(Trigon) could, in the interactive Cartographor report, make some little
ownership flags or w/e display over the land units - clicking on them one
by one to find out who owns what is a little awkward.

What's the reason for the 50/50 rule in the first place? It seems like
the current players want plots/little empires whatever, and with upkeep
fees keeping things undeveloped is occasionally useful.
