in the roles form,
Application: BMC:Atrium CMDB
Role: CMDB Data View All
to group: CMDB Data View Group
before i defined that, none admin users couldn't even view a single CI.

You don't need to worry about the Assignee Group at all. That group is related
to row level security where
you want to restrict access to ROWS.
