[Wikimediaindia-l] Release of 105 books by Govt of Karnataka under CC-BY-SA

namaste,

It gives me immense pleasure to announce the re-release of 105 Kannada
classics by Dept of Kannada  Culture, Govt of Karnataka, under CC-BY-SA.
CIS-A2K put lot of efforts in convincing the department to achieve this
milestone. These books include classics like complete Dasa Sahitya which
include complete works of Purandaradasa, Kanakadasa, complete Vachana
Sahitya, Kumaravyasa Bharata, Jaimini Bharata, etc. We got 4 books in PDF
form and they have been uploaded to Commons and index pages created in
Kannada Wikisource. The complete project page for anyone to register and
start working on is at http://bit.ly/gokbooks. The same page has the link
to the declaration containing the list of books released under CC-BY-SA
now. People are welcome to scan and upload other books from the list. I am
simultaneously working on procuring other books from the list in PDF form.

Please excuse my ignorance regarding Kannada Literature.

Are we talking about the works of

https://en.wikipedia.org/wiki/Purandara_Dasa

https://en.wikipedia.org/wiki/Kanaka_Dasa

and works like

https://en.wikipedia.org/wiki/Dasa_sahitya

These seem centuries old and should be already available in public domain
with no copyright claims. Why woud we need them re-released under Creative
Commons?

If Dept of Kannada  Culture, Govt of Karnataka provides access to readily
available digitized sources, it is an important gesture and I appreciate
the effort behind this. But, not sure on the copyright part.

Could you please clarify?

The works are no doubt out of copyright, but the particular collection,
edited and paginated by GoK is what have been re-released in CC. They have
so far provided softcopies of 4 books.  I am trying to get the remaining
books as well.

Dear Ravi,

On the copyright question AFAIK...  it is the manner in which a certain 
content is expressed (e.g. analyzed, compiled, paginated, represented, 
etc..) the author could claim copyright, as there is a certain basic 
amount of creative labour that went into it. So Govt. of Karnataka could 
rightfully copyright these works, which it has now released under 
CC-BY-SA 3.0. A useful thing to read in this context would be this [1].


Coming to this specific case of CC release,what I see important for our 
context of open knowledge movement in India is the gesture of release of 
such large content under Creative Commons by the Government of 
Karnataka, than anything else. I am sure you will agree that we all 
could cite this as a precedence in negotiating with other Government 
entities for getting more content released under CC. For instance, we at 
CIS-A2K showed Goa University's Konkani Wikipedia re-licensing under CC 
as an example in persuading the Mysore University authorities to release 
the Kannada Encyclopedias under CC.


Such precedents become even more important in the Indic Wikimedia 
project's context as the publication of majority of non-fiction writing 
in the Indian languages during the last 60 years happened under aegis of 
the Government in India.

JFYI: my team worked on Vachana Sahitya digitization and research tool last
year and it was made available to public reuse this year.

We are in process of the content review and once done, we (vachana sanchaya
team) will be pushing this to kannada wikisource .

The next major digitization task we are on is Daasa Sahitya.

It feels good to hear that Karnataka Government now recognizes the public
domain content with appropriate license.  Of they provide access to any

make it available in Unicode and share it back through Wikimedia projects.

This is the most epic data collection and analysis of Wikimedia
programs we've done so far as a movement, and all program leaders are
invited to take part. :-) You can do so here:

As we did in the Fall of 2013, we invite community members leading and
evaluating Wikimedia programs to share their data with the rest of the
movement (i.e., Edit-a-thons, Editing Workshops, On-wiki Writing
Contests, Photo Events, etc.). Last year’s data was collected and
analysed in a series of reports that was the beginning of telling the
Wikimedia story of impact: the incredible work of over 60 program
leaders implementing 119 programs or projects in 30 countries across
the world. This helped us start building a set of good and best
practices for effective programs across our movement.[1] This year’s
data drive will be critical to help us continue to do and learn better
from each other.


To best prepare, program leaders can review the reporting items [1]
and start gathering that data you have filed away about your programs
since the last reporting round. We are looking for data on programs
completed any time from September 1, 2013 through September 30, 2014.
You can ask questions directly on the reporting form preview [2] or on
our portal talk page [3]. If you are planning to report and may need
support from us, do let us know so that we can help in any way needed.

As Ravi pointed 11th Century Kannada literature is already public domain .

it . And while looking at details, There was no  point of time  in which
govt of Karanataka had copyright on this content .

This effort is almost in same lines of  Open access initiative of rare
public domain books by Kerala Sahitya academy happened almost same time
last year (http://www.keralasahityaakademi.org/online_library/index.html) .
They havnt claimed any undeserving copyright on these books . SO it is
better if people involved canm correct Govt of Karanataka at this point
itself showing kerala example to avoid further ambiguities surrounding
license .

Congrats Ravi,

Happy to see an active wikipedian joining as a chapter staff.
Usually what we see in this sector for last few yerars is community members
quitting staff positions after a short term burnout at official roles. I am
sure Ravi will not join in that list and he will lead the chapter to new
heights with clear understanding on community practices

Wish you and the Chapter all success!

I am very happy that chapter selected an active Wikimedian to its staff
position

I agree with Ravi and Anivar!

I am not an expert of licensing, but the thing that is already in public
domain, licensing the same under CC-BY-SA 3.0 is one way limiting the
public availability of the same content.

best license for this? We always back off from using the government
produced books and content unless it is stated to used by public without
restrictions. But data that has been in circulation among people doesn't
require to be copyrighted even for just digitizing. We should surely
discuss this at large.

CC0 applies only if the Govt of Karanataka Owns current copyright of it and
want to make it public domain .
In this case Govt does not owns its copyright and It is already public
domain . What they are doing is making them available via Digitalization ,
ie  it is an Open access initiative of rare public domain books

There is no role for copyright or licenses in this
