[Wikimedia-l] Join the Simple Annual Plan Grants Committee!

Dear Wikimedia colleagues,

We have three spaces open on the Simple Annual Plan Grants Committee, and
we are searching for qualified community members to fill these seats.

The Simple Annual Plan Grants Committee
<https://meta.wikimedia.org/wiki/Grants:Simple/Committee> is a group of
volunteers who make recommendations about Simple Annual Plan Grants
<https://meta.wikimedia.org/wiki/Grants:Simple>. These are annual plan
grants available to groups and organizations that need funding for their
annual plans, but aren't a part of the FDC process. These grants may be up
to 100,000 US dollars for twelve months, and include programs and operating
expenses.

What do committee members do?
In addition to reviewing new applications, committee members also support
applicants and grantees throughout the application and the life of each
grant. Serving on the committee requires a significant time commitment
during the month of November, when we accept several applications at once,
and for applications throughout the year. This committee does not meet in
person, so decision making happens online. This is a small committee, and
so each member's participation is important for making the process work!

Requirements (from membership criteria
<https://meta.wikimedia.org/wiki/Grants:Simple/Committee#committee-criteria>
):

   - Sufficient *facility with English*, for reviewing and discussing grant
   proposals in English.
   - Experience with the Wikimedia movement, including experience
   contributing to *at least one Wikimedia project*.
   - Experience with *Wikimedia programs*, in addition to contributions to
   the online projects.
   - Committee members must *understand and value diversity*, including
   cultural, linguistic, and gender differences.
   - Commitment to the Friendly Space Expectations
   <https://meta.wikimedia.org/wiki/Grants:Friendly_space_expectations>,
   and to *engaging in supportive dialogue* with applicants and grantees.
   - Consistent record of *constructive engagement in community discussions*,
   and an orientation toward collaborative problem solving.
   - Committee members must be volunteers who are not paid by the Wikimedia
   Foundation or any Wikimedia organization. No WMF or chapter staff may join
   the committee while they are serving in paid roles.


Nominees with these qualifications will be given preference (from membership
criteria

   - Experience in a *leadership role* with a volunteer-focused
   organization.
   - *Relevant expertise*, such as organizational development,
   institutional partnerships, or volunteer management.
   - *Experience reviewing annual plan grant proposals*, or significant
   experience reviewing other types of grant proposals.
   - A demonstrated commitment to sharing skills and experience, and *helping
   others *in the Wikimedia movement grow.
   Increasing geographic, gender, or age *diversity*, or experience with
   different Wikimedia projects not yet represented.

[Wikimedia-l] Letters of Intent for 2016-2017 Round 1 of the FDC process are due 1 July

The deadline for submitting a Letter of Intent for 2016-2017 Round 1 of the
FDC process is 1 July.

*Who should submit a letter of intent?*
Organizations that plan to apply for funding in Round 1 of the FDC process
should submit their Letters of Intent by 1 July. Proposal forms for Round 1
will be due by 1 October 2016 and most Round 1 grants will begin 1 January
2017. If you think you will apply for funding in this round, it's a good
idea to submit a letter of intent.

*How to submit a letter of intent.*
Organizations may submit their Letters of Intent by creating a proposal hub
page here: https://meta.wikimedia.org/wiki/Grants:APG. Please complete this
step of creating a proposal hub page, from which you can access a button to
create your letter of intent, rather than copy-pasting a letter of intent
template from previous years.

*Why submit a letter of intent for the FDC process?*
You must complete this step to submit a proposal in the next round, for
funding during the 2017 calendar year, so that your organization will be
evaluated for eligibility to submit a proposal. If you're not sure whether
or not you want to apply, it's a good idea to contact FDC staff at <
fdcsupp...@wikimedia.org> right away, so you can be sure and understand
your status before the Letter of Intent deadline. In the letter of intent,
you will write the amount of funding you expect to apply for, but you can
change this at any time before your proposal form is submitted on 1 October.

We are pleased to report that all five organizations that have submitted
Letters of Intent are confirmed as eligible

to submit applications for annual plan grants, pending their continued
compliance with all existing agreements through the duration of their
applications and grants:
*Centre for Internet and Society (CIS)
*Wikimedia Armenia (WMAM)
*Wikimédia France (WMFR)
*Wikimedia Italia (WMIT)
*Wikimedia Norge (WMNO)

Wikimedia Italia (WMIT) has withdrawn its application for the coming round,
and the Wikimedia Foundation will also be submitting its annual plan for
review as a part of this round.

Applicants may now create an application by visiting their respective hub
pages <https://meta.wikimedia.org/wiki/Grants:APG/Proposals> and following
the instructions listed under Step 3 on each hub page. *We are looking
forward to receiving the applications by the application due date on 1
April 2016*, at which point the international community review period will
begin.

[Wikimedia-l] Congratulations to the first four organizations to receive Simple Annual Plan Grants!

In response to feedback about the grants process
<http://meta.wikimedia.org/wiki/Grants:IdeaLab/Reimagining_WMF_grants/Outcomes>
that identified a gap in support for organizations and groups with annual
plans that are not part of the FDC process
<https://meta.wikimedia.org/wiki/Grants:APG>, we on the WMF's Community
Resources Team created a new pilot process for Simple Annual Plan Grants
<https://meta.wikimedia.org/wiki/Grants:APG/Simple>. These grants are for
groups and organizations that need funds for operating and program expenses
up to US$100K (or its equivalent in another currency).

This process has been developed in partnership with a committee of eight
volunteers <https://meta.wikimedia.org/wiki/Grants:APG/Simple/Committee>,
who make recommendations about each grant application, which are then
approved by WMF staff. I would like to recognize the outstanding work of
our inaugural committee: Addis Wang, Anders Wennersten, Kiril Simeonovski,
Kirill Lokshin, Ido Ivri, Nataliia Tymkiv, Pete Ekman, and Sydney Poore.
Besides producing four quality recommendations this month (found on the
discussion pages of the four applications
<https://meta.wikimedia.org/wiki/Grants:APG/Simple/About#applications>),
they've done invaluable work to define how this new funding option will
work, and offered constructive and supportive feedback to the applicants.

I also want to recognize and congratulate our first four grantees:
Wikimedia Czech Republic, Wikimedia Eesti, Wikimedia Espana, and Shared
Knowledge (user group in Macedonia). Each grantee did an outstanding job
engaging during every phase of the grants process, and we are confident
that each is preparing for an amazing year in 2016. Many thanks to all of
the dedicated volunteers and staff at each organization that made these
quality applications happen, including Bojan Jankuloski, Jan Loužek, Kiril
Simeonevski, Kaarel Vaidla, Luis Ulzurrun, Santiago Navarro, Vojtěch Dostál
and the volunteer boards and supportive community members at each of these
organizations.

Finally, thank you to our colleagues Janice Tud, Siko Bouterse, Stephen
LaPorte, and the WMF finance team, for supporting these grantees behind the
scenes. Thanks to Katy Love, Kacie Harold, and the entire Community
Resources Team, past and current Funds Dissemination Committee members,
current and past APG applicants, and particularly Ravishankar
Ayyakkannu, for sharing their ideas and experiences leading up to this
idea. Special thanks also to Tony Souter and Bence Damokos for their

As you may know, Annual Plan Grants are funds allocated to support an
organization’s annual plan to achieve Wikimedia objectives, and the Funds
Dissemination Committee (FDC) is a group of Wikimedians who make
recommendations to the WMF Board about Annual Plan Grant (APG) proposals.
Proposals to the APG program are accepted twice each year, in April and
October. You may read more about the APG process and upcoming milestones
here: http://meta.wikimedia.org/wiki/Grants:APG/Information.

Today, we are pleased to confirm that fourteen of eighteen organizations
that submitted letters of intent for 2015-2016 Round 1 of the APG process
are eligible to submit proposal forms for 2015-2016 Round 1 by the upcoming 1
October 2015 proposal form due date. Only eligible organizations that have
already submitted letters of intent will be able to submit proposal forms
using their proposal hub pages that were created at the time the letters
were submitted.

proposal forms are submitted, a 30-day public review period will begin on 1
October 2015, when comments on the proposal forms are considered as an
important input into the FDC process.

[Wikimedia-l] Initial eligibility for 2015-2016 Round 1 of the Annual Plan Grants / FDC process

Dear Wikimedia Colleagues:

We are pleased to announce initial eligibility of applicants submitting a
Letter of Intent for 2015-2016 Round 1 of the Annual Plan Grants / FDC
process. Only applicants confirmed as eligible by 15 September 2015 may
submit proposals to the Funds Dissemination Committee by the 1 October 2015
proposal deadline. We have published the initial eligibility checklist
here, so that applicants may review eligibility before it is confirmed on
15 September 2015:

Of the eighteen organizations submitting Letters of Intent, thirteen are
already considered eligible provided they continue to meet eligibility
requirements throughout the duration of the FDC process, and three could be
considered eligible if all eligibility gaps listed in this table are met by
the 15 September 2015 deadline. Two organizations are not eligible to
submit applications in the upcoming round.

During the next two months, FDC staff will work with all potential
applicants to make sure eligibility requirements are clear and to form
plans together to meet these requirements by the confirmation deadline.
Once applicants are confirmed by WMF staff as eligible, they must continue
to meet these requirements throughout the duration of the Annual Plan
Grants / FDC process.

Please expect another update once eligibility is finally confirmed on 15
September 2015, leading up to the 1 October 2015 proposal deadline.
Proposal forms will be available by 1 September 2015.

The deadline for the Letter of Intent for the next round of proposals in
2015-2016 Round 1 is 1 July 2015. We have reached out to organizations that
have already expressed interest in applying, but we also wanted to share
this news more broadly, to make sure that all Wikimedia organizations were
aware of the upcoming deadline. (Note that this deadline was previously on
1 June of each year, and we have extended it to 1 July for this round.)

The Letter of Intent is the first step required to submit an annual plan
grant proposal through the APG process. It is a simple non-binding letter that
indicates interest in applying for funds in the upcoming round. All
organizations that wish to apply for funding in the upcoming round must
submit a letter of intent by the deadline. It is a required step. The
letters let us know which Wikimedia organizations we need to evaluate for
eligibility. For more about eligibility requirements, see this page:

Thanks for taking a look and offering your ideas!

The Learning Center is based on a set of recommendations from the TCC Group
to help get us started, so organizations taking the tool for the first time
had somewhere to go with their results. The idea is that we can work
together to develop it over time and make it more useful to Wikimedia
organizations. It's not yet clear how useful the learning center could be,
or how people want to use it. I would also like this to include better
integration with learning patterns, which is why we added a placeholder for
that and considered OE as part of the category structure for the learning
patterns.

If this is something you're interested in developing more, I'd certainly
welcome your help getting things better integrated with the learning
pattern library, since I know you are very familiar with the category
structure. For now, I'm most interested in talking more with Wikimedia
organizations at the upcoming meetings in Berlin first to find out if the
learning center is even a useful idea at all and how we may want to improve
it moving forward before anyone invests a lot more time in curation up
front. What do you think?

As you may know, Annual Plan Grants are funds allocated to support an
organization’s annual plan to achieve mission objectives, and the Funds
Dissemination Committee (FDC) is a group of Wikimedians who make
recommendations to the WMF Board about Annual Plan Grant (APG) proposals.
Proposals to the APG program are accepted twice each year, in April and
October. You may read more about the APG process and upcoming milestones

Today, we are pleased to confirm that six of the seven organizations that
submitted letters of intent for 2014-2015 Round 2 of the APG process are
eligible to submit proposal forms for 2014-2015 Round 2 by the upcoming *1
April 2015* proposal form due date. Only eligible organizations that have
already submitted letters of intent will be able to submit proposal forms
using their proposal hub pages that were created at the time the letters
were submitted.

The eligible organizations are The Centre for Internet and Society,
Wikimedia Armenia, Wikimédia France, Wikimedia Italia, Wikimedia Norge, and
Wikimedia South Africa. One organization that submitted a letter of intent
for 2014-2015 Round 2 withdrew its intent to apply on 10 March: Wikimedia

This sounds like an interesting project!

Here are some examples that popped into my head right away:
*CIS (is planning a workshop for journalists as part of Kannada language
outreach)
*Wikimedia CH (did some work building a network of journalism schools)
*Wikimedia Argentina (did at least one workshop for journalists back in
2012 in Rosario City)
*Wikimedia Deutschland (did at least one workshop back in 2013 with
journalists from ZDF Berlin)
*The Malayalam community did a workshop for journalists as part of the
events leading up to their community's 2013 conference

Not sure if everyone I've listed is working on this currently, but these
groups may have some experience to share. And there must be others I
haven't listed here! Seems like a good opportunity to share some learning
patterns on this topic, since I haven't found much there about working with

 The learning center is intended to be a base from which Wikimedia
 organizations can grow their knowledge and share their own experiences and
 best practices. TCC worked closely with a handful of Wikimedia volunteers
 from different organizations to design the Questionnaire you are about to
 take.

 Wikimedia Foundation has provided funding for this project and has
 consulted closely with TCC over the course of the engagement. Please note
 that the questionnaire is not intended to be a test of individual
 organizations in any way; the Foundation will not be provided with
 individual organization results. As part of this consultation, TCC will
 aggregate findings from the movement-wide Organizational Effectiveness
 Questionnaire and provide them to the Foundation’s grantmaking team, along
 with a “capacity building roadmap” to help the team - and the wider
 movement - think about how organizations can build capacity for specific
 program strategies.


 *We request that you respond to the questionnaire by December 21st*, so
 that TCC can collate the results and share it with all of us early in the

Thanks for sharing this work, and for also sharing some of the details
about how and why you made the handbook!

I've also added the handbook, along with WMAT's Codex, to this list of
community resources around decision-making and governance (part of the
organizational effectiveness learning center for Wikimedia organizations)
so other Wikimedia organizations can find it as an example if they are also
thinking about creating or revising their board handbooks:

 == Long story ==

 Wikimédia France is moving forward with its continuous improvement process
 and wishes for an adapted governance. After revising our organizational
 structure [0], and putting in place the systematic evaluation of our
 programs [1], we do not want that governance becomes the limiting factor of
 our improvement.

 Since the hiring of our Executive Director who leads all staff, we were
 aware that the board  tasks and processes had to evolve. That meant no more
 micro-management or operational stuff (except for certain board roles)
 and focus on strategy.

 To that effect, at the occasion of our previous General Assembly, the board
 drafted a board handbook [2], heavily inspired by the Wikimedia Foundation
 one (thanks for sharing!)

 The goal was to make sure every current member of the Board had the same
 vision of our governance, and to ensure that applicants for the Board have
 a good vision of what it means to be on the Board (expectations, posture,
 do's  don'ts, ...) - like a shareholders' agreement.

 This shared version is our first iteration as we anticipate to complete, or
 adapt, this document according to our governance's evolution. It is
 relatively specific to our self-identified strengths and weaknesses. We
 also think that it is closely linked to our structure, our background and
 local context (relation with our ED, local labour law...).

 But despite all these specificities, we have (or will have) similar stages
 of development and governance issues: that's why we share with you this
 Handbook, with the hope that the initiative or the contents can be useful
 for you - even if it's in French.

 == Process ==

 The handbook writing was led by Émeric Vallespi, supported by the rest of
 the board. It was then shared with a restricted circle where we gathered
 input from 6 former board members, with almost 100 comments. We then
 communicated the document to our members before the General Assembly, and
 finally published it on Meta where it joined the Austrian Kodex in
 [[Category:Governance]]. Sharing is caring :)

[Wikimedia-l] Eligibility confirmed for 2014-2015 Round 1 of the Annual Plan Grants (APG) / FDC process; Proposal forms due 1 October 2014

As you may know, Annual Plan Grants are funds allocated to support an
organization’s annual plan to achieve mission objectives, and the Funds
Dissemination Committee (FDC) is a group of Wikimedians who make
recommendations to the WMF Board about Annual Plan Grant (APG) proposals.
Proposals to the APG program are accepted twice each year, in April and
October. You may read more about the APG process and upcoming milestones

Today, we are pleased to confirm that* twelve of the fifteen organizations
that submitted letters of intent for 2014-2015 Round 1 of the APG process
are eligible to submit proposal forms for 2014-2015 Round 1 *by the
upcoming 1 October 2014 proposal form due date. Only eligible organizations
that have already submitted letters of intent will be able to submit
proposal forms using their proposal hub pages that were created at the time
the letters were submitted.


The eligible organizations are Amical Wikimedia, Wikimedia Argentina,
Wikimedia CH, Wikimedia Deutschland, Wikimedia Eesti, Wikimedia Israel,
Wikimedia Nederland, Wikimedia Österreich, Wikimedia Serbia, Wikimedia
Sverige, Wikimedia Ukraine and Wikimedia UK. Three organizations that
submitted letters of intent for 2014-2015 Round 1 will not be eligible
since they did not fill the eligibility gaps by the 15 September deadline
or were deemed ineligible initially: Wikimedia India, Wikimedia
Magyarország, and Wikimedia Hong Kong. You may view a detailed summary of

All eligible organizations must continue to comply with any agreements with
WMF and meet all requirements listed in column (T) of the eligibility
checklist in order to maintain eligibility until and after a grant is
received, and the organization may not be able to receive a grant (or funds
may be withheld) if the organization stops being eligible at any point. Once
proposal forms are submitted, a 30-day public review period will begin on 2
October 2014, when comments on the proposal forms are strongly encouraged
as an important input into the FDC process.

* Greetings to all on this list! We are very excited to announce that four
proposals for annual plan grants have been submitted on 1 April as part of
the FDC process in 2013-2014 Round 2, and are now open for community review
until 30 April 2014[1]:  The Centre for Internet and Society[2] is
requesting the equivalent of US$297,831.  Wikimédia France[3] is requesting
the equivalent of US$826,062.  Wikimedia Norge[4] is requesting the
equivalent of US$432,060.  Wikimedia Foundation[5] has submitted its annual
plan for review, with no dollar amount attached. We encourage you all to
read the proposal forms[6] and comment on the proposal form discussion
pages during the community review period. Please also spread the word to
other community members not on this list who may be interested in
commenting on these proposals; while the proposals are in English,
community members can comment in any language of their choice. During this
period of community review between 1 April and 30 April, participating
organizations are encouraged to respond promptly to questions from the
community. Questions and feedback received during this period will be
considered by the FDC during their deliberations as a key input into the
proposal process. Please comment by 30 April to make sure your input can be
considered during the deliberations! Please note that the WMF Board of
Trustees determined in November 2013 that CIS would be considered eligible
for the FDC process during this round[7]. In addition, the Wikimedia
Foundation is not submitting a dollar amount with its proposal; the reasons
for this are detailed in the FAQ section included in WMF's proposal[8].
This is an important opportunity for the community to comment on WMF's
entire annual plan and budget for the upcoming year. After the community
review period closes on 30 April, staff assessments of each proposal will
be published on 8 May, before the FDC meets to discuss these proposals
between 21 May and 25 May in order to make a recommendation to the WMF
Board of Trustees by 1 June. Finally, the WMF Board of Trustees will make a
final decision about the proposals by 1 July. Please visit the community

The Funds Dissemination Committee (FDC) makes recommendations about how to
allocate Wikimedia movement funds to support an organization’s overall
annual plan to achieve mission objectives. We encourage you to visit the

In brief, staff assessments are but one of many inputs into the FDC
process. With this round's assessments we (FDC staff) have included a more

and consider a portfolio view across all proposals in this round. They do
not reflect the analysis or views of the FDC or any of its individual
