Shah, who is heading the commission that’s probing illegal mining cases across India, is set to submit its first report on Goa, the findings of which may shape the government’s mining policies. “The report on Goa will be submitted as early as possible,” the former Supreme Court judge said in a phone interview from Ahmedabad. “The work is in progress.” Justice Shah’s investigation will study all aspects of illegal mining, including the environmental impact and exports of iron ore, and is likely to play a crucial role in plugging loopholes in existing policies. “If justice Shah says government should ban exports and the government acts on it, all the mining companies will get affected. They will have to sell iron ore in the domestic market at a much lower price,” said Sanjay Jain, senior vice-president (research) at Motilal Oswal Securities Ltd. “I don’t expect the commission to make recommendations that are not sound. After all, this exercise has been undertaken so that the industry gets streamlined.” == WHAT IS ILLEGAL MINING? One of the main criteria used to define illegal mining is the absence of land rights, mining license, exploration or mineral transportation permit or of any document that could legitimate the on-going operations. The BJP had used the illegal mining issue to attack the Congress party and had several times demanded that justice Shah’s report be made public. The Shah Commission was set up by the mines ministry in November 2010 after reports of illegal mining and environmental degradation were published in the media and non-governmental organizations filed petitions in courts. “The value of the 20.4 million tonnes illegally extracted and exported (iron ore) amounts to `4,500 crore at the rate of $50 per tonne, or `10,800 crore at the rate of $120 per tonne,” according to a petition filed by Goa Foundation in the Bombay high court last year against illegal mining in the state. Justice Shah said many representations have been made from different sections of the mining industry in Goa and Orissa and the commission is verifying them. “There are a number of representations,” he said. “We can’t rely on the representations. They have to be checked.” A senior official in the mines ministry, who declined to be named, said myriad representations from affected parties was slowing down the work of the commission. “Various stakeholders such as truckers’ associations and state governments have made representations,” the person in the mines ministry said. An official in justice Shah’s office said that the judge started his investigation in January 2011, about-one-and-a-half months after the commission was formed. That would make June the deadline month for the commission, given that he was asked to conclude the probe in 18 months. “It should be 18 months from the time work was started,” the official at the commission said. He didn’t want to be named. However, the mines ministry official said 18 May was the deadline for the commission’s reports to be received. “Justice Shah is yet to visit Jharkhand. But he has not asked for any extension of his deadline,” the official said. In an interim report, submitted in July, the commission recommended banning exports of iron ore, but the mines ministry did not act on it and had instead passed on the matter to the commerce ministry, an “action taken report” submitted to Parliament shows. “The commission in its interim report has stated that the main cause and incentive for illegal mining of iron and manganese ore is the huge profit possible due to exports,” the mines ministry said in the action taken report. “For this reason, the commission has recommended a total ban on export of iron ore and manganese ore.” “The ministry of mines is of the opinion that while demand for iron ore due to exports is a reality it cannot be held that exports are the reason for illegal mining, rather it is lack of governance at state government levels which has largely contributed to illegal mining,” the report said. “The ministry is of the view that a ban on export of iron ore may not be feasible.” India is the world’s third largest supplier of iron ore, exporting mainly to China that houses the world’s largest steel industry. As the white luxury sedan rolled in under the porch, a sentry ritualistically opened the rear door to allow the new chief minister to alight, only to find a personal security officer stepping out. Clad in a crumpled shirt and trouser and wearing a chappal, the salt and pepper haired Parrikar had hopped out of the front seat adjoining the driver and was already under the archway to the corridors of power. In 2012, however, the 56-year-old Parrikar is no longer riding pillion. With a simple majority of 21 in the 40-seat assembly and the added buffer of a three-member alliance partner and two Independents, the Bharatiya Janata Party (BJP) helmsman in Goa is very much in the driver's seat of power. The Indian Institute of Technology-Mumbai (IIT-M) graduate in metallurgy has been the BJP's face in Goa for nearly two decades now. A father of two sons, Parrikar, a widower, gives you the impression of being one of the most-easy going chief ministers of Goa. Whether it's eating a fruit salad at a street stall, spontaneously directing traffic on busy roads or committing an earthy fashion faux pas by wearing chappals with a formal blazer, the public perception of Parrikar here is that of the man next door who only happens to be chief minister. Parrikar's easy-going image, however, took a battering a couple of years into office thanks to a power-induced arrogance that he acknowledged and promised to correct during an interaction with the media in the run-up to the just-concluded polls. Parrikar's time in power from 2000 to 2005 was marked by two major events, each of which are indicative of the nature of governance he provided: creation of infrastructure for the International Film Festival of India (IFFI) in record time and the controversial notification converting three religious public holidays - including Mahashivratri and Good Friday - to restricted holidays. While the former brought him praise, the holiday call, especially Good Friday, fuelled talk about Parrikar heading a government which was insensitive to the minorities. Interestingly, Parrikar, who claims to have mellowed down some, also apologised for this decision last month and wished that there was someone who could have advised him against it then. This time around, the BJP has six Christian legislators and the support of two Christian Independents, perhaps just for such kind of advice. The poster boy of efficient administration in Goa has also suffered from constant comparisons to his good friend and Gujarat Chief Minister Narendra Modi; an icky political simile, especially in a state where Christians account for nearly 23 percent of the 14 lakh population. Comparison's to Modi had also been fuelled by Parrikar's attending a Rashtriya Swayamsevak Sangh (RSS) parade on Dussehra in Panaji, wearing the customary attire, during his first stint as chief minister. While a massive anti-incumbency wave and an anti-corruption plank propelled Parrikar's BJP to power Tuesday, former BJP governments have shown promise, but have not delivered consistently enough to curb corruption. Tainted politicians like Atanasio Monserrate, Francisco Pacheco, Mauvin Godinho, Pandurang Madkaikar and Digambar Kamat have all been members of Parrikar's cabinet at one time or the other from 2000 to 2005. Parrikar has also been accused by his critics of pandering to a coterie of caste elite and ignoring genuine grievances of the rank and file that firmly support the party. A nervous bundle of energy, Parrikar has often fallen prey to the foot-in-the-mouth syndrome. One that cost him dearly was when, in a television interview a couple of years back, Parrikar, who was in the running for the BJP's top post, likened outgoing party president L.K. Advani to rancid pickle while commenting on personalities, performance and ageing. To Goanet - The casual eye might conclude that the incoming Manohar Parrikar administration will enjoy stability given that he has 21 seats of his own, 3 from MGP as part of the pre-poll alliance, plus an independent or two in his column. I hope it does, but appearances can be deceptive. The Goan political arena is a bed of quicksand. The biggest threat not just to the new government in the making, but to Goa itself, is the deranged Vishwajit Rane. He and his perpetually sucking-at- the-teat-of-Goan-taxpayer father Pratapsing. Their proximity to the Dhavalikar brothers is no secret. You can be sure that the younger Rane is furiously plotting away, looking for the slightest crack to wedge into. Taking the mining and construction mafia head-on is fraught with great political risk, and Manohar needs to tread carefully. These guys are not going to sit by passively and watch their cash cows taken away from them. How much would it take to bring down a government hostile to your interests? 300 crores? Let's say 10 miners and real estate guys get together and pool in 30 crores each (chump change given their loot of the past 7 years). With that kind of money on offer, you can easily get 10 MLAs to walk out of a government and wash your ass for a week. They'll do it. No illusions about that. On a different track - Churchill is now claiming that the Salcette priests are secret saffron agents. Don't think for a minute that we have seen the last of these rogues. They are like cockroaches. Please look at the history of India since 1947 and see if they have be amenable to giving anyone autonomy. Migrants MP cannot and will not make any inroads into controlling migration. See Real estate for explanation. The influx of migrants is largely on account of real-estate development. For ways to control it, refer to Hongkong (which is facing exactly the same problem as us). There are various restrictions applied for inflow of traffic into Hongkong from mainland China. To pursue similar policies in India would require not an Act of Government but an Act of God. There are other things one can do to reduce dependence on migrant labour such as enforcing a minimum wage for casual labour as well as insistence on prefabricated housin to be provided during the project and to be dismantled when the project is over, as well as medical insurance. None of this will be brought into effect in Goa because India doesn't really believe in equality. They would much prefer to take advantage of subsidized labour which has a detrimental effect on everyone else except the top percent of the population who live off the sweat of other people's brows. MP will be able to bring about some cosmetic changes in five years but the overall changes in Goa and India need to be systemic, which includes massive investment in education and a regeneration of birth control programmes. This was a letter I wrote Mr Manohar Parrikar in 2009: Mr. Manohar Parrikar Ex-Chief Minister of Goa Goa. Sir: People have often commended on your leadership qualities while you were in office. That is what prompts me to address this letter to you. Hope you will not mind my doing so. Talking about the current political situation in Goa, I would pick on good governance as the topmost need of the hour. And the two main facets of governance that will make it clean, and accountable are: 1) maintenance of Law and Order, 2) a disciplined Administration of public services. Corruption, which is of equally great concern, would automatically decline in the face of a determined observance of these two facets. When Law and Order breaks down in the country, the Union Home Minister eases out of blame, citing it as a problem of the concerned State government. But here in Goa, as any person will testify it, law and order has either taken leave of absence, or it has fallen into the very hands of those who break the law. The recent rapes at Goan beaches and their handling by Police heavily influenced by corrupt politicians, is a case in point. Administration of public services is certainly in the domain of State governance. But go to any public office in Goa, like the Mamlatdar’s mad-house in Margao, for example. You present an application or a complaint. No action comes forth even after one thousand reminders. Clear sign that a “stimulus package” might end the deadlock. So, out of despair the package is delivered, and finally the work gets done - not because of any semblance of governance in those offices, but due to an overdose of illicit incitement to concerned officers. What people are demanding is the process of their applications/complaints in a specified period of time, failing which those irresponsible bureaucrats be brought to book. Sir, there are innumerable other causes for complaints against the government machinery in this State, some of which are: constant water and power failures, garbage stink at every corner, continuing influx of the so-called non-Goan “vote-banks”, etc. But the two issues that will cause the Goan electorate to vote any leader to power are those which I have just cited above. And since your leadership qualities have already been exposed to public awareness in the past, I can certainly look forward to your rightful place in the next assembly elections in Goa. NEWS IN.. The boss (Alexandro) is finally old enough to retire from the company. On his last day of work, he ordered a farewell party for himself. Alexandro wanted everyone to express their good feeling about him by writing on the farewell card, so later he could remember how his staff miss him. Dr Rajashekhar Reddy is directly in charge of the post surgical recovery currently. Wife Marie has flown in by a 3 a.m. flight this Thu 8/3 morning along with CSF Founder Secretary Joseph Dias who accompanied her. Archbishop Emeritus Ignatius Pinto has expressed his concern and will visit the patient today. Brother Mark Saldanha who is himself sick has also reached this morning after an overnight journey. I had heard that he was named after Yuri Gagarin. Today's OHeraldo says Churchill was a humble fisherman. I once wrote that Churchill was president of the trawlers owners association and a friend of the family said I had insulted him by saying he belonged to the kharvi community. Though this person did not know the difference between the two is altogether a different matter. He said Churchill belonged to the Chardo class. Sitting in the doldrums for several years, Manohar Parrikar is propelled to the top again but this time not through the backdoor when a donkey went to dance with the kangaroos, but by the Catholics whom he tried to hindutava in mid of the last decade. I think the first step for Parrikar to do to thank this democratic allegiance is to convert into a Catholic citizen. OOPS, I did slip from goajourno to goanet. Thanks Fred for bringing this to light. I think it must be Yuri the first man in space. I doubt if the family would name someone after a Russian communist. It would be good if any goanetter from Varca or the surrounding villages can confirm it. In the piece I had written that I used to see Churchill at the Bastani Restaurant when he stayed in the Varca club when he was a seamen. When the piece appeared in The PULSE of the GOA, in Toronto, it was none other than our dear Aires who informed Churchill that I have insulted him. I was told that Churchill was angry with me. Then I explained to his freind in Toronto that what I wrote are facts and nothing to show him in bad light. I had Aires just once or maybe twice then. He was upto his tricks then and he has continued to do so till today. He always wanted to be in the good books of politicians and he often fell out with them. That reminds me, wasn't Aires a speaker at one of the candidates meeting? I don;t remember the name of the candidate nor do I remember which party he belonged to. This came to my mind when he was complained after Govind Parvatkar of the BJP (Porvorim Constituency). Now he is after Eduardo Faleiro and Ramakant Khalap even before the new government is sworn in and takes vital decisions on those who were political appointees. Faleiro has done a good job despite the criticism from Aires and to some extent from me. I wanted the government to have this NRI meet every two years so as to save government money. I have nothing personal against Faleiro. I wish that the BJP government evaluates his work and make a decision either to keep the Commissioner's Post and then if Faleiro is to be retained or someone new appointed in his place. I don't care much about the chairmanship of the Law Commission. Whether Khalap stays or goes is immaterial to me and maybe to lot of Goans. He wasn't doing particularly well from what one remembers. He likely lucked out in the trawler biz when he came handy as a l*nding agent for a certain Goichi who is not allowed in the state. The rest is history/destiny/what ever you want to call it. This I must say for him: he used his earnings from the merchant navy and invested in a trawler way back then. So he was ambitious. The trawler owners are dominated by the fishfolk community (this is not nice to say) but anyone who owns a trawler can contest and the unwritten rule in the south is you have to be Goichi to own a trawler, no exceptions. Ofcourse, you gotta know the difference between a peto-shi, sheo-teo and bang-do. If you have missed the press conference y'tday, do watch...(being played by local teevee stations). They will have to sell iron ore in the domestic market at a much lower price,” said Sanjay Jain, senior vice-president (research) at Motilal Oswal Securities Ltd. “I don’t expect the commission to make recommendations that are not sound. An official in justice Shah’s office said that the judge started his investigation in January 2011, about-one-and-a-half months after the commission was formed. That would make June the deadline month for the commission, given that he was asked to conclude the probe in 18 months. “It should be 18 months from the time work was started,” the official at the commission said. And deservedly so. A politician of his seniority and arguably staturewho has made some significant contributions to Goa, was expected to be a picture of dignity and sobriety in defeat. Instead his decision to call a press conference and rave rant about his defeat, was not only in poor taste but brought out the difference between a tall state leader and that of a village pancha. Churchill Aldemao, unfortunately behaved like the latter. Churchill blamed the clergy saying eighty percent of them worked against the Congress. Then he blamed the Chief Minister for transferring his ( Churchill’s) favorite police officer before the election and then working against him to ensure his defeat. Even if this was true for arguments sake, does Churchill then admit that Digambar Kamat had greater power than him, in his own strongholds of Navelim and Benaulim? And then Churchill really stooped low. He said Electronic Voting Machines were manipulated in Benaulim and Navelim. So who does Churchill think is responsible for this? The Election Commission, or the Chief Minister in a joint venture operation with the Election Commission? No wonder Churchill wants to petition the EC to get ballot papers back for voting. Quite obviously the Alemaos don’t like machines because machines do not differentiate between an Alemao and a humble fisherman- who Churchill once was. A ballot paper is far more manageable. It can be torn and tampered. In politics for such a long time, he can’t still see beyond himself. His performance today was pathetic and if his daughter Valanka reads this, she should understand and make her daddy understand that at least in defeat, you need to be humble. Expecting the Alemao’s to be humble in victory is pointless anyway. Churchill and Valanka have a problem. Surrounded by sycophants and yes men, they hear the sound of their own voices and then see their supporters nod their heads, clap and agree to every priceless word that they utter. But who are these people? Do they make the mass of common men and women who have greater aspirations for Goa than just being stooges of the Alemaos? The Alemaos lost because the people of Benaulim and Navelim wanted to escape from the their slavery. We say it on the strength of the power the people of Goa now have. People were afraid to say this because every raised voice has been silenced. Churchill’s most telling comment at Wednesdays press conference was “ I do not believe that Valanka and I have been defeated because the ground reality was different” Sadly the Alemaos have lost touch with the ground they walk on, or used to walk on. If they had pressed their ear to the ground they would have seen the real reality which would have told them that the ground they walk on was slipping. Their arrogance and the belief that the people of their constituencies had a royal duty to vote and serve them, led to their downfall. The Alemaos probably do not look beyond South Goa but if they do they will find that the Congress has lost heavily in the assembly segments of Rae Bareilly and Amethi, Lok Sabha constituencies of Sonia Gandhi and Rahul Gandhi. The message is clear- no leader owns his people. 1. The Commerce Ministry of the Govt.of India needs to be commended on imposing a NATION WIDE ban on EXPORTS of COTTON as Cotton is required to sustain the Indian Garment industry. The decision makes excellent sense since it is better to export value -added products rather than export the raw material. 2. A similar ban on the export of IRON ORE from GOA needs to be imposed to protect the input costs of the Steel Industry in India. In earlier times India did not have the technological skills to utilise low grade iron ore from Goa, but now Steel Plants in India have nearly caught up with the Best Practices of World Steel Plants. The proof lies in the skills of Lakshmi Mittal in TURNING AROUND SICK STEEL PLANTS across the Globe.Why then should we export the basic raw material (iron ore) only to buy it/import it back at exorbitant prices as Special Steel? 3.It is also reported that the Chinese are importing IRON ORE from Goa whilst preserving their own reserves of IRON ORE for STRATEGIC PURPOSES. Some of the inferior low grade iron ore is used reportedly to pave new roads in the high altitude areas of SIACHEN and in POK. The paving of these roads with the said iron ore would greatly accelerate the melting of glaciers, which in turn would have significantly deleterious effects in INDIA AND THE WORLD. China is cleverly resorting to ECOLOGICAL DEGRADATION AND ECOLOGICAL SABOTAGE.This threat must be countered by the Republic of India that is Bharat. 4.The ban would also help in keeping EARTH -DIGGERS of GOA ( are they akin to grave-diggers?) in check. One could not simply opt to purchase a government-financed trawler. In order to avail of the government subsidies (one for the trawler engine and the other for the hull,) one had to obtain a certificate from the Village Panchayat (VP) certifying that he belonged to the kharvi or fishermen community. Most genuine fishermen had little or no idea about the availability of the scheme but those who had connections with the Fisheries and Finance Department knew the tricks of the trade. As such, majority of the subsidized trawlers in the Sixties Seventies were owned by non-fishermen who became fishermen by virtue of VP certificate. Moi-mogan, Domnic Fernandes Anjuna, Goa Mob: 9420979201 Of course, the Alemaos have been trawler owners, among other things. In the days when generous subsidies (and easily-forgotten loans) came the way of those willing to become trawler-owners, many politically-influential individuals simply took to this option. A hint of the role they would/could play later on in Goa's politics... or was it also a way of keeping down dissent in those crucial times?
