If you sign up as a reviewer you can see and comment on all submitted
papers other than your own.
Papers are normally selected in a committee, using the content
I just tweaked the bottom of this page by adding smaller headers to the
separate date sections. That way the odd overlap becomes sensible. Took a typo
out too.
