This is what one of the Indy Hospitals put out.  FYI.

Coworker exposed to patient confirmed with COVID-19
Any coworker not in protective gear who was exposed to a COVID-19 confirmed 
patient in a low-risk encounter may return to work if they have no symptoms and 
would wear a face mask for the duration of at minimum 14 days post-exposure as 
they perform their daily job duties.

Those coworkers who had high-risk exposures to COVID-19 patients that includes 
direct contact, prolonged exposure >30 minutes within a 6-foot radius, and or 
other procedures that may have exposed them to bodily fluids or aerosolized 
particles, may be allowed back to work if free of symptoms and/or have a 
negative COVID-19 test as an alternative to 14-day home quarantine. Again, in 
this case these coworkers would be required to wear a face mask for at least 
the following 14 days as they performed their daily duties.

In both cases these coworkers would be required to self-report any symptoms for 
fever, cough, shortness of breath, GI symptoms or anything out of the ordinary 
before they report to work. The presence of symptoms would require the coworker 
to begin a home quarantine and further COVID-19 testing and at a minimum they 
would be required to stay home until symptoms improved and fever free (without 
antipyretics: fever-reducing medicine) for 72 hours and post-initial symptoms 
by at least seven days, or without fever (without antipyretics) and absent or 
improved symptoms for 24 hours and then have two negative COVID-19 test 
24-hours apart.

In addition to the self-reporting of symptoms, those coworkers with high-risk 
exposures need to have their temperature checked by a supervisor or coworker 
prior to the start of their shift and not have a fever. If fever is present, 
those coworkers will get COVID-19 tested and would be sent to home quarantine. 
Return to work would follow same criteria as above.

I brought this up on our pre-call yesterday and everyone is across the board.  
Some are doing no installs, some are doing a self-install where they give the 
customer a cable and drill a hole without entering the house, and some are 
doing full install with precautions.  We will be asking the State for an 
essential company as to what is necessary for PPE, and good guidelines.  Any 
delivery company would also fall under these guidelines.  No one is wanting to 
publish standards unless blessed by the State because it exposes them to 
liability if someone gets sick.

Today's call to the LG and Scott Rudd, they are saying that it is a business 
decision as to how you protect your employees because you are an essential 
business.  Please follow all guidelines that are published... as to what that 
means, they asked the group if anyone would share their protocols and/or 
policies, and the only person that said anything was from the cable industry 
and their response was it is highly classified, but they will try and share 
some things... but for the most part, it was silent.

If anyone has any other questions or concerns, I will bring them up at the next 
meeting.

Eric, I think we need to bring to the attention of the state that Internet 
Service Providers are seen as Essential services. If you consider all the other 
essential services, ISPs are some of the only services that MUST be in the 
individuals home or business.  Its not like you can install a new service and 
only be outside the home.  Other services may need in but many of those are 
handled by contractors that have already completed that service to the outside. 
 I think that additional considerations, testing's, and access to protective 
gear should be considered as we make working from home possible for thousands 
of Hoosiers.  I would expect IBTA, INECA, Cable, and even the REMCs could get 
behind that.

2015 Homeland Security communications sector plan.  Since it was developed in 
2015, I would assume it would be of good guidance until we hear otherwise.  
Scott already sent out the letters from DHS and CISA for travel and fuel.

Folks,

You all know how much I hate tax money being given out to support and build 
broadband related networks. However,  these are unusual times, so we can save 
that debate for another day.

I don't like sharing emails I send out because I have seen my stuff 'borrowed' 
without permission lately.   Today, you all have my permission.  This is how we 
are handling it.  You may be doing something similar.

Until the end of May, the following will be put in place for our billing and 
collection procedures:

  1.  The due date of the first (1st) of each month will remain.
  2.  No late fee will be charged if you miss your payment on the first (1st).
  3.  No disconnects will occur until the end of May.  We are keeping the 
service on.
  4.  Any missed payments or payments due will still be owed and not written 
off.
 *   Any unpaid balance by the 10th (our normal grace period) could result 
in a temporary reduction in bandwidth to 3 Mbps until paid current.
  5.  Customers who cannot afford to pay for their account or no longer have 
household income can:
 *   Reduce the monthly payment by speaking with our office to find a 
solution.
 *   Receive a temporary free account of 3 Mbps for basic email, searching, 
social media, etc.  Streaming services will be restricted.
 *   Suspend the account short-term if needed.
  6.  Prepaid monthly discounts are available if needed.
We continue to offer Credit Card Auto Payments, Online Payments including ACH, 
Checks and Cash


None of us have been put into this situation before so the collaboration is 
good.

access to essential broadband and voice services.

The FCC's "Keep Americans Connected" pledge has been signed by hundreds of 
broadband providers - many of which are NTCA members - committed to helping 
customers under economic distress remain connected to broadband and voice 
services over the next 60 days.  However, concerns persist that many customers 
could lose the ability to pay for voice and broadband at a time when they need 
these services most to work and learn from home.  Therefore, NTCA has drafted 
the attached proposal to avoid the prospect of smaller broadband providers 
being unable to sustain the commitment to keep every customer connected in the 
event of prolonged and significant economic distress caused by the pandemic.

Under the Critical Connectivity Continuity (CCC) Program, a small business 
broadband provider could seek recovery from the CCC fund for broadband 
services, but only to the extent that:
a.a customer failed to make payment in full for his or her 
broadband service during the pandemic; or
b.the small business broadband provider initiated a program to 
provide customers with free or discounted broadband services (or upgraded 
services) during the pandemic due specifically to the presence of a student in 
the household in need of distance learning capability


I am not really sure how I feel about government funds, as we have always tried 
to keep our hand out of the cookie jar, because government money seems to have 
strings attached.  Once we take from the CCC, I have a feeling that we will 
then need to contribute to the CCC going forward.  Just my initial thought.

The government did not say you must provide service with out payment. They just 
said that you cant shut them off if they are already customers and due to 
change in employment or covid infection. You keep billing and when its all over 
they still owe.  It all comes due. I know that does not pay the monthly bills. 
But they cant shut you off either.



I agree that Eric should broach this subject with the state.  But some of this 
directive is from the Federal government.

Thank you for taking on this role, and for participating in the daily 
conference call.  I feel a concern shared among small independent service 
providers is that the government is ordering our companies to continue to 
provide service to non-paying customers.  Small service providers may not 
be able to sustain the hit to cash flow while having the ability to keep 
services operational. Many consumers are in a cash flow crunch, so they 
will ask themselves what invoices do I have to pay and what invoices don’t I 
have to pay at this time?The state of Indiana is telling them they don’t 
have to pay our invoices, so we know the answer. Loans will not resolve the 
issue, because loans must be repaid and loans assume we will also eventually be 
paid by delinquent customers. So the question is,  given that the State has

The government did not say you must provide service with out payment. They just 
said that you cant shut them off if they are already customers and due to 
change in employment or covid infection. You keep billing and when its all over 
they still owe.  It all comes due. I know that does not pay the monthly bills. 
But they cant shut you off either.

I agree that Eric should broach this subject with the state.  But some of this 
directive is from the Federal government.

providers is that the government is ordering our companies to continue to 
provide service to non-paying customers.  Small service providers may not 
be able to sustain the hit to cash flow while having the ability to keep 
services operational. Many consumers are in a cash flow crunch, so they 
will ask themselves what invoices do I have to pay and what invoices don't I 
have to pay at this time?The state of Indiana is telling them they don't 
have to pay our invoices, so we know the answer. Loans will not resolve the 
issue, because loans must be repaid and loans assume we will also eventually be 
paid by delinquent customers. So the question is,  given that the State has

internet providers in the state are doing to help their subscribers during the 
Corona virus situation. How have you changed your normal operating procedures.

I know our company has signed on to the FCC keep America connected. We are not 
doing any kind of free upgrades at the current time or free installs. But are 
being very lenient to frustrated customers because we know they're stressed. We 
have also changed our install and repair procedures for entering people's 
houses. We make sure that there are no sicknesses in the home, techs where 
gloves and shoe covers while in the home, wash hands before and after, request 
that the customer keep social distance, and the text can

Yes, however now that it is shelter in place, we are limiting new installs.  We 
have new protocols we have put in place for any in-home work.  We have had a 
significant increase, yes…

SBA loans are available but are not helpful because they have to be repaid and 
personally guaranteed by the business owner.  When the State permits 
customers to consume our services without paying for them,  personal guarantees 
do not seem appropriate.   A grant would be more appropriate in this 
situation.

We've seen roughly a 37% increase. Went from aggregate 14.5Gbit/s to
roughly 20Gbit/s since March 10th and people are asking for more. It's
crazy how much bandwidth people are using. We haven't ran reports based on
destination AS yet but might be interesting to see what the "critical"
services are. I'm sure we all already assume it's Netflix, Disney+, and
Prime Video :)

We have been by default pushing new installs minimum 3 weeks out.Exceptions 
being made:

Emergency (as determined by ORI staff) - yes this is a loose definition
Elderly with no internet
Existing corporate customers with critical work from home needs

Likely doing the same protections as most:  booties, gloves, masks, pre-screen 
for sickness, personal distance kept.I think today will be our last 
"in-home" install.   We are thinking of installing to an outside NID with WIFI 
router, at least gives customer some coverage inside part of the house ( or 
more on small house ), with a follow up later date to bring the connection 
inside.  Thoughts?

Employees and techs - work from home as much as possible, show up to office to 
reload supplies for the following day.

We have plenty of work to do beefing up network for increase usage, plus summer 
expansion plans, that will be our focus besides any emergency needs that pop up.

Yes, however now that it is shelter in place, we are limiting new
installs.  We have new protocols we have put in place for any in-home
work.  We have had a significant increase, yes...

 

Please be safe in your work going forward, even younger people can be
significantly affected and this virus doesn't discriminate to only those
that have a compromised immune systems or elderly.

know what the different internet providers in the state are doing to
help their subscribers during the Corona virus situation. How have you
changed your normal operating procedures.

I know our company has signed on to the FCC keep America connected. We
are not doing any kind of free upgrades at the current time or free
installs. But are being very lenient to frustrated customers because we
know they're stressed. We have also changed our install and repair
procedures for entering people's houses. We make sure that there are no
sicknesses in the home, techs where gloves and shoe covers while in the
home, wash hands before and after, request that the customer keep social
distance, and the text can leave at any time they don't feel
comfortable. We have also stopped requiring customer to sign
documentation if the customer is being a pain they can take a picture of
the customer with a thumbs up in front of the paperwork.

This opens the door for people thinking and expecting the internet to be
free, and to then flame WISP's that try to collect the money that is owed to
them. Helping people is a really good thing (as Tyson mentioned), but it
would have to be done in some sort of way that protects WISP's from the
large number of cases of abuse that will likely come up.

 

As a small business we don't have a pile of money sitting around to absorb
this type of hit. These types of decisions can lead to companies closing and
employees being let go (due to lack of cash), which makes the problem even
worse than before. It is very easy to announce this kind of policy, but
extremely difficult to take it back once in place.

There is a conference call today with Scott Rudd of the lieutenant
governor's office that the WISPA coordinators will be invited to. This
meeting is with all Indiana telecom associations. They're wanting to know
what the different internet providers in the state are doing to help their
subscribers during the Corona virus situation. How have you changed your
normal operating procedures.

I know our company has signed on to the FCC keep America connected. We are
not doing any kind of free upgrades at the current time or free installs.
But are being very lenient to frustrated customers because we know they're
stressed. We have also changed our install and repair procedures for
entering people's houses. We make sure that there are no sicknesses in the
home, techs where gloves and shoe covers while in the home, wash hands
before and after, request that the customer keep social distance, and the
text can leave at any time they don't feel comfortable. We have also stopped
requiring customer to sign documentation if the customer is being a pain
they can take a picture of the customer with a thumbs up in front of the
paperwork.

Comcast and AT&T can survive something like this. Companies like ours will 
have a much harder time.

SBA loans are available but are not helpful because they have to be repaid and 
personally guaranteed by the business owner.  When the State permits 
customers to consume our services without paying for them,  personal guarantees 
do not seem appropriate.   A grant would be more appropriate in this 
situation.

Hi Scott, we had a meeting with our school board last night.  We
have opened up all of our hot spots and have put radios in parking lots for
students to go to for E-learning.  The school was very happy with our
proactive work.  Eiwifi has offered to do anything needed to help the
students. The general public will also appreciate the extra bandwidth for
those who will be working from home.  If additional steps are needed we
will advise.

Steve:

We have along signed on to the FCC Keep Americans Connected pledge and are 
doing most if not all of your other procedures.

Some of the other things that we have done is to implement a Pandemic Policy, 
suspend all company travel, and to advise staff members to reconsider and the 
cause and effect to employees taking personal vacation involving travel outside 
of the local area or out of the country.
