[Goanet] Open Letter to Caitu (Benaulim MLA)
Honorable MLA, as a member of your constituency I would like to let you know that it is now almost 2 years since we voted for a change in Government. I had even come down just for 2 days to vote in the March 2012 assembly elections. However, today I am deeply disappointed to note that the change for the better has not happened. Benaulim/Colva is in the same state as it was 2 years back; if not worse. To be honest, I have not seen any significant improvements since you have been elected by the people to serve our great constituency. (1) Beaches still filthy, (2) Many Commercial establishments still polluting the environment, (3) Garbage still being burnt in open areas (4) SAG Ground at Colva still in a pathetic state etc i.e. even the basics are not in place. It is a shame to see the World Famous Colva beach in such a deplorable state. And for me to be particularly concerned, among others 2 things that I hear you are actively pursuing are environmentally destructive projects like (A) Petrol Pump at Benaulim and (B) Concretisation of a lush green lake opposite Colva Church, despite objections from the people and opinions against the same, by the experts. On the latter, you are also aware that the Gram Sabha held on 6th October was aborted by the current Colva Sarpanch, in face of massive opposition by members, who were against the concretisation. Dear Sir, I request you to work with us - including me - for the betterment of our beautiful constituency. I am for development but constructive development which will safeguard our environment and also benefit our future generations On this matter I request other Benaulimkars who voted for change to also give their views, if the positive change has happened or not in Benaulim; since March 2012. [Goanet] Goa Government's Performance
In March 2012, Goans fed up of the earlier corrupt Congress regime gave an opportunity to CM Manohar Parrikar and the BJP to give better Governance to Goa, stop the onslaught by the Goa by various lobbies, improve living conditions/economic opportunities for Goa/Goans, and put in measures to preserve Goa's Land, Culture Identity. While it appears that the Governance has got slightly better but overall insignificant to meet even the basic expectations: (1) Promised Regional Plan deliberately delayed, Land Sharks/Builders lobby still violating norms, destroying Goa's environment, cutting hills, Govt bodies like TCP acting like agents of the builders; (2) Govt claims they want to promote agriculture but what’s happening is exactly the opposite, fields for BJP events, acquiring fields for concretisation; (3) Law Order a serious concern with robberies, un-solved murders, rape of a child in Vasco long un-solved and recently even an MLA was attacked; (4) No time to full fill promises like RP but CM focussing on un-necessary destructive projects like MOPA airport; (5) Major U-Turn on Casino among many other U-Turns; (6) Preference still not given to Goans over jobs/business ventures despite having Goans applying for the same; red tape still discouraging Goan investors from Abroad to invest and assist in developing the state. I strongly believe that successive Goa Governments including the Current Govt via negative policies have and are actually destroying Goa. We have to set the Political Frame work in order and I think the Current Govt focus is mostly on Modi as BJP CM at the Centre, besides encouraging various destructive lobbies for BJP state/national interests. The Govt has failed Goans and now we have to look for as better alternative not only in Goa but also in India. I think we Goans are fooled for about 2 years now and I wonder if the Govt thinks if Goans are gullible and naïve to accept all this nonsense. The BJP is not much different from the Congress, same wine in a different bottle!! [Goanet] Goans Leaving Goa - Seeking Citizenship Elsewhere
Apparently many Goans are seeking to leaving Goa via various avenues, the most opted avenues was by the way of acquiring a Portugeese Passport. In my view, yes this is a clear failure of India towards Goa/Goans after invading the state in 1961 and making false promises. However with saying that, I believe that Goans have an obligation to preserve their state and identity, and not to turn their back on Goa. I appreciate that there are those who leave for economic reasons due to the failure of the Indian Government and successive Goa Government Failures (including the current one); but what's really sad is that even economically well off Goans are deserting their motherland. With the winds of change sweeping thru India on corruption etc there could be strong possibility that we Goans can use this change to have Goa as we would like to be, unfortunately Goans as always, lack in vision and always prefer the easy way out; I wonder if in the end is it really a better life they are going for or is it a mirage? [Goanet] Goa's Massive Real Estate Scam
The recent case involving Dr. Otilia Mascarenhas, where her property was fraudently sold to an organised syndicate, is serious eye-opener to a a much serious issue in Goa today. Many were upset with the mining ban which was nothing but a consequence of years of mining scam cum environmental destruction; courtesy politicians and select mining families. The next big scam in my opinion that has to be seriously investigated is the Real Estate Sector in Goa, where I understand there is a very high rate of fraud coupled with a rapid rate of environmental destruction, hill cutting pollution of water resources etc I was shocked to see reports of eminent environmentalists on the pathetic state of the environment/ecology in Goa today. We need likes of a Shah Commission to investigate the Real Estate Fraud in Goa, as I believe the current government is not willing to address the issue; possibly due to vested interests and huge monetary stakes involved. The earlier Congress Government was destroying Goa via the real estate scam so we voted for a change, unfortunately the BJP is no better and has let Goa down big time.. [Goanet] Colva’s Concretisation
The controversial concretization of a lush green eco-sensitive area into a multi-purpose ground is a hot topic in Colva today and this letter will catch the attention of many people, particularly my fellow Colvenkars. I always loved Colva since I was a Child. I recollect the village as very clean, pristine white beach sands, lush greenery etc. Over the past so many years however, I am pained to see this once beautiful village rapidly deteriorating into a place of filth, stink, creek/other places polluted with sewage, rapidly diminishing greenery, un-wanted constructions/mega projects, water contamination etc. One has to only visit Colva and its beach to see for themselves. All of the latter has increased the monetary assets (mostly illegally) of greedy; local politicians, real estate agents, builders, specific hoteliers, specific restaurant owners and now also many un-ethical people from outside Goa. One common element which has facilitated Colva’s decline to chaos, is the bunch of known corrupt local politicians, who I have seen in power in Colva for many years and I find it strange to believe that the Good People of Colva, besides electing these people time time again, are still taking the their; despite knowing their backgrounds and that their properties/houses/flashy cars were obtained via corrupt ways, in the selling/destruction of my village. I do not have problem with having a good lifestyle but not at the cost of rapidly destroying our Colva village. It appears that many Colvenkars have a short memory on things that really matter, like for example the known destructive/corrupt elements. Now, we have a lush eco-sensitive green area (one of few areas left in the village) opposite the Church and it appears there are people who were silent on the all the other wrong doings on Colva and SAG Ground, have now suddenly woken to destroy/concretize the area. The SAG Sports Ground near the beach remain totally un-maintained un-utilized, this could have been easily developed into a world class sports centre for the Village. Many are listening to the propaganda of un-qualified individuals for concretizing the eco-sensitive area; why not ask the opinion of credible national/local environment agencies/experts. Of course my other point is why another ground when we already have one big SAG un-utilized one? There is talk by the un-qualified experts of drainage systems etc to which I ask Colvenkars the following question, when our in-competent current system can’t manage basic infrastructure, clean beaches/creek, streets etc in Colva, how can we believe that they can setup a good drainage system in concretizing the area. I appreciate that there plans to bring about a better garbage management system in Colva but I am talking on basis of where Colva currently is; which is of course a complete big pathetic mess. I call for the proposed plans for the ground on the lush green eco-sensitive area to be scrapped, however if the overwhelming majority of the Colvenkars still want to concretize this area then I request that (A) Can we first look at developing the SAG ground as a sports centre for the village instead of converting another scarce land resource, (B) Have a total environment/disaster management assessment be done by credible experts, so as to avoid any calamities/floods in the future. We are of course aware of short sighted development is many parts of India, which has led to man-made calamities. But not by the state and burden to the Goan Taxpayer Land. It should be done by the Congress politicians who have used these vote-banks to loot/destroy Goa, so as to attain huge amounts of illegitimate wealth. Why should law abiding Goans struggle, work hard to stay in their legal homes whilst people from outside the state are given special privileges from the state and the Goan Taxpayer? The Corrupt Democracy manipulating Congress Party owes a lot to the slum dwellers, for Instance the Ex-CM Digambar Kamat was in power because of Non-Goan Votes; He even stated at that time that he does not require Goan Votes. Even the law was twisted to prevent sword wielding thugs in those areas to be protected. So please GPCC Chief Subhash Shirodkar, South Goa MP Francisco Sardinha and Ex-CM Digamabar Kamat please provide safe passage to the slum dwellers to their native places and rehabilitate them at your personal cost. To re-iterate, the criticism here is not mainly the migrant slum dwellers but the Corrupt Congress Goan Politicians who have made this mess, put people at an in-convenience and now should pay up!! [Goanet] Francisco Sardinha's Dabolim Assurance???
Recently South Goa MP Francisco Sardinha has been strongly advocating that Goa can have Dual Airports i.e. Dabolim MOPA. Apparently he says he has got assurances/letter from the Centre. I would like respected Mr. Sardinha to please give Goans an environmental and economic feasibility report justifying the same; and not some flimsy letter from the Corrupt Congress Government at the Centre. We got assurance from the same party in 1961 that Goa's identity will be preserved and we all know what happened to that promise!! Perhaps he is right that 2 Airport might be open, question is will International airlines generally find it economical to fly to 2 airports? Or is Mr. Sardinha planning to convince Airlines to make 2 Stops in Goa? Will one extra airport simple kept open to burden the taxpayer for pacifying Goans, without much relevant International Flights coming into Dabolim? I request Mr. Francisco Sardinha to work for Goan Interests and not for his masters in Delhi!! -Again to re-iterate if he is convinced then please convince us with a proper feasibility report justifying the economics of having 2 Airports in Small Goa!! [Goanet] Colva Ground Nonsense
God has blessed Goans with a beautiful land admired the world over but strangely Goans appear to have to have taken this for granted and specific few are hell bent on destroying the beauty for vested interests. Take for instance my beautiful village of Colva which is facing the onslaught of the real estate lobby in tacit alliance with specific corrupt panchas and politicians now and over the last so many years. There are hardly any scenic open spaces left in Colva and one such space is the open space just near the Church. There are calls from some to concretize the ground, with the excuse that Colva needs a multi-purpose ground. I strongly oppose any such move based on the following points: (1) There is a Ground already near the beach which was meant for humans but now I see more Cows and Buffalo's playing on it. I understand that its with SAG but why can't we take it back and put it to the good use of the community. I find something very strange here in the reluctance of the Governing Authorities to get this ground back. (2) Does environment assessment and disaster management safeguards allow for this open space to be concretized; it appears that vested interests are more interested in real estate assessment vs. environment assessment. (3) The argument I hear being put forward by so called technical experts is drainage is to be provided in the concretization of this ground. I do not buy this argument because if Colva has proved anything, is that we have very high levels of in-competence; just take a tour of the village, beach, creek, polluted water bodies, abused/contaminated drainage etc and see for yourself. If we can't manage the basic things, then with what confidence can we ensure that the right drainage will be provided(if at all this is legitimate). One thing I have seen however is that Colva ranks very high in Corruption and Real Estate Deals; I see specific panchas acquiring wealth in such a short time. So can anyone convince me why there are no vested interests here? If the said individuals are so concerned about the village and its inhabitants, why are they not addressing other basic problems in the village. I hope that the local MLA Mr. Caitu D'Silva is not working with vested interests to concretize this ground and if he is, I strongly request him to refrain from doing so in the long term interest of the village and its inhabitants. I have given my views and I hope there are Colvenkars who agree with me and If they do, I encourage them to speak up for the sake of our land. I end with a quote All that is necessary for the triumph of evil is that good men do nothing. And this quote does not only apply to this issue but also other issues in Colva and other parts of Goa. [Goanet] Well Done Parrikar Government
Whilst I have strong reservations on the Governments attitude towards Mining, Real Estate, Regional Plan etc, I must give credit where its due i.e. Cleaning up the Touristic Beach Belt; North Goan beaches in particular. Whilst now in Goa, I have seen the Government's seriousness in cleaning up the hugely messed beaches which with absolutely no proper controls by so called beach lords/mafias e.g. in the northern touristic areas you could see more of beach beds, tables etc than the actual beach. Also the raiding of rampant prostitution/massage/drug parlours is something we should appreciate. I understand that the entire mess will still take time to clear but with the speed the Government is acting, we hope that this menace should be taken care off very soon in the entire state. I know of this menace(drugs/prostitution) in South Goa as well and request Parrikar to expand the beach cleanup here as well. I must also state that these beach lords/mafias operated courtesy of specific local panchas and politicians including BJP and Congress MLA's who are not happy with these raids on their illegitimate incomes. So I appreciate that there will be immense pressure on Parrikar on not to clean up the beaches; but nevertheless Manohar Parrikar appears to be courageously going ahead!! *Goa’s liberation and special status* *Lawrence Fernandes* Recently there have been wide ranging talks, discussions and debates on Goa’s past and future. Most Goans will remember very well the sequence of events that occurred in Goa on the two fateful days of December 18- 19, 1961. In fact, the reason for writing this article is to enlighten the generations of Goans who were born after 1961, as I don’t think they ever learnt this in Goan history books. India’s armed forces took control of Goa by force much against the wishes of the United Nations Organisation ( UNO). The USA’s official reaction to the invasion of Goa was delivered by Adlai Stevenson in the UN Security Council, where he condemned the armed action of the Indian government and demanded that, “ all Indian forces be unconditionally withdrawn from Goan soil.” To express its displeasure with the Indian action in Goa, the US Senate Foreign Relations Committee even attempted, over the objections of then President John F. Kennedy, to cut the 1962 foreign aid appropriation to India by 25 per cent. Kennedy even went to the extent of telling the Indian Ambassador to the US, “ You spend the last 15 years preaching morality to us, and then you go ahead and act the way any normal country would behave…. People are saying the preacher has been caught coming out of the brothel.” That was not all. In an article titled India, the Aggressor, The New York Times in its edition on December 19, 1961, stated that “ With his invasion of Goa, Prime Minister Nehru has done irreparable damage to India’s good name and to the principles of international morality.” Many things happened thereafter. When Pandit Jawaharlal Nehru was attacked by sensible nations on all sides, as some consolation, he promised that Goa would retain its “ distinct identity” and that the people of Goa would be consulted on any decision about their territory and future. Again, in 1963, he promised that Goa would remain a Union Territory for ten years after which the future of Goa would be decided in “ accordance with the wishes of the people of Goa.” However, MGP was unwilling to wait for that long hence the Opinion Poll was held on January 16, 1967. The reason for the MGP being so keen on merging Goa into Maharashtra was not very clear but one of the reasons they cited was the language~ that Konkani is a “ dialect” of Marathi and the most people spoke it! Maharashtra is now trying to pull Belgaum into its net on same grounds. The MGP further lost its cause when in 1975 the Sahitya Akademi recognized Konkani as an independent language and in 1992 Konkani was included in the Eighth Schedule of the Constitution of India. We do hope that the Nehru- Gandhi dynasty will remember the promises made by its patriarch, and that very soon Goa will at least get Special Status if not autonomy, so that Nehru’s soul will rest in eternal peace. Goans need this primarily to: a) to safeguard their interests, customary law and procedure, its language, culture and ethos, b) ownership and transfer of land and exploitation of the resources and the preservation of its natural and architectural heritage, c) protection of age- old traditional institutions such as Gaunkaris ( Comunidades and their assets) d) protection of the original SCs, STs, gauddes and dhangars belonging to the State. -- Please post your comments on my Blog: http://goanidentity.blogspot.com/ Please also see below: 1. [Goanet] Dabolim over MOPA
The BJP led government appears to be pursuing with MOPA with no clear answers on so many aspects i.e. (1) What will be the future of Dabolim i.e. will 2 airports be sustainable in a small state or are Goans considered foolish to accept this absurd logic of 2 Airports, (2) Why is the land set aside for parking given away by the corrupt ex-government, not re-notified as yet by the current Government; or is this to drown Dabolim in favour of MOPA ? (3) While are we giving away a prime centrally located airport (now grabbed by the Navy) and replacing with an Airport at the extreme end of Goa. Are we that foolish? (4) Who has purchased land and commercial licenses already around MOPA so as to benefit from this unnecessary waste of Tax Payers money, destruction of environment displacement of the locals.(5) What will be the implication on the Goan demographics with the huge migrant labour that will need to be brought in, and also the open welcome mat to more of India to come, purchase more real estate in Goa, and settle; of course the greedy real estate/builders lobby have all to gain from MOPA; they are finishing off other parts of Goa and now preparing a new market for themselves around MOPA to devastate with their mega monstrosities!! It will be wise if the Government holds an open debate on the common sense of having MOPA instead of pushing this project down the Goan Throat. The Logical solution is to demand the Navy withdraws from the land grab at Dabolim. The Navy came as they claim to liberate and not to grab land. I am sure if the Government has the courage to put forth this demand to the Navy to move out, many Goans will support this move. Will the BJP MLA's and Independents supporting the BJP come out clearly with their views on MOPA vs. Dabolim? For some reason most of them are very quite on the issue. Whilst thanks to the Supreme Court, Goa Foundation others, the illegal mining scam has been bought to light, we must now re-visit the Mega-Project nuisance. Whilst yes housing is required, what is happening in Goa is that greedy builders are resorting to all sorts of illegalities to bring up their monstrosities, so as to cater to the rest of India and for real estate investors; with it damaging the environment, cutting hills, creating toxic wastes, contaminating land, polluting water resources; for instance it is known that Goa's ground water is polluted by so much unnecessary/illegal construction. Not to mention the huge demographic imbalance/change being bought upon the small Goan Population. In protest, he has refused to pay the derama to the administrator, because, to quote him, “ This office did not provide the services required by the Comunidade as per the code but instead plays to the tunes of politicians... it has not taken any action against encroachers.” It is a stand that could well spark a fire of similar protests by other Comunidades seething under years of neglect. Encroachments have been reported from New Vaddem, Shanti Nagar, Gandhi Nagar, Mangor Hill, Vasco city and Baina among other locations. It has long been in the public domain that Comunidades are having to dip into their reserves to pay the derama and maintain staff at the administrator's office – derama was originally meant to be paid out of 10 per cent of the net profit from agricultural income, which today is nil. In fact, Henriques said, staff of the administrator's office was being paid from interest accrued on Comunidades' fixed deposits and other revenue sources. Henriques has warned that till action is taken against illegal encroachments on comunidade land, no more money would be paid to the office of the administrator. “ Mormugao Comunidade has 375 acres of land. Over more than 40 years the local politicians have encouraged encroachment on Comunidade land with promises that they would regularise the same if elected during the polls,” Henriques informed. When any government officials go along for inspection with Comunidade offi- cials, the encroachers, mostly migrants, call the politicians telling government officials that the minister wants to talk to them. The government officials quietly walk away without performing the duties that they had come to perform. It is common knowledge that Goa is being destroyed and we really need do some serious introspection. Today the very future of Goa, its environment and water resources is at stake, and I think if the Central/Local Government is not being able to address the severity of the issue, then activists have no option but to go International. Our local politicians may have a point that the UK House should not interfere, then in which case maybe we should involve the United Nations and Major World Environmental Agencies. India represents itself at major world climate change conventions, appearing that we want to work for preserving the world’s environment but the Goa example proves that it is simply pure hypocrisy!! Malaria has raised its ugly head once again in Goa and all I can say is that we are bringing this scourge upon ourselves. Many of the areas affected particularly the Northern Coastal belt are rampant with all sorts of illegalities for commercial basis; which have all result in severe Sewage problems making Malaria spread viciously and these same areas are also witnessing rampant constructions, which have only worsened the situation. Many Corrupt Goans Non Goans, appear to have scant regard to the environment and common sense laws, guidelines regulations, in order to make a fast buck. And what is worse is that the Public at large (Local NRI Goans) are too complacent to say or do anything in addressing the core issue; lest they upset their family members, friends, fellow villagers etc. involved in the illegalities or maybe they themselves have stake in the illegalities. I am not sure why many Politicians Senior Goan Bureaucrats are surprised by the UK Travel Advisory, which recently warned its citizens about crime, stray dogs and even sexual assaults in Goa. Today, the Amazon Rainforests provide 20% of the earth’s oxygen and 60% of its freshwater. But are we aware that with current rate of de-forestation of the Amazon by a highly capitalistic human race, these precious rainforests will be gone within the next 40 years? And if the latter is not addressed, surely we can understand that there will be severe consequences to all of the Earth’s Inhabitants, and the World that we know today. Many in Goa would think that they are not responsible for what is happening in the Amazon but I beg to differ in the same context; are we not in the same “thinking/action” to our very “Own Amazon”? Indiscriminate mining, destruction of God Given forests/greenery, hill cutting, rampant construction under the pretext of development etc. in our own beautiful state of Goa to satisfy the enormous greed of the select few, is devastating our beautiful land. It is a fact that construction is one of the major causes of Global Warming. Many Goans complain today of how once cool villages, are now being extremely hot and unbearable; so why are we ignoring the Elephant in the Room and can't see that the heating up is because of excessive concretization. The fact is that with Goa's current Population we do not need so much of construction but this is being done, so as to sell for High Speculative/Capitalistic Gains at very severe cost of destroying the environment. Mahatma Gandhi's famous quote is certainly valid here when he said There is enough for everyone's need but not enough for everyone's greed.” We need to find sustainable economic alternatives and stop the Goa going “Brown” else we will severely pay for our misdeeds in the very near future. For Instance it is projected by even international experts that India will in the very near future, face a very severe water crisis and we have today our Destructive Miners, Builders, Land Sharks and Real Estate agents on a massive selfish spree to destroy our environment, for the benefit of themselves and their families. They will amass so much wealth that when the crisis does hit, their ill-gotten wealth will help them migrate elsewhere or they will be able to purchase water at a very expensive rate; and the overwhelming majority will be left to fend for themselves in desperation!! Each one of us needs to play a very active role in spreading awareness amongst the local population on the extremely urgent need of the hour i.e. to change our current way of thinking, into a way that is pro-environment friendly for the purpose of saving our State, Country and our World for our future generations to come. The Congress Party was humiliated in the recent Assembly Elections because of its complete Apathy to Goan's and one would have thought that they, particularly the leaders and senior congress politicians would have learnt their lesson but I don't think so this is the case. South Goa MP Francisco Sardinha is supporting slums, Babu Azgaonkar is supporting the congestion at Gandhi Market and so on. Whilst the BJP must be careful on supporting religious fanatics there appears to be some sort of governance now, as compared to the complete mis-governance during the failed/pathetic Congress Rule. If the Congress party wants to revive itself, There needs to be a complete overhall of the Congress in Goa and most of the current bunch of in-competent/corrupt Congress Politicians should be expelled from the party!! With reports that the Centre has rejected Goa's genuine demand for Special Status to preserve our identity, we now need to take this to a much higher level in a civilised manner. The Central Government needs to honour the promises made to Goa by the then Government in 1961. It was Liberation from the Portugeese we were told, and NOT Liberation from the Goans. Taking to the higher level should include Mass PR Campaign State/National/Internationally which should also mean getting all documentation/facts Nationally Internationally eg. United Nations Documents and Resolutions then to push our case. The Central Government will be mistaken if they think they can continue to take Goans on a ride, on this very important requirement for Goa and Goans!! On MOPA, I can't accept the argument f that both Dabolim and MOPA can co-exist. If the Government is convinced then we need to see a white paper on the same and not mere statements from the CM. And also why don't we pressurise the Navy to pull out from Dabolim, as it was actually a civilian airport which the Navy had used for temporary operations in the past; surely many people will support the government if it has the courage to do so. Also on the same subject, the Congress UGDP are opposing it which is appreciated but then, why were they silent when the earlier Congress Government was actively pursuing the same. It is really hypocritical so note now that the then powerful ex-ministers in the Congress who supported MOPA are now talking Anti-MOPA; they first need to clarify why they did not force MOPA to be stopped when they were in power. -

*Open letter to Churchill* *DeAr Mr. AleMAo, * The people of Goa especially the Catholic community was shocked to read that you attribute your defeat to the Church and her priests. If by this you mean that the Church revolted against Congress, I agree with you. Yes, we Catholics were fed up of the Congress blackmail game of coming time and again to power on secular platform, and then looting us for the selfish gains of its MLAs. As for blaming priests, who among them has spoken against any Congressmen or stated that the Congress should be rooted out of power. But yes, the priests have urged the faithful repeatedly to elect a democratic and clean government - a government without corrupt MLAs. And if you, your family and many veteran congressmen were rooted out it is because we Goans felt that you all fitted in the category of corrupt, non- performing ‘ secular’ government. In December, Dr. Shiv Prabhu, a Hindu brethren wrote that he used to attend the novenas of St. Francis Xavier and he mentioned that during the earlier BJP rule, Mr. Manohar Parrikar played with the holiday of feast St. Francis Xavier ( that attracts people of all religions) and he was immediately sacked by the miracle of St. Francis Xavier. In December 2011 he challenged that your government by playing with feelings by hosting the IFFI during the novenas and the closing ceremony on the feast day, the Congress government would be rooted out never to come to power again. And today if we see, St. Francis Xavier performed that miracle. Stop blaming anyone else. Blame yourself, your pride of your family, and your own party; blame your High Command who sent their men to collect their monthly booty. Blame yourself for so many unfulfilled promises in PWD. You promised Goa 24 hours water supply. People don’t receive water for even an hour in their taps, but the looting continued. The results clearly showed that people were fed up with the congress. Rest in peace for the next 5 years. Goa doesn’t need you. You can start enjoying the crores of rupees you looted. How come your brother felt ill after loosing elections? Is it because they are scared of the skeletons in the cupboards, or because they were more concerned of powerful chair than the voice of people? I am grateful to ‘ Herald’ for their marvellous, gutsy investigation. If it wasn’t for their team and their editor, today Goa would no longer exist. The Congress Party stated that they need to introspect the reason for their humiliating defeat at the state elections. All this, surely should have been known to them before the election and they should not be surprised by the results i.e. (1) High level of Corruption (2) Crime at seriously high levels (3) Drugs Issue courtesy its own MLA's (4) RP2021 treachery (5) Ignoring promise by Sonia Gandhi to give Special Status to Goa for preserving its identity (6) Russian Mafia taking over large parts of Goa (7) Family Raj, (8) Selling of jobs (9) Destruction of Goa's environment, ecology and water resources (10) Illegal mining etc The Congress party took Goans for Granted and assumed that as long as they played the Communal Card and gave away goodies, Goans would be foolish enough to vote then back into power and allow them to continue with their destructive government; but they were mistaken!! If the Congress truly wants to rewamp for future glory then they need to start from a clean slate which should include the following immediate measures (A) Stop dependence on select families in Goa (including the defeated families) (B) Make the party truly democratic and (C) Ensure no criminals or tainted individuals are given any place in its Party. And deservedly so. A politician of his seniority and arguably staturewho has made some significant contributions to Goa, was expected to be a picture of dignity and sobriety in defeat. Instead his decision to call a press conference and rave rant about his defeat, was not only in poor taste but brought out the difference between a tall state leader and that of a village pancha. Churchill Aldemao, unfortunately behaved like the latter. Churchill blamed the clergy saying eighty percent of them worked against the Congress. Then he blamed the Chief Minister for transferring his ( Churchill’s) favorite police officer before the election and then working against him to ensure his defeat. Even if this was true for arguments sake, does Churchill then admit that Digambar Kamat had greater power than him, in his own strongholds of Navelim and Benaulim? And then Churchill really stooped low. He said Electronic Voting Machines were manipulated in Benaulim and Navelim. So who does Churchill think is responsible for this? The Election Commission, or the Chief Minister in a joint venture operation with the Election Commission? No wonder Churchill wants to petition the EC to get ballot papers back for voting. Quite obviously the Alemaos don’t like machines because machines do not differentiate between an Alemao and a humble fisherman- who Churchill once was. A ballot paper is far more manageable. It can be torn and tampered. In politics for such a long time, he can’t still see beyond himself. His performance today was pathetic and if his daughter Valanka reads this, she should understand and make her daddy understand that at least in defeat, you need to be humble. Expecting the Alemao’s to be humble in victory is pointless anyway. Churchill and Valanka have a problem. Surrounded by sycophants and yes men, they hear the sound of their own voices and then see their supporters nod their heads, clap and agree to every priceless word that they utter. But who are these people? Do they make the mass of common men and women who have greater aspirations for Goa than just being stooges of the Alemaos? The Alemaos lost because the people of Benaulim and Navelim wanted to escape from the their slavery. We say it on the strength of the power the people of Goa now have. People were afraid to say this because every raised voice has been silenced. Churchill’s most telling comment at Wednesdays press conference was “ I do not believe that Valanka and I have been defeated because the ground reality was different” Sadly the Alemaos have lost touch with the ground they walk on, or used to walk on. If they had pressed their ear to the ground they would have seen the real reality which would have told them that the ground they walk on was slipping. Their arrogance and the belief that the people of their constituencies had a royal duty to vote and serve them, led to their downfall. The Alemaos probably do not look beyond South Goa but if they do they will find that the Congress has lost heavily in the assembly segments of Rae Bareilly and Amethi, Lok Sabha constituencies of Sonia Gandhi and Rahul Gandhi. The message is clear- no leader owns his people. 3rd March 12 will go down in Goan History as the true character test for Goans. As a resident of Benaulim, I have seen this beautiful village go from bad to worse over the last so many decades; mismanaged/governed by Politicians who have misused this constituency for selfish objectives. Over the years, I have heard Benaulikars say that they do not have a Good Political Alternative and I would agree with them for the past. But this election is different as Benaulikars now do have a better, respected and ethical Alternative in Dr. Hubert Gomes. Today Goa is in crisis, its environment, identity, land/water is under severe threat from the existing bunch of Ruling Politicians. Corruption is a major cancer in our society today and Goans should be well aware today, of who is who, in the corruption rankings of Goa. We need to elect Good/Respectful People to give Goa a chance to survive and give hope to Goans. Yes, there is little many can say/do in the open because of the environment of fear in Goa; created by the current bunch of Politicians who threaten/intimidate/manipulate citizens. But on 3rd March 2012, Benaulikars have a chance as one force, to vote the right person and help move Benaulim/Goa in the right direction. Out of fear, apathy or selfishness, we are certainly guilty of having remained silent at the disastrous happenings in Goa. Neither the concern for the future of our children, nor the injustice heaped upon our people nor the crimes committed against nature, results of which will perhaps be seen for generations to come, have prompted us to raise our voices. It is time to undo this sin of omission through the ballot. The anti- incumbency needs to be clear and effective and it can only be through a heavy voter turn out. Our concern for Goa ought to make us leave the comforts of our homes and be at the polling booth. If really there is no one worth, let us register our negative vote. Though not counted, it will symbolize our protest and be a boost to the proposed “ right to reject”. If we want India to survive, electoral reforms must precede even the Lok Pal. They should include besides the right to reject and maximum two terms for elected representatives, President’s Rule six months before the scheduled date of elections to do away with ruling party control on the Police and other Depts. In hindsight, perhaps Anna ought to have pushed for them which would have proved more effective and unambiguous than the Lok Pal. However, considering that it is, after all, the very people that we wish to get rid of, that will have to vote for them, they may remain a distant dream. The Congress has done enough harm to Goa. It has betrayed Goa and Goans, who, for years, had reposed their confidence in the party. Its central leaders have made a mockery of the Goan electorate by foisting on them the same detestable elements, and now their family members. It is through the nefarious activities of these politicians that their wives, sons, daughters, brothers, fattened by the illegal wealth amassed, are today able to contest elections, perhaps after having shared part of the booty with those who matter. Trying to make Goa a feud of the families of Alemaos, Monserrates, Ranes, Naiks and Madkaikars, is nothing but an affront, an insult to the dignity and self- respect of Goans. It exposes the moral bankruptcy and decadence of the party, which even after decades of its presence and rule in Goa is unable to find dignified and upright people to contest. Fellow Goans, if you love Goa, if you are true blooded Goan, go out and demolish these families by eliminating them from Goa’s political scene. Take the cash or goodies - the money is yours and mine, swindled from the exchequer through shoddy and substandard works, cuts in projects and schemes, bribes in jobs and promotions, etc. – and vote as per your conscience for your vote is secret. Our anger needs to be shown through the ballot. Once you sanitise the Assembly from these pernicious elements, half the job is done. God save Goa if these people are elected. Similarly, it is incumbent upon us to support and canvass for candidates, who, for the love of Goa, decided to take the plunge. Fr Bismarque Dias – an upright, honest, intelligent, sincere and outspoken priest – is one of them, whom I salute for his courage and determination. Unfortunately, however, in few cases self- interest and self- esteem have taken precedence over the interests of the state, which will lead to a division of votes, allowing the emergence of destructive elements. There are several Government Agencies whose primary national duty is to take care of the Country's interests but then why are the extremely corrupt Politicians not targetted? For Instance, it is well known that Goa is India's most corrupt state and many Ministers/MLA's, are involved in serious activities accumulating large amounts of illegal wealth. Some of them have also been well reported in the media and are quite serious in monetary terms, but surprisingly the Income Tax department ignores them and goes after common man/priests who even if guilty, cannot be compared to the huge theft/corruption/scams done by Senior Politicians. With the Congress in power at the centre, all Central Agencies including CBI appear to be compromised and its local party MLA' s in Goa are kept well protected; no wonder Goa's Ministers/MLA's today do what they want in arrogance and total disregard to Goans. ** I find it quite outrageous to see frequent mention of known Anti Goans as Hindu/Catholic/Muslim Politicians. Today these respected religions are actually being insulted, by so many MLA's tagging themselves to either of these great faiths.These Anti Goans, many of whom today have Senior Positions in the Goa Government are evil to the core i.e. Drug Lords, Smugglers, Prostitution, Criminals, Scamsters, Destruction of the Environment, High levels of corruption etc. As a Catholic myself, I am disgusted with the names of Prominent Catholic in name Ministers who are involved in so many horrific/corrupt activities, which is destroying our beautiful state of Goa. NSUI Congress’ frontal organization on Friday recommended Kawthankar’s expulsion for his ‘ anti- party activities’. Addressing a press conference, Kawthankar alleged that Alemao has amassed huge wealth by largely violating laws. “ Alemao has failed to justify how he amassed huge wealth, acquired huge tracts of land locally and abroad and numerous transactions. He is a white collar criminal and he is in problem because he has no education,” Kawthankar alleged. “ It is believed that he has even been investing the illgotten wealth he is making by looting the State treasury by manipulating the central vigilance norms and by throwing all procedures to the wind,” he added. In a fresh complaint before the CBI, Central Vigilance Commission, Central Board of Direct Taxes and Enforcement Directorate, the former NSUI chief has also sought re- opening the case wherein the minister had burnt and trampled National Flag under his feet in 1986. Kawthankar further said in all likelihood the minister has underworld connections in Dubai. “ I am willing to cooperate in the investigation,” he said adding he would approach the Chief Election Commissioner with the complaint. To a media question, the youth leader rubbished allegations by NSUI Chief Hasiba Amin that he was blackmailing Congress through police complaints to get party ticket from Porvorim constituency. “ I am a sincere soldier of the party. I did apply for a ticket and I am going on record to say that my loyalty will always remain with the party,” he responded. Historically, I was a supporter of the Congress Party. However, as I got involved over the last few years on issues seriously affecting Goa and after seeing a lot of facts first hand, I learnt a painful lessons on how bad this Anti Goan this Party really is, for Goa and Goans. What is appalling is now after a long period of continuous/serious destruction of Goa, its environment, identity and pollution/reduction of its water resources, this party is now doing what it does best; which is trying to use a trump card as its hope to win the March Elections i.e. resort to attacking its opponents as Communal, so as to scare the minorities into voting for it. Other tactics are imported vote bank politics and buying the voters with various enticements with cash made from looting/destroying Goa. This Parties faulty and Corrupt policies are increasingly reducing Goans to a Minority and with it, selling of Goa to the rest of India/World via various scams, illegalities etc Just look at the sorry state of affairs in Goa today to make your judgement on this party. I am not supporting the perceived communal parties but I must emphasise, that the alternative is not the Congress which is even worse for Goa. Let's take some instances which I am sure we can relate to one person: (1) One Person is one of the richest person in India/Goa by devastating Goa via illegal mining (2) One Person has converted a beautiful village into a Concrete jungle in North Goa (3) One Person basically rules North Goa to the benefit of himself and this family (4) One Person projects himself as a strongman of the South, single handedly degraded beautiful villages in the South and now getting more of his kind into Politics, to further destroy the south via destructive development, excessive corruption etc (5) One person converted a once beautiful coastal village in the north into a den of drugs, prostitution and into high levels of land/beach/water contamination (6) One person in each area of Goa, is selling of our scarce land to land sharks and outsiders for huge profits (7) One person in his respective area has significantly changed the Goan demographic balance, by selfishly creating migrant votebanks for the purpose of getting elected and re-elected.(8) One person has virtually created a questionable Russian colony in Morjim. My question is how are we allowing such few people to destroy all the Good, that Goa is so that they and their families can live extravagant lifestyles. Our Goan reputation, values, identity, environment, ecology, water resources are all being severly affected by these Anti Goans and its high time we revolt against such excesses for the betterment of Goa, ourselves and our future generations. I have observed across many panchayats and constituencies, that people with no ethics/values have got themselves elected to govern us. I think this was the biggest letdown that we have done to ourselves and to Goa. Whilst many competent/educated/ethical people were busy with their careers/business/families etc the lazy Anti Goan scum’s looking for quick monetary gains got themselves elected, as there was not much good competition for these posts. In 1961, India annexed Goa with a Promise that its Identity would be preserved and imposed a Constitution that never took Goan concerns into account nor did it get the approval from Goans. Now we have a pseudo democracy restricted by some perceived constitutional clauses, which has left Goa for SALE to the whole of India and doors open to uncontrolled migrant influx. Anyone who can count will imagine the disastrous consequences of the latter within a few years. The once overwhelmingly pristine, beautiful and clean Goa is being dragged by rogues ruling India into corruption, environment destruction and filth. The Central Government has deliberately kept Goa in debt/bondage via its ruling stooges in Goa who have misgoverned the state for many decades. We do salute our freedom fighters and initiate a huge carnival of celebration. But as the Indian Goa turns fifty you can’t help but realise that anyone under fifty in Goa- actually under sixty- wouldn’t have experienced Goa on Portuguese soil. And as the average age of a Goan is going down, we have a majority of us who have little or no experience of living as citizens of the foreign land on what is now our home soil. The Goa of today is not about the past or present. It is a confluence of shared cultures. The chicken cafreal is a good example. Brought from Mozambique – a Portuguese colony, and then spiced up to suit local tastes, it’s a fine example of what culture confluence does. This is simplistic but this is what it is. The Goa- Portuguese experience is that of seamless confluence and that still lasts. It’s unfortunate that our real area of concern lies elsewhere and that hasn’t been addressed with any degree of seriousness. It lies in the loss of our identity as Goans, as different from Portuguese Goans or Indian Goans. The Goan model or way of life was ingrained in the DNA of every Goan and this goes beyond conquest, invasion or liberation Former Portuguese President General Ramalho Eanes, who served in Goa as a lieutenant, in an interview to a Portuguese periodical three years ago said “ Goa was an historic and political micro cosmos, distinguished and different. Goa had its own cultural personality. Goa could have been not the Portuguese State of India but The State of Goa ( independent)” This conclusion was reached, because of the Goan way of life, its community system, it’s principle of sharing of resources and the role of the communidade to preside over and deal with all matters of land. Every- one knew each other far more than what they do now. There were no gated communities, there was just one community of brotherhood in a village. In Calangute, if there was a fire noticed on a coconut tree, people from far would know, whose tree it was and run to douse it. There was honesty and openness. Homes would always be open and children were brought up by the village. Most of the agitations of today have their roots in the issue if identity, about the losing character of the villages. The Portuguese may be blamed on various counts, genuinely or otherwise, but what their greatest gift to Goa, was that they let the essence of Goa be, at least far as living memory goes. And the Indian of today which is also the Goa of today is letting that essence rot. Goa now needs to be liberated from a trap which has caged its identity to the point of making it disappear. Fifty years later, liberation may be just a dot in the collective consciousness of those who live then. There won’t be fist hand accounts anymore, not even second hand accounts perhaps. But if we get back the Goa that once was, we would have done much good to our land and its culture which we are ravaging by the Day. [Goanet] RP2021 Denotification Questions
Yes, Overall RP2021 is a plan to satisfy Corrupt Politicians, Land Sharks, Builders Lobby Vested interests. For Instance, I have seen the Colva plans and was horrified with the deceitful changes/additions from the original plan. However saying that, are there not some elements (if few) in the current plan that are good i.e. reducing the FAR to 60%? If the entire plan is de-notified, how long will it take to come up with the New Plan (again if the Govt is sincere and not up to its tricks) and if the plan the is denotified, will the FAR not go back to the Higher FAR i.e min 80%? And with this increased FAR, will the Builders Lobby/Vested Interests not benefit and rush to concretize Goa, in whatever time they have at their disposal? In some way, are we being fooled for games by the government and the builders lobby, by getting us to de-notify for their benefit? Why can't we accept the points which are Good e.g. the reduced FAR and then go to change what is not as per the original wishes of Goans? I request answers to these questions; particularly by the supporters of the RP2021 complete Denotification. There never was any plebiscite where Goans could decide the future of their country. The Indian government of the day simply took over and occupied Goa by force. Portugal granted independence to all its colonies after 1961, and the fact remains that if the Indian invasion had not taken place Goa would have today been a free and independent country. And the Indian government has not even honoured the promise made by its then prime minister that Goa would be given a special status. So should Goans be tolerating, much less celebrating anything like a ‘Liberation’ day, or should they be bemoaning Goa’s Occupation Day? Addressing what the Congressmen claimed as the biggest ever political gathering in the state, which according to the police officials attracted around 50,000 people, Ms Gandhi said: I shall certainly put both the issues before the central government for apt decision on the demand from the state leadership. The Union Defence Minister, Mr A K Anthony was also present on the occasion. In a reference to the issue of Regional Plan 2021, she expressed hope that the Chief Minister, Mr Digambar Kamat would find an acceptable solution to the vexed issue in consultation with the people concerned. The Saturday’s address was the first ever public meeting address by Congress president after her recent illness. Ms Gandhi stated that Goa was bestowed with natural beauty and had cherished history and rich biodiversity. She went on to add that the Centre was concerned about protection of environment and ecology, and pollution in the state and has taken various steps to protect the state’s fragile ecology and environment and also to contain pollution. Complimenting Goans on their achievement and progress and development ever since liberation, she said that Congress was behind in more ways than one in shaping the transformation of the state. She said that it would be a real challenge for Goans to sustain economic growth attained over the years. She said that while it was Pandit Jawaharlal Nehru who was instrumental in liberating Goa, Indira Gandhi through opinion poll gave a chance to Goans to maintain their unique identity. She further said that it was her husband, Rajiv Gandhi, who announced statehood for Goa and that she was present on that occasion. She also said that she was delighted to be associated with the golden jubilee celebrations of Goa’s liberation. She made a special mention of various achievements of the state especially in the fields of health, education, tourism and empowerment of women and said that Swarna Jayanti Arogya Bima Yojana and schemes for empowerment of women would go a long way in socio-economic development of the state. She also stated that Centre has given various concessions to the state in Coastal Regulation Zone rule to save houses of traditional fishermen. Stating that Goa was a special state in the country the Congress president went on to add that it was a shining embodiment of India’s secular tradition and called upon Goans to work towards strengthening the bonds of unity. Ms Gandhi also said that the elections to the state assembly would be held in a couple of months and called upon the gathering and Goans to vote for Congress so that the party could continue its efforts to build a prosperous Goa. She wished Goans a Merry Christmas and a happy new year. Earlier, the Chief Minister made an impassioned plea to the Congress president to help Goa get special status and also take up the state’s case with the Union Surface Transport Ministry and the National Highway Authority of India for early construction of three bridges over Zuari, Galgibag and Talpona without the precondition of widening the roads. He also said that the regional Plan 2021 drawn by the state was unique and best ever in the country and said that all grievances related with it would be sorted in consultation with the panchayats and people concerned. We will do justice to all, he said. He also spoke about various schemes his government has initiated for the welfare of the people of the state. Earlier, the Goa Pradesh Congress Committee president, Mr Subhash Shirodkar gave the welcome address and later Mr Mauvin Godinho proposed a vote of thanks. Also present on the occasion were Mr Pratapsing Rane, Mr Francisco Sardinha, Mr Ravi Naik, Mr Luizinho Faleiro, Mr Churchill Alemao, Mr Jagmeet Singh Brar, Mr Shantaram Naik and Mr P Sudhakar Reddy. The huge crowd to the gathering was brought in by over 1,100 buses hired by the Congress leaders. According to the Congress sources 200 buses were hired from Maharashtra while 100 others were hired from Karnataka. Some buses with people from various constituencies were seen arriving even as the rally neared its end. The Superintendent of Police, Mr Waman Tari said that the crowd was around 50,000. The largest crowd of around 9,000 people came from the two constituencies of Sattari taluka. The crowd was brought by 200 plus buses, hired by Mr Vishwajit Rane, the Health Minister.

Perhaps, we believe that an annual ceremonial occasion entitles us to have selective amnesia the rest of the year. So, on the 10th anniversary of the December 13, 2001 Parliament attacks, pious homages were paid to the dead, so what if it took one of the widows six years to get a petrol pump allotted? Now, the nation prepares for another anniversary. This weekend marks 50 years since Goa was ‘liberated’ from the Portuguese, the culmination of a long and, at times, bloody struggle that has never quite received its due in our nationalist historiography. Like all grand anniversaries, this one too will be marked by pomp and spectacle. Goa’s quaint capital, Panjim, will be brightly lit, Sonia Gandhi will address a public meeting, music concerts and art exhibitions will be held, there will be fireworks along the beaches. Every effort will be made to hide the darker side of arguably India’s most beautiful state. That darker side has meant that a state that was once caricatured as a happy-go-lucky land of fish, feni and football is now targeted as home to drug, land and mining mafias. Remember one of this year’s box office hits, Singham, was set in Goa, where Ajay Devgan plays the tough cop who aims to rid an entire system of baddies? Bollywood often takes its cue from real life. From Premnath playing the happily drunk fisherman Braganza in Bobby to Devgan as Bajirao Singham, the wheel has come full circle: the once idyllic Goa is now seen as paradise lost. When did it all change? For most tourists, Goa is still the country’s premier holiday destination. The hippies of the Beatles era have given way to a large domestic and low cost foreign tourist industry. Brand Goa for the tourist is defined by plenty of sun, many beaches, all-night bars, loud music, and the occasional rave party. Basically, a chance to rid oneself of the inhibitions of middle class India without the neighbour complaining. The more affluent have even bought themselves flats and houses, preferably with a view of the sea. Brand Goa for the locals, on the other hand, has been defined by a certain social conservatism, strong family ties, village temples and churches, environmental consciousness and a fierce attachment to property. A clash between the two Goas was inevitable and lies at the heart of the state’s travails. The battle has been primarily fought over a tiny state’s most precious commodity: land. From Mumbai and Delhi’s real estate entrepreneurs to even the Russian mafia, Goa became fair game for those seeking a quick return on investment. In 2006, the then chief minister Pratapsinh Rane, in a written reply in the Goa assembly, stated that in the previous three years as many as 482 properties had been sold to foreign nationals, including Russians. In 2007, it was the sustained pressure from local activists that forced the Goa government to abandon its much-publicised regional plan, a scheme designed to ensure the parcelling of the state’s land, unmindful of the environmental consequences. Despite this, the most frequent sight in the Goan countryside, even today, is of rapid construction activity as farmlands give way to holiday homes. Negotiating these land ‘deals’ are the state’s politicians. Their clout within the village panchayat system means that no sale is complete without the intervention of the local don-turned-neta. In a small state, the influence of the local MLA is much greater than in the big states where the chief minister wields a more dominantpresence. No one exemplifies this better than the colourful Atanasio ‘Babush’ Monserrate, Goa’s education minister, whose rather chequered CV includes a dozen criminal charges, including once attacking a police station. A three-time MLA, he has switched parties four times in a decade and has been part of both BJP and Congress governments. In a 40-member state assembly, where every MLA has a price tag, Monserrate has become symbolic of a decaying political culture. Linked to land conflicts is the growing controversy over mining rights. Mining has been central to Goa’s economy, a colonial legacy started by the Portuguese awarding mining leases in perpetuity to some Goans. In Margao, the CM’s constituency, 16,000 square meters of land belonging to a family is acquired with a promise of alternate land of just 4,000 square metres. Even that promise has been ignored by the government of the powerful, by the powerful, for the powerful. This family had been pleading with the government not to acquire their private ancestral land of 16,000 odd square meters to build kabrastan for Margao’s Muslim community on grounds that the land was left behind by their ancestors for the purpose of housing. Chief Minister, Digambar Kamat, however, was in no mood to listen to their pleas to drop the land from being acquired since his priority was to honour his election promise to fulfill the decades old demand for a spacious kabrastan. Instead, Kamat gave a verbal assurance to the aggrieved Fernandes’ family that the government would compensate them with alternate land of 4,000 square meters on the city outskirts at Davorlim. A year down the line, the land acquired for the kabrastan has been finally handed over to the management of Jamia Masjid, Margao – the apex body of city masjids – but the promise made to the Fernandes’ family to rehabilitate them on alternate land still remains a distant dream. Says Marcelino T B Fernandes: “ We had bitterly protested against the acquisition of their ancestral land, but the chief minister promised to give us alternate land admeasuring 4000 square meters in Davorlim. Since there were 25 legal heirs, we had requested the chief minister to allot us a minimum of 8000 sq mts. Till date, the government hasn’t honoured its promise”. Marcelino further said “ Every time, the chief minister was approached with our pleas for alternate land, he appeared sympathetic to our grievances, but the promised land is yet to come in our possession.” The Fernandes’ family had been knocking the doors of the government and political leaders, including GPCC general secretary Vijai Sardessai since the last one year. Goans are increasingly seeing New Social Workers coming on the screen, who are praised to the Heavens as Great People, Icons etc. Of course, the promoters forgot to mention that these so called Great Social workers are related to the most corrupt Anti Goan Politicians in Goa today, who are looting Goa in all possible manners and with it the destruction of Goa. Then of course, these Icons are also promoted by specific religious religious leaders/priests, who in my opinion are embarassment to their specific religious order and religion. It is really hard to understand how with so many so called Great Social Workers, Goa and its identity today is being devastated in all ways. His contempt for the true voices of the people of Goa who feel completely cheated, should be rejected with a greater degree of contempt. Godinho is no saint. He is the architect of the Dabolim de- notification scam, where land meant for parking of the new Dabolim airport was snatched from the airport and given back to this powerful son of the soil who promptly sold it to builders. He lords over a taluka where three villages are not even in the Regional Plan but in the ODP, where green areas have been surrendered to the builder lobby with aplomb. Can Mauvin Godinho put a hand to his chest and say that he has not benefitted in any manner from the constructions in Sancoale and Chicalim? No one is surprised that the Congress campaign manager for the assembly elections ridiculed villages across Goa by saying that their demand to scrap RP 2021 is akin to children not wanting to go to school. His linkages with people with benefits who will be benefactors of this plan may have spurred him to attack the very people who voted him and his government back to power. He will pay for this. But more importantly, what is the plan Mauvin Godinho is trying to protect? Has he studied plans of every taluka or panchayat or held deliberations with people in the villages or with the Village groups to get a sense of what they are saying. Dismissive and despicable statements cannot be the hallmark of the Deputy Speaker of the assembly and a senior party functionary. Irresponsible rabble rousers can make remarks which no one actually bothers to take note, but a responsible senior MLA cannot have that childish privilege. It is you who is childish Mr Mauvin Godinho. There are serious issues with the Regional Plan 2021. Herald has outlined several and the gram sabhas continue to do so. Here are some that emerged in a Village Groups’ press conference today In the regional plan for Old Goa a buffer- zone for the Bainguinim garbage site has been marked but there has been no buffer zone marked around the churches. Hills and orchard lands will be notified as settlement zones, half of the village has been shown in Corlim. There are so many examples. The GBA, which is fighting for the preservation of this plan by correcting anomalies is either being bullishly brazen or plain foolish. You can correct anomalies when the fundamentals are fine. The fundamentals of the way the State Level Committee drafted RP 2021 are shady. How do you then expect a plan drafted with shady fundamentals are sought to be corrected through facilitation centers. You can’t cure a birth defect by going to a corner side medicine shop. Let the GBA see reason for the sake of Goa. It should work closely with village groups to work towards a plan which addresses all concerns and then work with a dedicated team in government to deliver a plan for the people. Topping the list is the Colva Residency, besides half a dozen resorts and cottages, besides bars and restaurants. In separate orders issued on Monday, SDM Dasharath Redkar further directed the GSPCB to immediately verify the compliance and report back for a decision whether to continue with the suspension of the operation or to revoke the suspension orders. The order has directed all line departments connected with the granting of permissions/ licenses to the erring establishments to revoke all such license and permissions granted by them immediately after the expiry of the seven day period. The village panchayat has been further directed to revoke the permissions and licenses granted by the panchayat body to these hotels and restaurants and also ensure the suspension of the establishments after the seven day period. To ensure that the orders are complied with by the authorities, the SDM has issued directions to the DySP, Margao and Colva Police inspector to take action under section 188 of the IPC against those persons disobeying the order. In his order, SDM Redkar said it is a fit case to order the suspension or closure of the hotel and establishment till directions issued by the Goa State Pollution Control Board are complied with. The directions comes against the backdrop of the joint inspection carried out by various government agencies and the report submitted by the Goa State Pollution Control Board recommending closure or suspension of operations of these establishments. PANAJI: The Goa Pollution Control Board officials on Friday carried out an inspection of a resort at Sernabatim based on complaints that the hotel was allegedly discharging sewage into fields. According to information, a chamber was kept in the fields allegedly to let out sewage, however, at the time of inspection there was no such thing happening. The inspection was held after complaints from an association of people of the area who are cultivating their fields. There have been numerous complaints that the people cultivating the fields have been suffering from skin diseases. Locals say that there was a lot of activity prior to the inspection and a lot of garbage could be seen burnt in the area, however, there was no evidence about who were the perpetrators, besides circumstantial one. It may be recalled that the Colva civic and consumer forum had filed a petition in the High Court of Bombay at Goa that had directed the panchayat not to issue no-objection certificates to hotels, restaurants and eateries seeking to expand till they set up their own sewage treatment plant. There have been numerous inspections and sources say that the reports are still not ready as a comprehensive one is awaited. “We want something comprehensive. This cat and mouse thing cannot go on. We want a final solution,” Ms Judith Almeida of the forum told media. The moving force in the Sernabatim case is its former sarpanch. Locals have been upset and complaining incessantly about improper sewage disposal and subsequent contamination of the creek in the village for several years. The stench from the 1.2-km creek that travels to Sernabatim and then back to the beach has seen the pollution control board inspect the creek, and find traces of raw sewage in it, and subsequently order the panchayat to stop hotels from discharging sewage into it. On Monday, the board, as part of a two-day inspection drive, checked eight hotels and found that only two had set up sewage treatment plant as per directives issued. Deputy collector, D M Redkar, informed that the decision to issue closure notices, as directed by the HC, to hotels not adhering to directions will be taken once he receives the GSPCB report. The Colva forum has alleged that most hotels, after they close shop for the day, still dump sewage into the creek or release it directly through lengthy pipelines directly into the sea. Can we hold the State to Ransom for forcing the ILLEGAL to be Legal? It appears that this is what the Pro-Mining Lobby want to do, by their actions today 22nd Nov. If this the case, then perhaps the Builders Lobby, Drug Lobby, Prostitution Lobby, Corruption Lobby should also do the same, as surely here also people will stand to lose income significantly. The fact is that the few Mining Barons and MLA's, have made a disgustingly huge amount of money, mostly illegally and used the people getting a pittance from mining profits as Hostages, so as to try to continue their greedy agenda's. The fact is that Goans have to choose between continuing mining and destroying Goa's Environment and precious Water Resources. The solution is to bring to book the mining barons and concerned MLA's, recover the crores of rupees and use this money to compensate the ordinary people, affected by the Mining stoppage. Urban Development Minister Joaquim Alemao, who is also involved in mining business says that he will support the bandh. “I am always for legal mines and I again say that illegal mining be stopped but whether I am officially supporting the bandh or not, I can’t say for now,” he says. Curchorem legislator Shyam Satardekar, who is also involved in ore transport business, goes a step ahead and says that I am blindly supporting the agitation. “Why should legal mining be stopped due to illegal mines? Why do the authorities not act on illegal mining?” he asked. “I will blindly support the bandh Tuesday, as it is the question of the livelihood of lakhs of people who depend on this industry,” Satardekar says. However, Satardekar was unsure whether he would be physically present for bandh in panjim or not. “We have several functions including the concluding of Congress padyatra, so I will see whether I can make it or not,” he said. Besides, Subash, Joaquim and Shyam, the bandh also seems to have support of Health Minister Vishwajeet Rane and Quepem MLA Babu Kavlekar. They have looted the state treasury, sold land to sharks, changed demographics via mega projects, made the system extremely corrupt; so much so that Goans can't see a future in employment, business etc and prefer to migrate from Goa. These Ageing Politicians call themselves Man of Masses, Dynamic Leaders, other rubbish and feel that they are invincible. Their strategy of winning elections includes (1) Buying off voters with cash, rice, fertilizers, paying of amenities, illegal favours etc (2) Religious gimmicks and dividing Goa's religious communities (3) Manipulative Charisma and so on. Now as they are ageing, they want their Children to continue with their destructive policies. I appreciate that some time the Kin can be different from their destructive parents, but I cant see any of them so far in this regard. If fact, I know that some of them planning to contest the next Assembly elections are educated, but are actually much worst than their respective Parent in Power. The Good People must stand for elections, they have nothing to lose but the fact that the common Goan excuse of there being no alternative, be addressed. Who knows some of the Good People can even win elections against the Corrupt Anti Goan Goliaths!! We need just a few Good People in Power to change the tide for Goa and I strongly believe that we can. The Committee will inspect the remaining 24 establishments on Tuesday to ascertain whether they have complied with the Goa State Pollution Control Board directions on sewage and waste water treatment. After the inspection, Deputy Collector, Margao Dasharath Redkar told newsmen that a final decision against the six establishments will be taken once the Goa State Pollution Control Board compiles a report on today’s inspection. “ Action as per law will be initiated against the establishments once the GSPCB compiles a report on the inspections”, he said. Saying that some of the establishments have not adhered to the directions, Redkar warned that the authorities will have no option than to close down the establishments if they fail to adhere to directions. The High court in a petition filed by the Colva Civic and Consumer Forum had directed the GSPCB and the dis- Members of the Joint inspection trict Collector, South to hold a joint inspection of the hotels to whom notices and directions were issued by the Board and to verify whether the directions issued by the Board have been complied with or not. Education is supposed to take the society/area forward but in Goa, I think Goans have actually taken it backwards. However, what he has gone to jail for is perhaps no less an alleged offence, He has been charged with willfully de- notifying huge tracts of land meant for public causes and interests and handing them over to his trusted friends- real or boughtand relatives. This has a chilling similarity in a recent case in Goa, where the Chief Minister, the Revenue Minister and the Deputy Speaker are all involved in de- notifying 36,800 square meters of land to one Bernard Costa, earmarked for the expansion of the Dabolim airport. This land was gifted back to Costa on Valentine’s Day, inspite of a clear objection by the Airports Authority of India as well as some people in the Goa government as well. This land was badly needed by the airports authority, since the main parking annexe was supposed to have come on that land. This land would also house the barracks of the CRPF and other security personnel. The loss of this land has actually severely hampered the entire expansion project. And all this to give land back to one man with influence and money. The story does not end, but just begins here. The land was given because he was a son of the soil who needed land for his housing. Barely three months after the land was de- notified and given back to him, he sold it to builders who in turn are selling off plots to build houses at huge prices. This entire move was backed by a troika of the Chief Minister, Revenue Minister Jose Philip D’- Souza and the Deputy Speaker Mauvin Godinho. The last two are bitter political rivals but came together to seal this deal with Costa. Let us not forget that when land acquisition takes place, the homeless and landless are the ones actually dispossessed. They hardly ever get the same recognition and benefits that a rich Bernard Costa got. Costa got to attend the meeting with the Chief Minister, Revenue Minister Deputy Speaker and the Chief Secretary among others, which discussed and gave a stamp of approval to the plan to give him the land back. How many poor people in Goa get even a patient hearing in front of the local mamlatdar about their land related grievances? If Yedurappa has gone to jail for denotifying land to favour his kith and kin, a similar investigation should be done by a neutral investigation agency even before the Lok Ayukta is constituted. And is not , then this should be one of the first cases that the new Lokayukta should take up where the Chief Minister himself will be under the purview of investigation as per the revised 2003 Lok Ayukta bill. Let there be a thorough probe to see if financial gratification was meted out to politicians to de- notify such prime land in a manner so shameless and ruthless. I have confirmed the below message in his interview WENDELL message i was well aware that I should say that all illegal mining must stop and no new licenses issued. Then later we can ask them to phase out mining altogether over a period of five or ten years ARWIN's Views If this is what Wendell said the I agree with him. Mining is a very serious issue and there are extremely big stakeholders who will NOT let go easily. They dig, transport and export. Some have their own companies, others do it by proxy. We begin with GPCC President Subhash Shirodkar, who has declared that he is very involved in the mining business, but does nothing illegally. We are not saying he does. We are detailing his involvement and of others. Since 2005 onwards, he has been operating a mine earlier run by Anil Salgaocar’s SMI called Santonachi Upri, whose concession holder is Zarapkar and Parkar in the village of Dabal of Sanguem ( TC no: 34 of 13/ 8/ 55, area 98.3 hectares). Since 2005, he has exported 4,41982 tonnes of ore from this mine. Since 1990- 91, the total exports from here, has been 2.6 million tones. What are the details of his mining operations?• What is the source of all ore transported by him. The royalty details of such ore and the final mode of ex ports Dinar Tarcar• What are the details of the case against Minescape, where he has been accused of running a mine on the basis of a Power of Attorney? Now the CM’s turn to answer• Many politician miners do business with Mallikarjun Exports and Pisces Exim the later being a company which has exported unclassified ( not necessarily illegal) ore this year. Has the trail of these exports as those of all other companies, been established to identify the source of ore sent?• There is a term called Zero ore. [Goanet] Increasing Thefts, Crimes, Murders in Lawless Goa
Goa is going from bad to worse into a lawless state. I will not blame the Police but to the current set of ruling Anti Goan politicians. Some of them are talking about defamation cases on charges against them but these guys are already on Police Records and are known criminals, so what fame are they trying to protect? Goans just list down and look at your current ruling set of Ministers who have in their experience: Murders, Murder Threats, Sex Scandals, Prostitution, Gang Wars, Sword Seizures, Drug Business, Smuggling, Illegalities, Racketing, Arson, Freeing criminals on influence, Anti National charges etc Are we Goans proud of the current bunch of politicians ruling or rather destroying our beautiful state and identity. We got uneducated ministers incharge of ministries that require the highest level of education and experience. The most notorious Politicians have their pictures these days regularly in the media, in preparation for the next elections; how do these people have so much funds? How can we expect law and order from a criminal government? Today Crime,Thefts are increasing in Goa and everyone is blaming the Police, Migrants etc But they are not the root cause; Who is encouraging corruption/manipulation in the Police department? Who is creating migrant vote banks and encouraging migrants to come in uncontrolled numbers via various destructive projects e.g. Mega Projects. Goans(Including Overseas) please look at the bigger picture, by selling your souls for a few pieces of silver you are creating monsters that you will not be able to control and tomorrow these will come back to haunt you in some form or the other!! Velip, who made a representation before the Shah Commission despite presence of huge pro- mining lobby, said that Alemao has been operating one of the mines since last one year, illegally. He told Herald, that there were three illegal mines operating in the village, which were contracted to Alemao. “ Two have already been stopped by government, however, one is still operational,” Velip said adding that several representations have been made to Goa State Pollution Control Board and Mines Department, who have failed to take any action. He said that the mine is operational without forest clearance and has also encroached comunidade area. During the hearing, Velip named the minister, which invited angry reaction from a section of people. While he was reading out the names of mine owners, the crowd booed him forcing him to stop. Velip said that he has given everything in detail to Shah Commission.
