I had an issue where filters in the data source form were not being built
due to a missing SLM line in the armonitor.exe file in ITSM 7.1. I have
added the appropriate line and ran it from the command prompt which brings
the slmbrsvc.exe process in the Task Manager.

Open the ReportType form.
Do you have entries in this form with the following data (2 records, one with
Report Type AR System and one Crystal)?
The one in particular you should check is the Report Type Crystal and its Run
Command settings.
