My god people : Service ssh stop. No reason to install subsystem for Linux if you wouldn't even understand that that would happen. It's a developer feature for a reason though MS shouldn't really do that unless the user wants it. Not sure on Linux OS practices

It appears that this may be a known issue: [1][2][3][4]. This may be due to some current interopability issues, its still in development so I'd expect some improvements to the security model will be forthcoming. In the mean time you can check the links
