian and British Member of Parliament who wrote The History of the Decline and Fall of the Roman Empire in six volumes. He is dismissed the Byzantium period as a tedious and uniform tale of weakness and misery. Today most ascribe to the enduring 1000-year empire, the achievements of preserving and expanding ancient Greco-Roman philosophy, legal concepts, and government practices; creating its unique architecture and magnificent works of art; stabilizing early Christianity and bringing it to the whole Slavic race of Eastern Europe; protecting Europe during the Middle Ages (600-1500) from Muslim invasion; and laying the intellectual groundwork for European Renaissance. VITORINO PINTO, head of the Goa PWD around the time of liberation, and later Consultant in Environmental Sciences with the Geneva-based World Health Organization (WHO), reminisces on the process of planning and execution of development works in Goa, then and later. === Reading about renovation work of the Panjim Municipal Garden, the good old Garcia de Horta of my times, I could not help but reminisce about how works were planned and executed in Goa in an earlier era... the '50s and early '60s. I was then with the Panjim Municipality and later with the PWD. That aspect has not been narrated by any post-liberation Goan writer. As I happen to be the last surviving participant in that process, I decided to pen down some words before they are totally obliterated. Goa was then a colony of Portugal, itself under a highly centralized and totalitarian regime. Most Goans were oblivious of the sorry political situation. But a quiet and unruffled existence of four centuries was giving way to a new entrepreneurial spirit. Goa was moving into a take-off stage of growth. This momentum came mainly from the nascent mining industry. Revenues accrued to the State coffers. Stores were full of imported merchandise. Health and socio-economic standards of a population (with no migrants flooding in!) below the half-million mark were improving quickly. Above all, Goans were able to assert their unique personality, honesty and traditional courtesy. It was in this climate that I started my professional career as a civil engineer. I joined the PWD in 1950. My first task was construction of the Customs House (Gare Maritima). I was next in charge of renovating heritage structures in Old Goa. It was at that time that the exterior plaster of Bom Jesus Basilica was removed. There was a local furore, and I became an unwitting scapegoat. Fact was the external walls of the Basilica, due to excessive salinity and humidity soaking into the plaster, had alarmingly reached the interior layers and was corroding the laterite stone. A solution had to be found. The ministry in Lisbon deputed Arch. Baltazar de Castro, a restoration expert. He advised removal of the plaster, to allow the stone to breathe and then to chemically treat the exposed surface. The controversy took long to die down. But the Basilica still stands. Perhaps, with a better look. Early in 1952, I was appointed the Panjim Municipal Engineer. The Mayor was an influential Navy Commander, who gave this young engineer full liberty of action. The job was demanding, having to maintain the city clean, garbage removed and disposed, roads and pavements swept daily, municipal buildings well maintained, the city's ancient storm drains cleaned before monsoons to prevent flooding etc. A major responsibility was approval of construction plans, where I often had to use discretion since there were no Town Plans or related laws. (Today we have laws, ODPs, the RP, and look at the mess we are in!) Unlike the present, the Municipality was a strong institution. Working with dedicated staff like Mr. F. Rodrigues, in-charge of the labour force, I started a program to give the city a fresh and green look, with parks and gardens laid out wherever possible. I recall beginning with the small triangular space opposite the Post Office, dedicated to Gen. (Dr.) Miguel C. Dias; then the one opposite the Panjim courts, with a fountain that spouted water out of a topless mermaid (which again shocked many locals...); then the Municipal Garden with a bandstand having a balustrade with a lyre as the motif; then the park opposite Menezes Braganza Institute; then a small park near Dempo House, and finally the garden at Campal with a central bandstand built in a pseudo Greco-Roman style. The music at these bandstands, played usually by a military band, delighted Panjimites on weekends. Panjim was being spruced up for the visit of the Portuguese Overseas Minister, Sarmento Rodrigues. Municipal workers worked like bees. A major job was to open and resurface the road from the Jetty to Campal, passing in front of the Secretariat, to be completed within a short time. The Municipal Garden was also completed for the occasion and so was the imposing Camara Municipal, Primeiro Senado de Goa, the Town Hall, a structure in line with the best in Europe. It had a central clock tower with two large side wings. My office at the Technical Services was in the right wing.

So what's the big deal - everyone has to make a living na? Well I bring this up because of some funny numbers. TOI said that 260 kgs had disappeared; but the Herald said it was 240 kgs; and the Sunaparant had it at 200 kgs, which was the figure of the Gomantak Times as well; but the GT's big sister Gomantak said 260 kgs. I couldn't get the Goa Doot and Tarun Bharat and won't touch the NT and Navprabha with a bargepole but I bet the confusion will be confounded there too, that is if they covered the story at all. What is the criteria? Who decides? In 1995, Keio University professor Shigeru Watanabe, and two colleagues published a paper showing that pigeons could learn to distinguish between Picasso paintings and Monets – a study that earned him a Nobel prize. More recently, he trained pigeons in art appreciation, teaching them to differentiate between 'good' paintings and 'bad' paintings, using colour, texture and pattern cues to predefine an aesthetic set of values. In the study, watercolour and pastel paintings by children were first categorised by a panel as either 'good' or 'bad'. The pigeons were put into a holding area where they could view a computer monitor displaying the images, and taught to recognise pre-selected 'good' art through food rewards. Recognising 'bad' art was not rewarded. The birds were then shown a combination of new and old, 'good' and 'bad' painting images. According to Watanabe, “The results suggest that the pigeons used both colour and pattern cues for the discrimination and show that non-human animals, such as pigeons, can be trained to discriminate abstract visual stimuli, such as pictures and may also have the ability to learn the concept of ‘beauty’ as defined by humans.” The idea that your children could be learning art appreciation from pigeons is surely a disturbing one, but these next stories turn the whole raison d’etre of art criticism on its head. In 2005, the following news item appeared in The Australian: “MORITZBURG, Saxony: A German art expert was fooled into believing a painting done by a chimpanzee was the work of a master. The director of the State Art Museum of Moritzburg in Saxony-Anhalt, Katja Schneider, suggested the painting was by the Guggenheim Prize-winning artist Ernst Wilhelm Nay. ‘It looks like an Ernst Wilhelm Nay. He was famous for using such blotches of colour,’ Dr Schneider confidently asserted.” It turns out the painting was actually the work of Banghi, a 31-year-old female chimp at the local zoo. But this wasn’t the first time the hallowed practitioners of art criticism were comically exposed as emperors with no clothes. The most notorious case occurred in 1964 when Ake Axelsson, a Swedish newspaperman from the Göteborgs-Tidningen, installed several paintings at the Gallerie Christinae, claiming they were the oeuvre of avant-garde artist Pierre Brassau. Almost immediately the work began to draw critical attention. Critic Rolf Anderberg wrote this eulogy: Brassau paints with powerful strokes, but also with clear determination. His brush strokes twist with furious fastidiousness. Pierre is an artist who performs with the delicacy of a ballet dancer. (Time.com) Pierre Brassau turned out to be a four-year-old chimp named Peter from the local zoo. Excuse me while I roll my eyes and laugh hysterically. Toward the end of his life Picasso was putting his name on ashtrays, a number of which were proudly collected by Richard Attenborough. But is it art? The infamously subversive Marcel Duchamp, as Kotwal wrote in a previous column, initiated the use of “ready-mades” in his art installations, the best known of which was a prank submission of a urinal called “Fountain,” under the pseudonym R Mutt. In response to this article and the pictorial depiction of “Fountain”, one horrified reader heatedly objected to the publishing of such an image, deeming it inappropriate for family viewing. Though this image is one of the most well-known in modern art, and though the traumatised reader entirely missed the point of the article, which was to draw attention to the bizarre arbitrariness of critics who would define such work as “art”, his visceral response to the visual representation exemplifies my own contention: that occasionally the ordinary viewer, without benefit of an education in art history or aesthetics, can be the more reliable critic. (Though I will not endorse the notion that the right to critique includes the right to suppress, as we have seen in the case of MF Husain) What is art? And what is the role of an art critic? I was taught, and still am inclined to generally accept the view, that fine art (like literature) is essentially a deliberate arrangement of elements in ways that affect emotions, senses, perspectives,

I have reason to believe what Mickey told me then about the loot by Dompos, when he was living in Calcutta since he was married a Calcutta lady. My family used to go often to his architect designed house; and Mickey and fly in turn used to come amd spend time at my place in Cavelossim, that is during my 'hey days' in Goa; and he used to sit on my balcao and play the 'accordian' and the 'sing along' so well that he used to attract an instant crowd of neighbors and passers by. We had many a memorable, real good times together. My house was then geared up for modern day partying, and comfortable overnight stay for guests. His children amd mine used to get on well and were good friends; and Charmaine still remembers that.
