[Goanet] Traffic cops crack down at Bicholim
-- Samir Umarye BICHOLIM AUG 29 A number of motorcycle riders were penalised following swift action by the Mapusa Traffic cell at Bicholim on Saturday evening. The Mapusa Traffic Cell personnel, who cover Bicholim taluka, were seen at about 4 pm near the Shantadurga High School Bicholim, catching a number of motorcycle riders by surprise. Such was the panic that many two-wheeler riders parked their vehicles away from the high school and preferred to walk rather than being caught and fined. Several of them who did not carry their driving licenses were fined upto Rs 500. There were some who neither had a licence nor any money, prompting the traffic police to confiscate their vehicles. The drive lasted till late evening and even relatives of some prominent persons from Bicholim were fined. [Goanet] Corrupt Politicians and A Dishonest Vote-Bank

It is interesting the amount of WAKE UP CALLS BEFORE IT IS TOO LATE to the goans in Goa I regularly see in Goanet, and no signs of them waking up at all! Did it occur to you that Goans are not turning up to vote perhaps because there is no one worth voting for? All they have is the same politicians over and over again like a broken old record, playing the same old out of tune lament.the problem is that when some of them wake up they take measures which are seriously questionable like for example getting rid of one of the best hopes for Goa, the honorable Dr Oscar Rebelo! And Manuel bab, also it is worth keeping in mind that there is a problem of limitations of vocabulary knowledge among our politicians in Goa - they don't know the meaning of words like honorable, transparency, audit and prosecution of politicians and government officials , governancethey don't exist in their dictionaries. Those guys are in power just to enriching themselves, and they don't have a clue about anything else because most of them lack basic education. I wonder sometimes if they are even remotely aware of the tremendous longterm damage they are causing to Goa pursuing misguided ideas of development and progress. Finally in my modest opinion, we should really find a concrete way to give some hands-on help to our fellow goans in Goa, instead of just endless and ineffective wake up calls and advice and suggestions. I found that our sleeping goans in Goa get most irritated by the wake calls, and think what is hapening in Goa is their business and they know better, and who are we goans abroad to think we can give them any advise!? I have the feeling that most goans in Goa have given up, and are just sleepwalking with their eyes wide open into a situation they will soon regret. They are just going with the flow, as it is easier than fighting to save Goa. Perhaps they don't think Goa needs to be saved, as they think everything is hanky-dorywho knows?!!! [Goanet] RAVINDRA KELEKAR: A WRITER FIGHTER PAR EXCELLENCE
In Ravindra Kelekar’s death Goa has lost a true, very tall and outstanding Goan. It is an invaluable loss. The void created in his passing away will never be filled. He achieved great heights but always led a very simple, modest and humble life. A prolific writer, a very passionate speaker and a relentless fighter, he had the patience to listen to others, something many of us do not care to. He always spoke, wrote and did whatever he felt was right. Always outspoken, he fearlessly practiced what he preached. Ravindrabab’s final journey from his residence at Priol was very moving and touching. Even the rain gods obliged with a dry spell from the incessant rains during this great leader’s final voyage. Ravindra Kelekar was the first Goan civilian to be bade farewell with a guard of honour. That the rifles expectedly misfired during the farewell is not suprising. It only symbolizes how rusted the whole system has become. While Ravindrabab rightly deserved the guard of honor, many others who abdicate their duty to protect and save Goa, will be bestowed the Aam Aadmi’s curses when they hit the dust. With people of all walks and shades of life gathered for his final voyage, it bore testimony to the very tall stature this great fighter enjoyed. He also championed the cause of women’s empowerment. The presence of so many ladies at Ravindrabab’s cremation was something one usually rarely sees at a Hindu funeral. Maybe it was a right step in removing the superstitious barrier that restrains ladies from viewing and participating in the final rites. Just as Ravindrabab had wished that there should be no speeches at his funeral the great departed soul may also have not desired any commemorative statues or monuments in his memory. Always very caring and concerned about Goa, Ravindrabab in his own way toiled to see that Goa maintained her unique cultural ethos and identity. A true tribute to the great man would be to try and transform what remains of Goa into what he always visualized and wanted our State to be. Outspoken as he was, he never minced words in all that he wrote and spoke about. He actively led and participated in so many agitations and movements on various issues concerning Goa. His secular credentials were undisputed. Ravindrabab was a linguist and his writings inspired the intelligentsia and the common man too. His rich literary works are our treasure to keep. I was privileged to have personally known the great man who may be no more but whose works and deeds are immortalised. Ravindra Kelekar contributed his might for Goa’s liberation from the Portuguese. Today it is an irony that we have to strive to liberate Goa once again. This time around from those engaged in the process of its systematic destruction. That would be a true tribute to this great Goan who has departed with a mission incomplete. We owe it to Ravindra Kelekar to carry forward his vision. All that he stood and wanted Goa to be. Let us vow to do it. Otherwise we will have to be content that Ravindrabab was saved the painful and agonizing task of witnessing Goa’s fateful remains. Kelekar cremated with state honours Mortal remains of Ravindra Kelekar being taken for performing the final rites at his residential courtyard in Priol, on Saturday. PONDA: Jnanpith Award winner and noted Konkani litterateur, Ravindra Kelekar’s mortal remains were consigned to flames with the state’s guard of honour at his Nagar-Priol, (Ponda taluka) residential courtyard on Saturday afternoon. He was 85 years old and breathed his last on Friday morning after a prolonged illness resulting from age-related complications. Priest, Achut Bhatt Tottekar conducted the prayer service and the funeral pyre was lit by his only son, Mr Girish Kelekar in the presence of relatives, friends, writers, politicians, businessmen and a large number of villagers. Fr Alfred Almeida also offered final prayers to the departed soul. The state government was represented by the Governor Dr S S Sidhu’s representative. The Chief Minister, Mr Digambar Kamat paid floral tributes to late Ravindra Kelekar. Ministers Mr Churchill Alemao, Mr Joaquim Alemao, Mr Alex Sequeira, Mr Jose Philip D’Souza, leader of opposition, Mr Manohar Parrikar, local MLA, Mr Pandurang Dhavalikar, MLAs Mr Damodar Naik, Mr Laxmikant Parsekar, Mr Chandrakant Kavlekar, Mr Subhash Shirodkar, ex-MLAs, freedom fighters, Registrar and Vice-Chancellor of Goa University, social activists, historians, scientists and senior and noted Konkani and Marathi writers also paid tributes to the departed soul. One and half day's state mourning, for what? This is the question asked by commoners on the streets of Panjim. Who is this man Ravindra Kelekar? May have a a list of awards and writings to his credit in hindi, devnagiri konkni and marathi, so what? Awards confered in India do not necessarily make a man great. We know all the controversy about awards in this country and all the boot licking and what not that goes on to become eligible. Was a holiday declared after the demise of Dr. Jack Sequeira, why not? The Gandhian tag is being attached to Ravindra Kelekar, but what was his Gandhian contribution on the front of social reconstruction in Goa and promotion of Gandhian values. What was his contribution to resolve the raging conflicts in Goa? Did he raise his voice against the injustices perpetrated on the people of Goa? Was every section comfortable with Ravindra Kelekar? Is he so great as D.D. Kosambi or Shenoy Goembab or B.B. Borkar? These are questions that need to be ask ed. My response It's ironical that Goa which has the highest level of literacy needs civic education. It's ironical that Goa the smallest state with high literacy index has equally high corruption index and is now competing with Bihar to raise its corruption bar. It is become rather fashion to bash politician for everything but how much do we know what are our right and obligations. Spare a thought and you will realize the most Goans are not aware of their civic rights. If one cannot get his/her work done at panchyat or collector office or mamladar office they immediately knock MLA's door. Gaons want their MLA to put street light to the nearest pole to their house or hot mixing of road in their neighbourhood. They are content with the fact that is Mr X or Mr Y and he is from X party and Y party. Who care if the MLA is SSC pass or fail? Goans do all types of background check on would be brides and grooms, but not on MLA. But, politician. Exception. Majority of the people do not care to demand from the MLA what are his commitment to education, health and environment ETC. Goa have serious issues such as education, health and environment etc but who cares as it is effects to people at coastal belt or hinderland or vice versa. Goa politicians are like Hindi film (masala movies) producers, they deliver only what the electorate demands. Every year I go to Goa, and every time I have to have an argument with any Government office I go to have my work done. Many call me insane for saving few rupees (considering I am NRG from Dubai) by not giving the bribe the officers/staff on duty demands from me directly or indirectly. 1997, I had purchased a property near my ancestral house. The sub-registar at Margao asked me to pay Rs 1000 which I refused. He send sent my file to collector's office with the remark 'undervalued - stamp duty not paid as per market value'. I had to fight the case for 6 years and proved it that my stamp duty was same as that of others who have purchased property next to mine. There are instance when Customs officers had played it on me on many occasion in the last 20 odd annual trips I made to Goa, not once I paid bribe to get out. I'll share 2 incidents. Once, in Dec 1998 I was carrying 3 whisky bottles (instead of 2). Customs officer asked me to pay Usd 100 for the additional bottle (actual cost was usd 25) or he has to confiscated one bottle as I am allowed to carry only 2. I pleaded and told him its Christmas time and excuse it. He won't listen so I drop one bottle on the floor. Politely said sorry to him and walked out. In 2001, I was carrying my used T.V with me to Goa, Customs officers demanded Rs25K. I informed him it is used TV and not worth Rs10K. But, no he kept on bargaining and came down to Rs10K. I told him keep the T.V Set and walked off. I sensed its money what he want and not the TV. After few steps he called me back and I walked out without paying a Rupee. I rather let people call me a fool then pay bribes to get work done. The biggest problem Goa is corruption, people pay bribe to get work done. The giver thinks it okay as he/she is in hurry. The receiver thinks it's his birth right. Civil society feels its okay. Politicians think its okay. Nothing will change if Goans do not change their attitude (Maka kiteak podlam?). Nothing will change if Goans do not change and shun corruption. Drove down from Panjim, to the New 'Ravindra Bhavan' for this book-launch. It looks as if it will be an extremely interesting read, and the talk by former MLA Rahulrau (sp?) Gracious was super good. The point he makes about 'Colonial history' seems to me very valid; The Region's unique character, and current ability to play a lead role in the 'global theatre', is consequence of the colonial past. The Colonists were here, and now they are gone---both realities should be celebrated. One tiny quibble. Outside of the book-launch venue there was a caterer table with coffee and sandwichs. Being a bit peckish, after the long drive, I tried to engage the young custodian, to find out if I might partake. He seemed totally unable to relate to my query in English, and when my Konkani friends intervened he seemed not to comprehend Konkani either. All we could get out of him was a shake of the head. My dear Agnelo, A few years ago, my wife and I were stalled for several hours at Customs (Goa Airport) by a chap called Barua. He wanted bakshish from us BEFORE he evaluated our bags (or placed them through the XRay as he put it). We had nothing to declare and, in any event, were definitely not going to pay any bribes to anyone. So . after harassing a couple of older Goans flying in from the Middle-East and a Russian lady and ignoring us for 2 hours thereafter, he rudely advised us that he was having pity on us' and let us go. This (with all the other stuff) is the state of our Goa. Trying to tell Goans in 2010 - about the true facts of life (i.e. Waking them up) - is like trying to tell a 50 year old person that what he has been told thus far - may not be the truth. For so far, Goans have been told by the Press (owned by whom?) and their Gorrment (strings pulled by whom) that: a: They have been liberated. b: Bakshish is a way of life. Get used to it. It is liberating. c: Mining ad infinitum and uncontrolled hotel building employ Goans so that they can buy their staple food i.e. fish which (no doubt) has become 'so affordable' because of the extra demand from the hotels. d: The longing for a clean environment is anti-progress and nostalgic. It is throw back to the dark old Portuguese era and hence anti-Goan. Besides, Goa is the besht. It is even Chak Chak. e: Just look at Goa, we now have Electricity (never mind the odd power cuts), we now have water supply (never mind the pollutants in the water table), we have bridges across rivers (which last for more than 5 years), we now have all kind of fruits and vegetables available (thorough washing is optional), we have tasty treats on road side gaddes (hand-washing destroys the taste while health-checks lower the ability of the food-vendors to provide herd-immunity), we now have malaria (was it not present in Goa in the early 1900s?), we now have burglar bars on our doors and windows (can you not imagine the artistic value of these metal contraptions?), we now have Konkani which is different from the Konkani our parents spoke (those parents were/are old fashioned anyway), we now have the situation where anybody who does or does not have a railway ticket can (and does) travel to Goa courtesy the George Fernandes-Proto Barbosa Konkan Railway (can you find another place - besides Mumbai- which has such magnetism to attract so many people to itself every single day?) But what about Goans? (you and people like Arwin ask). Have you not heard the saying that Goans and in fact and numerically 'irrelevant' to Goa in 2010? (Wonder who said that). And the 'dreamers' among us are worried about Vote-Banks? Ah Lord .. Ask not whether Goa and Goans have been liberated. Ask whether Goa has already been liberated from Goans. PS: The ONLY hope for Goans: Study Hard, Work Harder, Spend Less funds on material and 'liquid' goods in Goa, Invest in a capitalist country which respects rights and where (usually) one does not need to offer any bakshish and Stop worrying/dreaming about the poem Paradise lost for Paradise is unlikely to be regained. Why maintain Goan Culture and Heritage? Alexander Alland wrote in his book Evolution and Human Behavior that culture is essentially a set of rules for behaving in a human way. All normal human beings operate within a narrow range of conventions, despite what we see on Goanet, (and we see here only written communications). These conventional norms of the society dictate how one behaves and also what to expect from others. Culture plays a role in human behavior in much the same way that instincts play in animal behavior. Yet while instincts are genetically wired into animals, culture in humans is an acquired trait. The acquired trait allows for flexibility based on a whole host of environmental variables and communication signals. Both these factors, far surpass the environmental adaptability and communications skill in animals; which makes humans so unique, and so highly evolved. Many believe that biological evolution in humans progressed at a significant more rapid rate, compared to animals, due to evolution in cultural developments; which in turn helped individuals to think and act; and set NORMS and VALUES which helped the individual and society to adapt, survive and advance. The Goa Su-Raj Party is happy to announce its solidarity with the 'Pilern Citizens Forum - PCF led by Adv. Yatish Naik and others demanding the outright scrapping of the existing Photo Electoral Roll so that a new, more honest , proper and consistent electoral roll may be prepared for this State to cull the bogus voters and/or migrants enlisted in the electoral roll at the behest of influential politicians and/or dishonest enrolling officers. This Party has written to the CEO, Altinho, Panjim yesterday that a delegation of the Party Executive members want to meet with the visiting Chief Election Commissioner, who will be in Goa on 30th and 31st. August, 2010. This Party wants to bring to the notice of the CEC the different procedures followed by every Mamlatdar of the State of Goa when the procedure to be followed to enroll/transfer/delete voters into/from the electoral roll is uniform and is prescribed in the guidelines set by the CEC. This Party wants to impress upon the CEC that for far too long, due to the hog-wash electoral enlisting/deleting procedures followed by the CEO Goa through various Mamlatdars, Goans are getting the government they do not deserve. Also this Party wants to ask the CEC as to how a person who holds the EPIC ID Card can be deleted from the electoral roll for reasons of not being present at the declared place of residence when the electoral officers/enumerators visit the place. As to our best understanding, if a person is a citizen of India and if that person is enrolled into the electoral roll and is issued a voter's ID, that person cannot be deleted from the rolls for merely being absent from the place of residence. That there are set procedures to be followed to ascertain whether the person's name should be deleted or not. Dan, I thought you would notice the gaudy design of the Ravindra Bhavan; with a rich architectural history as ours, its rather numbing to see sooo many new ugly buildings all around! Take a look at some old architecture- its peaceful, unpretentious and calming...minimalist, and it reflected on our national (Goan) character. The 'new' architecture is ratherare the grease-balls called architects sans aesthetics? Guess it says a lot about where we are and where we are headed!!! As for not getting a response in Concani nor English is nothing surprising. Myself will have to soon learn to communicate in Kannad, no choice there! HERALD CORRESPONDENT CALANGUTE, AUG 29 A minor girl escaped molestation bid at Saligao-Pilerne late Saturday evening. According to sources, the incident occurred when the girl along with her uncle was waiting at an LPG agency godown to collect a refill at Saligao-Pilerne. Though the uncle-niece duo reached the godwon at 3.30 pm, they waited in vain till 8 pm, as the agency personnel did not turn up to release the refill till then. As the pair was waiting at the godwon, four Indian tourists, in a taxi, stopped by to make some inquiries with the girl's uncle, at around 8 pm. While the girl's uncle was answering queries from one tourist, another grabbed the girl and tried to pull her in. Luckily, a truck happened to pass by the route then; fearing for their lives, the tourists, who had their number plate removed, made good their escape. The uncle-niece duo refused to file a police complaint since they have to come to the same place for refill of gas cylinder. However, the girl's uncle blamed the gas agency for the molestation bid. It's not just today, everyday is the same story. We are asked to be at the godown for delivery of cylinder at 3.30 pm and they don't turn up till 7.30 pm or late. Nobody seems to be bothered to do anything about it, said a parent. Another villager, who was stranded from 4 pm onwards for a gas cylinder, said: This is the fourth time and today also I have to go back without the refill. The owner should at least fix a particular time to open the godown so that we don't have to wait and spend our entire day as though we have no other work to do, said the villager. This is a waste of time and money. The gas agency is supposed to give us home delivery, but they do not bother to give so, said a villager. Some villagers who had come for the refill of gas cylinders were seen stranded at the godown site despite the heavy rains.
