I think, it depends on the bugs.

If it's someones only device, and the voiceover crashing issue, has not been 
fixed. Then that can be more than a pain to say the least.


People choose to become beta testers. But for us that don't. Then we don't 
want to have a phone, with these kinds of problems.

I suspect staying on iOS 11 is the cause for all your headaches.
Now, I also suspect that you either stay stuck, call Apple Accessibility, or 
update to iOS 13.1.3 which has its own set of headaches.

If you have not yet, called Apple Accessibility, that is the absolute next 
thing to do.

I am not yet running iOS 13.1.3. Is it a requirement to have iOS up-to-date to 
restore from iCloud?
