So I've come across a problem that hopefully you may be able to help.
I am getting complaints that SLAs are firing notifications right when an
incident has been re-assigned to the particular group.
For a medium incident, 2 service targets are attached. One for response and one
for resolution.

Right; one action per milestone when you use the templates. Add more milestones
to the Service Target for additional actions.

One caution - if you use the templates, you can only have one action per rule,
even though there are several action templates. They all write a temp value to
exactly the same field in the Incident form, so if you specify 4 actions like I
did

Since Milestones and Actions created using the templates are limited to ONE
Action per Milestone because of how they use a single temp variable field, I
simply added more milestones to each Service target, with only ONE Action for
each

believe that the way this is supposed to work is it looks at the
Assigned Group and notifies whoever has the the Incident Manager
Functional Role for that Group. These do not work at all.

Action? It seems you can only put one group per line. E.g in the To
field this will only take one variable.

What do you mean the name of the group has to be the same when you do
the assignment? It seems to work for some groups when I pass the
GroupID to the Email Action for some groups but not others. Our groups
are named like this
Group ID = 1000
Group Name = 1000
Long Group Name = Tier 1-Tier2-Tier3
employees bearing workarounds - chances are they are
really just clueless, and grasping at straws (not true for all; there
are a few I know I can trust).
Footnote: That is why I am holding out for a formal technical bulletin
or approved knowledge base article on their proposed workaround for SLM
