Then delete them all and just set up 1 or 2. I know you are supposed to set up 
more, but I sometimes found that it works way better with just your one primary 
finger and maybe a second as backup in case you have little cuts or something 
which prevents Touch Id to recognize your primary finger.

I've noticed my iPad mini 5 struggles with my touch id also.

This is using production iPad OS 13.3.1 

I've got 5 fingers setup and it struggles to pick up them all.

The question is whether as you said he "tried to sign in" or whether he 
actually signed in and his Apple Id and password were accepted as correct. 
Also, does he has 2-factor authentication turned on, he may have entered his 
password, but if he has never authenticated as a second step that maybe an 
issue.

He did try signing in with his Apple id & password.  The phone continues to 
prompt for it though.  He has not called Apple accessibility yet as he is 
hearing impaired & it is a bit of a hassle.  Since no one on the list has an 
answer though, that is what he will need to try next.

I suspect as others have hinted that your friend has never successfully signed 
into his Apple ID on his device. It also sounds as if his touch ID might not be 
set up properly. His device should not keep prompting for his Apple ID once 
it's successfully provided.

He did try signing in with his Apple id & password.  The phone continues to 
prompt for it though.  He has not called Apple accessibility yet as he is 
hearing impaired & it is a bit of a hassle.  Since no one on the list has an 
answer though, that is what he will need to try next.

I've noticed my iPad mini 5 struggles with my touch id also.

This is using production iPad OS 13.3.1 

I've got 5 fingers setup and it struggles to pick up them all.

Stopping Request for Apple ID & PW

I'm asking this for a friend as I do not have this problem but don't know
what setting is involved to stop it.  He has an IPhone 8 & uses the
fingerprint to sign in.  Still he always gets a pop up asking for his Apple
