Maybe it's a non-issue, but it seems like active layout is the way to go. You
wind up with a fiber or two to each house and you can still hook it up in a pon

It's probably part of a standard product delivery .. the GPON ends up being

Is the service provider managing the internal network?
Maybe this is their MTU architecture.
