I wonder why some people habitually think, speak and write in bad
taste; and, use expressions/remarks which smack of utter arrogance.
Just look at the taunting expressions/remarks ... great Mr. Rungta,
and ... Mr. advocate 
This unseemly blame-game, this ominous posturing, and this credit-hunt
(more particularly, where no credit is due) will only serve to
accentuate and deepen bitterness thereby widening the existing
cleavage.
Be that as it may, those who have suddenly began to see so much merit
in the RPD Bill currently pending with Rajya Sabha owe an explanation
as to how the said Bill concedes more in favour of persons with
disabilities than its two predecessors, namely, the 2011 and 2012
drafts respectively which they had roundly condemned, among other
things, by saying that those drafts were not even worth the paper they
were written on. The fact of the matter is that this Bill not only
concedes much less but also seeks to take away some existing
advantages and also seeks to legitimise discrimination against persons
with disabilities.
 Now, unfortunately, the same set of people who had so vociferously
and full-throatedly condemned the earlier two drafts as indicated
above, have now worked overtime to see the passage of this lesser bill
through till the Parliament adjourned sine die.

  minister promised us three things:

  Firstly, a joint meeting of NFB, law minister and secretary of
  department of disability affairs will be held to consider the
  suggestions submitted by the delegation. Secondly, if the problem
  still persists, the bill will be reffered to the standing committee.
  Thirdly, in the mean time if the bill is listed in the business, the
  minister himself will straight away inform the chairman of Rajya Sabha
  that the consultations are not complete, therefore, he is not pressing
  the bill for discussion and passage till the consultations are
  completed.

  However, shockingly, it was also told to us that when Javed Abidi came
  for the meeting on third with the secretary of department of
  disability affairs, he showed my forged signature saying that Mr.
  Rungta is busy somewhere else and I'm representing the whole
  disability sector. So you can understand the nepharious plans of self
  styled people like Javed Abidi.

  Abidi was saying that he will teach a lesson to the blind, therefore,
  we all must ask Mr. Javed Abidi now as to where is the bill today?

  I would like to thank each and everyone who supported us for this
  cause. Without your support, it wouldn't have been possible to stall
  the passage of this flawed bill and discrimination against disabled
  would have been legitimised on grounds of disability. I'm also
  thankful to the students of JNU whose hard work and intelligent inputs
  helped us a lot in building up this momentum, Specially Ajay and

Great! Sorry to say, but, none can teach lesson to anyone. everyone
learns  on his own. In fact, I think, for you so called activest, have
so many things to learn from Mr. Rungtha. How can you cheat by saying
this? to them. At least under your leadership I don't think our future
will be safe. You can forward the same to Mr.  Rungtha, or anyone.
But, unfortunetly it is a fact.


With that, I want to say, I am agree with Mr. Arvind. Secondly, Sir!
although I had dilited all mails, yet, I will forward you all those

Abidijee, I am sorry to say that over the last month, your observable
behaviour with regard to RPD Bill is deeply regrettable. It is not in
conformity with ethics, politics or academics of disability. You must
be aware that almost all expert opinion that emerged in response to
your push to the RPD Bill is against you. Any sensible and honourable
person by this time would have a taken a deep breath and sit back, but
you are the one who is still committed to waste time of others and the
fact is that your position, your reasoning and your Bill if it is

come out absolutely clear on the introduced Bill saying, according to
me, that the Bill is deeply flawed and you are apologetic to provide

consensus to pass it on voice vote was absent on the floor of the
Rajya Sabha. Let me quote Smt. Kanimozhi to you who said on the floor
of the House while opposing the passage of the Bill: We have a strong
objection to The Disabilities Bill. We wanted it to be sent to the
Standing Committee. We will not allow it to be taken up today. Do you
think that these are normal and ordinary words. I have heard that you
have been a journalist. If this is correct, you must have the ability
to discern the strength and intensity of words and language and if
that is so, as a person with dignity, you must not let the mixing
happen. You are required to respect the dignity of the House. In your
frenzy of trying to push us down the slippery slope, you can't compel
the government to commit the contempt of the legislature.

leadership of mr. Abidi. He does not know anything at all about laws.
like how laws works? How it can be interpreted?  even he can not give
a surity that when it will amend? etc.  but national Federation of the
Blind can answer all the questions.  I would like to advise to mr.
abidi to leave the disability   activism and joine the corrupt
congress.

can impose  it on whole disability community.  here I would like to
tell you some  obious  result because of your bad, cheating and
non-sense politics.  firstly you have divided  the blind and
o.h.community  in two groups which was earlier in single frame.
secondly: you have dininished the  activism of d.r.g. finally you have
created the non-gapeavle space in the disability movement.  in the end
I would like to advise you that please leave the disability activism
and  joine the corrupt  congress.

yes avinash. everybody want unity. anger and criticism is coming only
due to some pushing this bill for ordinance. first of all, we should
make all disability people understand that this bill is benificial to
nobody including mentally challenged who are newly included. everybody
should understand this. let them reply what those group get benifits
if they get country wide accepted disability certificate then getting
no job since, companies always can find some reason or another to
exclude them from all kinds of job?

 work on the proper way to remove the blamings on the blind people

I have NVDA installed with espeak. In my control pannel devnagari
inscript keyboard is added. I can type in hindi when I press left alt
plus shift.
Please tell me that am I using right layout and method.
This keyboard layout which I am using is acceptable overall or not.
acceptable means in the typing test of government jobs.

Here is the latest update on developments regarding the RPD Bill.
 The All-India Disability alliance has intensified its campaign to
stall the promulgation of the RPD Bill through the ordinance route. As
a part of the said campaign, the alliance held demonstrations at 10
Janpath in front of Congress President Mrs. Sonia Gandhi's residence
as well as at Akbar Road in front of the Congress office yesterday.
Opposing any prospective move to promulgate the RPD Bill in its
present form, the demonstrators expressed the view that in case the
Govt. is keen to promulgate the Bill through ordinance apparently in
order to include the categories of persons with disabilities left out
of the purview of the Current PWD Act, it could do so by amending the
extant PWD Act; rather than by promulgating the RPD Bill in its
present form which, inter alia, seeks to legitimize discrimination
against persons with disabilities. Congress Treasurer Mr. Motilal Bora
and Dr. Jaykumar, Secretary AICC met me yesterday in the wake of the
said demonstrations.
Mr. Motilal Bora assured me that if at all any ordinance is brought
in, it will, as demanded by the All-India Disability Alliance, only be
for the purpose of amending the definition related Section of the
current PWD Act so as to include persons belonging to those other
categories of disabilities who are not covered under the existing
provisions of the PWD Act.
AICC Secretary Dr. Jay Kumar stated that no ordinance will be
promulgated without the active concurrence of the All-India Disability
Alliance.
 Today's update
 On behalf of the said alliance, a delegation comprising members of
the National Federation of the Blind met Mr. V. Narayan Swamy,
Minister of State in the PMO in tamil Nadu who categorically stated
that no ordinance is in contemplation of the Govt. in violation of
established procedures.
Another delegation of the National Federation of the Blind also met
Mr. Rahul Gandhi in Dehra Dun, Uttarakhand, and submitted a memorandum
on behalf of the said All-India Disability Alliance requesting him to
ensure that the RPD Bill is not promulgated through the ordinance
route in its present form albeit the Govt. may, in order to include
persons belonging to some other categories of disabilities as stated
above, may appropriately amend the existing PWD Act. Mr. Gandhi, after
hearing out the delegation assured that whatever is in the best
interests of persons with disabilities will be done and that he will
look into the demand of the Alliance.

The Great Gatsby for me. I read the book many years ago, but I
listened to it last summer while planting 50 polypodium californicas
and 50 festuca idahoensis in the dappled light beneath my oaks. Now,
when I look at them, I think about that last awful accident, the
yellow Rolls-Royce screaming past the repair shop, and what F. Scott
Fitzgerald's narrator called Gatsby's extraordinary gift for hope.
The sale of audiobooks has skyrocketed in recent years. In 2012, total
industry sales in the book business fell just under 1 percent over
all, but those of downloadable audiobooks rose by more than 20
percent. That year, 13,255 titles came out as audiobooks, compared
with 4,602 in 2009. Publishers seem to be paying more attention to
their production. When Simon and Schuster published Colm Toibin's
Testament of Mary last autumn, the narrator was Meryl Streep.
We tend to regard reading with our eyes as more serious, more
highbrow, than hearing a book read out loud. Listening to a written
text harkens back to childhood, when we couldn't read it ourselves, or
a time when our parents left off reading the chapter out loud in the
middle, a nudge that we'd use our school-taught skills to finish it
off by ourselves.
The great linguist Ferdinand de Saussure thought we treated writing as
more important than speaking because writing is visual. Speech is
ephemeral -- you hear a word, and then it is gone. The word written
down remains, and so we attach more significance to it. Saussure wrote
that when we imagined text as more important than speech, it was as if
we thought we would learn more about someone from his photograph than
from his face.
But so it is. The ability to read has always been invested with more
importance than mere speech. When only a small priestly elite could
read, books were sacred mysteries. When more people could read,
literacy became a means to move forward in the world. These days, the
ability to read is a prerequisite for full participation in the social
order.
But for most of human history literature has been spoken out loud. The
Iliad and the Odyssey were sung. We think that the Homeric singers of
those tales mastered the prodigious mnemonic task presented by those
thousands upon thousands of lines of text through an intricate
combination of common phrases -- rosy-fingered dawn, the wine-dark sea
-- and nested plots that could be expanded or shortened as the occasion
demanded.
Even after narratives were written down, they were more often heard
than read. The Roman elites could read, but gatherings at which people
recited their poetry were common. And before the modern era, when
printing made books widely available and literacy became widespread,
reading was an oral act. People read aloud not only to others but also
to themselves, and books, as the historian William Graham puts it in
Beyond the Written Word, were meant for the ears as much, or more
so, than for the eyes.
In the early 17th century the Jesuit missionary to China Matteo Ricci
captured the orality of writing in this letter to a Peking publisher:
The whole point of writing something down is that your voice will
then carry for thousands of miles, whereas in direct conversation it
fades at a hundred paces. Mr. Graham writes that in Europe, silent
private reading became widespread only in the second half of the 19th
century.
What happens when you hear a text rather than read it? The obvious
thing is that you can do something else with your eyes. That is why I
can listen to books when I garden. My hands and eyes can work. And so
listening to a book is a different sensory experience than reading it.
The inner imagining of the story becomes commingled with the outer
senses -- my hands on the trowel, the scent of tansy in the breeze. The
creation of this sensory richness was in fact an explicit goal of the
oral reading of the Bible in the medieval European cloister, so that
daily tasks would be infused with Scripture, and Scripture would be
remembered through ordinary tasks.
I find that when I listen to a story, instead of reading it on a page,
my memory of the book does change. I remember more of the action and
less of the language, although sometimes when I listen a sentence will
drop into my mind and shock me into attention in a way that is less
common when I read. (Mind you, it helps to have a good reader.) You
don't check back on previous paragraphs or read the last page first
when you listen. You move forward, and what you carry with you is
person and event.
I listen the way I read books as a child, as if I were there watching.
The author becomes more transparent, the characters more real.

NEW DELHI: Stating that there was a shortage of over 1.5 lakh trained
professionals in the disability sector in 2012, a parliamentary panel
has asked the government to create better prospects for those looking
to work in the area.

In a report tabled in Parliament, the Standing Committee on Social
Justice and Empowerment cited the government's own data to state that
there was a shortfall of 1,58,598 professionals in the disability
sector in 2012.

Expressing concern, the panel chaired by Hemanand Biswal said that the
primary reason for the shortfall was the poor compensation and pay
packages given to those working in the sector.

In a landmark judgement, Delhi High Court had in September, 2009,
directed Delhi government to ensure equal terms and conditions of
service for special teachers with those having diplomas and degrees in
general education, the panel noted.

It recommended that the Department of Disability Affairs take up with
the HRD Ministry and state governments that matter of giving good pay
packages to those working in the disability sector.

To encourage more young people to take up this noble profession, these
workers should have good promotional avenues on a par with those
employed in normal schools and universities, the panel added.

It also said that the national institutes in the disability sector
should get greater funds so that they may fulfil their primary
objective of training manpower, capacity building and research while
catering to patients.

The panel stressed on the need for a legislation for persons with
disabilities which would be in consonance with the UN Convention on
Rights of Persons with Disabilities.

Hello friends, i myself being visually challenged understand the importance of 
this bill, still very  humblely i request my fellow honorable members on the 
list that we shouldnt b in hurry to clear this bill, c electronic material 
clause is not so clear, + there are certain more clauses which needs attention, 
here an important issue i would like to raise, other than battle  field a 
person gets disable in arm forces  while on duty, for example working on high 
region, or performing non battle duties, then he is send home but justice 
demands that he b adjusted  in other  areas, on an average 4, 2 5 people every 
year come to NIVH who loose sight during service, atleast  some provision b 
made where they get job scuirity, rather been send home, may i add here 
currently  an officer who lost his sight on duty but not on battle grounds, was 
asked 2 leave, but he is fighting case in mumbai High court to seek justice, so 
this issue also needs to b addressed,  the state must make aneffort to reh
 abilitate  such people, in other words job scuirity issue specially for people 
who loose sight on duty with services specially non battle ground b provided, 
or rather they b accomodated in inactive duties, pls i request my friend 
harish, kiran: regulater of list, make the sentiments of honorable members of 
the list reach appropriate dicision making athority in this regard, thanking u 
all with hoping to hear from fellow members on the said issues, regards, Dr.

Technology's (MIT) Media Lab, reads text aloud as users run their
fingers over each word. The device can be used by visually impaired
people who require help with accessing printed text and also for
language translation. Users scan a text line with their finger and
receive an audio feedback of the words and a haptic feedback of the
layout -- start and end of line, new line and other cues.

Haptic feedback is a tactile feedback technology that takes advantage
of the sense of touch by applying forces, vibrations or motions to the
user. The FingerReader algorithm knows to detect and give feedback
when the user veers away from the baseline of the text and helps them
maintain a straight scanning motion within the line, said an MIT

[AI] problem regarding ms outlook 2007

Hello friends,

I am using ms outlook 2007. I've configured my mail as pop3.  when I explore
any e males I always get various message prior to say the male like extra
line from this message has been removed or outlook prevented to download
some files from the internet or similar. So it always get unknowied me so
what steps has to be done to stop jaws saying the above message prior to
announce my male?

which operating system are you using.
accordingly I can help you settle with a keyboard that you can shift
over whenever you want to write in hindi.
not only in hindi, you can type in Punjabi, telgu, Bengali, gujrati,
Marathi, Malayalam, kannada, tamil,  and NVDA is getting support oriya
and asamese as well.

you can try the following steps on windows 7 and windows XP to type in
hindi or anyother language:
 1. Open Control Panel.
 2. Go to on Region and language option. and press ENTER on it
 3. Press CTRL+TAB to go to keyboard page.
 4. Select change keyboard button with ALT+C.
 5. in The next dialog select Add button.
 6.  In the tree view select the language you want to type in, for
example, telgu india
 7. Expand the Telgu India view with RIGHT ARROW.
 8. Check the check box of Telgu  India and in Others select the option of
 ink correction.
 9. Select Ok Button.
 10 Apply the changes and select the OK button to close Region and Languages
 dialog.
 11. Go to MSWord and Press ALT+SHIFT to shift between English and Telgu.
 12. Type in the characters here.
Please note, you can shift between various languages with ALT+SHIFT.

 Please contact in case you have any problem in following steps given above.
NVDA is as good as JAWS, you can start using it, it uses the windows
keystrokes, and is very much similar to JAWS.

NvDA does has the option of stopping the updates.
it is as good as JAWS.

you may first find it difficult to hear to espeak, but later on you
can used to it the same way you are used to JAWS.  for your help, you
have in fact use eloquence with NVDA.
