Yes, it was a great night... lots of good energy.

 As Scott said, we (SD 61) had a very fun after party at Guayaquil located 
at Bloomington and Lake.
We received tremendous hospitality and were treated to Ecuadorian and 
Mexican appetizers including; arapas ( really amazing little sandwich like 
things made with corn flour cheese and stuffing), nachos and variations on a 
plantain theme. Some of us tried Ecuadorian beer for the first time.

We chose Guayaquil because they are a newly opened business and we wanted to 
support them. We were all very pleased with the service and food.  I hope 
that list members check it out.

Quite a night last night!

We had 60 people at our DFL caucus in Horn Towers last night and about 45 
of
those people had never been to a caucus in their life.  The real kicker was
that everybody stayed until the end! (about 8:00)  Our caucus was not an
exception, in SD61 we had over 1300 attendees last night which is over
triple the normal attendance.  We also had a great post-caucus gathering at
a new Mexican restaurant on Lake and Bloomington (forgot the name, but it's
on the NE corner) and about 50 people showed up for that.

I'd love to hear turnout stories from other parts of town, tonight proved 
to
me what a uniter George Bush really is, everybody last night was ready to
write his pink slip early.

Raising the speed limit on Lake Street to 55 mph would kill the Lake Street 
business community. Commercial nodes need people to slow down and look 
around, then hopefully spend money!

I agree with Corrie. Try crossing Hiawatha on foot
sometime or better yet, try it in a wheelchair.

In it's current form, Phillips has been "gated" from
their neighbors to the east, north and west by
freeways. In fact, on the north, the neighborhood
looks at 19 lanes of freeway.

With a 55mph speed limit on Hiawatha, it would be more
like "imprisoned".
It could be renamed Highwaytha instead of Hiawatha.
Remember, 60% of the people who live in Phillips do
not drive a car. With a population of nearly 20,000
people between Phillips and Ventura Village, you are
talking about affecting quite a few lives.

What would be the reaction if the recommendation were
to up the speed limit on Lake Street or Franklin to
55. They are both major transit corridors.

My advice is leave a little earlier. That way you
don't have to drive so fast.

[Mpls] A great opportunity to assist small business and an invitation for tea!

Hello List Members,

In keeping with recent threads regarding small business ( and large i.e. 
Block E)assistance I want to invite all of you to try a new neighborhood 
restaurant located in the Longfellow Community at the intersection of 27th 
Avenue and East Lake Street ( just a few blocks east of Hiawatha Avenue and 
Lake Street)

John and Midori Flomer, Longfellow Residents, opened Floating World Cafe 
yesterday. I may be considered biased because I have tried to help the cafe 
in their pre-opening  tasks.  However, I am one of the pickest eaters that I 
have every met and I love their food.

Please bring lunch/dinner meetings to the cafe.You'll be happy you did. 
Highlights of the menu include:
Japanese salads, Sushi, "Cloud Tea" ( tea with palm fruit- its great)  and 
tempura soup.
( they are currently applying for  a strong wine and beer license but until 
then those of you who like a glass a wine with dinner won't miss it if you 
try one of Midori's tea concoctions)

This reply is so off the mark. Just check into the reality of who receives 
these funds before you mock them. I understand that they are not your 
neighborhood businesses in North Oaks, but many receipients are vibrant, 
successful,for-profit businesses run by solid business people who are valued 
by many residents of Minneapolis for the services/goods that they provide.

My business idea is a winner.

Despite these obstacles, I'll give it a try  - because it's always
preferable to use someone else's money when pretending to take a risk.

"Beauty Bar - Martinis and Makeovers"

I'll call the MCDA on Monday to see what I need to do to get this show on

Actually, I  know of several  neighborhood restaurants that will be opening 
soon.  Some of them accessed MCDA small business loans another obtained a 
small amount of financing from a Community Development Corporation ( Seward 
Redesign.) I know for a fact that these restaurant owners have outstanding 
credit, great business plans and substantial equity into their businesses. 
The additional financing obtained from the MCDA and the CDC was just the 
extra gap financing that they needed to open.  I imagine that most people on 
this list are in favor of local businesses populating neighborhood 
commercial nodes. The MCDA and other CDC lenders play an important role in 
making a truly local economy possible.

This type of gap financing is community development, not "sub-prime 
lending."

most lenders.

Me thinks Michael had it exactly right.

[Mpls] Overtime Officers in Commercial Areas

I would appreciate hearing from anyone on the list who has information about 
commercial areas in Minneapolis that have overtime Officers on foot patrol. 
I would like to know a few things:
1. What entity contracted with the MPD and how did that process occur?
2. What, if any, impact have the patroling Officers had on the area?


I am currently attempting to contract for overtime Officers in the 27th and 
Lake Street area.

Eva,

I was one of the organizers of that event and am indeed currently
employed by a neighborhood organization. You are incorrect as to who was
in attendance at that meeting. As a neighborhood staff person, I pretty
much know who works for which neighborhood and your assessment is just
wrong. In fact, I still have the sign in sheets so I can even prove it
:-) 

These assertation that neighborhood staff who did participate in the
forum you refer to and in other ways on behalf of NRP are "just trying
to save our jobs" or what have you is just silly.  Everyone knows that
most people stay in their neighborhood jobs no more than 1-4 years and
then people move on.  

I also challenge those of you to back up your claim that NRP is
unaccountable and wasteful. In my experience, in more cases than not(
i.e NOT ALWAYS I'm sure you all can come up with the bad examples and so
can I), residents are extremely careful to use public resources wisely
and apply them toward the common good. Most also strive to be sure that
for every NRP dollar spent, other dollars are leveraged. The information
to back my assertion up is readily available. 

I am also pretty sure that NRP spending measured against any other City
Department would prove to be significantly more accountable and
efficient. I won't waste space talking about the tons of wasteful,
unaccountable, inefficient decisions our City ( City Council) has made
over the years. 

As for the NRP adminstration, I don't think any City Department comes
close to being as leanly and efficiently operated.

I do agree that residents and organizations could use a better frame
work in which to make sure their decisions meet the aforementioned
goals.  I think that better guidance and technical assistance is part of
how our City will restructure MCDA/Planning/NRP. This is good.

That's all I have to say at this point.

About 250-300 hate incidents on the average are reported to law
enforcement each year in Minnesota. In Minneapolis, an average of 50-55
hate incidents are reported annually to the police. The three most
common hate incidents are in the following categories: race, sexual
orientation and religion, in that order.  In the past two years
approximately 7-10 hate incidents have been reported in the Longfellow
and Seward Areas. They include the distribution of Nazi propaganda and
hate speech.  We know that these incidents do not reflect the real
spirit of Minneapolis communities.

[Mpls] Inquiry and Meeting notice re: Hate flyers/Speech in MPLS. neighborhoods

Hello Everyone,

As some of you may recall, there have been several incidents of flyers
being distributed in the Longfellow and Seward Communities by the
National Socialist Movement. In addition, the LCC office has been
informed about a few incidents of neighbors making racist remarks to
neighbors on their block. 

The LCC and Seward neighborhood are working with the Minneapolis Hate
Crime Response and Prevention Network, the Jewish Community Relations
Council and area churches to address this issue. We have decided to have
a community discussion about how best to respond if hate
flyers/incidents occur on your block and how to create a more welcoming
community. Please read the text of the meeting agenda below. Anyone
interested in this meeting is welcome to attend. 


My question to the list is:

Does anyone on this list know of other incidents of National Socialist
Movement Flyers being circulated in Minneapolis Communities? If so,
could you please respond to me off list? Thanks. This would be helpful

I felt the same way. I am so happy that our City makes the effort to
recognize outstanding volunteers. Yes, there were technical problems,
but really they didn't matter. I prefer to hear from people who
nominated the honorees to watching videotape. I think that Vaman Pai and
Mary Smalls from the Minneapolis Communications department did a great job.

For everyone's information, the Hiawatha extraordinarily accessible
playground is located at the intersection of E 42nd Street and 43rd
Avenue. The Hiawatha Park and Playground Task Force leveraged roughly
$550,000 from $50,000 of Longfellow Community Council NRP funds. At the
ceremony, Debra Peterson and Kristi Roedl, the award winners, stated
that they hope that everyone engaged in organizing for a school
playground take the extra step and work to make sure it exceeds ADA
prescribed requirements.  Debra and Kristi and the Task Force would love
to talk with anyone working to build a playground. They can be reached
by calling the Longfellow Community Council at 612-722-4529.

My understanding is that there is a lot of "blame" for these mistakes to
go around.It was not only the Met Council's fault.  Also, a valid point
that I have heard made is that the LRT will benefit the City of
Minneapolis and the City has not ( until now) actually contributed to
the project costs although it has substantially contributed to the
project through staff time, provisions for future Transit Oriented
Development near station areas. 

I think that the City Council ( + Met Council, MNDOT, Hennepin Ct)must
now make their statements about making sure this never happens again a
policy issue to be addressed and solved. 


Today, the City Council voted 12-1 to contribute 1/2 of the cost of
resolving the Wall issue. 

Thank CM Barret Lane if you were against the City's participation. Thank
the others if you are happy that the Wall issue has been solved.

The cost goes up by $2.9 million.


You know, there is a lot of sarcasm on this list and very little
appreciation for the good that does get done in our City/County/Region.

I am the first to say that we all have to hold our Representatives
accountable at all points. Clearly in this case, there were MANY
TERRIBLE MISTAKES made and this certainly angers me as both a
neighborhood organization director and an active resident of Minneapolis
(10th Ward).  I also know that City Council Members are taking these
mistakes very seriously and will work to make sure that they don't
happen again- especially if we all insist on it and support the work
needed to make these good intentions mean something.

Please know that I am NOT defending any agency involved in this issue. I
do however want to say that the more I learn about this issue the more
complicated the storyline about who's to blame and who's not to blame
becomes. I am tired of seeing off the cuff assumptions posted on this
list without background information.  It is easier to be a mpls issues 
ranter than to really learn about what is going on.

What is NOT complicated is that a WALL taller than both the Berlin Wall
and The Great Wall of China cannot be constructed at Lake and Hiawatha. 
I am very happy to see public entities partnering to assume
responsibility for the chain of mistakes that lead up to the idea of the
WALL even being entertained.  This is good.  

Yes, we are all aware of the Sabo money  and most of us would prefer to
see the funds for solving this situation come from sources other than
City MSA funds which is where 1/2 of the money for fixing the mistake
will probably come from.

But, it doesn't look like that can happen for many reasons.  This is the
reality because at this point time is running out.

Hopefully everyone involved in this issue will take measures to assure
that this never happens again but the reality is that the communities
immediately impacted by this issue need to know that the Wall will not
happen. I am very pleased and very THANKFUL for the work that is being
done by community members AND elected/Appointed officials to fix this
absurd situation.


I also want to raise a point that I have not heard yet-

The question of whether or not the Community was able to "weigh in" on
this issue before the HPO decide to allow the change from a pier
structure to a WALL is not the question to ask.  

The question is why would stewards of the projects , the engineers etc,
have to ask the community if it did or didn't want  to see a 1000 ft
wide and 30 foot tall wall placed in between its neighborhoods? Come on!
To constantly say that "they should have asked us" takes away the
responsibility that these people have to make good decisions. When a
project is funded by public funds the first evaluation of a decision
must be: "first do no harm." 

This is what is hardest to understand about this situation. How people
could have sat in a room and decided that building this WALL that would
in effect ruin any possibility of connection and redevelopment in the
Hiawatha and Lake area  and would actual have created a canyon primed
for crime and litter etc JUST TO SAVE $800,000? This is the question we 
should really be asking. 

 My bottom line and the bottom line of the communities most immediately
affected is that the WALL concept has to go and I appreciate the work
that is being done to make sure this happens.  

 So, Thanks MET Council : Ted Mondale, Carol Kummer, Matthew Ramadan,
Frank Hornstein, and all the other reps. Thanks CM Thurber, Thanks CM
Niland, Thanks CM Campbell,Thanks Mr. Sonnenberg  and especially thanks
to all of the community members  in Longfellow, Corcoran,Seward, East
Phillips and members of the Midtown Green way Coalition for your
countless hours of work on behalf of Minneapolis.

There will be a joint meeting of the T&PW and W&M committees on Thursday,
March 22 at 9:15 A.M. for the purpose of acting on 2 items related to LRT.
Both of these items will have been presented to the individual committees
before then, however, additional financial information is needed. (no public
testimony)

[Mpls] Time Sensitive issue: Midtown Greenway Crossing at Hiawatha and Wallsalong the Avenue.

Hello List members,

The Midtown Greenway crossing at Hiawatha and the question of whether or
not the Hiawatha LRT line will be on piers or on walls (mechanically
engineered earth) in the areas near Lake Street, the Green Institute and
28th Avenue are important issues for all of Minneapolis. 
Some of the reasons that these issues are significant are;

the walls would, further isolate residents of the Phillips Community;
· be visually abhorrent with a design that precludes pedestrian and
bicycle connections;
· attract crime and litter by creating and “canyon” between the LRT
bridge and the T.H. 55 bridge;
· inhibit redevelopment of the Hi-Lake Shopping Center;
· prevent future transit connections between LRT and the Heritage
Trolley; and
· negatively impact the adjacent Phillips Eco-Enterprise Center by
cutting off visibility and walling off the Green Institute’s property
from the neighborhood.

Re: Input to Elected Officials sought regarding LRT design and Greenway
crossing of Hiawatha

Dear Neighbor,

We need your help to contact government officials.

Let's make a more livable city with thoughtful design of our first LRT
line.

A 30-foot high concrete wall is planned on the West side of Hiawatha
Avenue to accommodate the Light Rail Transit (LRT) line as it approaches
the Lake Street Station from both the north and south.  Not only would
the wall be very intrusive to the neighborhood, but it may also preclude
optimal use of the land for possible parking, commercial development,
and effective bus/trolley connections in the area.  This intrusive
design was announced to the public just months before LRT construction
is to begin.

A Bridge Over Hiawatha for the Midtown Greenway

In addition, if the LRT line were built on stilts at this location,
rather than a walled earthen structure, planners could redesign the
intersection.  The LRT bridge could be raised about 10 feet to allow a
bridge for the Midtown Greenway to cross over Hiawatha Avenue, and
underneath the LRT bridge, which crosses from the East to the West side
of Hiawatha Avenue at 28th Street.  This Greenway bridge would provide a
direct and seamless crossing over 7 traffic lanes on Hiawatha Avenue for
cyclists and pedestrians in the neighborhood as well as all users of the
Midtown Greenway.

Please communicate these Community Priorities with your elected
officials:
1. No earth-filled walls, the LRT should be on a structure held up by
piers as the trains come from south to north for the entire length
approaching the Lake Street Station, between the Lake Street Station and
the LRT bridge over Hiawatha at E 28th Street, and north of E. 28th
Street.
2. Raise the LRT structure up at E. 28th Street to allow the Midtown
Greenway to pass underneath it.
3. Please help provide money to implement these changes to the LRT
design because LRT planners are telling us some cost-sharing is critical
to move these issues forward.  NOTE: THE MINNEAPOLIS CITY COUNCIL’S
TRANSPORTATION AND PUBLIC WORKS COMMITTEE WILL REVIEW THIS ISSUE ON
THURSDAY, MARCH 8.  This Committee includes Council Members Mead,
Johnson, Biernat, Colvin-Roy, and Lane.  FULL MET COUNCIL MIGHT REVIEW
THIS ISSUE ON MARCH 14.

Decisions we make today will affect the livability of our city for a
century to come.  Please contact your elected officials about this
important matter.   Don't forget to include your mailing address in

[Mpls] reNEWed TOPIC: Neighborhood Boundary Changes ?

Does anyone have information about neighborhoods in Minneapolis that are
discussing boundary changes?  I would like  to know which neighborhoods
are discussing this issue and why.  I would also like to hear about
inter neighborhood collaborations that have been successful and those
that have not.  

I am aware that these issues are a topic in the greater Longfellow
Community. I am wondering if any other groups are discussing these
issues. I am happy to do the discussing on the list and off.
