Here at North Dakota State, we have an overarching Equal Opportunity and 
Non-Discrimination Policy -- https://www.ndsu.edu/fileadmin/policy/100.pdf -- 
and several more specific ones.  Our Discrimination, Harassment, and 
Retaliation Complaint Procedures -- 
https://www.ndsu.edu/fileadmin/policy/156.pdf -- can be used by anyone in the 
University community who wants to file a complaint or a report.

Sex- and gender-based discrimination was addressed by a Sexual Harassment 
Policy.  That policy will be replaced by a much-improved Sexual and 
Gender-Based Harassment, Sexual Misconduct, and Title IX Policy that I can't 
attach because it has not yet gone through the entire policy approval process.  
I would be glad to send it when it does later this semester.  We also currently 
have a Consensual Relationships Policy --

Generally, student-to-student harassment is addressed through the Student Code 
of Conduct.  The Sexual Misconduct and Title IX Compliance Policy -- 
https://www.ndsu.edu/fileadmin/policy/603.pdf  - is used for student-involved 
sexual misconduct - usually student-to-student.

Employment Opportunity, & Non-Discrimination Harassment policy. To provide some 
context around our questions, we have a stand-alone Sexual Misconduct policy 
addressing sex- and gender-based harassment (not discrimination). Our 
non-discrimination notice is also a stand-alone document (it is not a 
university policy, though it is an associated document to multiple university 
policies). Additionally, our current AA/EE/NDH policy does not address 
student-to-student behavior; that is addressed in our Code of Student Conduct 
if the behavior rises to the level of a) endangering health and safety, b) 
disorderly or disruptive conduct, or c) riotous behavior.

We'd love if you'd share any advice, your current policies, or your thoughts on 
the following:


* Do you combine your policies addressing Affirmative Action & Equal 
Employment Opportunity and those addressing Non-Discrimination/Harassment, or 
do you separate them?

harassment, and sexual misconduct, and one regarding equal employment

hiring.  This is carried over to another policy that governs all
employment, and is a President sponsored policy:

We have separate policies for AA/Equal Employment,  Equal Education 
Opportunity,  Discrimination and Harassment (this is newly edited to address 
all non-sexual harassment and discrimination) and Sexual Harassment and 
Misconduct

· Do you address sex- and gender-based discrimination in an overarching 
anti-discrimination/harassment policy or are those protected classes addressed 
separately?

Gender based discrimination that is not due to sexual harassment or misconduct 
would be addressed in our Discrimination and Harassment policy, while any 
discrimination as a result of sexual misconduct or harassment would be 
addressed in that policy.

· Do you address student-to-student harassment via policy?  If you do, 
is this in conjunction with policy relevant to faculty and/or staff?

Both our Discrimination and Harassment and Sexual Harassment and Misconduct 
policies now address both student and employees, this is relatively new.

At Purdue, we have an overarching Nondiscrimination Policy 
Statement<http://www.purdue.edu/purdue/ea_eou_statement.html> issued by our 
board of trustees. At the administrative level, we have two policies:

*  Anti-Harassment (III.C.1)<http://www.purdue.edu/policies/ethics/iiic1.html>
*  Equal Opportunity, Equal Access and Affirmative Action 
(III.C.2)<http://www.purdue.edu/policies/ethics/iiic2.html>

Our anti-harassment policy covers all forms of harassment, including student to 
student. Our EOEA/AA policy covers all forms of discrimination, from those 
bases protected by law to those included as a matter of board policy. Both 
policies are supported by the same set of Procedures for Resolving Complaints 
of Discrimination and 
Harassment<http://www.purdue.edu/ethics/resources/resolving-complaints.html>. 
For student to student harassment, the procedures assign the dean of students 
office as the arbiter and all others are arbitrated through our Office of 
Institutional Equity.
