*125th Anniversary of Tiatr* *27 tiatr artistes felicitated in Pernem taluka* Panjim: 125th Anniversary of Tiatr Celebrations Committee and Tiatr Academy of Goa celebrated 125th Anniversary of Tiatr with a special felicitation function at the open air hall of Mount Carmel Church, Arambol on January 4. The tiatr artistes from Pernem taluka, who have contributed to the development of tiatr were felicitated on the occasion. Ashok Parab, deputy director of Art and Culture department was the chief guest and Joe Rose, a veteram tiatr artiste was the guest of honour. Tomazinho Cardozo, chairman of Celebration Committee and Agostinho Temudo, president of TAG graced the occasion. Speaking on the occasion, the guest of honour, Joe Rose reminded the gathering that more than the awards, the biggest reward is the audience who has come all along supporting tiatr and the tiatrists. “No doubt, work of the writers, directors and artistes cannot be ignored, but if audience is not there, tiatrs will not exist. Hence the audience support has to be appreciated,” he added. The chief guest, Ashok Parab congratulated the felicitated artistes and asked the tiatr fraternity to continue contributing towards the tiatr as it is the local art, which needs to be preserved and flourished for prosperity. *Press Note for favour of publication* *Premanand Lotlikar elected DKA President* Premanand Lotlikar was elected President of Dalgado Konknni Akademi (DKA) with a thumping majority in the elections held on 2nd February 2014. Of the 290 votes polled, Premanand Lotlikar received 195 votes while Jose Salvador Fernandes secured 48 and Michael Gracias secured 44 votes. 3 votes were invalid. 6 members of the panel of Premanand Lotlikar were also elected with a huge majority. In all 9 candidates were in the fray for 6 posts of Executive Committee. The first 6 who have won and the votes polled by them are as follows: - Pio Esteves (246), Fr. Conceicao D’Silva (251), Alfonso Braganza (238), Pandarinath Lotlikar (218), Walter Menezes (216) and Vincy Quadros (237). The other three contestants secured the following number of votes: - Thomas Fernandes (45), Agnelo Pires (50) and Maria Liberata Mendonca (56). [Goanet] Government Decision on Medium of Instruction
Government Decision on Medium of Instruction The issue of the choice of medium of instruction in primary schools in Goa has been solved by the Goa Government to the satisfaction of Aam Aadmi of the state. By deciding to give the choice of medium of instruction - Konkani, Marathi or English - to the parents of the students the government has done a great service to the poor and weaker sections of Goan society who could not think of English primary education for their children due hefty fees by private primary schools. The decision also makes the teaching of one subject in Konkani or Marathi compulsory from Std. I to Std X which is praiseworthy. This decision of the government upholds the fundamental right of the citizen of this state and hence the government led by Digamber Kamat needs to be congratulated for taking such a progressive decision in spite of pressure from the anti-English lobby in the state. The Bharatya Bhaso Surokxa Manch led by Shashikala Kakodkar tried to turn the whole agitation into a communal issue but in vain because over 50% of the parents demanding the choice of MOI belong to the majority community of Goa. Thus it was the demand of Goans irrespective of caste, creed and religion. *“Together for the Seminary”- Impressive* “Together for the Seminary’ a three days festival of Goan Music and Cuisine got underway on 13th instant when the traditional lamp was lighted by the MLA of Calangute Constituency, Shri. Agnelo Fernandes in the presence of Tomazinho Cardozo, president of TAG, Alexyz, the popular cartoonist, Fermino Fernandes, Sarpanch of Candolim and Fr. Tony Salema, Rector of Seminary at the grounds of the Seminary, Saligao. The three day festival is organized in order to raise funds for the renovation of the seminary. Shri. Agnelo Fernandes, MLA of Calangute constituency donated Rs. 10 lacks for the renovation work of the Seminary. On this occasion a Konkani musical programme “Svadik Konkani Git” directed by Tomazinho Cardozo was presented. Anthony San, Clarissa, Sonia Fernandes, Maria Cardozo, Irence Cardozo, Joycelyn Misquita, Anthony Carvalho, Nanesh Morajkar, Zico and Shivanand Naik participated in the lively programme of Konkani songs and skits. The music was provided by Nolvert Cota. This was followed by numerous cultural items from different parishes which included songs and dances including folk dances. After the performances from different villages the musical band – Band wagon – entertained the people. Seminarians also presented few items which were appreciated by the people. Tomorrow – 15th May – is the last day of the festival. Lulu Fortes and Troupe will presents a musical programme on the occasion. The audience will be treated with Konkani and English songs. Of Communalism and Medium of Instruction Tomazinho Cardozo The happenings at the Azad Maidan on 6th April 2011 have exposed the true colours of leaders of Konkani movement. These leaders who used to shout at the top of their voices that Marathi language had no place in Goa, they were sharing the platform along with the protagonists of Marathi language. Throughout the language agitations, these leaders of Konkani always spoke very highly of the role of the Catholic Church in Goa. They described the church of Goa as the most secular institution. In the meeting held on 6th instant at the Azad Maidan, the same leaders dubbed the Catholic Church of Goa as communal. It does not bother me at all when Marathi protagonists level unsubstantiated charges of communalism against the Catholic church of Goa because I have heard them saying the same thing since the Opinion Poll in 1967 which decided against the merger of Goa into Maharashtra. These people who wanted to destroy the very existence of Goa by merging it into Maharashtra have no moral right to dictate terms to Goans who with their sheer sincerity and dedication prevented the merger of Goa into Maharashtra and saved Goa’s existence. But it does matter when Konkani protagonists who used and misused the Catholics of Goa to win each and every battle against the communal forces whose aim was to eliminate Konkani language also dub the church and Goan Christian as communal. It also hurts when a priest belonging to the institution of church shares the same platform with those who falsely accuse the church of communalism. An excellent example of ‘double-standard’ indeed! The problem of these Konkani leaders is that they always had a hidden agenda. The hidden agenda was to try their level best to preserve Konkani only in Devnagori script and that too at the cost of Catholic community which used Roman script for Konkani for ages. They knew that the huge Hindu bahujan samaz would never be with them. And in order to achieve that hidden agenda there was no other way for them but to take the help of Christian community in Goa. That was the reason why they did not bring up the issue of scripts of Konkani throughout the agitation in which 7 Christian youth laid down their lives. Hundreds of meetings were addressed during the agitation but the issue of scripts was never mentioned. On the contrary, I remember these very same leaders, requesting me and other Christian speakers not to bring up the issue of script. We sincerely believed that it was the right approach to protect the unity of Konkani forces. And when the Goa Official language Act was passed, fraudulently they recognized Konkani in only Devnagori script. That was the greatest betrayal of 20th century. In 1991 Konkani education started in Goa on a large scale. About 130 schools belonging to church authorities opted for Primary education in Konkani medium. Much against the wishes of the people the church authorities accepted Konkani education in Devnagori script. In fact the lovers of Konkani were compelled to learn Konkani in a particular dialect and in Devnagori script. These very leaders of Konkani praised with extraordinary expression the role of the church at that time. All those praises were because the church permitted to foist Konkani language in a particular dialect and in a particular script in schools managed by Christians. At this time these leaders never considered the church as communal because knowingly or unknowingly the church was helping these leaders to achieve their hidden agenda. But when the church supported the demand of the parents to have choice of medium of instruction in primary, the move of the church went against the hidden agenda of these leaders. If the parents opted for English as the medium of instruction in primary schools then overnight Konkani education in Goa gets vanished because it exists only in schools run by the church authorities. The dream of getting the hidden agenda achieved get shattered. Thus the same leaders dubbed the Catholic Church of Goa as communal. A reflection of frustration! There are ample examples of the involvement of Goa Catholic Church directly or indirectly that has helped to win numerous agitations in the state of Goa. All these agitations were and are for saving Goa from destruction. The Opinion Poll of 1967 and the agitation to make Konkani the sole official language of Goa could have not won if the church did not play its role. That time the mergerists and protagonists of Marathi used to label the church as communal. Today the same Konkani leaders who used to refute these allegations against the church are leveling similar charges. After Goa achieved statehood, Goans had to resort to numerous agitations in order to save Goa from destruction. Some examples; the government had to withdraw the Regional Plan 2011 and establishments of Special Economic Zones (SEZ) ended abruptly

Mother Tongue and Primary Education Tomazinho Cardozo The massive rally of parents the Azad Maidan, Panjim recently demanded in one voice that option may be given to parents to choose the medium of instruction in government aided primary schools. Some news persons with ulterior motive distorted the content of the demand and published that the parents want English language only at the primary level. Such distorted information gave an impression as if the parents wanted to stop primary education in Konkani and Marathi. This was intentionally done in order to create anti English emotions among the people. The content of the demand put forth by FORCE is crystal clear. Today there is option to choose Konkani or Marathi as the medium of instruction at the primary level. The parents demand that this option may be extended to English also. In other words the parents want that the government give them the right to chose Konkani, Marathi or English instead of Konkani or Marathi only at the primary level. There is no doubt that the universal pedagogy is to have primary education in the mother tongue. This concept is very effective because the rest of their higher education is also done in the same language – the mother tongue. Most of the European nations are concrete examples in which elementary as well as higher education including professional education is done through their mother tongue. Is it appropriate to make this concept applicable to educational situations in our country including Goa where the education from Std. V onwards is in English? For argument sake, let’s consider that the mother tongue is the best language for primary education in Goa. Is primary education in Goa imparted in the mother tongue? In 1990 the government made Konkani or Marathi the languages of primary education in Goa through the circular No. DE/Acad.I/Policy Decision/Medium/Pry/344/90/1234 dated 21.5.1990. I quote the first statement of that circular, “The medium of instruction at the Primary stage in all Government and non-government recognized schools shall be the Mother Tongue of the child i.e. Konkani/Marathi/Regional language of the state.” From the sentence it appears that Konkani, Marathi and Regional language of the state are all mother tongues. How many mother tongues does Goa have? As far as I am concerned the mother tongue of Goans is Konkani. If this is the fact then how Marathi language fits into the pedagogic concept of primary education? ( Mind you I am not against Primary education in Marathi at all because it existed even during Portuguese time.) Can the educationists who are the protagonists of mother tongue explain us in clear terms the position of Marathi as far as the universal concept of primary education in Mother tongue in Goa is concerned? Otherwise accept that Goa has two mother tongues Konkani and Marathi. Or else do not apply pedagogical definition to the Primary education in Goa. If Goa government can give grants to have primary education in any language other than the mother tongue of Goans then where is the hustle to give grants to primary education in English, which is also not the mother tongue of Goans? What the parents are asking is their democratic right to secure a better future for their children. Are the parents of students demanding their right to choose the medium of instruction not the tax payers like the parents of students learning primary education through Konkani or Marathi? The accusation by some protagonists of mother tongue that the primary education in English will render our children de-nationalized and de-cultured is also a myth. No language inculcates nationalism and love for culture in our children. Therefore the language is not important. What is significant is the content of teaching i.e the curriculum. Besides it is the influence of teachers, parents and the society which helps in inculcating the values of nationalism, patriotism, love for culture, etc., etc in our children. Today we observe anti-social activities throughout the country. Terrorism, murders and rapes are increasing day after day. According to me these are the people who are already de-nationalized and de-cultured. I wonder in which language all these terrorists, murderers and rapists had their primary education. Is it not through their mother tongues? These elements have turned themselves into dreaded human beings not because of the language of their primary education but because of the atmosphere and circumstances through which they grew. Let us not therefore link de-nationalization and de-culturization to the language of medium of instruction. The time has come for the government to act decisively. We live in the 21st century. The government has to keep pace with the rest of the world if it wishes to achieve greater heights for Goa and its people. * * *Press Note* *For Favour of Publication* *DKAs Konkani Conference Demands Equal Status to Konkani in Roman Script* 3rd Konkani (Romi Lipi) Literary and Cultural Conference ended on 20thFebruary 2011 after passing four important resolutions. 1. It demanded that Goa Official Language Act of 1987 be amended and Konkani in Roman script should also be included along with Devnagri script in the definition of the Act. 2. As lovers of Konkani in Roman script are moving away from Konkani education it demanded that Konkani education in church schools be imparted in the medium of Konkani in Roman script. 3. It demanded that students learning Konkani be given opportunity to answer the examination papers in Konkani in Roman script also. 4. It also demanded that in the past Kala Academy Goa used to give awards to books in Konkani in Roman script as a separate category. The same should be implemented by Kala Academy in order to encourage creative writing in Konkani in Roman Script. Earlier on 19th February the 3rd Konkani (Romi Lipi) Literary and Cultural Conference was declared open by the Bishop of Sindhudurg Rev. Fr. Allwyn Bareetto. In his address he appealed Goans to use Konkani language in their day to day life. Shri. Tomazinho Cardozo the keynote speaker of the day stated that primary education in Konkani has suffered because of Devnagri script and a particular dialect is imposed on huge majority of Konkani people. If parents are permitted to opt for Konkani education in Roman script then Konkani language will flourish in leaps and bounds. Fr. Conceicao D’Silva, President of Reception Committee welcomed Smt. Victoria Fernandes, MLA of Santa Cruz Constituency, Mr. Bonaventure D’Pietro, President of Working Committee and Mr. Premanand Lotlikar, President of DKA also spoke on the occasion. Two workshops were organized on the second day i.e 20/02/2011. The first workshop *‘Dispottea Jivitant Konknni’* was chaired by the Vice President of Goa Konknni Akademi Shri. Vincy Quadros while Shri. Ashok Chodankar and Shri. Wilfred Goes presented the papers. The second workshop *‘Konknni Bhaxecho Vistar’* was held in the post lunch session which was presided by Dr. Fr. Simon Deniz, Principal of Rosary College, Navelim. Fr. Ave Maria Afonso and Shri. Daniel F. De Souza presented the papers. Both sessions were attended by large number of Konkani enthusiasts including students from colleges. A *‘Kovi Sommelon’* was also organized in which twelve upcoming poets participated. The *‘Kovi Sommelon’* was presided over by the prominent poet of Konkani language Shri. Yusuf Sheikh. The concluding function was attended by the PWD Minister Shri. Kala Mogi produced its second English production “Sweet Poison” in 2008. This play too received encouraging reviews from the press and a lot of appreciation from the lovers of English Theatre. “United We Stand” is our third attempt in this field. We are confident that “United We Stand” too will be liked by one and all. “United We Stand” is an adaptation of Tomazinho Cardozo’s original Konkani play “Ami Soglle Ek”. Rojin and Laximi are neighbours and although they professed different religions lived for so many years in harmony and unity. After the Liberation of Goa, the first Assembly elections come along and, thanks to the contesting candidates, the seeds of communalism are sown in order to get votes. Rojin and Laximi become deadly enemies of each other. But their sons Mikel and Kishore know that this deadly monster of communalism will destroy our society. The competition is organized for the purpose of inculcating patriotic values among the student community. It will also popularize Konkani songs on National Integration. The participating schools will be provided with transport charges as per the distance of the school from the venue of competition. They will also be provided with refreshments and attractive awards including cash awards. The 1st prize for the best performance will be Rs. 5000/-. The 2nd and 3rd prizes will be Rs. 3000/- and Rs. 2000/- respectively. Besides this, mementos will be presented to the winning schools and certificates of participation for all students. World Konkani Cultural Festival “Vovllik” extended to Goans The curtain raiser, “Vovllik” meaning invitation, of the ‘Vixv Konkani Sankrutik Mahamell’ or World Konkani Cultural Festival organized by Mandd Sobhann Mangalore, was held at the Conference Hall of Ravindra Bhavan Margao yesterday, (18th July 2010, at 7.30 p.m.) with an impressive ceremony in the presence of Digamber Kamat, Chief Minister, Francisco Sardinha, MP South Goa, Damu Naik, MLA Fatorda constituency, Luizinho Faleiro, former Chief Minister and host of dignitaries from Goa as well as from Mangalore. In his speech Shri. Digamnber Kamat congratulated Eric Ozario and his team for organizing such a massive cultural festival of 25 days in the months of November/December 2010 in Mangalore. Stating that such an exercise can forge unity among Konkani people scattered in different states of India, he assured all possible help from the Goa Government in making the festival a great success. Shri, Kamat who is also the Chief Patron of the World Konkani Cultural Festival hoped that along with Konkani culture the festival will highlight Goa and its culture too. Shri. In fact he was responsible to start a new College, Rosary College of Commerce Arts in Navelim, for the Archdiocese of Goa Daman. In fact he was its Founder-Principal. The zeal with which he served the student community in that college, could take the young college to greater heights in the educational arena. His consistent efforts gave a new direction to higher education in South Goa. He introduced many new academic disciplines as per the needs of the time thereby helping the students to be well equipped to face new challenges in life. When he was given the Principal’s responsibility of St. Xaviers College, Mapusa he left no stones unturned to take the college at a higher level not only educationally but in all respects. During his tenure as Principal of St. Xavier's College, Mapusa, Goa, he piloted the project of 'College with Potential for Excellence', and St. Xavier’s College Mapusa was selected as one of the Best 47 Colleges out of 15,000 Colleges in India, in 2004. St. Xavier’s College attracts the largest number of students in Goa. He always believed in discipline. His commitment to his duties had no limits. He worked very hard and he wanted all his staff to perform their duties in the same way. He was a result oriented man. These qualities in him compelled the concerned authorities to reassess St. Xavier's College, Mapusa. The reassessment resulted in reaccrediting St. Xavier’s College with 'A' Grade by the National Assessment and Accreditation Council. He introduced 50 Capacity Building Strategies at St. Xaviers College to help College students face the challenges of the modern world. His achievements in the educational field in Goa were not recognized in his own state the way it was done elsewhere in India. He was awarded the Dr. Sam Higginbottom award for being selected as the best college principal in India. By now he had many admirers in the educational field of our country. His contributions in numerous seminars, national as well as international, have created an impact in the minds of educationists. He was considered a man of action. Hence all Christian Colleges in India, elected him as the President of All India Association for Christian Higher Education. A rare honour to a Goan educationist indeed! Yet another very important contribution of Prof. Newman Fernandes to Higher Education in the state of Goa was the Semester System, Continuous assessment, new disciplines, etc. He was appointed Chairman of the Goa University Curriculum Restructuring Committee and as the Chairman he was instrumental in introducing for the first time the Semester System, Continuous assessment, new disciplines, up-to-date syllabi etc. In order to improve the quality of Higher Education in the state of Goa, the Government constituted Goa Government Integrated Education Advisory Council, of which he was nominated a member. He prepared the draft for the State Policy for Higher Education. A true environmentalist and conservationist he was given the responsibility of the Secretary of the Committee for the Conservation of the Archiepiscopal Palace (oldest Western Civil building in India). It secured the UNESCO Asia Pacific Award for Conservation. He resigned voluntarily as the Principal of St. Xavier’s College Mapusa. This unfortunate happening has affected adversely the cause of education, not only in St. Xavier’s but in the whole state of Goa. The man who can produce results has no difficulties in getting suitable assignments in this competitive world. Being very popular among the educationist in the country, he was flooded with offers in numerous educational institutions in the country. --- http://www.GOANET.org --- Happy New Year Twenty-Ten --- Lucazinho Ribeiro - The Creator of Goan Tiatr Tomazinho Cardozo It is surprising to learn that the Goan Tiatr took birth in neighboring Bombay, almost 117 years back i.e. in 1892. A young man called Lucazinho Ribeiro hailing from Sokolwaddo, Assagao in Bardez Taluka can be called the innovator of the Tiatr because he along with Joao Agostinho Fernandes and others staged the first Tiatr performance on the occasion of Easter on 17th April, 1892. The name of the first Tiatr staged was Italian Bhurgo. This Tiatr was written and directed by Lucazinho Ribeiro hence he can be called the creator of the unique form of Konkani drama called Tiatr. There is no documentation at all which gives a clear picture of the staging of the first Tiatr in 1892. It is only in 1943, on the occasion of Golden Jubilee of the Tiatr that Joao Agostinho Fernandes, popularly known as Father of Tiatr, wrote an article, which was published in the issue of 'Ave Maria', a weekly in Konkani in Roman script, dated 28th November, 1943. In the beginning of his article Joao Agostinho Fernandes says, As I have taken the responsibility to celebrate the Golden Jubilee of Konkani Tiatr, I feel it is my duty to make all Goans in general and tiatr lovers in particular known who is the first Goan to write ans stage the first Tiatr. In his brief article Mr. Fernandes describes how Lucazinho Ribeiro got a job in an Italian Opera Company and how he wrote the first tiatr 'Italian Bhurgo'. He also in this letter makes a mention of one Caitaninho who also assisted Mr. Rebeiro besides him to stage the First Tiatr in 1892. In the last paragraph of his letter Joao Agostinho Fernandes says Undoubtedly this credit goes to late Mr. Lucazinho Ribeiro on the Tiatr stage. I bow my head to Mr. Ribeiro, who was my guide and teacher and because of his guidance I still continue to present Tiatrs of good values to the Tiatr lovers. This article is the only source, which provides information about the innovation of the Tiatr and the staging of the first Tiatr. The information given in this article is authentic because the letter was written by a person who was directly involved in staging the first Tiatr Italian Bhurgo in 1892. Why did such a dramatic form come into existence? It was because the standard of the then existing dramatic forms 'Zagor' and 'Khell' or 'Fell' deteriorated due to introduction of elements of vulgarity to create fun and cheap entertainment for the audience. This decline of quality in staging Zagor and Khell prevented many people from witnessing these forms of entertainment. Educated people stopped patronizing the Zagor as well as the Khell. Goans were in need of good and qualitative entertainment. During the centenary year of the Tiatr in the year 1992, I visited Assagao in order to find out the roots of Lucazinho Ribeiro. I met Lucazinho Ribeiro's grand daughter-in-law Lucy who showed me the house of Lucazinho Ribeiro, which was all in ruins. Only the balcony existed without the roof over it. One had to climb 12-14 steps to enter the collapsed balcony. She informed me that her father-in-law used to tell her that Lucazinho Ribeiro used to stage small cultural programmes of Konkani songs and skits by converting the balcony of his house into a temporary stage. He used to make use of bed-sheets as curtains. Young Lucazinho Ribeiro migrated to Bombay, as most of the Goans did, in search of a job. During that time Italian dramatic troupes were touring important cities of India such as Bombay, Calcutta, Delhi and Madras to stage Italian Operas. When in India, they used to employ Indians mostly as back stage artistes. Lucazinho Ribeiro, having love for dramatic art, tried his luck to get employment in one of the Italian dramatic troupes. He got a job as a back stage artiste. The troupe was staging the opera called Italian Boy. When the troupe completed its assignments and was to leave India, Lucazinho Ribeiro bought the costumes which were used in the play. This act itself shows Ribeiro's intention of producing a play similar to Italian Boy. Accordingly, based on the same story of Italian Boy he wrote a Teatro in Konkani and called it Italian Bhurgo As there were many different scenes in this Teatro and as it required different stage sets, in order not to waste time, he thought of dropping the curtain and introduced songs and dances in front of the curtain. He felt that it was needed to entertain the audience while the Stage Setting was being done behind the curtain. These songs and dances did not have any relevance to the theme
