Thank you for your information, Frederick. I stand corrected. I would just like to point out that the existence of the BJP came into existence in 1980. If I am not mistaken, Bhandare had started being a Press Note specialist even before then. I could be mistaken on this also as age, senility, Alzheimers and other sundry ills which plague the retired have taken a strong hold. On a side note, Surendra Sirsat once told me in a private conversation that it was Khalap who gave the BJP a foot hold in Goa by agreeing to a seat sharing arrangement with the BJP. And then success begets success. (it started with me accusing the MGP outright for giving the BJP a chance to step into Goa's political scenario. This was after Sirsat was grumbling about the school complex and the super school complexes introduced by the BJP) But then Khalap was Sirsat's bete noir and so his views could be coloured. On March 9, Union Minister for Civil Aviation Vyalar Ravi informed Lok Sabha that about 1000 acres of land had been ‘acquired’ for Mopa Airport. 24 hours later, M K Vasta, Special Land Acquisition Officer for Mopa Airport told Herald that Revenue Department had only ‘approved the acquisition’ of land for Mopa at four villages namely Mopa, Uguem, Chandel and Ambarem earlier last week and that award is yet to take place. The process of land acquisition starts with notification, hearing of objections, approval from Revenue Department, payment of compensation, acquisition of land and then possession. The slip between cup and lip has happened yet again at Mopa. It is not the first time that Centre and State have spoken different languages on Mopa. In the past when Herald had broken the news that Amman Whitney was the chosen Consultant for Mopa, Centre confirmed it while State denied. Land acquisition is the new turf for doublespeak. But there is more to how Centre-State’s duality on Mopa Land Acquisition raises eyebrows. On May 5, 2010, passing an interim order on Writ Petition No. 510/2009, High Court of Bombay at Goa instructed “Respondents (read State Government) shall be at liberty to proceed with the acquisition proceedings. However, this shall be entirely without prejudice to all the rights and contentions of the parties. Further respondents shall not take possession of the land which is the subject matter of the petition”. Either an overzealous State Government went overboard in stating to the Centre that land was already with them or an insensitive Centre cocksure that any opposition did not exist, either ways the land users of Mopa left stunned whom to believe. Even though the Court Room Battle for Mopa’s emergency land acquisition is not yet over and a final round of hearing happening this week, SLAO Vasta has sprung up another surprise. When Herald quizzed him if he was aware of Writ Petition Nos. 510/2009, 568/2009 and 135/2010 at High Court, all dealing with ‘what was the emergency in land acquisition’ his reply was “I am not aware”. Strange, as over 100 of project affected people in and around the affected site had filed three writ petitions at High Court of Bombay’s Goa Bench against the arbitrary manner of acquisition but the main concerned acquiring authority wasn’t aware. Ground Zero is a picture of shock and horror as most of the residents never got notices of Land Acquisition. At other times, they were not aware of dates of hearing. Goa Government in a bid to beat any popular unrest followed a code of silence and unleashed LAA 1894’s infamous emergency clause Section 17(i) which gives the Collector unchallenged powers to acquire land without hearing the owners/tillers. Interestingly, earlier this month, two days before Vyalar Ravi’s admission, Supreme Court (on March 7) in its landmark judgement on emergency land acquisitions had held that right to possess a land being a right to property cannot be taken away without conducting an enquiry under the Land Acquisition Act (LAA). “Admittedly the LAA, a pre-Constitutional legislation of colonial vintage is a drastic law, being expropriatory in nature as it confers on the State a power which affects a person’s property right”. The Bench comprising Justice G S Singhvi and Justice A K Ganguly had said “the concept of public purpose on this broad horizon must also be read into the provisions of emergency power under Section 17 with the consequential dispensation of right of hearing under Section 5A of the LAA. The courts must examine these questions very carefully when little Indians lose their small property in the name of mindless acquisition at the instance of the State.” Writing the judgment Justice Ganguly also said: “Even though right to property is no longer a fundamental right, and was never a natural right, and is acquired on a concession by the State, it has to be accepted that without right to some property, other rights become illusory. The concept of public purpose cannot remain static for all time to come”. He has read about Holistic Medicine in all dictionaries. We know that he passed out at a recognized Portuguese university while studying hard from a Portuguese-English dictionary in the 1970s before it was de-recognized. In fact, holistic bhairi was given to him to restore his consciousness after the passing out. Pres. Fernandes has no medical, scientific and English diploma, although he has passed out many times. That is why he is qualified to practice Holistic Medicine. What is your Mother Tongue? By Mr. Plastino D'Costa We Indians, including Goans are very obsessive about ones own mother tongue, and at the top of the list would be Indians from the South. However, when the mother tongue gains precedence over the national language or an international business language, it becomes crucial to deliberate the pros and cons of the issue of languages, to decide which language should be the preferred mode of communication for our Generation Next. Agreed, the mother tongue is the first language we learn when we start talking, hence the name, but how much significance should the mother tongue have, given the changing dynamics of the new integrated world, where already there exists so much miscommunication, even when two humans talk the same language. An ideal situation would be for all Indians to speak one language, so that we all are on the same page, but that seems difficult in this new political reality of pleasing narrow coalitions and even narrower vote banks. Once in a while our Goan politicians understandably rake up the mother tongue issue to get political benefit; after all they need to recycle some issue. But has anyone thought, that in our arrogance of promoting different mother tongues our Generation Next is now subject to learning 3 or 4 languages, that too with different scripts, and that changing the medium of instruction in the middle of their schooling years is taking a toll on their quality of education. Definitely, learning the mother tongue gives us a sense of community belonging, but spare a thought for the Generation Next, they need to learn minimum three languages to please the World, Nation and State All languages have their own importance, but to arrogantly defend one's mother tongue superiority over the other is merely becoming an ego inflating exercise. People in position of power and who sway public opinion should look at ones conscious before making unreasonable demands on the Generation Next to learn so many languages. Although learning 3 or more languages have its advantages, we should be aware of the pitfalls also. We are preparing the Generation Next Goans (Indians) to learn 3 languages, little knowing that their vocabulary will be compromised by more than a third, than those for example, who knows one language thoroughly. No wonder Indian diplomats can never do a good job when negotiating with other countries, be it nuclear deals, trade negotiations, extradition treaties etc. After all people listen to legitimate points only if they are expressed in proper language and in the right vocabulary, or else they are mostly lost in translation. In our quest to learn as many regional languages as possible, we have not been able to perfect a single language. Some out of focus Konkani Stage Artists, have been aligning with politicians for the mother tongue cause, when actually their job should be composing quality Konkani compositions, which will promote the language. If the compositions are good, eventually that will be a good service to the language they have been composed. Chris Perry (Konkani), or the comedian Dada Kondke (Marathi), always made sure their audience get quality compositions in their shows, plays, or films and people seem to have accepted them irrespective of what they were composed in. These gentlemen never arrogantly thrust the language on us and yet made a positive impact on their respective languages. Goans even accepted the Lambada, Macarena, LaBamba etc without even knowing what language their lyrics were written. With the Chinese forcing English in their syllabus have not made them anti-Chinese, then why should we Indians be so insecure about our mother tongue? Goan politicians recently in their elections campaign mostly gave speeches in the Konkani Language, which we assumed we understood, and yet after two months we are confused what they actually meant in these speeches. A survey of how many politician offspring get their education in English Medium Schools should prove their hypocritical effort of enforcing the rest of the population to educate in the mother tongue medium. We Indians and Goans must make up our mind as to which language should get priority, so that our Generation Next Indians or Goans are better focused in the language they speak among themselves or to the rest of the world. We don't want to repeat the situation we faced not so long ago, when we had a Prime Minister who did not know the national language and had to address the parliament in English which also had to be translated into English. In the case of the Indian cable which is causing such a furore about bribery, it is very hard to understand why any US embassy official would lie to Washington. The comment I have been hearing from Prime Minister (Manmohan) Singh, these, to me, seem like a deliberate attempt to mislead the public by suggesting that governments around the world do not accept the material and it is not verified... absolutely false! There is no doubt these are bonafide reports sent by American ambassador to Washington and these should be seen in that context. That does not mean every fact in them are correct, he said. Assange's comments follow the uproar in India after an American embassy cable leaked by WikiLeaks quoted an aide to a Congress leader as saying that money was paid to some MPs -- and more were to be paid -- to win support for Manmohan Singh's government in parliament in July 2008. The government has denied the allegation. Government leaders have also said that the leaked cables carry no authenticity and cannot be verified. Assange argued that if this was true, then US diplomats in India can be accused of lying. If this cable on bribery is incorrect, then the US ambassador in India has a lot to answer for because he has been sending back very serious reports to Washington about senior politicians and (their) behaviour in Indian parliament, which casts it in very negative light. It would affect the relationship between India and the US, he said. So he has committed a grave error. Assange, an Australian, said there was an attempt to distort the record and fool the public about the nature of the material. Medium Of Instruction In truth I never imagined the gathering to fight for the right to the Medium Of Instruction would be so large, large yes, so large no ! It is indeed good to see that so many people especially parents can come together to fight for a bright future for their children. It is heartening and it evolves in me a hope that we Goans could unite in one voice if push comes to shove. I was a product of Konkanni medium in primary school way back in the late 60's and the transition to English medium in the 5th standard was not as bad as we had expected, for me and other Catholic students Devnagri script was as foreign as Hebrew or Greek but in the end had to master it and by God most of us did. It was certainly not easy. As people have expressed, Mother Tongue Konkanni should not be promoted beyond a certain limit especially beyond the primary. English is certainly good for the all-round development of students and that is what the students want too. A lot of people say Konkanni is being spoken in our homes and the children can learn it there, but how far is that true ? How many parents and their children actually speak in Konkanni at home ? I am not being a judge here, Konkanni has to be protected and nourished and it has to be done in the homes more than in schools by the parents, and that is certainly the duty of the parents. In other countries, most of the schools are in their mother tongues, there will be a very few or miniscule number of English schools, in countries like Germany, Japan, China, Philippines and other such, but still their students are as good as any if not better, in India too, if you see Kerala, most of the schools have their mother tongue as the medium of instruction, we all know how successful they have been all over the world. That is because they have just one major language in their state or country, but we all know that cannot be applied to Goa because we have three major languages along with a mere minority speaking one or two other languages, Marathi is spoken and professed only by a large section of our Hindus brothers, Catholics and Hindus (again) speak and profess in Konkanni that too, the Catholics prefer Romi Konkanni and the Hindus Devnagri, English is spoken and professed by the educated Goan Catholics and educated Hindus to a lesser extent, Urdu and Hindi are spoken and professed by Goan Muslims along with a bit of Konkanni. Now with the majority of Goans being educated it's obvious that our medium of education (over 80% literacy, quality of literacy is made irrelevant) has to be changed as per time. Now can our Government for once think of the wishes of the people or will they continue to wrangle and dangle the language issue to suit their purpose ? Looking at the distinguished gathering I am as much amused as any one else to see our political luminaries pouring in to comfort and support the students and parents marginalized by the very people running the government which reminds of the saying when translated in English means when the forest is on fire the animals run to town. I congratulate the parents for making the future of their children their prime objective, but they should not forget their duty towards Goa, and should support equally if not more the people fighting for the causes of Goa and Goans. Help other CONSUMERS to be better informed. - --- GOACAN Water Consumer's Rights Awareness Fortnight --- GOACAN will observe a Water Consumer’s Rights Awareness Fortnight from the 22nd March on the occasion of World Water Day to highlight the various challenges faced by consumers on issues of water shortages, drinking water quality, water contamination and the various Acts Rules linked to water. During the fortnight GOACAN along with the volunteers from the village based Consumer Forums and campus based Consumer Welfare Cells will disseminate information necessary for consumers to understand their rights responsibilities linked to water. Volunteers will promote the use of the Water Helpline to encourage consumers of the Public Works Department (PWD) Water Supply to report their complaints of short supply, low pressure, non receipt of bills and leakages from water tanks and pipelines. The role scope of the loan of over Rs.1000 crores taken by Goa Govt. from the Japan International Co-operation Agency (JICA) for the augmentation of the water supply network and its impact on consumers will also be discussed during the fortnight. The volunteers will also interact with PWD officials to better understand the functioning of the various filtration plants in Goa, the role of the Public Health Engineering (PHE) laboratories and the supply network at the Taluka level. The volunteers will also work to activate the functioning of the PWD promoted Village Water and Sanitation Committee at the Panchayat level by undertaking the testing of drinking water sources such as taps, wells springs by using the Water Testing Kit provided to every Panchayat by the PWD. During the fortnight GOACAN will prepare volunteers for the forthcoming Gram Sabha meetings to discuss proposals on the Water Security of the village and the need for a Water Audit to determine the sources and quantum of water available. Consumer Forum volunteers will also interact with the officials of the Water Resources Department (WRD) to better understand the various irrigation schemes of the Department and the supply of raw water to PWD for treatment onward distribution to consumers. During the fortnight volunteers will discuss the need for alternatives to the present practice of supplying treated water for industrial purposes and daily usage in toilets of households. Volunteers will also create awareness on the scope and purpose of the Goa Ground Water Regulation Act 2002, the role of the Ground Water Cell presently headed by the Chief Engineer WRD, the registration of existing wells, permission for new wells transportation of ground water by tankers. For what it is worth, here is my take on the Rally and the whole issue of English as a medium of instruction in elementary schools. Personally, I feel the whole rally was vitiated by the presence of the MLAs. Most of the catholic MLAs attended the rally while none of the Hindu MLAs did. Privately, many of the Hindu MLAs are in favour of accepting English as a medium of instruction, but are afraid to voice their convictions for the reason that they might be branded as against the Marathi/ Konkani 'sanscruti' and thus jeopardize their vote banks. The presence of the Catholic MLAs could give communal overtones to an otherwise peoples mass agitation for their demands. In a communal situation, it is but natural that the Hindu MLAs will close ranks and jointly vote against the decision. That pedagogically, children learn better in their mother tongue is an accepted fact. But the premise remains defective in Goa/ India in the light of the fact that the definition of mother tongue is flawed. Parents prefer English as the Language of Learning and Teaching as they perceive English as a 'Power Language' that will empower their children. The best compromise under these circumstances would be to promote a duality of languages in schools English and the Mother Tongue. I visualize the end game being played as follows: 1. Diggu will sit on the fence and keep the status quo seeing as the general elections are less than a year away. Let the new Government take care of this baby. After all said and done, he who runs away lives to fight another day. So why rock the boat? 2. In the other scenario, Diggu will concede the demand and work out some sort of compromise. Unless the strong footballer can some how do some arm twisting. My pet oktopussy tells me to put my shirt on 1. Perhaps G Punter of Goa Suvidha could set up a book for Goanetters and sell tickets to Goanetters. P S it is unfortunate that the Konkani camp is divided on the script issue. PPS We have heard some lofty views regarding the use of Medium of Instruction in schools. Most of these commentators have not been to schools since they left/ dropped out or completed further studies. On the practical side has anyone of these idealists seen the pathetic conditions of students in schools today? Most of them (students) cannot read their texts in Science and Social Science with comprehension. Even those in the tenth. They do a lot of - no almost 100% rote work in studying their lessons. This is why they do badly or miserably in subjects and tests involving reasoning, discussion, orals etc. They manage to pass the exams because the teachers take a lenient view of this. Teachers also have to justify the handsome salaries paid to them. In any case with the clubbing of the exam marks through out the year, marks for practicals, assignment (more often than not done by tutors, parents or plagiarized from the net), home work (ditto) and notebooks etc. It is extremely difficult to fail. That PD Dinakaran continues as Chief Justice of the Sikkim High Court despite 16 charges of corruption and irregularities against him only goes to prove how fractured the current system is. There are many judges who are honest and incorruptible but it is the likes of PD Dinakaran that bring the entire Judiciary into disrepute. Every judge has to have unimpeachable integrity and his conduct should be above reproach. Corruption in the judiciary cannot be tolerated so also there should be no room for incompetent judges. Corrupt or incompetent judges need to be speedily probed and dismissed. Ordinary citizens knock on the doors of the courts as the last resort. There is need for some drastic action to treat this cancer of corruption that is posing a grave threat to the justice delivery system. Selaulim dam and reservoir is the state's biggest dam on Zuari river and supplies water to whole of South Goa and parts of North Goa. It has a water storing capacity of 234.36 million cubic metres. Kamat has conceded that nine of the mines, that extract iron ore and manganese, from these sites do not have environmental clearance. Goa Legislative Assembly's ad hoc committee on forests, had in the past suggested that water quality in the Selaulim dam be monitored as mining rejects from nearby dumps flow into it. The government should have an appropriate mechanism to undertake regular inspections and monitor the activities of the mining companies to prevent the flow of mining rejects in river bodies, especially in the vicinity of Selaulim dam at Sanguem, the panel headed by BJP legislator Laxmikant Parsekar had stated. In yet another reply today, Kamat admitted that no study has been conducted to verify the impact of mining on the quality of water and also its impact on aquifer. Maroons and Navelim, who have a history of rivalry between them, meet in the quarter-final. A match between these two giants is dubbed by many as the ‘El-Classico’ of Indian football in Kuwait. An El-Classico, more famous for A match between Real Madrid and Barcelona of Spain, is equivalent to a Salgaocar-Dempo match in Goa, East Bengal v/s Mohun Bagan in Calcutta, Indonesia v/s Malaysia in the far east, and Argentina v/s Brazil in South America. The tournament held under the auspices of Kuwait Indian Football Federation is the 21st edition of the trophy. The games are officiated by KIFF referees at MoH ground, Shuwaikh. In the matches played on 18th March 2011, Kuwait Goan Association (KGA), one of the favorites of this year, were eliminated in the tie-breaker by Skynet Riders while CRC Chinchinim and Indian Strikers had easy victories over their rivals. United Friends Club won a rare walk-over as their opponents failed to show up. Indian Strikers with enthusiastic footballers in their team marched into the semis with a hard fought victory over fancied DHL Football Club 2-0. Ryju Rajjapan took the lead for Indian Strikers while Anthony Adima sealed the fate of DHL with his strike. Nelson Victor, Syed Muneer, Dixon Benadict, Baiju Stellapan, Roy Pathrose, Biju Titus, Shan Thomas, Jagdeesh, Anthony Joseph, Shaji Man, Anu Anthony and Jineesh were the other players who took the field for Strikers. KGA and Skynet Raiders played a goalless draw and the match had to be decided by a penalty shootout. Skynet won the tie-breaker 4-2. Skynet Raiders playing eleven consisted of Marcelino, Domnic Fernandes, Caridade D’Souza, Joe Rebello, Martin Dias, Durvesh Naik, Edward Brito, Alex Goes, Unikrishnan Vanna, Binoj and Manoj. Goan mining industry consumes 60 crore litres of diesel every year. Today when Brent Crude is hovering around $115/bbl, the under-recoveries of Oil Marketing Companies (HPCL,BPCL etc) have mounted to Rs 25/litre. Thus the subsidy on diesel enjoyed by wealthy miners is Rs 1500 crore a year!

A FACINATING HISTORY OF OUR MOTHERLAND Peninsular India: Old Goa If the Pacific Ocean was once a Spanish Lake, then the Indian Ocean during the 16th Century belonged to the Portuguese. The administrative center of this Portuguese Lake was Goa. What did it look like? Most of the city of that time has been obliterated, partly by time but largely by the Portuguese themselves using it as a stone quarry. Words come to the partial rescue, here in a snippet of the account left by Francois Pyrard, writing shortly after 1600. It is about a hundred and ten years since the Portuguese made themselves masters of this island of Goa, and I have often wondered at the rapidity with which the Portuguese have been able to rear stately edifices, so many churches, convents, palaces, fortesses, and other buildings This city is the metropolis of the whole of the Portuguese dominions in India Every year more than a thousand ships touch there laden with cargo. Don't be misled by his use of the word island. It's not; by a stretch the city stood on a peninsula. (Quoted in José Nicola da Fonseca, Sketch of the City of Goa, 1878, p. 156) Well, here we are, a busy street 400 years ago. Jan van Linschoten, assistant to the archbishop and in modern language also an industrial spy, wrote that one street was crowded with cotton and silk dresses, China porcelain, and velvet from Portugal. Another was for woodworking--beds, chairs, joinery. Linschoten did more than describe the commercial geography of Old Goa: he copied the maps long held secret by the Portuguese, and when he brought them back to his Dutch countrymen, they began sailing the Portuguese Lake, with ruinous effect for the Portuguese. By 1774, Portugal's eminent Marquis of Pombal sent out a new governor with instructions to restore the city's glory. It was not to be, but Pombal's instructions to José Pedro da Camara describe Goa by then as overtaken by such calamities that she is reduced to a heap of ruins; so that she is now a mere wreck of what she was in happier times. (Fonseca, p. 183) A coconut grove on the site of former buildings. The heap of stones was made recently, when the landowner cleared the site before planting it. If you like lamentations, you'll love Tomas Ribeiro (1831-1901), who wrote of Goa: I have come to witness the collapse of glory, to have to show to foreign peoples only ruins, deserts and skulls, as all the trophies of our history. (Quoted in Churches of Goa by Jose Pereira, 2002, p. 90) It almost takes an archaeologist to sort it out: the relics of ancient Goa are not the stone blocks in the upper half of this picture. They're the thin fragments of roof tile in the lower half. Visitors today arrive by road, but in the old days they came up the Mandovi River, here at low tide five miles from the sea. There's a lot of bulk-carrier traffic, as well as ferries on the river, but no oceanic passenger ships. The 16th Century city was walled with a gate that was decorated for the arrival of new governors. Then in 1599, when the governor was Dom Francisco da Gama, the great-grandson of Vasco da Gama, this arch was built at the river's edge by order of the Senate of the city of Goa, with the twofold object of saving the expense of decoration and of perpetuating the name of the famous discoverer of the sea route to India. (Fonseca, p. 193) Sorry to disappoint, but the arch collapsed in 1948 and was entirely rebuilt in 1954. Old engravings show a slightly more elaborate structure, with an upper image containing a statue of St. Catherine. (See, for example, the one in Antonio Lopes Mendes, A India Portuguesa, 1886, vol. 1, p. 51.) Vasco in his Sunday best. Although Vasco came to India in 1498, Portuguese rule over Goa was established instead by Afonso Albuquerque, who in 1510 defeated the forces of the Sultan of Bijapur. KristofSo maybe we can learn something from Japan, where the earthquake, tsunami and radiation leaks haven’t caused society to come apart at the seams but to be knit together more tightly than ever. The selflessness, stoicism and discipline in Japan these days are epitomized by those workers at the Fukushima Daiichi nuclear plant, uncomplainingly and anonymously risking dangerous doses of radiation as they struggle to prevent a complete meltdown that would endanger their fellow citizens.The most famous statue in Japan is arguably one of a dog, Hachiko, who exemplified loyalty, perseverance and duty. Hachiko met his owner at the train station when he returned from work each day, but the owner died at work one day in 1925 and never returned. Until he died about 10 years later, Hachiko faithfully went to the station each afternoon just in case his master returned.I hope that some day Japan will erect another symbol of loyalty and dedication to duty: a statue of those nuclear plant workers.I lived in Japan for five years as the Tokyo bureau chief for The New York Times, and I was sometimes perceived as hostile to the country because I was often critical of the Japanese government’s incompetence and duplicity. But the truth is that I came to cherish Japan’s civility and selflessness. There’s a kind of national honor code, exemplified by the way even cheap restaurants will lend you an umbrella if you’re caught in a downpour; you’re simply expected to return it in a day or two. If you lose your wallet in the subway, you expect to get it back.The earthquake has put that dichotomy on display. The Japanese government has been hapless. And the Japanese people have been magnificent, enduring impossible hardships with dignity and grace.As I recalled recently on my blog, I covered the 1995 Kobe earthquake that killed more than 6,000 people, and I looked everywhere for an example of people looting merchandise from one of the many shops with shattered windows. I did find a homeowner who was missing two bicycles, but as I did more reporting, it seemed as if they might have been taken for rescue efforts.Finally, I came across a minimart owner who had seen three young men grab food from his shop and run away. I asked the shop owner if he was surprised that his fellow Japanese would stoop so low.“No, you misunderstand,” the shop owner told me. “These looters weren’t Japanese. They were foreigners.”Granted, Japan’s ethic of uncomplaining perseverance — gaman, in Japanese — may also explain why the country settles for third-rate leaders. Moreover, Japan’s tight-knit social fabric can lead to discrimination against those who don’t fit in. Bullying is a problem from elementary school to the corporate suite. Ethnic Koreans and an underclass known as burakumin are stigmatized. Indeed, after the terrible 1923 earthquake, Japanese rampaged against ethnic Koreans (who were accused of setting fires or even somehow causing the quake) and slaughtered an estimated 6,000 of them.So Japan’s communitarianism has its downside, but we Americans could usefully move a step or two in that direction. Gaps between rich and poor are more modest in Japan, and Japan’s corporate tycoons would be embarrassed by the flamboyant pay packages that are common in America. Even in poor areas — including ethnic Korean or burakumin neighborhoods — schools are excellent.My wife and I saw the collective ethos drummed into children when we sent our kids to Japanese schools. When the teacher was sick, there was no substitute teacher. The children were in charge. When our son Gregory came home from a school athletic meet, we were impressed that he had won first place in all his events, until we realized that every child had won first place.For Gregory’s birthday, we invited his classmates over and taught them to play musical chairs. Disaster! The children, especially the girls, were traumatized by having to push aside others to gain a seat for themselves. What unfolded may have been the most polite, most apologetic, and least competitive game of musical chairs in the history of the world.Look, we’re pushy Americans. We sometimes treat life, and budget negotiations, as a contest in which the weakest (such as children) are to be gleefully pushed aside when the music stops. But I wish we might learn a bit from the Japanese who right now are selflessly subsuming their own interests for the common good. We should sympathize with Japanese, yes, but we can also learn from them.

[Goanet] Preventive Police Action:Facilitating the Citizenry: Mumbai Police
Hi, Recently I had occassion to be in Mumbai.The Mumbai Police are constantly on their toes thinking up novel and citizen friendly ways to PREVENT CRIME. One such method that grabbed my attention was the decision of an IPS officer in one of Mumbai's major Crime Zones between Ghatkopar and Mulund to install Steel Boxes at multiple locations near Schools, Colleges, Bus-stands,near Post-Offices and other innocous locations for people to report Crime or file ANONYMOUS complaints, or simply share information ANNOYMOUSLY of criminal activity. The measure is reported to have paid off MAGNIFICENTLY.. The rate of Crime has dropped in these areas.Local goons,toughies and other criminally inclined people are lying low.The Police on their part take each communication by the citizenry seriously and follow-up, investigate,file Criminal Cases, or simply ask the criminal /person likely to be in conflict of the law ,to visit the Police Station and in Police fashion COUNSEL the criminally inclined about the consequences of resorting to criminal activity. SIMPLE MEASURES, GREAT RESULTS, PUBLIC INVOLVEMENT. have proven to go a long way. Incidents of ragging,child woman molestation,tenant harassment,petty extortion have significantly gone down. Could this simple measure be adopted by the Police in Goa?Or could not Goan civil society/NGOs nudge/encourage the Goa Police ? Could we have similar Boxes put up at Schools, Colleges and Bus-stands to begin with.? Would this measure help in reducing drug peddling, paedophilia,and Crime against Children, Women and Senior Citizens? Furthermore, it is reported that the Commissioner of Police Mr. Arup Patnaik, a tough,no-nonsense COP regularly summons the major-domos of Crime who are on Bail to his Office and tells them TO KEEP YOUR NOSE CLEAN Many such MAJOR-DOMOS of crime are reported to have got fits of shiverring and sweating on being PREVENTIVELY COUNSELLED by the Police Commissioner himsef. As usual despite its many FLAWS ,the spirit of Mumbai is refreshing. Could we do something akin in Goa? Regards, Gerry .
