Typically, I can only contribute closer to weekend. I did that long git
test plus reviews and bug submission between Friday and Sunday and won't
get to PHP until same time this week.
Though I have strong interest to complete all tests assigned to me just so
that I can comfortably use the editor for work (can't complain unless
contribute, right?), that does mean there are many days of downtime others
seem to be available to pick up.

My impression of this testing process was that as many people are assigned
to test cases as possible, so that maximum number of real world
environments are tested. Is that not the case? Is my completed testing of,
say, git version control, the only run there is?

It doesn't appear so. When creating assignments, there's a dropdown for
operating system.

I've created duplicate assignments for you on Windows.

As NetBeans settles into its new life as an Apache project, our testing
procedures in NetCAT are certainly something we should review. We do

The focus is on Java and PHP, these are the drivers of the Apache NetBeans
10 release.

I agree it would make sense to (1) find out why there are still items in
the below with 0% completed, (2) do the assigned NetCAT people to items
that are 0% completed intend to get started very soon, and (3) these are
several people waiting and hoping to contribute to NetCAT who could take
over those 0% completed items right now today?

like the workflow, and I believe that people will just need time to get through 
their test cases.  Id say give it another week and see how the progress goes.
